The Green Deal, what is it?

What is the Green Deal? The Green Deal was introduced by the current coalition government after successive governments planned a mechanism by which UK could meet the difficult carbon emissions target of 2050.


The Green Deal is a multifaceted scheme owned by DECC that compliments the many activities being employed to reduce the carbon emissions presented by the Road and Air Transport industries.

What is the Green Deal?


The Green Deal evolved because a staggering 35% ~ 40% of UK’s total carbon emissions come from properties.

Why do we have the Green Deal?


• The aim of the Green Deal is to reduce the carbon emissions coming from UK properties to zero by 2050.

• A second and third stated aims are to:

• Improve the aging housing stock in UK; and • Increase employment opportunities in the UK construction

and technology industry.

What will the Green Deal do?


The Green Deal performed by 5 entities: • Customers; • Advice Organizations; • Installation Organisations; • Green Deal Providers; and • Green Deal Certification Bodies.

What is the Green Deal mechanism?


Can anyone name any other Green Deal entity? • Department for Energy and Climate Change (DECC) • Gemserv, the Oversight and Registration Body (ORB) • Landmark • United Kingdom Accreditation Service (UKAS) • EEM Manufacturers and • Green Deal Ombudsman

What is the Green Deal mechanism?


• DECC owns the Green Deal which is overseen by Gemserv and Certification Bodies are Accredited by UKAS.

• DECC licenses the Green Deal Logo.

• Gemserv provides the Registers and facilitate meetings, understanding and decisions.

• Accredited Certification Bodies certify Organisations.

The governance of the Green Deal


• The target of Zero carbon emissions from UK properties by 2050 is both a serious and difficult target.

• For UK to reduce it total carbon emissions by 80% between

now and 2050, carbon emissions from properties equating to 35% ~ 40% have to be eradicated.

Reasons for the Green Deal


• For UK to reduce it total carbon emissions by 80% will not be cheap or easy.

• The Green Deal is complimented by the Energy Companies

Obligations (ECO) which will give a less financially able markets access to Energy Efficient Measures.

The delivery mechanism for the Green Deal has been designed to: • Improve customer service in the retrofit construction

industry; and • Insure an impeccable level of service to reduce complaints. All Green Deal stakeholders are expected to protect the integrity of the Green Deal.

The delivery mechanism for the Green Deal checks and balances. • Advisors check what EEM the property needs • Surveyors check the GDAR is achievable • Installer install the EEM accurately and • Green Deal Providers are responsible for customers

• Certification Bodies certify Organisation. • Sole Traders are not excluded as long as they behave in the

main, like organisations. • Organizations ensure they pick competent people / teams to

complete the Instalation jobs.

How can you operate within the Green Deal? Advisors and Installers are essentially operatives working for a Certified Organisation.

• Green Deal Products have to be correctly Marked or

Approved.

• Have to be CE Marked.

• A System has to be Certified by an Accredited Certification Body.


What is required to achieve certification?

Well it is the same for Green Deal Installer Organizations as it is for Green Deal Advisor Organizations.

A Green Deal Management System must satisfy the four sources of requirements:

• The Standard;

• The Customer;

• Internal; and

• Statutory and Regulatory Agencies.
