Demographic Landscape in Wisconsin

• While the percent of native English school age children has remained the same or slightly declined in the last 10 years, the ELL population has doubled

• Over half of our ELL students are in grade 3 or lower and approximately 2/3 were born here in the United States

• 46% of ELLs are spread across 302 small or rural school districts• 34% of incoming MMSD kindergarten class are ELLs• MMSD reports they will need to hire 55 new bilingual teachers next year to

meet programming needs• ELL students are 50 percent more likely to dropout of school than non-ELL

students• National Center on Education Statistics (NCES) indicate nationwide about

12% of all teachers of ELLs have had any formal preparation for working with this population

• ALL of our current bilingual candidates hold emergency licenses

Connecting Teachers to English Language Learners (CTELL)

• Created in 2007, focused on secondary content teachers in the Madison area• Cohort model based on content area (Lang Arts/Social Studies/Math-Science)• Expanded over the first grant cycle to include grades K – 12• Cohort model expanded to include grade level clusters (K-2 and 3-5)• Expanded to online format and statewide access in the second grant cycle• Expanded focus to emphasize rural and small incidence districts• Expanded partners to CESA 2, 3, 4, 5, and 11• Cohort model expanded to include special education and adult education• Present: Provided scholarships for 294 scholars impacting 54 school districts• Present: Provided scholarships for 30 scholars to receive full licensure• Goals by 2016: 584 scholars impacting 80 school districts; 54 full licenses• Non-scholarships students in program at present: 8

Why WISACALD?

• Developed to fill a need in the State of Wisconsin to provide resources and opportunities for educators and practitioners who educate culturally and linguistically diverse populations

• Currently funded through a five-year 1.5 million dollar OELA grant awarded to Edgewood College (2011-2016)

• Started as web-based clearinghouse offering resources and professional development opportunities

Diversity (WISACALD) is committed to promoting awareness, advocacy, and professional

development resources to language educators and practitioners of students from birth through

adulthood. As our state becomes more culturally and linguistically diverse, the Alliance aims to merge efforts and interests of educators and

practitioners that highlight, embrace, and celebrate our changing population in Wisconsin.
