A selection of relevant topics for ICT cooperation between Europe and Brazil
EUBrasilCloudFORUM team and delegates will interact with the Brazilian Computer Society (SBC) to initiate a SIG (Special Interest Group) in Cloud Computing, formed by Brazilian academic experts in order to define a roadmap for the Brazilian research community in this area for the upcoming years, with inputs also coming from EU experts.
The Workshop on Cloud Networks (WCN) features a call for papers to stimulate the particpation of the industrial and academic research communities on the latest challenges, technologies, solutions and techniques related to networking within the cloud. In parallel, Cloudscape Brazil collects a series of Position Papers bringing insights into the current market trends, the challenges slowing down mainstream adoption of cloud services and the best practices to address them.
EUBrasilCloudFORUM has the mandate from the European Commission (EC) and the Ministry of Science, Technology and Innovation (MCTI) of Brazil, to draft a research Roadmap on cloud computing that will identify collaboration needs and opportunities between Europe and Brazil for the EC and to MCTI. The outcomes of the discussions will be submitted to the EC and to the MCTI to contribute with tangible inputs to the EU-Brazil Policy Dialogue planned for November, 2016.
The EUBrasilCloudFORUM, a 24 month Coordination and Support Action (CSA), is the consolidated result of the efforts pooled together by representatives of the EU-Brazil Working Group set up at the EUBrazil workshop held in July 2014, in Brasilia. The group was formed to create a report for the European Commission (EC) and for the Brazilian Ministry of Science, Technology, and Innovation (MCTI) on the future of EU-Brazil calls. The findings list a number of ICT related topics that could be considered in future calls that have been selected taking into account their expected societal importance and the capabilities and expertise of both European and Brazilian research communities. Based on
interactions with a stakeholder group, the findings also presented a proposal to tune the existing EU-BR collaboration model by addressing aspects such as funding, technical and bureaucratic support, and procedures.
The areas pursued by EUBrasilCloudFORUM will be fully aligned and feed into the work carried out within the EC and MCTI. The current consortia has already made headway in establishing an organisational cooperation model that enables the EU and Brazil to formulate and develop a common strategy and approach for Research & Innovation in Cloud Computing in line with the priorities of each region.

A specific focus on cloud computing
Brazilian ICT Research & Innovation (R&I) priority areas have much in common with European priorities as defined by the EU Framework Programme for Research and Innovation Horizon 2020 (H2020).
Brazil is one of the few LAC countries whose ICT priority R&I areas are equally aligned with H2020 pillars on societal challenges and Industrial leadership, specifically with advancing industrial ICT.
Brazil has many drivers for advancing cloud infrastructures and services, and therefore is a priority in EU-Brazil ICT coordinated calls and published in the ICT H2020 Work programme EUB1-2015 call.
The main areas where Brazil could improve its regulatory framework and learn from EU and other LAC countries are: broadband regulation, cybersecurity, security and privacy, data protection for ICT users, strengthening ICT industry, reviewing ICT sector entities, clinical records, making social insurance universal, tele health and telemedicine.
The EU-Brazil Information Society Dialogue has called upon Europe and Brazil to intensify dialogue on cloud computing and address general cloud policy aspects, personal data protection, trans-Atlantic data, cloud infrastructures, portability of data, quality attributes like performance, reliability, security, privacy and maintainability for eHealth applications and appropriate remedies to vendor lock-in.
EUBrasilCloudFORUM has been tasked by the EC and MCTI to support EU-BR collaborative projects in collecting and promoting their core activities and results. EUBrasilCloudFORUM draws on the successes of past Research and Innovation initiatives, showcases current projects and guides interested parties on new opportunities for EU-Brazilian cooperation in ICT in forthcoming calls. Current success stories illustrate the major benefits of EU-Brazil cooperation in cloud computing.
A dedicated EUBrasilCloudFORUM Working Group is contributing to these scenarios. With balanced membership between the EU and Brazilian experts, the Working Groups play a key role in ensuring EUBrasilCloudFORUM high quality debate and engagement in international collaboration in vitally important ICT themes. While participation of members in EUBrasilCloudFORUM working groups is on a voluntary basis, active involvement is key to having the impact required for new research and innovation.
