    The basic principles underlying proportional representation elections are that all voters deserverepresentation and that all political groups in society deserve to be represented in ourlegislatures in proportion to their strength in the electorate. n other words, everyone shouldhave the right to fair representation.

    n order to achieve this fair representation, all "# systems have certain basiccharacteristics -- characteristics that set them apart from our current election system. (irst,

    they all use multi-member districts. nstead of electing one person in each district, as we dohere in the U.S., several people are elected. To understand how the transfer process works, it may be best to start outwith a simple analogy. magine a school where a class is trying to elect a committee. %nystudent who wishes to run stands at the front of the class and the other students vote fortheir favorite candidates by standing beside them. Students standing almost alone ne9t totheir candidate will soon discover that this person has no chance of being elected andmove to another candidate of their choice to help him or her get elected. Some of thestudents standing ne9t to a very popular candidate may reali4e that this person has morethan enough support to win, and decide to go stand ne9t to another student that they wouldalso like to see on the committee. n the end, after all of this shuffling around, most studentswould be standing ne9t to candidates that will be elected, which is the ultimate point of this
