    Introduction The safety and welfare of children and young people, children who are looked after and adults at risk is of paramount importance to Bromley CCG in all its contracted services. In order to ensure that Bromley CCG continues to commission high quality, safe and effective care it has developed this safeguarding procurement standards document which is aimed at commissioners, procurement leads and new and existing healthcare providers. This document will form part of a Safeguarding Commissioning Framework which will include contract monitoring of existing and future commissioned services. The safeguarding procurement standards document outlines how Bromley CCG will assure itself that it is meeting its commissioning for compliance requirements in line with the legislative frameworks that underpin children and young people, children looked after and adults at risk. The framework is aligned to Bromley CCGs Safeguarding Children Through Commissioning Policy and the Quality Assurance Framework for Safeguarding and the Safeguarding Adults at Risk through Commissioning Policy, Safeguarding Adults at Risk through Commissioning Policy and in line with relevant legislation, national and Pan-London guidance. The aim is to

    outline the breadth of legislation and quality criteria that underpin safeguarding

    articulate the quality standards that are expected by provider organisations and how Bromley CCG will assess these within the procurement cycle using a Bronze, Silver and Gold rating system

    provide information to tendering organisations, so that there is clarity, equality and transparency regarding expectations

    ensure commissioning, procurement and safeguarding functions within the CCG are clear about processes that are required during procurement exercises.

    Structure The document first lists the key legislation, national and pan London policies and National Institute for Health and Clinical Excellence quality standards (NICE) that shape the required organisational responses to safeguarding children and adults. Using a basic model the standards document describes what a good organisation looks like, clarifying the essential (Bronze), expected (Silver) and best practice (Gold) components to be applied to each commissioning exercise. Stages of the procurement cycle are then identified with key recommendations stated to ensure that providers of services to Bromley CCG meet the required standards in relation to their safeguarding arrangements.

    Legislation, Policy and National Standards that form the basis for Safeguarding Children and Adults at risk Designated Professionals, Leads and Board level Safeguarding Leads are tasked with ensuring that approaches to safeguarding is embedded across all systems and processes of an organisation, so that safeguarding is everybodys business and positively reflected within the organisational culture. Thus, safeguarding has to run through any organisation like a golden thread in order to be effective. Safeguarding practice and intervention is complex and it will always rely on experts to provide specialist input and advice. However, through simplifying what is expected of an organisation, commissioners and procurement leads will be better equipped to identify any organisation that fails its safeguarding obligations, which is often an indication of an organisational culture that might not place quality at the centre of its services.
