PREFACE Company Overview Similar to many successful companies in this country Brendan Stanton Inc.’s (BSI) beginnings were humble, founded from the back of a residential garage in 1977. From these humble beginnings, BSI has grown into one of the top specialty electrical contractors in the great state of Pennsylvania. BSI currently operates out of Montgomeryville, Pennsylvania from a 47,000 square foot industrial facility. BSI has been successfully operating for over 42 years and specializes in educational, municipal, and industrial electrical construction serving clients in both the private and public sectors. Client needs and expectations are continually exceeded through coupling the diverse talents of BSI’s workforce with a full fleet of fully owned construction equipment. BSI’s vast array of equipment, including emergency generators up to 1.7MW, allows BSI to complete the most challenging projects under the most challenging timelines. BSI has successfully completed numerous Department of General Services (DGS) projects and has successfully completed numerous projects that closely mirror the District 6-0 Generator Project. 1.2 Management Structure Brendan Stanton Inc.’s (BSI’s) project team will consist of BSI’s most experienced employees. Brendan Stanton President 42 Years Brendan Stanton is the owner and founder of Brendan Stanton Inc. (BSI). On projects of the size and complexity of the District 6-0 Generator Project, Brendan plays an active role. Brendan will assist in the overall design and overall execution for the District 6-0 generator project. Robert Miller Procurement 21 Years Robert Miller currently heads both the estimating and procurement departments. On the District 6-0 Project, Robert will assist with the cost submittal portion of BSI’s proposal and will be heavily involved in equipment procurement. Melissa Reynolds Project Administrator 20 Years Melissa Reynolds currently works on the operations side of BSI’s business. Melissa will be responsible for contracts, bonds, insurance, billing, and reporting on the District 6-0 Project. Robert Taylor, P.E Design Engineer 15 Years Robert Taylor currently heads BSI’s engineering department. On the District 6-0 Project, Robert will serve as lead engineer, responsible for the final design. Christopher Stanton, P.E Project Engineer 11 Years Christopher Stanton currently heads BSI’s construction department. Christopher has managed many of BSI’s DGS projects and will serve as project manager on the District 6-0 project. As noted above the core of BSI’s project team has been working together for decades. This team, along with additional support personnel has successfully completed projects of varying scope and size. The team has worked with DGS in the past and looks forward to working together on this project. The District 6-0 Generator Project involves a complete overhaul of the District 6-0’s electrical distribution system. The existing generator will be replaced by a new diesel generator with 1750kW of generating capacity. A new automatic transfer switch will be provided equipped with bypass isolation. The bypass isolation feature allows the switch to be serviced/repaired while maintaining power to the facility. On the normal power distribution system a new PECO approved load interrupter switch, new pad mounted transformer, and new main distribution switchboard will be provided. The switch, transformer, switchboard and automatic transfer switch will be installed on a newly constructed concrete pad foundation. To feed the new pad mounted equipment, the existing PECO medium voltage service will be re-routed through the use of a sectionalizing cabinet. On the low-voltage end the new switchboard will feed the existing building loads via a new conduit and cable system. The most challenging part of the project will be the planning and execution of the electrical cut-over which will require careful coordination between the DBC, PECO and DGS. After the new service is on-line the existing pad mounted equipment will be demolished along with the pad the equipment resides on. The

demolished area will be raked, seeded and restored. BSI has successfully completed numerous design/build projects of varying scope and scale. Specific details of these projects are listed in Section 4.1.a. 1.3 Management Structure Advantages The proposed management structure will effectively serve the interests of the District 6-0 Generator Project in many fashions. All project members are intimately familiar with projects of this scope and size. The project manager has worked on many DGS projects in the past and also served as project manager on DGS project A960-120 which is almost a mirror image of the District 6-0 Generator project. Details on project A960-120 are located in Section 4.1.c. In addition to scope and customer familiarity, the project team structure ensures oversight and accountability at the highest level, with committed involvement from BSI ownership.

SECTION 2 WORK PLAN

2.1 Design Effort Upon Notice of Selection, Brendan Stanton Inc. (BSI) will immediately begin finalizing the design as the stamped construction drawings are a critical path pre-requisite to permit acquisition and equipment procurement. Once the design is finalized, the drawings will be stamped by a licensed professional engineer and submitted for permit. Parallel to the permit submission will be initiation of the PECO Service & Meter (S&M) request, which registers the project into PECO’s system and assigns the project a work order number. The associated PECO work order number will be continually referenced during shop drawing review, pre-energization inspection, and final cut-over. 2.2 Design-Build Concept Brendan Stanton Inc. (BSI) has completed numerous design/build projects of varying complexity and scope. Specific projects are listed and described in Section 4.1. The design/build concept unifies two traditional project segments by combining the design and construction teams into one entity. This collaborative approach opens the lines of communication earlier in the project delivery channel and allows problems/challenges to be worked out much sooner. BSI will perform both the design and construction efforts in house providing a more collaborative effort than normally encountered when the entities are separate. 2.3 Design Challenges From a technical perspective, the initial design appears comprehensive. Potential design challenges, on this particular project, would be related to the construction portion of the project and whether or not there is a better way to minimize exposure to PECO’s schedule and inherently minimize potential shutdowns. 2.4 Risk Management The project management team will be a collaborative unit from the onset of the project. DGS will be actively involved in all design/construction related issues and changes. Communication and early detection are two of the most effective ways to manage risk and these two staples will be part of the District 6-0 Project. 2.5 Long Lead Items The District 6-0 Generator Project contains several long lead equipment items. The primary switch, pad mount transformer, and main distribution switchboard will have long shop drawing lead times and long delivery lead times. The generator and automatic transfer switch will also have long lead times.

2.6 Critical Equipment As mentioned above, the District 6-0 Generator Project contains several long lead equipment items. These items are critical to the completion of the project from both a shop drawing and delivery perspective. Approved shop drawings are required to effectively layout the equipment pads and utility stub-ups. Equipment delivery is required to energize the new equipment and perform the electrical changeover. These challenges will be managed head on at the onset of the project. Equipment will be procured swiftly and shop drawings will be pushed for immediately after order. As soon as shop drawings are available they will be expedited through the approval process to expedite eventual release. After release BSI’s project management team will continually stay abreast to each manufacturer’s timeline and push to ensure committed manufacturing dates are upheld. 2.7 Cut Over The goal of any project requiring a utility cut-over is always to perform as much of the work ahead of time and to minimize exposure to outside entities, namely PECO. The District 6-0 Generator Project would be no different. Prior to any cut-over, all pad mounted equipment would be installed. All cables running between new equipment would be completely terminated. Cables run from new equipment to existing equipment would be installed and terminated at the de-energized end. The cables would be left close to the energized end, prepared for final termination. The new generator would undergo startup and load bank testing prior to any cut-over. The actual cut-over would be carefully coordinated with DGS, PECO, and BSI to ensure a seamless transition. 2.8 Construction Plan Site Operations: BSI’s on-site team will be led by a superintendent with on-site personnel reporting directly to the superintendent. Site Layout: The bridging documents clearly outline the work area. BSI plans to perform the necessary work within this area. Logistics: BSI/DGS will need to coordinate logistical items such as the protocol for daily deliveries and the protocol for the large equipment deliveries. Lay-Down/Parking: Parking and lay-down are typically coordinated with the owner making it difficult to address those items specifically at this time. There are 5 parking spots adjacent to the existing pad-mounted equipment that would serve as likely candidates for BSI equipment and vehicles. BSI will receive all equipment, with the exception of the generator, at our warehouse facility in Montgomeryville, Pennsylvania. These pieces of equipment will not be sent to site until they are ready to be set directly on the pad. This ensures no storage area required on site for said equipment. The generator will be delivered directly to the site and will only be delivered when BSI is ready to set the unit directly on the pad. The balance of material, including rebar and conduit will take up minimal real estate and can be laid down in careful coordination with the owner. Field Office: With the actual construction time being somewhat limited, as it relates to the overall project value, BSI does not anticipate a field office. More than likely a Sea-Crate, for material storage, will be set on a coordinated location on site. BSI will provide adequate sanity facilities for all BSI personnel.

2.9 Project Safety & Monitoring Brendan Stanton Inc. (BSI) takes an active approach to safety ensuring all employees fully understand and adhere to BSI’s safety plan. All personnel are equipped with proper safety attire ranging from hard hats, to safety glasses, to proper work gloves. BSI’s safety officer randomly visits all of BSI’s construction sites to ensure compliance and add instruction to project specific concerns. The construction site will be surrounded by safety fencing as a precautionary measure. 2.10 QA/QC Plan Brendan Stanton Inc.’s (BSI) QA/QC plan for the project will have two main objectives. From an equipment perspective BSI will ensure all major equipment is received, handled and deployed without damage. BSI will receive all equipment, with the exception of the generator, at our warehouse facility in Montgomeryville, Pennsylvania. Receiving and storing the equipment at BSI’s warehouse allows BSI to immediately address any shipping issues and allows a safe storage facility while the project readies for delivery. Equipment will be deployed to site utilizing BSI’s owned fleet of transportation vehicles and rigging equipment. From a construction perspective, BSI project management will regularly visit the project site to ensure quality workmanship is upheld and project specifications are met. 2.11 Closeout Process BSI will provide closeout procedures in accordance with the specifications. Factory certified on-site commissioning will be performed on the emergency generator and the automatic transfer switch. During the on-site commissioning, designated personnel will undergo factory training on the respective units. Operation and Maintenance Manuals will be provided outlining operation and maintenance recommendations/procedures for all newly installed equipment. As-Built drawings will be providing outlining any field changes to the construction drawings.

After reception of the Notice to Proceed, BSI will begin the 3 critical path tasks that drive the schedule, namely Material Procurement, Permit Submission, and PECO Service and Metering. Shop drawings, for critical equipment, will be expedited through the approval process to ensure quick release. After approval from DGS and PECO, equipment will be released and foundation layout will being, with excavation and concrete pads following shortly thereafter. Concrete will be poured and duct banks between pads and duct banks to the building will be completed. Indoor conduit work will take the conduits from the duct bank wall penetrations to their ultimate destinations. Once received, equipment will be deployed and set on site. All conductors will be installed and terminated where applicable. Conductors that re-feed existing equipment will be installed to the termination point and made ready for the switch-over. The generator will be tested/commissioned and conductors will be tested. After all conductors have been installed/terminated/tested and equipment has been commissioned/readied the project will undergo the electrical cut-over. Following successful cut-over to the new equipment, the existing equipment will be demolished and the site will be restored.

Each transformer fed a series of switchboards, which replaced existing switchboards. The school’s existing equipment and new equipment were fed from the new switchboards. The project consisted of numerous electrical shutdowns, which were carefully planned and coordinated with the owner and the project team. The design, construction, and scheduling was all carefully coordinated with PECO.

Description: BSI was contracted to perform design/build services for the Philadelphia Macaroni Company IQF Process Line Project. The project involved a new 35kV electrical overhead service from the PECO service point to a new 1500kVA pad mounted transformer. The 35kV distribution line utilized a series of overhead utility poles to distribute the 35kV cables from the utility service point to the pad mounted transformer. The new pad mounted transformer fed a new 2000A low voltage switchboard which powered existing loads along with new loads associated with the new IQF process line. In a manufacturing environment downtime equates to lost production and lost revenue. BSI successfully coordinated with PECO, the owner, and the project team to minimize the downtime typically associated with a service upgrade project.

Description: BSI was contracted to perform electrical construction for the Valley Forge Sewer Authority Pickering Creek Pump Station Electrical Service Replacement Project. The Pickering Creek Pump Station was originally served from two PECO services. Each PECO service fed a pad mounted 35kV switch and a 35kV substation style transformers. As part of the electrical service upgrade BSI provided two new utility poles, two new 35kV sectionalizing switches, two new 750kVA pad mounted transformers, and a new electrical building enclosure complete with two new switchboards and a new automatic transfer switch. The pumping station cannot lose power, under any circumstance. BSI completed upgrades to both PECO services with no downtime. Each service was swapped independently of the other ensuring one utility service was available at any given time. BSI provided a temporary generator to act as the second available service (emergency service) during construction.

In addition to the dual 5kV feeders, the pump station was backed up by a new 250kW generator and 600A automatic transfer switch. Interception of the existing 5kV lines was carefully coordinated with DGS and the project team.

From a medium voltage perspective the project included 15kV outdoor metal clad switchgear which was distributed to the following 15kV services: (1) 3000 kVA indoor substation, (2) 1500kVA indoor substations, (1) 1500kVA pad mounted transformer, (1) 1000kVA pad mounted transformer, and (1) 500kVA pad mounted transformer. The plant emergency electrical system consisted of (3) 1000kW generators, (1) 800kW generator, (1) 600kW generator, (1) 500kW generator, and (1) 400kW generator.

Description: BSI was contracted to perform electrical construction for the Installation of Emergency Generator Project at the Southeastern Veterans Center. Of all the projects completed by BSI, this project most closely mirrors the District 6-0 Generator Project. The District 6-0 Generator project includes similar equipment, similar shutdown/changeover requirements, and a similar customer in DGS. The Southeastern Veterans Center project included significant electrical work to the electrical distribution systems at Coates Hall, Tligham Hall, and the Community Living Center. The Coates Hall portion of the project included interception of two 5kV feeders and routing of those feeders to a new 5kV dual feed pad mounted source transfer switch. The dual feed transfer switch fed a 750kVA pad mounted transformer and subsequently a 1600A outdoor switchboard. The new outdoor switchboard fed a new indoor switchboard to replace the existing indoor switchboard. The emergency electrical system included a 1600kW generator and a 1600A outdoor automatic transfer switch. At Tligham Hall, two 5kV feeders were intercepted and re-routed to a new 5kV dual feed pad mounted source transfer switch. The dual feed transfer switch fed a 500kVA pad mounted transformer and subsequently an 800A outdoor automatic transfer switch. The 800A automatic transfer switch fed the existing switchboard powering Tligham Hall. The Community Living Center was equipped with a 1000kW generator as part of a previous project. The scope of the 2016 project included an additional 500kW generator that had to parallel with the existing 1000kW generator to back-up the Community Living Center. At all 3 locations power needed to be maintained during construction. BSI utilized our extensive fleet of generators along with our medium voltage expertise to successfully complete the project.

4.1.d Management Team Qualifications Brendan Stanton President 42 Years Brendan Stanton is the owner and founder of Brendan Stanton Inc. (BSI). Since BSI’s inception, more than 42 years ago, Brendan has lead BSI to become one of the most respected and qualified specialty electrical contractors in the State of Pennsylvania. Brendan’s hands-on approach ensures visibility and accountability on all projects that BSI undertakes. Brendan’s extensive experience allows him to provide intuitive insight to customers’ most challenging projects and engineer’s most challenging design dilemmas. Brendan has had an active role in every BSI design/build project and will be a key component to the overall design and overall plan for the District 6-0 generator project. Robert Miller Head Estimator 21 Years Robert Miller has been at BSI for 21 years. Since joining BSI, Robert has been head of both the estimating and procurement departments. Robert’s BSI experience coupled with prior experience provides him with over 40 years of electrical construction experience. This extensive experience proves invaluable on both bid/spec projects and design/build projects. Not many industry experts having a better grasp on construction and equipment cost than Robert. On the District 6-0 Project, Robert will assist with the cost submittal portion of BSI’s proposal and will be heavily involved in equipment procurement. Melissa Reynolds Project Administrator 20 Years Melissa Reynolds has been at BSI for 20 years. Melissa has served in numerous roles on the operations side of the business from accounting to marketing to human resources. Melissa has been involved in all of the DGS projects that BSI has successfully completed. On the District 6-0 Project, Melissa will be responsible for contracts, bonds, insurance, billing, and reporting. Robert Taylor, P.E Design Engineer 15 Years Robert Taylor has been at BSI for 15 years and currently serves as design engineer. Robert has a Bachelor of Science in Electrical Engineering from Drexel University and is a Licensed Professional Engineer in the State of Pennsylvania. Robert has managed many of BSI’s largest projects providing him with extensive electrical construction experience. This vast array of experience allows Robert to produce designs that are both technically and practically sound. Before coming to BSI Robert worked as a lead engineer at PECO, gaining valuable insight into the practices and procedures of the utility company. Robert’s PECO network allows BSI to coordinate as smoothly as possible on projects that require PECO involvement. On the District 6-0 Project, Robert will serve as lead engineer, responsible for the final design. Christopher Stanton, P.E Project Engineer 11 Years Christopher Stanton has been at BSI for 11 years and currently serves as project engineer.
