Broward Municipal Services District - Neighborhoods

The Broward Municipal Services District, formerly known as Unincorporated Broward County, consists of 13.18 square miles area with a population of approximately 15,000. The Broward County Board of County Commissioners is the governing body of the District, and the provider of its municipal services that include but are not limited to business development, fire/EMS, law enforcement, road repairs, street enhancements, housing development, park and library improvements.

Broward Municipal Services District Highlights This semi-annual report highlights many recent accomplishments as well as projects under way in the Broward Municipal Services District (BMSD). To simplify, the progress areas have been grouped in categories that include:

• Managing the BMSD

• Investing in Our Community

Managing the BMSDBroward County government is implementing programs and services to help strengthen our community neighborhoods in the BMSD. This section focuses on managing and enhancing the Broward Municipal Services District today and for the future. Highlights include the formation of the Broward Municipal Services District Committee, Broward NEXT and the community’s priorities, development of a BMSD website, Neighborhood Improvement Signage, and career assistance.

Investing in Our CommunityInvesting in the Broward Municipal Services District is key to the community’s future. This section highlights those strategies and investments that include small business development, housing and construction projects, and enhancements to parks and libraries.

Promoting Safe Streets Broward County is committed to comprehensive planning that includes safe and convenient bicycle and pedestrian networks that decrease the likelihood of accidents between automobiles, bicyclists and pedestrians. Streets designed with pedestrians in mind significantly reduce accidents and improve overall health and safety. This section highlights ADA improvements at bus stops, landscape enhancements on Sunrise Boulevard and the NW 27th Avenue Safe Streets Project.

Building Healthy & Vibrant PlacesThis section features many of the programs and activities in the Broward Municipal Services District neighborhoods that promote healthy living. They include programs such as community clean-ups, numerous park programs and creative activities at the Boys and Girls Reitman Club, recycling incentive programs and cultural arts.

Enhancing a Safe CommunityA safe community is the result of an on-going dynamic partnership between residents, law enforcement, fire rescue and local government. This section highlights several elements that are strengthening community safety. Areas include code enforcement, drug education, fire rescue station improvements and more.

Managing the BMSDBROWARD MUNICIPAL SERVICES DISTRICT COMMITTEEEach month, representatives from Broward County Government, Broward Sheriff’s Office, community agencies, School Board and nonprofit partners gather to discuss ways to improve and better meet the needs of the Broward Municipal Services District (BMSD) neighborhoods. Broward County agencies and partners serving on the committee include County Administration, Management and Budget, Economic & Small Business Development, Human Services, Public Communications, Public Works, Environmental Protection & Growth Management, Cultural Division, Transportation, Parks & Recreation, Libraries, Boys and Girls Club, School Board, and BSO.

BROWARD NEXT AND THE BMSDOn November 19, 2014, the Central County Community Advisory Board (Board) held a workshop to learn about #BrowardNEXT, Broward County’s comprehensive plan update initiative, and develop and prioritize recommendations on the nature and quality of services, projects, and programs for the BMSD. The Board ranked their top priorities as listed below and provided recommendations specific to each topic.

#5 Existing Land Use, Zoning, and Future Land Use and other items

On January 6, 2015, the Broadview Park Civic Association held a similar workshop and the Board prioritized their recommendations as follows:

The BMSD Committee is responsible for reviewing, evaluating, and implementing the recommendations received.

COMING SOON: BMSD WEBSITE & SIGNAGEThe Office of Public Communications (OPC), in collaboration with Planning and Redevelopment staff and County Administration will soon launch a new “one-stop-shop” website for BMSD residents. Features will include a calendar of neighborhood-specific events, the ability to locate bus routes, libraries, parks, community services, information on public safety, human services, community development, FAQs and links to archived editions of Broadview Park Bee, Central County Community News and Community Update newsletters.

OPC has partnered with Highway and Bridge Maintenance to develop and produce Neighborhood Improvement Signage. A standard template will be used throughout the BMSD to further develop a BMSD brand. The first completed sign is for Sunrise Boulevard landscaping. Future signs will have the same recognizable identity.

CAREER SOURCE BROWARD

CareerSource Broward (formerly known as WorkForce One) assists job seekers at every level. Services include job placement, leads, listings, training, workshops, and résumé writing assistance, among others. All customers seeking assistance must have a résumé in order to receive job referrals and participate in on-site recruitment events.

So far this year, 5,446 residents from the 33311 zip code have sought career assistance through Career Source Broward.

PARTNERSHIPS

Broward County is working with a variety of partners to assist with effective delivery of services that directly impact the quality of life for residents in the BMSD. The goal of the partnerships is to better understand what services are being delivered in the area and how to effectively work together to ensure successful outcomes. Partnerships included the Boys and Girls Club, Urban League, United Way, Children’s Services Council, and Broward County Sheriff’s Office. County staff will work on bringing together additional service providers in the area to clearly understand ways that we can collectively work together to continue to enhance the area.

NEIGHBORHOOD PLANS

County staff continue to review the neighborhood plans that were developed for the Broward Municipal Services District. These neighborhood plans serve as a guide and a resource to ensure a comprehensive approach of implementing various services to the area.

Investing in Our Community

HILLSBORO PINES NEIGHBORHOOD IMPROVEMENT PROJECT

The Hillsboro Pines Neighborhood Improvement Project is located adjacent to the City of Coconut Creek. It has approximately 173 homes on 132 acres and is bounded by the Hillsboro Canal to the north, Lyons Road to the east, NW 71 Place to the south and State Road 7 to the west.

The area is currently on wells and septic tanks. Improvements will include the installation of a potable water distribution system, sanitary sewers, sewage lift station, stormwater drainage, sidewalks, pavement restoration and swale landscaping. One bid package is planned for this project.

CENTRAL COUNTY ECONOMIC DEVELOPMENT STRATEGY NEXT STEPS

An economic development plan is well under way for Central County. Identified strategies include continued engagement with businesses, commercial property development, revised zoning code and business development workshops. Specific steps include:

• Office of Economic & Small Business Development (OESBD) is expected to complete the internal review and approvals for a Resource Toolbox and internal control procedures in summer of 2015.

• The formal Broward County Commission approval of the Resource Toolbox, initial projects and public rollout of the program is scheduled for fall of 2015.

• Continued engagement of OESBD with businesses regarding future use of the Resource Toolbox and other development tools to promote redevelopment and growth.

• Continued work with Planning and Code Enforcement on revisions to current zoning.

• A follow up meeting with realtors, business and commercial property owners representing commercial properties located along the business corridors will be scheduled for the end of summer 2015.

• Begin planning for fall business/entrepreneur development workshop.

FLORIDA GAS TRANSMISSION FUNDS

The Planning and Redevelopment Division worked with the Broadview Park Civic Association to identify potential projects to fund with the approximately $170,000 being paid to Broward County for use of its easement along Florida’s Turnpike. The proposed project is a pocket park located at 1955 SW 50th Avenue. A draft site plan for the pocket park project was presented to the residents by the Parks and Recreation Division.

FRANKLIN PARK ESTATES PLAT INFILL HOUSING PROJECT

The Board of County Commissioners has authorized the Housing Finance Authority (HFA) of Broward County to enter into a Development Agreement with Access Builders, Inc., for construction of 18 single family homes in Franklin Park Estates, at the SE corner of NW 27th Avenue and W. Sunrise Boulevard. A decorative, landscaped buffer wall will also be built along the W. Sunrise Boulevard and NW 27th Avenue rights-of-way. The three bedroom, two bath, two car garage homes will be made available to families of very low to moderate income. Several of the building plans have been submitted to the County’s Building Department for final review and are awaiting the building permit. The contractor has already begun prepping and clearing the site for the construction of 18 homes.

LIBRARY INTRODUCES NEW ANIMATRONIC EXHIBIT

A robotic simulation of Samuel F. Morrison is now part of a permanent exhibit dedicated to him at the African-American Research Library and Cultural Center, 2650 Sistrunk Boulevard, Fort Lauderdale. The robot, which is called an animatronic, senses when visitors arrive and will “wake up” from his pose to start talking about the library. Morrison is a retired Broward County Library Director with 26 years of service, who helped bring the library into existence. The exhibit was made possible by contributions from the Friends of the African-American Research Library and Cultural Center and the Greater Fort Lauderdale Convention & Visitors Bureau.

BOULEVARD GARDENS PARK

Planned improvements include construction of parking spaces, a basketball court, landscaping and an irrigation system. Conceptual design is complete. The anticipated project schedule will be determined soon.

BROADVIEW POCKET PARK

Planned improvements include construction of parking spaces, jogging/walking path, playground, exercise stations, landscaping and an irrigation system. Conceptual design is complete. The anticipated project schedule will be determined soon.

DELEVOE PARK

Big upgrades are coming to Delevoe Park including a new shelter, sidewalks and a decorative fence that will run along NW 27th Ave. Planned improvements also include construction of additional parking, jogging/walking path, lighting, landscaping and irrigation system. Construction is on-going and is approximately 60 percent complete.

DILLARD GREEN SPACE

Planned improvements include construction of a small parking lot, jogging/walk path, solar lights, exercise stations and landscaping. Design is in progress and approximately 90 percent complete. Final design will be presented to the Central County Community Advisory Board.

Dillard Greenspace Artwork Project has a budget of $80,000. The artwork selection panel has short-listed three artists for the project. It is anticipated that construction will begin in September 2015 and conclude in January 2016.

LAFAYETTE HART PARK

Planned improvements include construction of additional parking, a new restroom, gazebo, play equipment, lighting, landscaping and an irrigation system. Design is complete and permitting is in progress. The anticipated project schedule begins September 2015 and concludes January 2016.

LEWIS-CHISHOLM PARK

Parks and Recreation staff installed new benches, a play table and trash cans. Community members expressed their gratitude for the improvements and committed to assist in the maintenance of this pocket park. New sod will be installed to complete the project.

ROOSEVELT GARDENS PARK

Planned improvements include construction of additional parking, decorative fencing, landscaping and an irrigation system. Construction is on-going and approximately 60 percent complete.

SUNVIEW PARK – NEW SERVICES BUILDING

Planned improvements include construction of a 3,000 square foot building with offices, restrooms, computer room, warming kitchen and assembly hall. Design is underway and is approximately 20 percent complete. The anticipated project schedule begins July 2016 and concludes March 2017.

ROOF REPLACEMENT AT THE BOYS AND GIRLS CLUB (HAROLD REITMAN CLUB)

The roof replacement project is underway at the Reitman Boys and Girls Club facility on Broward Boulevard which is a County owned building. The total cost of the project is approximately $123,000. Per the 1993 agreement between Broward County and the Boys and Girls Club of Broward County, the Boys and Girls Club will implement the roof replacement project with funds from the County. The Community Partnership Division administers the contract with the Boys and Girls Club.

ACQUISITION OF NEED MORE PRODUCE LLC (TATER TOWN)

On May 13, 2015, Broward County purchased Need More Produce LLC (Tater Town) located at 329 NW 27th Avenue in the Broward Municipal Services District (BMSD). The acquisition of the subject 1.2-acre parcel is an essential initial step in a broad strategy for economic revitalization of the Central County commercial corridor in the BMSD. The acquisition of this parcel will prevent further blight as well as eliminate its nonconforming use within the area. The parcel will be cleared of any remaining structures. Future plans for the parcel include aggressive marketing as a unique partnership opportunity with a private-sector developer, leveraging its strategic location along with flexible zoning to create a redevelopment project which complements and enhances the surrounding community.

Promoting Safe Streets

ADA IMPROVEMENTS AT BUS STOPS

The Broward County Transportation Department is making ADA improvements at 17 bus stops in the Broward Municipal Services District. These enhancements include the addition of an ADA landing pad, and adjacent sidewalk and curb ramps as needed.

SUNRISE BOULEVARD LANDSCAPE ENHANCEMENTS

The Sunrise Boulevard Beautification Project began in June 2015. Landscape and irrigation improvements costing $192,000 will be installed in the medians on Sunrise Boulevard, between NW 31st Avenue and NW 24th Avenue. Plans incorporate the principles of the Broward County NatureScape Program and Florida-Friendly Landscaping.

NW 27 TH AVENUE SAFE STREETS PROJECT

Progress is under way to enhance two key corridors in the BMSD as part of the Safe Streets Project initiative. They are NW 27th Avenue and Sistrunk Boulevard. These projects will support economic development and redevelopment goals for these neighborhoods. In March of 2015 surveying began along Sistrunk Boulevard that will allow for engineering plans to be developed, and the survey is anticipated to be completed in July 2015. Along NW 27th Avenue surveying began in April 2015 and is anticipated to be completed in September 2015.

RESTRICTIONS OF RIGHT-OF-WAY VENDORS AND SOLICITORS AT CERTAIN HIGH TRAFFIC VOLUME INTERSECTIONS

On June 23, 2015, the Board of County Commissioners approved the enactment of an ordinance that restricts solicitation, sales, and services at twenty (20) high traffic volume intersections wholly or partially located within unincorporated Broward County protecting pedestrians and individuals driving or riding in motor vehicles at such inter-sections.

Building Healthy & Vibrant Places COMMUNITY CLEAN-UPS BRIGHTEN BMSD

The Community Clean-up Program is a beautification service that targets bulk waste and specific littered areas within the BMSD neighborhoods utilizing homeowners associations, neighborhood residents, volunteers, County staff and the contracted hauler to clean the community. The hauler provides disposal equipment and containers along with drivers to collect bulk waste piles, while volunteers concentrate on bagging litter. Disposal costs are funded by Broward County Solid Waste and Recycling Services.

Over the past six months, community clean-ups have been held at Boulevard Gardens (December 6, 2014; April 25, 2015), Franklin Park (December 20, 2014), Roosevelt Gardens (February 14, 2015), Washington Park (March 28, 2015) and Broadview Park (April 11, 2015).

BROADVIEW PARK CLEAN SWEEP

Broadview Park’s annual community clean-up was held on Saturday, April 11th. Adults and children of all ages arrived at Sunview Park at 8:30AM. The County provided gloves, safety vests, trash bags, and trash pickers, as well as t-shirts and other fun gifts for participants. Small teams of volunteers were assigned to various locations in the community to pick up litter. Teams were treated to pizza and drinks at Sunview Park. The annual clean-up event is a perfect project for scout troops and a great way for students to earn community service hours.

NEIGHBORHOOD PARKS HOST SUCCESSFUL BOYS/GIRLS DAY OUT

The Third Annual Girl’s Day Out was held during Women’s History Month on March 20, 2015. Young girls, ages 6-17, from six neighborhood parks were treated to a tea party where participants dressed to impress. Prior to the date of the event, a dress drive was held to assist those without the ability to buy a dress. Refreshments, fun activities, and self empowerment presentations were all part of the fun. Future inspirational workshops for young women are in the works.

Sixty-two boys attended the Boy’s Day Out: Shaping Tomorrow’s Leaders Today event. Firefighters and paramedics explained what their job requirements are and an interview relay race simulated an “obstacle course” of opportunities to follow to help achieve goals. Al Huggins from Art and Soul did an impromptu mural that the kids artistically signed, and introduced a local business owner who encouraged the boys to become leaders and entrepreneurs. A flag football and a basketball tournament followed and the day ended with a visit to Tropical Splash Water Park at Central Broward Regional Park and Stadium.

BOYS & GIRLS CLUB (HAROLD REITMAN CLUB)

Annually, Harold Reitman Boys & Girls Club serves 460 kids ages 6 to 18. Last year members had 25,201 visits with over 116,902

hours utilizing the Reitman Club facility. At the Club, children and teens have a safe environment with quality programs including reading and math tutoring, computer education classes and programs focused on gang prevention. Members that attend the club live in the Boulevard Gardens community. Reitman Club members joined other Boys & Girls club members from Broward County for the following positive programs:

• Wednesday, March 25th, 210 members competed in the annual Cheerleading Competition with more than 500 family members in the audience.

• Friday, April 3rd, - 175 teens attended an all-day college/career fair and benefitted from presentations by 18 local college/career recruiters.

• Saturday, May 9th, - 250 members were introduced to careers in the construction industry by 20 local contractors including, HVAC, plumbing, electrical and roofing.

LANDSCAPE ORDINANCE ADOPTION

On April 28, 2015, the Board of County Commissioners adopted changes to the landscape requirements for new single-family and duplex dwellings in the Broward Municipal Services District. The changes reduce the minimum landscaping requirements to increase the amount of yard space in smaller residential lots for family enjoyment and decrease the cost of new single-family residential development. The proposed amendments are consistent with Florida-Friendly Landscaping™ principles regarding water conservation and environmental protection set forth by the University of Florida’s Institute of Food and Agricultural Sciences Extension.

RECYCLING PAYS

BMSD residents can earn rewards for recycling. Waste Pro USA, the trash and recycling hauler for the community offers “Waste Pro Rewards,” an on-line recycling incentive program. Participants earn savings certificates and coupons. Residents can browse and print coupons for hundreds of products and services including grocery, pharmacy and fast food. The program also features a mobile app to access rewards. For more information, visit WasteProRewards.com.

SALAD AND SOUP BOWL SENIOR EVENT

BMSD Parks and the YMCA of South Florida hosted the Salad and Soup Bowl event on April 14th at Franklin Park. More than 200 seniors gathered for this salad-and-soup competition and it featured a lot of dancing and nutrition tips provided by Parks and Recreation Extension Education staff.

YOUTH ART EXHIBITION SPARKS INTEREST IN THE ARTS

BMSD Parks presented the Youth Art Exhibition on March 26th. This event showcased the different art projects prepared by After-School Program participants as part of Arts Train™ education. For the last two years Parks and Recreation staff has planned, implemented, and brought the arts to our community.

SUMMER YOUTH EMPLOYEE PROGRAM

Broward County Divisions take advantage of the partnership with CareerSource Broward to participate in the Summer Youth Employment Program. The County’s Parks and Recreation, Planning and Redevelopment and Human Services Departments are utilizing 25 (19 in Parks and Recreation, 1 in Planning, 5 in Human Services Department, that includes 4 in Family Success Administration Division and 1 in Community Partnerships Division) young men and women from the Broward County Municipal Services to work directly in the neighborhood at various County locations. This program provides Broward County’s young men and women with a summer-long adventure that is more than just a job, but a true learning experience with lessons about how to obtain a job, how to keep a job, and how to turn any job into an investment of time and effort for the future.

BMSD Summer Recreation Program

Parks and Recreation staff held a very successful Open House for its Summer Recreation Program on Thursday, June 11th at six BMSD sites. More than 250 parents attended. To date, 921 children and teens are registered in the program.

BMSD Receives Healthy Community Zone Designation

The Broward Municipal Services District has been designated as a Healthy Community Zone, through an initiative of the Broward Regional Health Planning Council, funded by the U.S. Department of Health and Human Services. The designation is part of a larger program that supports public health efforts to reduce chronic diseases, promote healthier lifestyles, reduce health disparities, and control health care spending.

Enhancing a Safe CommunityBIKE FOR LIFE EVENT

BMSD Parks hosted a “Bike for Life,” partnership with BSO and the Fire Marshall, teaching participants safety rules, the meaning of street signs and other fun activities. Every participant received a helmet that was fitted by the Fire Marshall Explorers. The event concluded with a parade through the Roosevelt Gardens Neighborhood.

BROWARD AWARE: PROTECTING OUR CHILDREN

The fifth annual BROWARD AWARE: Protecting Our Children was held on April 18th at Roosevelt Gardens Park. The event is the conclusion of a four-month campaign that partnered Broward County Parks and Recreation with the Children’s Services Council, the Nancy J. Cotterman Center, BSO, SWIM Central, and 40 other agencies and organizations to provide education and resources to prevent child abuse and neglect. The family fun and resource fair was attended by more than 400 children, teens, and adults. Raffle prizes, mini-lectures and fun activities for all ages were part of the event.

STEPPING-UP CODE ENFORCEMENT

Broward County will be increasing code enforcement to promote safety and pride of ownership in the BMSD. County agencies will proactively identify and abate code violations, quickly and efficiently. Code Enforcement staff will be working with BSO, Fire Rescue, Building Permitting, Solid Waste and Recycling Services, and other agencies. To ensure residents and business owners are aware of this initiative, Broward County in collaboration with neighborhood leaders, is initiating a public outreach campaign throughout the summer. This will highlight common code violations and how property owners can correct them. Beginning this summer, County agencies will proactively enforce existing County regulations throughout the BMSD. New signage on County vehicles will identify Code Enforcement presence in the BMSD.

CODE ENFORCEMENT AND BSO PUT ILLEGAL DUMPERS ON NOTICE

Combating illegal dumping has inspired coalitions among residents, the BSO. and Broward County’s Code Enforcement. Broward County Code Enforcement officers have cited multiple nuisance violations on vacant properties and increased patrol to focus on illegal dumps and vacant properties with access to the interior. Likewise, BSO has done the same which has resulted in increased communications and collaboration between the field personnel from both agencies.

COUNTY TAKES AIM AT SYNTHETIC DRUGS

A press conference, “Facing Flakka: A Community Responds,” was held on May 13, 2015 at the Urban League of Broward County. The panel speakers included Tim Ryan, Mayor of Broward County; Sheriff Scott Israel, Broward Sheriff’s Office; Dr. Craig Mallak, Broward County Chief Medical Examiner; and Dr. John Cunha, ER Physician (Holy Cross)/Medical Director (Oakland Park EMS). Flakka is a synthetic drug within the bath salts category that is easily accessible, very affordable and highly addictive. In response to the growing prevalence of Flakka, stakeholders that include elected officials, law enforcement, substance use treatment, medical, and non-profit communities have partnered to develop a Flakka Community Action Plan. The plan outlines available resources and scheduled events to promote awareness, and education and training in our community.

FACILITY IMPROVEMENTS PLANNED FOR FIRE RESCUE STATION 23

Broward County recently conducted a facility condition assessment performed by Saltz Michelson Architects and AMEC Environment & Infrastructure as a result of issues raised by the Broward Sheriff’s Office. The assessment recommended replacing the roof, air conditioning units, installing attic insulation and implementing a few minor life safety improvements.

On March 10, 2015, the Broward County Commission approved the following recommendations: 1) Allocation up to $180,000 for facility improvements, 2) County to assume responsibility for the lease housing Fire Rescue Station 23, 3) County takes responsibility for completing necessary repairs and renovations and 4) County assumes responsibility for day to day maintenance consistent with other Regional Fire Stations that are maintained by the County. These recommendations along with the allocation of $180,000 for facility improvements will improve the facility for personnel to return to Fire Rescue Station 23.

HURRICANE PREPAREDNESS EVENT PLANNED AT AARLCC

On July 11th, from 10AM-12:30PM, the Broward Municipal Services District Committee is hosting a free Hurricane Preparedness family event at the African-American Research Library & Cultural Center. Leadership from Broward County Emergency Management will deliver a keynote presentation. BSO and Fire Rescue will have emergency vehicles on hand. County agencies will be available to discuss outreach services and programs. Giveaways, raffles and food will be available for participants. KIDS SUMMER FIREFIGHTER CAMP DAYS

BSO and Broward County Parks are collaborating on firefighter camp days at multiple park sites. On July 10th (Roosevelt Gardens), 24th (Franklin Park) and 31st (Delevoe Park), from 9AM-12:30PM kids between the ages of 6-12 can participate in activities such as an obstacle course, fire truck edible art, kids oil drum art and reading to grow. On July 17th from 10AM-2PM, teenagers 13 and up from Franklin Park, Roosevelt Gardens, Delevoe Park and Lafayette Hart Park can attend firefighter camp at Sunview Park to learn about fire prevention, how to become a fire fighter and CPR training. Lunch is included.

NEW FENCING INSTALLED AT STATE ROAD 7/441 AND NEW RIVER CANAL

For the past three years, joint operations between Zoning, BSO, and Florida Department of Transportation (FDOT) have been conducted to keep the area under the bridges in Broadview Park clear of trash and trespassers. With assistance from BSO Lieutenant Richard Pisanti, a request was sent to FDOT. The state responded by installing fencing at the site alleviating the problem and drain on residences.
