As a native from Matane, Walter Bélanger was early interested in the business world and, at 20 years of age, he already owned a draft horse business. As a man of intuition, he understood that mechanics would soon replace horses. So, in April 1960, he acquired the Deschênes et Bernier Company, a concrete product manufacturer.
The company was renamed Béton Provincial Ltd. (BPL), a predestined name that reflects the ambition of its founder as well as the company’s expansion. As an out-standing achievement, Mr. Bélanger was prestigiously awarded the Order of Canada as well as the Ordre na-tional du Québec for all of his accomplishments, values, and ideals that contribute to enhancing Canada’s and Quebec’s profiles.
Béton Provincial promptly built and acquired numerous plants in Gaspésie, on the Côte- Nord, in the Lower St. Lawrence as well as in New-Brunswick. In 1973, Béton Provincial has been awarded a major contract and provided concrete for the Outardes -2 hydroelectric power station (Hydro- Québec). Such project required 260,000 cubic metres of concrete and marked a turning point in the company’s expansion. Furthermore, it was the first of many more contracts with Hydro-Québec to the present day: Manic- 5 (1985), SM- 3 (2000), Grand -Mère (2002), Eastmain- 1 (2005), Chute -Allard (2010), Rapide- des -Cœurs (2010), La Romaine (2014), to name only a few. But the company is not restricted to hydro-electricity: over the last few years, Béton Provincial elaborated numerous wind parks in the Lower St. Lawrence, in Gaspésie as well as in New-Brunswick.
André Bélanger who trained as a civil engineer and holds a MBA gladly joined the company in 1992. Béton Provincial extended its activities to Trois-Rivières, Drummondville, Saint-Hyacinthe, Sorel, Québec, Lévis, and Granby as well as in numerous plants in greater Montreal, the Laurentians as well as Montérégie. Such arrival was backed by a new advertising campaign: ‘‘L’Orange arrive en ville’’ (Translated freely into: The orange is coming to town), which is a nod to the origins and colors of Béton Provincial. It was also during such period that the company implemented its own terminal in the Port of Quebec City for the importation of cement powder. Meanwhile, Béton Provincial began operating a mixing station featuring a world-class technology used to manufacture custom-made cement. Béton Provincial cements meet all the CSA and ASTM Standards. Furthermore, thanks to its high-quality cement (low in alkalis), Béton Provincial is able to provide cost-effective cement solutions.>

The company also solidly established itself in the road-paving sector in the Lower St. Lawrence, in Gaspésie, on the Côte-Nord as well as in the Quebec City region. Moreover, it consolidated its presence in Saguenay–Lac-Saint-Jean. During that same period, Béton Provincial became a key player in the precast concrete sector through the implementation and acquisition of plants in Trois-Rivières. Furthermore, it significantly enlarged its plants in the eastern part of the province. Major projects include the Muskratt Falls one in Labrador, requiring over 500,000 cubic metres of concrete.

Whether you need ready-mixed, precast, or asphalt concrete, crushed stone, and aggregate products, Béton Provincial distinguishes itself through excellence in service as well as modern, high-performance and long-lasting materials. This Quebec company is strong in eastern Canada with more than 75 ready-mixed concrete plants – inclu ding 15 portable plants, 17 asphalt concrete/paving plants, 5 precast concrete plants as well as a large number of quarries, gravel plants, and sand pits. To all that we can add an impressive fleet of over 450 concrete mixers as well as road transport equipment. Above all, the company’s success is based on its dynamic and experienced management team as well as its extra- ordinary staff of over 1,600 employees. PRECAST CONCRETEAll of our precast concrete products have been pre-pared at our plants in a controlled environment. Béton Provincial is CSA/BNQ certified and an ISO structure is keeping track of the management system. Indeed, engineers and technicians that are assigned to quality control ensure to meet all the different project re-quirements. We have five plants located in the Quebec province in order to meet all your needs. Also, we were able to adapt to the increasing demands related to existing standards and we can meet all the engineering challenges presented to us.

This patented technology meets the MDDEFP Standards in terms of hydrodynamic separator performance. It also removes floating debris (with a diameter of over 2.4 mm) generated by rainwater runoff. Such system uniquely combines several hydraulic processes.

ASPHALT CONCRETE/PAVING Our asphalt concrete/paving division is growing steadily since its inception in 1984, thanks to our skilled personnel and range of services offered all across Quebec, New-Brunswick, and Labrador. Our facilities enable us to carry out major projects as well as contracts in remote and hard-to-reach areas. Whether it is a question of manufacturing, installation, levelling or spraying processes, our company uses state-of-theart equipment.
Our bituminous mixes come from a modern technology as well as an in-depth knowledge in paving practices.
Béton Provincial owns 17 asphalt concrete/paving plants, including 9 portable factories with computerized controls. A synergy with our own crushed stone and aggregate allow us to provide high-quality results.

TERCIMAlmost 10 million cubic metres of concrete have been manufactured using Tercim’s high quality cements. Tercim’s terminal produces high-performance cements that meet or exceed all the Canadian and US industry Standards, such as ASTM, CSA, and BNQ. These high-quality cements meet our northern conditions and are designed to suit all types of residential, com-mercial, industrial, mining, and energy projects.
Tercim also includes low-alkalis cements, which, in some areas, allow the use of local aggregates. For instance, Tercim offers the following types of cements:
› GUb-SF (Binary)› GUb-F/SF (Ternary)
Tercim is a fully Quebec-based and family-owned company.
Some examples of major projects › Canaport Methane Terminal,
St-John, New-Brunswick Complex concreting works of 70,000 cubic metres, from which 30,000 cubic metres were elaborated with cryogenic, waterproof concrete. Such concrete offers virtually no cracking risks; it is made from binary cement, contains no sicila fumes, and is designed to resist thermal shocks up to -169oC.
› Icône – Residential Projects, Montreal 28,000 cubic metres of Tercim cement mixture
for a high-performance concrete (between 35 and 65 MPA).
› Deepwater Sea Port, Pointe-Noire, Sept-Iles 25,000 cubic metres of concrete, from which 15,000
cubic metres are elaborated with Tercim cement with silica fumes in order to manufacture concrete piles that may go down to 100 m in water depth.
› Mc Innis Cement Factory, Port Daniel Concreting works with ternary cement in order
to elaborate nine 243-feet high silos made of waterproof and long-lasting concrete (continuous casting process).

CRUSHED STONE AND AGGREGATEThe manufacturing of aggregate at Béton Provincial comes from the operation of some 100 sites across the province, including quarries and gravel pits, in accordance with the environmental regulations. A variety of materials to meet all the possible needs can be elaborated on site: abrasives, sifted sand, granular materials for road construction, cleaned aggregates, and itemized aggregates for cement concrete and asphalt. The manufacturing of such materials is performed in our four portable state of the art stone crushing and sifting plants.
