ABOUT THIS GUIDE

This guide provides a convenient, easy-to-use tool that can be used to locate services for veterans, service members, and their families throughout Michigan. Please note that resources often change quickly, and although our goal is to provide updated information, it may not be the case that the information in some of the listings is current. Therefore, before giving a service member or veteran information from this guide, please call the agency and verify their ability to provide the specific assistance needed. Many of these agencies set their own guidelines for eligibility, which should be ascertained before giving out contact information. THE AFFORDABLE CARE ACT AND VA BENEFITS

With the implementation of the Affordable Care Act (ACA), many individuals are unaware of whether or not their health insurance has changed in some way. It is important for veterans to know that the ACA does not change VA health benefits or a veteran’s out-of-pocket costs in anyway.

If an individual is enrolled in VA health care (including veteran health care benefits, the Civilian Health

and Medical Program, and the Spina Bifida Health Care Program), TRICARE, or a private insurer that

meets requirements for minimum essential coverage1, s/he does not need to take additional steps to

meet the ACA’s coverage standards. Beginning in 2015, U.S. taxpayers will need to declare that they

have health coverage on their federal tax forms in order to avoid a fee. This information and more can

be found at: http://va.gov/healthbenefits/.

The VA has numerous benefits and programs for veterans and their families that require them to meet

certain eligibility requirements. In order to effectively navigate this complex system, Veteran Service

Officers (VSOs) are available to offer specialized assistance to veterans or other beneficiaries.

Military Support Programs and Networks (M-SPAN) at the University of Michigan are a part of the Welcome

Back Veterans national initiative. M-SPAN programs are dedicated to military mental health and include innovative approaches to outreach, overcoming stigma, and the design and delivery of programs for military families. M-SPAN is honored to do this work in partnership with the Michigan Army National Guard, and to

develop and implement programs to meet the needs of citizen soldiers and their families.

Buddy-to-Buddy Volunteer Veteran Program is a peer-to-peer outreach program that trains veterans to provide peer support and linkage to needed resources for post-9/11 service members and veterans.

connects incoming student veterans with veteran peers to provide support, help them navigate college life, identify any challenges they are encountering, and refer them to the appropriate resources on or off campus.

HomeFront Strong is an 8-week resiliency group for military spouses or partners experiencing distress

associated with deployment. The group focuses on building social support and positive relationships, learning new approaches to self-care, connecting to resources, and promoting resiliency and positive coping.

STRoNG Military Families is a program for military families with young children (ages 0-6). It is offered both as a

10 week course and also as a weekend retreat. The whole family participates, including older children. The focus is on positive parenting.

College Resource Network www.collegeresourcenetwork.com The College Resource Network is a free scholarship search engine and college planning website. They have a veteran-specific category for scholarships that is updated daily. Click on “Scholarships,” then select “By Types,” and chose “Veteran” to view related scholarships.

GI Bill Office (888) 442-4551 www.benefits.va.gov/gibill Service members and veterans interested in pursuing higher education have the option of applying for GI Bill benefits through the VA. The United States government has established a variety of educational assistance programs for persons who have served in the Armed Forces. The Department of Veterans Affairs’ GI Bill website provides extensive detail on each program.

The GI Go Fund (866) 389-4446 www.gigofund.org The GI Go Fund is a non-profit charitable organization that provides assistance to all military veterans, with a focus on veterans from Iraq and Afghanistan, by helping them find employment, access housing, and secure their educational and health benefits.

National Testing Program www.benefits.va.gov/gibill/national_testing.asp Advancing your education often requires you to take costly national tests. Through the VA, you may be eligible for reimbursement for these tests.

Reserve Educational Assistance Program www.benefits.va.gov/gibill/reap.asp REAP is a DoD education benefit program designed to provide educational assistance to members of the Reserve components called or ordered to active duty in response to a war or national emergency as declared by the President or Congress. This program makes certain reservists who were active for at least 90 days after 9/11/2001 either eligible for educational benefits or eligible for increased benefits.

Student Veterans of America www.studentveterans.org Student Veterans of America’s mission is to provide military veterans with the resources, support and advocacy needed to succeed in higher education and following graduation.

Veterans Resource Representatives www.michiganveterans.com/home/education-summary/in-state-tuition-for-veterans/michigan-veteran-education-initiative Through the Michigan Veteran Education Initiative, VRRs provide outreach and assistance during the transition from the military to college life. Individuals are trained to provide support and answer questions from veterans, faculty and staff about admissions, financial aid and other topics.

Employer Support of the Guard and Reserve (ESGR) (800) 336-4590 www.esgr.mil ESGR is a Department of Defense organization that informs and educates service members and their civilian employers regarding their rights and responsibilities governed by the Uniformed Service Employment and Reemployment Rights Act (USERRA) of 1994. Trained ombudsmen provide mediation of issues relating to compliance with USERRA.

Michigan residents who are honorably discharged veterans with physical or psychological wounds are eligible. While intended to primarily serve veterans of U.S. operations in Iraq and Afghanistan, the program is not limited to veterans of those operations.

Their Spouse Education and Career Opportunities Program assists military spouses explore the world of work and make careful decisions. Councilors are also provided to help connect spouses with mentors who can help them open doors and meet employers.

The Mission Continues’ Fellowship harnesses veterans’ strengths, skills, and compassion and empowers them to volunteer with non-profit organizations in their community on a daily basis. The Mission Continues’ Service Platoon, bring teams of veterans to work together with partners at the local level to build stronger communities and tackle pressing issues.

Participants in the program are given resources to assist them with the transition into an impactful career with Quicken Loans. Quicken Loans hires veterans for a variety of positions and offers great perks including, continuous training, fun trips, paid time off to volunteer and a highly competitive benefits package.

VA Work Study www.benefits.va.gov/gibill/workstudy.asp Work study is available through the VA to eligible student veterans at participating schools. Work must be related to VA work. Visit their website to apply.

VA Selective Placement Coordinator www.opm.gov/policy-data-oversight/disability-employment/selective-placement-program-coordinator-directory/ For individuals with disability, there are Selective Placement Coordinators (SPCs) at every VA hospital. SPCs help with resume writing, translation of military experience into civilian work, and communicate between veterans and hiring authorities. An SPC directory can be found at the website.

VetBizCentral 501 S. Averill Ave. Flint, MI 48506 (810) 767-8387 www.vetbizcentral.com VetBizCentral provides comprehensive employment assistance to veterans, Active Duty, Guard and Reserve members in the formation and expansion of their business. Services include: training, education, mentoring, counseling, procurement, advocacy, networking, and conferences.

Vocational Rehabilitation and Education (VR&E) 477 Michigan Ave. Detroit, MI 48226 (517) 203-0947 www.benefits.va.gov/VOCREHAB/edu_voc_counseling.asp Vocational Rehabilitation and Employment (VR&E) services are available to assist with job training, employment accommodations, resume development, and job seeking skills coaching. Other services may be provided to assist Veterans in starting their own businesses or independent living services for those who are severely disabled and unable to work in traditional employment. In general, a veteran must be 20% service-connected and within twelve years of separation to qualify for VR&E. However, all veterans are encouraged to apply as certain exceptions can be made.

Domestic Violence Hotline Hotline: (800) 799-7233 www.thehotline.org The National Domestic Violence Hotline is available to provide 24/7 support for anyone experiencing domestic violence, anyone interesting in getting involved, and information and resources.

Family Assistance Centers (517) 481-8362 Family Assistance Centers and Wing Coordinators exist to assist the State Family Readiness office in caring for military families of deployed troops. Each coordinator will act as a call center for military families for a broad scope of issues. Some personal issues may require counseling and referral to an area Chaplain, and legal matters may require reference to a military Judge Advocate General (JAG). Coordinators can manage these types of referrals.

The committee is able to provide reintegration assistance and temporary financial assistance, among other services.

Fallen and Wounded Soldiers Fund www.fwsf.org The Fallen and Wounded Soldiers Fund is a non-profit organization dedicated to supporting Michigan-based soldiers and their families by providing supplemental assistance to meet their immediate financial needs.

Michigan Family Relief Fund (517) 481-7646 www.michigan.gov/dmva/0,1607,7-126--106682--,00.html The Michigan Family Relief Fund provides grants to qualifying families of military members in either the Michigan National Guard or Reserves who are called to active duty as a result of the national response to the September 11, 2001 terrorist attacks. This fund can provide up to $500 immediately or additional funds after review.

Michigan Veterans Trust Fund P.O. Box 30104 Lansing, MI 48909 (517) 284-5299 The Michigan Veterans Trust Fund (MVTF) is a program designed to help when an unforeseen situation has caused temporary financial emergency or hardship that a grant would resolve. Eligible applicants must be able to show that they can meet future financial obligations. A veteran can apply for the MVTF through their local County Veteran Counselor (CVC). Military OneSource www.militaryonesource.mil/financial-and-legal Military OneSource offers financial counseling that addresses issues of budgeting and general financial management, as well as topics like investing, retirement, and college. Operation HomeFront Central Great Lakes Office 4180 Keller Rd., Suite B Holt, MI 48842 (800) 692-0956 www.operationhomefront.net Operation HomeFront provides direct services to alleviate a military family’s or individual’s emergency financial burden, as well as counseling and/or recovery support. Emergency financial assistance is in the form of checks paid directly to mortgage lenders, auto mechanics, contractors, hospitals, doctors, dentists and other providers.

VFW Unmet Needs Fund (866) 789-6333 www.vfw.org/unmetneeds The VFW Unmet Needs Fund helps meet unanticipated financial demands on service members’ families that can’t be remedied through existing means. Service member or veteran must have been honorably discharged within the past 36 months or have been active duty within the past 36 months. Applicants must be from the service member or eligible dependent listed under DEERS.

Veterans’ Relief Fund/Soldiers & Sailors Relief Some Michigan counties supply funds for a county relief fund. Eligibility criteria vary between counties, but funds are usually available for both one-time and chronic needs. Service members and veterans may access county relief funds through their local County Veteran Counselor (CVC). See page 52 of this guide for a comprehensive directory of County Veteran Counselors. D.J. Jacobetti Home for Veterans 425 Fisher St. Marquette, MI 49855 (800) 433-6760 The D.J. Jacobetti Home for Veterans provides two levels of care – domiciliary and nursing. In addition, other services, such as spiritual, medical, social, recreational and educational are provided. All services are supported from individual members, federal subsidies and appropriations by the State of Michigan.

Goodwill Industries 15810 Indianola Dr. Rockville, MD 20855 (800) GOODWILL For individuals who are homeless or struggling to maintain housing, their local Goodwill may offer affordable housing options. Services vary between locations.

Grand Rapids Home for Veterans 3000 Monroe Ave. N.E. Grand Rapids, MI 49505 (616) 364-5389 www.michigan.gov/dmva/0,1607,7-126-2362_2749---,00.html GRHV is a long-term care state veteran’s home with the capacity for 450 nursing care beds and more than 100 domiciliary beds. The nursing care beds include 115 special needs beds, with nursing units for the care of Alzheimer's and dementia patients and one nursing unit for dual diagnoses patients. Other services include an in-house pharmacy, rehabilitation therapy, pastoral care and specialty clinics, such as dental and vision care. In addition, residents have numerous opportunities to participate in spiritual, social, recreational and educational activities, both on-site and in the surrounding communities, on a daily basis.

Many are emergency shelters, but also included are general homeless shelters and some transitional housing options. Be aware that many of these shelters have long waiting lists, and it is important to call before going to them.

Housing Assistance for Veterans (877) 424-3838 www.va.gov/homeless/housing.asp The VA has comprehensive programs available to help prevent and end veteran homelessness. When calling the listed number, the veteran will reach a trained VA responder who can connect them with the resources VA offers through these and many other programs.

Local Community Action Agencies www.mcaaa.org/resources/locator Many community action agencies offer veteran-specific programs to assist with homelessness, case management, assistance with rent and security deposits, and help with housing transition. Follow the link above to contact a local agency for assistance.

National Call Center for Homeless Veterans (877) 424-3838 www.va.gov/HOMELESS/NationalCallCenter.asp The National Call Center for Homeless Veterans provides assistance to homeless veterans and their families. They provide free, confidential support from a trained VA staff member 24/7.

National Coalition for Homeless Veterans (800) VET-HELP (838-4357) www.nchv.org The NCHV is a non-profit organization that serves as the resource and technical assistance center for a national network of community-based service providers and local, state and federal agencies that provide emergency and supportive housing, food, health services, job training and placement assistance, legal aid and case management support for thousands of homeless veterans each year.
