APPROACHES: Caution must be taken when approaching Brunei Coastal waters because of the numerous number of platforms and drilling rigs in the oil fields. The area is serviced by numerous support craft, and barges under tow may be encountered. Latest Notices to Mariners should be consulted for details of Safety Zones. PILOTAGE: Pilots are provided by Brunei Shell Petroleum Co Sdn Bhd at the request of BLNG. The Pilot will board the vessel 4 km. from entrance of outer access channel at Lat. 03 18' N, Long. 112 58.5 E, from a 20 m. pilot and mooring line handling launch. Masters must ensure that the pilot access is rigged as per current regulations, and a good lee is provided. A clean heaving line is necessary. The pilot launch will work on VHF Channel 73, call sign ‘‘Lumut Pilot’’. The Pilot remains on board the vessel during the time it is moored and is the BLNG Berthing Master and representative on board. ANCHORAGES: The anchorage area (Anchorage ‘‘C’’) is for vessels calling at Lumut and is located 3.0 miles north of the berth. The area is contained within the following limits: Latitudes 04 45' N and 04 46' N. Longitudes 114 26' E and 114 28' E. RESTRICTIONS: Berthing 0600 1830 hrs. and unberthing 0600 0200 hrs. only. Cargo handling suspended if wind exceeds 15 m./sec. or waves exceed 1.5 m. in height. Loading is stopped during sustained wind of more than 40 knots. MAX. SIZE: Lumut has one berth for LNG loading. The berth is of the conventional side loading design. Maximum arrival draft 10.0 m. Maximum arrival displacement 94,671 tonnes Maximum departure draft 11.3 m. Maximum length overall 290 m. Detailed design restrictions of vessel’s mooring, manifold and cargo equipment apply. All prospective vessels’ details must be vetted by BLNG and BSP Marine Department before vessel may be accepted to the side loading berth at Lumut. Lumut is an open sea berth without breakwaters of any kind. Therefore sea conditions may restrict the berthing and mooring of vessels at the berths. HEALTH: A detailed shipping report has to be completed for the Brunei Government Marine Department. The ship’s Agent will provide the forms for completion. If the vessel comes from an infected port or its state of health is suspect, the Medical Officer may board in order to inspect crew and relevant Medical Certificates. RADIO: Pre-Arrival: Vessels shall forward their ETA at least 72 hours in advance, also declaring Bill of Health and estimated cooldown time required. Communications with BLNG, LPS/1/4 and Agents is by telex via Inmarsat. The Master should advise his ETA to BLNG and Agents 72 hours and 24 hours prior to arrival at Lumut. Vessels should contact ‘‘Lumut Control’’ on VHF Channel 73 when within VHF range and confirm ETA. VHF: Communication is by Channels 16, 14, 12, 8 and 6. A VHF station at Seria (call sign ‘‘Brunei Shell Radio VSL-1’’) maintains a continuous watch on Channel 16 with Channel 19 as a working channel. Port Control at Lumut (call sign ‘‘Lumut Control’’) maintains a watch from 12 hours prior to vessel’s ETA on Channel 73. Channel 73 is the working channel and Channel 69 is the alternative channel. TUGS: Berthing is with the aid of 22,400 b.h.p. caterpillar tugs. For larger vessels up to 135,000 cu.m., three tugs will be utilised. Tugs will use own tow lines and will tow off the deck on a long line tow arrangement. One tug performs the function of emergency standby with the other available at longer notice during the period the vessel is alongside. The tugs are equipped with half-FF1 equipment with additionally 2 tonnes of dry powder for LNG fires. BERTHING: The berth (see ‘‘Plan’’) is designed for LNG carriers from 75,000 135,000 cu.m. with loading connections close to the midships point. The berth is at the end of a 450 m. long westerly spur from the original 4.5 km. long jetty extending from the shore. A dredged berth pocket of 13.2 m. below CD allows vessels to load to a maximum draft of 11.3 m. with 1.9 m. under-keel clearance (this is subject to manifold height and loading arm restrictions). MOORING: The vessel will generally follow a westerly track (see ‘‘Plan’’), and the final approach will be from the west with tugs connected on the port side. The vessel is turned to the north and moves stern first into the berth, starboard side alongside. Mooring lines are run by two mooring launches. The vessel lies alongside 4 low-friction face fenders and moors with 2-2-2 mooring lines fore and aft. Moorings must be minimum 44 mm. diameter wires with 11 m. nylon pendants attached by Mandel shackles or similar. All wires must be fitted to self-stow winches with minimum heave capability of 20 tonnes on the springs and 30 tonnes on the breasts. A mooring load monitoring system is incorporated in the hooks ashore, and minimum tensions on moorings must be maintained throughout the vessel’s stay in the berth. Mooring lines are secured to quick-release hooks. The gangway is lowered temporarily for access by BLNG personnel for connecting and disconnecting the loading arms, and is approximately 14.3 m. aft of the vapour manifold connection. MEDICAL: Emergency treatment only can be arranged via the Agent. There are two Government hospitals in the country, and one private hospital for Shell employees. All serious cases are handled by the hospital in Bandar Seri Begawan (the capital). CARGO OPERATIONS: The berth has 216 in. ANSI 150 with ERS liquid loading arms and 116 in. ANSI with ERS vapour return in the liquid-vapour-liquid configuration. Vessel’s manifolds must conform to OCIMF and have a maximum flat face flange thickness of 39.8 mm. to accept the loading arm hydraulic couplers. Loading arm length is 12.19 m. inbound and 10.67 m. outbound. Emergency shut-down systems are effected by a fibre optic link between ship and shore, based on the Japanese Furukawa system. Liaison with the shore is via the Berthing Master on board, utilising the telephone link via the fibre optics with VHF Channel 73 and UHF radio as back-up. Vessels must have a compressor capacity of minimum 20,000 cu.m./hr. for vapour return to shore. Loading Rates: Maximum loading rate is 5,400 cu.m./hr. DENSITY: 1020 1025. FRESH WATER: Not available. FUEL: Not available. Bunkers can be obtained at Lutong (Miri). REPAIRS: No repair facilities available. AIRPORT: Brunei International Airport, 60 km. TIME: GMT plus 8 hours. pass between Gannet and Fairley.PILOTAGE: The Berthing Master and Mooring Assistant and, whereapplicable, surveyor board incoming vessels 2 miles North of the SBM.

Masters are requested to provide a good lee for the launch to facilitate theboarding and lifting of baggage.

The pilot ladder, and accommodation ladder if used, must be properlyrigged in accordance with SOLAS 1974 and amendments, and IMOResolution A 426 (XI). The bottom of the pilot ladder should be 1.5 m. abovethe water level and adequate lighting provided at night.

A responsible officer must be in attendance at the ladder top where alifebuoy, man-overboard light and clean heaving line should be sited. ThePilot should be met at the ladder and escorted to the bridge. A bag containingUHF radios for ship/shore communications during loading is passed to thetanker when the Berthing Master boards (approximate weight 10 kgs.).

The Berthing Master, Mooring Assistant and on occasions a cargo surveyorremain on board whilst moored to the SBM. They require separateaccommodation during the vessel’s stay, and HALAL food should be availablefor boarding personnel.

Anchors to be secured prior to berthing and remain so at all times.Pre-Berthing Inspection: Prior to berthing, the Berthing Master will check thefollowing:Inert Gas: A check will be made on the oxygen content of the vessel’s tanks.Vessels are to arrive with all cargo and slop tanks fully inerted under positivepressure with an oxygen content of not more than 8%. Failure to comply withthis requirement will result in the vessel not being berthed until therequirement is met. The inert gas plant must be fully operational and in useif discharging cargo tank ballast. The closed loading method should befollowed at all times (Ref. ISGOTT 7.6.3).Lifting Gear: Vessels are required to present the Register of LiftingEquipment for a check on the certification of the crane or derricks and theirwires with the relevant manufacturer’s data and the test dates of the wholelifting assembly.ANCHORAGES: A tanker anchorage is located approximately 3 milesnorth of the SBM berths in the area contained within the following limits:

A pilot ladder, and where necessary combination of pilot ladderand accommodation ladder, shall be rigged on the leeward side.Height above water shall be 1.5 m. Boarding arrangements are tocomply with SOLAS Regulations.

The Pilot and mooring assistant board the tanker approximately2 miles North of the SBM. A surveyor may also board at this timeif one has been appointed. Each person requires suitable separatelodging.

A dedicated closed drum is to be used to pick up SBM moorings.The use of an open drum end for this purpose will no longer beconsidered.

One closed drum on the forecastle to be cleared and fitted with50 mm. diameter messenger rope for picking up the first line. Amooring rope shall be available for picking up the second mooringline.

(DDD) Drafts:Be guided by IMO guidelines on safe arrival draft and trim.The tanker must always maintain suitable draft and trim, which

will enable safe unmooring and manoeuvring, clear of the SBM,should it become necessary.

(EEE) Pollution:Discharge of oily effluent within 50 miles of the shore is prohibited.

Under Brunei Law, a fine of B$50,000 plus clean-up costs will beimposed upon offenders.

Ballast water shall be sighted by the Berthing Master prior tocommencement of deballast operations. The discharge of oilcontaminated ballast water will not be permitted.

During deballast operations, hourly checks are to be made andrecorded by the ship’s crew. All cargo and/or ballast operations shallcease if a pollution incident has occurred or is suspected.

VSL-1 maintains a listening watch on 4028 kHz (SSB).TUGS: Not available on a routine basis. In an emergency, one or more ofthe tugs/anchor handling vessels working in the oil field would be madeavailable.Stand-by Vessel: The mooring launch will remain on station throughout whenthe vessel is loading and maintains a listening watch on VHF Channels 13and 15.BERTHING: Berthing and unberthing is carried out day and night.

Mooring can usually be safely carried out in sea/swell heights of up to2.5 m., although operations are normally suspended at heights in excess ofthis. The operation, however, is governed by the mooring boat performancein the sea conditions prevailing at the time.

Wind speeds in excess of 20 knots make it difficult to prevent the bow‘‘falling off’’ when on final approach. Berthing operations are as a rulesuspended when wind speeds exceed 25 knots. Again this is governed bythe mooring boat performance and the ship’s loaded condition and handlingcharacteristics.MOORING: Tanker Moorings: Tanker moorings from the buoyscomprise of 2�16 in. circumference 2-in-1 endless grommet type mooringropes complete with buoyancy sleeves. They have a soft eye to each endwith thimble, and the SBM end of each rope is pinned into a triangle platewhich in turn is secured to lugs on the revolving turntable by short lengthsof chain and connecting shackles. Both ropes are 45.75 m. (150 ft.) long andhave a breaking strength in excess of 400 tons when new.

At SBM-1, both fairlead chafing chains are of the OCIMF Chafe Chain ‘‘B’’type with oblong connecting plates attached to the tanker end of the moorings.Each chain is 7.6 m. � 76 mm. diameter stud link chain constructed of specialquality U2 grade steel. A 254 mm. circumference � 20 m. polypropylenepick-up rope is shackled to the oblong plate by a 42 T SWL D shackle thefree eye of the rope being buoyed-off for easy recovery by the mooring launch.

At SBM-2, on the starboard hawser, an OCIMF Chafe Chain ‘‘C’’arrangement is fitted with a length of 54 mm. chain on the end of the 76 mm.chain to accommodate vessels fitted with a smaller 54 mm. bow stopper.The port hawser is fitted with a ‘‘B’’ type Chafe Chain of 76 mm. only.

Whilst moored to one of the Seria SBMs, vessels are required to maintainengines ready for manoeuvring at all times in case the vessel drifts towardsthe buoy, or there are any sudden weather changes (Sea squalls, etc.).

Berthing, unmooring and loading operations may be suspended duringsuch squalls. Tow-off wires (fire wires) must be prepared, hung-off on theport side forward and aft and maintained 3.0 m. above the water throughoutthe vessel’s visit.Mooring Procedures: Vessels must be fitted with OCIMF approved bowstoppers.

Where 2 bow stoppers are fitted, both will be used, the starboard hawsernormally being made fast first.

A closed drum shall be made available for working the pick-up rope viasuitable leads on the focsle. The drum shall be cleared off and a suitablelength of messenger rope (50 mm.) shall be placed on the drum. Thismessenger must be long enough to reach from the drum around the intendedleads to the waterline via the bow fairlead.

The use of an open drum end shall no longer be considered.The mooring assembly consists of a single 300 ft./95 m. length of 10 in.

circumference polypropylene messenger rope which is secured to a70 ft./20 m. length of 10 in. circumference polypropylene ‘‘pick-up’’ rope whichis in turn connected to a 42T D shackle at the end of the mooring chainassembly. There should therefore be sufficient space on the drum toaccommodate all 300 ft. of the messenger.

Once the starboard chain is made fast, the port chain can be picked up,this can usually be achieved by direct connection of a ship’s mooring ropeor wire to the end of the 70 ft. pick-up rope without the use of the 300 ft.messenger rope.

Where a single bow stopper is fitted, it is standard practice to lift the othermooring hawser clear of the water, using a ship’s winch, with the chafe chainhung-off at the outboard side of the fairlead.MEDICAL: In cases where medical attention is required, the Agent willarrange for the patient to be taken by launch and car to the hospital.

The patient must be taken to Kuala Belait (1 hour 10 minutes by launch).In cases of emergency involving serious injury or illness, the Berthing

Master or Brunei Shell Radio (VSL-1) can initiate Brunei Shell PetroleumCompany ‘‘Medivac Procedure’’. Representation of the patients remains withthe Agent, who should be informed to immediately contact Customs andImmigration authorities.CARGO OPERATIONS: Inert Gas: Tankers calling at Seria Terminalare required to have all cargo tanks fully inerted in accordance with SOLAS1974 and amendements and also to comply with recommendations containedin the International Safety Guide for Oil Tankers and Terminals (ISGOTT),fourth edition.

Position of Hose Connections: Starboard side amidships, as in this areatankers lying at SBM’s tend to swing to port, away from the hoses, duringchanges of tide.

Hose derrick should be rigged to lift at least 10 tonnes and the vessel tohave the appropriate reducers fitted to take 2�16 in. (400 mm.) manifoldhoses 150 ASA for crude oil loading or 1�16 in. (400 mm.) hose 150 ASAfor condensate. Hose connection and disconnection is carried out by ship’screw under guidance from the BSP Mooring Assistant. Vessels are requiredto provide spanners, chain blocks and other tools as necessary to facilitateconnection.Pipelines and Floating Hose Strings:Pipelines: 2 submarine sea lines are laid from the terminal to the buoys. A800 mm. line, 10,180 m. long to SBM No. 1 and a 600 mm. line 9,845 m.long to SBM No. 2.

A 600 mm. crossover line 1,676 m. long joins the ‘‘T’’ piece connectionsituated 1,250 m. from SBM No. 1 PLEM to the PLEM valve on No. 2 SBM.All lines are concrete coated and cathodically protected with aluminiumanodes.

The main sea lines terminate at ‘‘T’’ piece manifold PLEMs 23 m. and20 m. from the vertical axis of the buoy on SBM No. 1 and No. 2 respectively.

Two underwater hose strings connect the manifolds to the underbuoyflanges beneath the buoy. Each string comprises of 4�9 m. submarine hoses,each being electrically discontinuous in order to isolate the cathodic protectionof the sea line and buoy.

Connected to the buoy turntable are floating hose strings, each stringconsisting of:

SBM No. 1 (2 strings) 28/29 hoses – length 294/304 m.SBM No. 2 (1 string) 26 hoses – length 272 m.

Floating hose strings are electrically continuous except the tail end hoses,which isolate the cathodic protection of the SBM from the tanker. Inemergencies, either floating hose string can be isolated to allow loadingthrough one hose, by closing the butterfly valves sited on the buoy turntable.A butterfly valve is also situated at the tanker end of each hose.Cargo Particulars:Approximate API and Loading Temperatures:

Brunei Light Crude API 40-42 at 60�F.Seria Light Export Blend API 35.5-38 at 60�F.Champion Export API 27-29.5 at 60�F.Brunei Condensate API 71-74 at 60�F.Average loading temperature approximately 87�F.Brunei Condensate is a Static Accumulator oil and therefore all precautions

as outlined in the International Safety Guide for Oil Tankers and Terminals,Chapter 7.4 and 20, should be strictly adhered to.Maximum Loading Rates:

SBM 1: 4,300 cu.m./hr.SBM 2: Condensate only, 2,500 cu.m./hr.Tankers are expected to load as fast as Seria Terminal can supply or they

can safely receive. The question of how fast a ship may load is theresponsibility of the Master having regard to his Owner’s instructions, CharterParty and experience of his crew.

Communications during loading is controlled by portable UHF radio setstaken onboard with the Berthing Master. Incorporated in these sets is anemergency shut-down system, which when activated, stops all the shorepumps. During loading, hourly ship/shore figure comparison checks arerequired to ensure no subsea leaks develop undetected.Documentation: All documentation will be carried out on board beforedeparture, including the completion of the Bills of Lading and Cargo Manifest.Vessels generally sail from the SBM some 2 hours to 3 hours after completionof loading, provided the hoses are disconnected and documents completed.

Stamping of Bills of Lading with vessel’s stamps or marking with CharterParty dates is not permitted.BALLAST: Deballasting and Monitoring of Ballast: All clean and/orsegregated ballast tanks are required to be confirmed free from contaminationprior to arrival and visually inspected for oil contamination by the BerthingMaster prior to deballasting through sighting ports on deck where fitted.Double hull SBT vessels not fitted with sighting ports, or tank lids shouldprepare the manhole covers on the ballast tanks so that sighting of ballastwater can be achieved.

Deballasting is not to commence without prior permission from the BerthingMaster and the rate of deballasting shall be such that a safe condition ismaintained at all times to meet the requirements of ‘‘Maintenance of Draft’’(See below).

All ships shall, where provision exists, utilise ODME and/or ballast watermonitoring device when discharging any form of ballast.

Vessels are required to include regular in-tank ballast water inspection andoverboard checks by all available means as part of routine loading safetychecks.

If any contamination of tank ballast or discharged ballast water is notedduring loading, all operations are to be stopped and the Berthing Masterinformed immediately.Maintenance of Draft: At all times during loading, vessels are requird tomaintain their drafts within a suitable range such that should the tanker berequired to vacate the SBM in an emergency, the vessel can be adequatelymanoeuvred.DENSITY: Varies 1020 – 1025 depending on season and rainfall.FRESH WATER: Emergency provision of fresh water may be arrangedthrough the Agent. In Brunei waters, the wind is generally north to NE’ly withan average speed of 15 – 20 knots (7/10 m./sec.). Winds in excess of this arerare and of short duration.South West Monsoon: The SW monsoon air flow is associated with thesummer low pressure over Southern China, the North Pacific anti-cycloneand the intensification of high pressure over Australia. The resultant southto north pressure gradient produces a SE’ly wind which, on crossing theequator into the northern hemisphere, is deflected to become SW’ly.

Whilst the wind strength of the SW monsoon is generally less than that ofthe NE monsoon, pressure disturbances, tropical depressions to the northand movements of the ITCZ can all cause increases in wind strength andsqualls.Squalls: When a cumulonimbus cloud reaches maturity and has developedto a height of several thousand metres, the precipitation falling within thecloud will create a downdraft. Being cooler than the surrounding air of lowerlevels, the downdraft will continue to descent until it reaches sea level. Atthis state, the downdraft is deflected underneath the cloud causing abruptand sometimes violent gusts of up to 50 knots, occasionally stronger. Afterthe initial high wind, which lasts only a few minutes, wind speed will graduallydiminish. Such squalls seldom exceed one hour and are mostly accompaniedby heavy rain.SAFETY: Inspection of Vessels: In addition to the initial inspection ofinert gas and lifting equipment and certificates, vessels will be required tocomplete a Tanker Safety Check List based on ISGOTT guidelines.

The Berthing Master will confirm compliance with this Check List beforeloading commences. During loading, all vessels loading at Seria will beinspected by the Loading Master as part of the standard Shell Ship SuitabilityAppraisal Scheme, known as SAFE-T, where time and operations permit. Itis beneficial if senior members of ship’s staff accompany the Berthing Master.On completion of the inspection, an Observation Sheet will be completed bythe Berthing Master for discussion with the Master.

The reports under this scheme will then assist Shell Group Companies toassess whether a vessel is suitable for charter.GENERAL: Flag: The Brunei National Flag should be flown during hoursof daylight and can be obtained through the shipping agent.Stores and Laundry Facilities: No laundry facilities available.

Port Clearance.PILOTAGE: Pilotage is not compulsory. If a Pilot is required for vesselsloading logs at Tanjong Salirong then application must be made 24 hours inadvance of arrival stating position where it is required for Pilot to embark (i.e.at Outer Bar or Sapo Point). A Customs Officer and Agent’s clerk will proceedto Tanjong Salirong from Muara Harbour or Bandar Seri Begawan and willremain on board whilst vessel is loading, accommodation and food providedby ship. Stevedores and tally clerks provide their own food.

ANCHORAGES: The log-loading anchorage at Tanjong Salirong issituated 12 miles above the Outer Bar at the mouth of the Brunei River.Vessels of up to 6.5 m. draft may cross the bar at HW.HEALTH: (a) Immigration: Immigration Officer will board vessel and clearher inward after pratique granted by Port Health Authority. Immigration willrequire 2 copies of passenger lists and 2 copies of crew list. Vessels inwardare cleared up to 2000 hrs. only.

(b) Quarantine: For vessels coming from outside State of Brunei, PortHealth Authority will board on arrival at wharf or anchorage. Port HealthAuthority requires complete copy of Entry Declaration of Health and copiesof Passenger and Crew Lists.VHF: See ‘‘Muara Port’’.BERTHING: Tanjong Salirong is not a port but an anchorage area wherevessels are anchored to load timber logs from Limbang in Malaysia.

For all intents and purposes, Tanjong Salirong is under the jurisdiction andcontrol of the Director of Port, Brunei. Therefore, all the relevant informationrequired with regard to port requirements are similar to that required forvessels calling at Muara Port (which see).STEVEDORES: Stevedoring is in the hands of contractors who supplygangs as required. The port operates a 24 hour service. No tally clerksavailable. All tallies to be made by ship’s own tally clerks.MEDICAL: Government General Hospital is situated in Bandar SeriBegawan 16 miles from Muara Port. General Hospital is well equipped withfacilities to carry out normal surgery. Inoculations and vaccinations given freeof charge.FRESH WATER: Can be supplied from the wharf at Muara Port andBandar Seri Begawan. No fresh water is supplied at Tanjong Salirong.
