DESCRIPTION
Next Generation Infrastructures (NGInfra) staat voor tien jaar onderzoek naar de verbetering van infrastructuren. Honderden wetenschappers en praktijkprofessionals bouwden samen aan kennis over netwerkgebonden infrastructuren. wikkelden in nauwe samenwerking kennis over netwerkgebonden infrastruc turen. Ze konden beschikken over een budget van 20 miljoen euro Bsiksubsidie en ruim 20 miljoen contrafinanciering.
En het resultaat mag er zijn! NGInfra heeft zich in tien jaar bewezen
als wegbereider van infrastructuuronderzoek. De benadering van NGInfra was in 2004 uniek in de wereld en heeft sindsdien school gemaakt. Tot de erfenis van NGInfra behoren de resultaten van 176 projecten (een paar voorbeelden passeren hierna de revue), een internationale congresreeks, wetenschappelijke tijdschriften en een Massive Open Online Course (MOOC). Maar de belangrijkste winst van tien jaar NGInfra is de vanzelfsprekendheid waarmee uiteenlopende infrapartijen elkaar weten te vinden. het hele systeem bepaalt hoe infrastructuren functioneren, niet alleen het fysieke netwerk. Dat kenmerkt het onderzoek van Next Generation Infrastructures (NGInfra) in de periode 20042014. Tien jaar Improving by Understanding. Deze NGInfrafilosofie weerspiegelt zich in de benadering van het onderzoek:
interdisciplinair, over grenzen van infrasectoren heen, een combinatie van wetenschap en praktijk, en nadrukkelijk in internationaal verband. En dit allemaal om infrastructuren te verbeteren.
NGInfra kwam tot stand als onderzoeksprogramma in het kader van de Bsikregeling: een nationaal stimuleringsprogramma in opdracht van het ministerie van Economische Zaken. Het onderzoek vond zijn oorsprong aan de TU Delft. Voor de Stichting Next Generation Infrastructures, opgericht om het onderzoeksprogramma ten uitvoer te brengen, was de TU Delft dan ook een logische partner en gastheer.
Vanuit hier ontwikkelde NGInfra zich tot een centrum van kennis, met een breed netwerk van nationale en internationale partners. Honderden onderzoekers zowel wetenschappers als praktijk professionals ont

De wetenschap heeft het terrein van de infrastructuur ontdekt! De opbrengst van tien jaar NGInfra mag er zijn: 90 proefschriften, 176 projecten, 37 betrokken kennisinstellingen uit 14 verschillende landen. Er is nieuwe kennis vergaard, bijvoorbeeld over data en haven ontwikkeling, over de verbinding tussen ruimte en infrastructuur, over slimme manieren van onderhoud. En er is uitgebreid geëxperimenteerd met gaming en praktijksituaties. Het wachten is op de eerste Nobelprijswinnaar…
Maar in hoeverre kan de wetenschap ons helpen bij de maatschappelijke opdracht om onze infrastructuur toekomstgericht te maken? En om het beheer en onderhoud, dat de komende jaren alleen maar belangrijker wordt, zo effectief mogelijk te verzorgen? Daarvoor is de juiste instelling nodig: een vorm van anders kijken, denken en doen. Deze instelling zie ik terug in de ambities van
het NGInfraprogramma: meer verbinding tussen de verschillende infrasectoren, meer gezamenlijk nadenken over het slimmer inzetten van onze infrastructuur en het
verdiepen van de veranderende rol van alle infrabeheerders: van pure technische uitvoerders naar netwerkbeheerders.
Ik stel met genoegen vast dat er synergie tot stand is gebracht tussen de verschillende netwerken. Ik juich het ook zeer toe dat de wetenschap steeds
meer de praktijk wordt ingetrokken, door netwerkbeheerders die gezamenlijk nieuwe onderzoeksvragen gaan opstellen. Want als er één kernwoord bij mij boven komt drijven als ik kijk naar de uitdagingen voor de komende jaren,
dan is het ‘slimmer’. We zullen slimmer moeten omgaan met de ruimte, slimmer gebruik maken van elkaars kennis, slimmer omgaan met de
technologie om onze infrastructuur toekomstbestendig te maken.

doorbreekt de infrastructuur de grens? De vraag wie er aan het roer zit van
een trans nationale infrastructuur is zeker in Europa lastig te beantwoorden, constateert Frank Schipper (TU Eindhoven). In november 2006 leidde een communicatiestoornis tussen netbeheerders in Duitsland tot een stroomstoring die een groot deel van WestEuropa platlegde. Politici pleitten direct voor een centraal gezag over het Europese stroom netwerk.
Maar infrastructuren dragen een lange erfenis met zich mee. Historische afwegingen, afhanke lijk heden en inder tijd gekozen oplos singen hebben onze infra structuren gevormd. Aanpassingen aan netwerken en hun governance doorvoeren is lastig en heeft decennialang gevolgen. Beleidsmakers die vandaag de dag besluiten over infrastructuur nemen, hebben hier onverminderd rekening mee te houden.

en meer gedistribueerd plaats. De netbeheerder ziet zich voor de uitdaging geplaatst om zijn stroomnet in balans te houden. De oplossing lijkt te liggen in gedecentraliseerd beheer, waarvoor een smart grid nodig is. Dit is een elektriciteitsnet met een gekoppelde ICTinfrastructuur. Behalve beter bronbeheer biedt een smart grid ook nieuwe diensten, zoals
geavanceerde monitoring. Bij het ontwerp van een smart grid moet rekening worden gehouden met een groot aantal uiteenlopende belanghebbenden, die elk op een eigen manier interacteren met het net. Bovendien worden hoge eisen gesteld aan de stabiliteit en integriteit. Een multiagent benadering stelde Geert Deconinck (KU Leuven) in staat om de structuur en het gedrag van de verschillende componenten te modelleren.

Promovendi zijn altijd direct verbonden geweest aan infrabedrijven. Die praktische inslag is toch wel ons handelsmerk. Zonder dat we daarbij overigens onze wetenschappelijke beginselen loslaten.”

Complexe systemen
Netwerkgebonden infrastructuren als spoorwegen, waterwegen, kabels en leidingen zijn opgebouwd uit grote aantallen componenten van uiteenlopende ouderdom. Dat maakt ze van nature onoverzichtelijk en onvoorspelbaar. De fysieke netwerken vormen het speelveld van uiteen lopende actoren. Producenten, netbeheerders, beleidsmakers en gebruikers maken keuzes die, op diverse niveaus in ruimte en tijd, effect op de infrastructuurnetwerken hebben. Er is sprake van gelaagdheid en fragmentatie, zowel in het fysieke systeem als bij de betrokken partijen en instanties. Bovendien wordt de interactie tussen beide mede bepaald door nationale, supranationale en internationale instituties.
Toch is de verwachting dat infrastructuren functioneren als een geïntegreerd systeem, dat zich centraal laat coördineren. Maar het was nooit als zodanig ontworpen. De complexiteit wordt nog vergroot door inherente onzekerheden over de toekomst. Aanpassen, risico’s nemen, tegenvallers incasseren, en nieuwe innovaties incorporeren – het vraagt om voortdurende aandacht.
NGInfra overbrugt
Traditioneel ligt bij het ontwerpen van infrastructuren de focus op het technische vlak en worden actoren gezien als onderdeel van de context. Binnen de sociale wetenschappen staan actoren juist centraal en wordt de fysieke infrastructuur meer als een randverschijnsel beschouwd. NGInfra heeft bruggen geslagen tussen de technische en sociale wetenschappen.
NGInfra benadert infrastructuren als sociotechnische systemen, bestaand uit een fysieke infrastructuur, actoren die deze bedienen en beheren, en instituties die het speelveld en de spelregels vaststellen. De markt, de wet en regelgeving en de brede institutionele context maken dus integraal deel uit van het infrastructuursysteem. Dit uitgangspunt
heeft geleid tot een perspectief van complexe adaptieve systemen in het NGInfraonderzoek: het infrastructuursysteem maakt een proces van continue aanpassing door, dat de balans tussen veranderende technologieën en instituties in stand houdt.
Het feit dat NGInfra vernieuwend interdisciplinair en sectoroverstijgend onderzoek doet, vraagt om nieuwe kanalen voor het delen en publiceren van onderzoeksresultaten. In de loop van de tijd nemen de mogelijkheden voor publicatie toe en daarmee de belangstelling bij uitgevers voor de NGInfrabenadering. Het leidt tot de lancering van een nieuwe Springer uitgave Infrastructure Complexity.
De Next Generation Infrastructures dissertatiereeks, in een herkenbare uitvoering, draagt bij aan de versterking van NGInfra als ‘merk’. In totaal brengt NGInfra 90 proefschriften voort, waarvan er 78 in deze eigen reeks verschijnen. Daarnaast worden verschillende dissertaties gepubliceerd door buitenlandse universiteiten.
NGInfra fungeert als katalysator bij de ontwikkeling van een wereldwijd netwerk van onderzoekers en professionals. Onderzoekers van NGInfra nemen tal van functies en rollen in bij wetenschappelijke platforms, zowel binnen Nederland als wereldwijd. Het netwerk vormt een nieuwe kennis infrastructuur, waarover onderzoeksresultaten en empirische kennis worden gedeeld en verspreid. Dit leidt weer tot nieuwe ideeën en kennisinitiatieven.

Electricity Without BordersThe need for cross-border transmission investment in Europe
An increase in cross-border electricity flows is foreseen in Europe in the coming decades due to large-scale penetration of renewable energy, the electrical integration of the Euro-Mediterranean region, the electrification of transport, and possible shifts in electricity generation dispatch caused by the evolution of CO2 prices.
This dissertation explores the impacts of possible changes in electricity generation and demand patterns on the need for cross-border transmission investment in Europe. The analysis is performed with EUPowerDispatch, a minimum-cost unit commitment dispatch model of the European electricity system which was developed by the author and which constitutes one of the main products of his research.
It is concluded that the cross-border transmission investment plans that are foreseen by ENTSO-E by 2025 are adequate given the expected evolution of the European power system. However, in order to reach the challenging European power system decarbonisation goal, significantly more cross-border transmission investment is needed, in addition to much stronger decarbonisation policies.

The term “Internet of Things” (IoT) is used to conceptualize networks of interconnected sensors, devices and appliances on the internet, which are enabling a wide range of application areas, including Smart Living (i.e., a wide range of ICT-enabled services such as e-healthcare and home energy management). Despite the considerable potential of IoT applications, technical issues such as interoperability of devices, as well as the rise of proprietary service platforms for services offered are the main bottlenecks in enabling progress of IoT.
While common service platforms are suggested to solve technical issues, several
collaboration issues need to be dealt with. From an organisational perspective, establishing common service platforms requires resources and expertise across disparate sectors of consumer electronics, IT, telecommunications, energy, healthcare and construction. Since organisations from distinct sectors have different ways of doing business, different roles, expectations and motives arise, as well as several potential sources of conflicts.
This PhD research provides insight into why and how collective action for establishing
common service platforms arises among organisations in the Smart Living domain. Building on theories of collective action, platforms and business ecosystems, eight propositions are developed on the impact of platform and ecosystem characteristics on the decision of organisations for collective action. The propositions are tested in three qualitative case studies in the domains of e-healthcare and home energy management. Finally, the importance of factors in the propositions is prioritized by a quantitative survey among practitioners in the domains of e-healthcare and home energy management.

Een ‘eigen’ weten schappelijk tijdschriftEr was veel belangstelling bij uitgevers om een nieuw wetenschappelijk tijdschrift te starten in de geest van NGInfra. In 2014 lanceerden we Infrastructure Complexity als een nieuw open access journal bij Springer.
International Symposium for Next Generation Infrastructure
In november 2008 vindt op initiatief van NGInfra en IEEE in De Doelen in Rotterdam een internationaal congres plaats over de toekomst van infrastructuren ‘Building Networks for a Brighter Future’.
Het enthousiasme bij de deelnemers blijkt groot. De delegatie uit India kondigt aan dit eerste congres een vervolg te willen geven in India. Het leidt tot de Second International Conference on Infrastructure Systems and Services in Chennai in december 2009.
Jaarlijkse conferenties volgen in Shenzhen, China (2010) en Norfolk, Virginia (VS, 2011). Onder de nieuwe vlag International Symposium for
Next Generation Infrastructure volgen conferenties in Wollongong, Australië (2013) en Wenen, Oostenrijk (2014).
The Princess in the CastleChallenging Serious Game Play for Integrated Policy Analysis and Planning
What are the principles that make societal problems socio-technically complex? And, even more important, how can we support public policymaking in the wake of socio-technical complexity? In The Princess in the Castle, the author investigates if, why and how serious games and game-like simulations (SGs) can support integrated policy making and planning, especially in relation to managing rivers and oceans. She argues that ‘playful methods’ are particularly suited to surround sophisticated analysis with extensive participation.
The book contains many examples and illustrations but centres on: the Climate Game, used in a neighbourhood reconstruction project incorporating climate adaptation measures; The Blokkendoos Planning Kit, used in the Netherlands’ planning project Room for the River for integrated flood management; the MSP Challenge, used to further the development of integrated, eco-system based marine spatial planning. The book provides a de- and re-construction of the ‘principles of play’ that underlying integrated policy analysis. The perceived usefulness of game-like tools in the Dutch and Chinese policy contexts is empirically studied. The author concludes that serious games for policy-making and planning are powerful methods with largely untapped potential. Yet, without room to play they can be easily turn into ineffective and expensive toys.
Qiqi Zhou is a researcher at Delft University of Technology, the Netherlands. She is involved in several research projects with Dutch and Chinese universities.

Increasingly faced with high stake policy problems, decisionmakers cannot afford to ignore uncertainty. Of particular concern are policy problems involving deep uncertainty.
This book showcases a promising quantitative and computational method for dealing withdeep uncertainty: exploratory modeling and analysis (EMA). EMA explores the performanceof alternative policies across multiple hypotheses about the system of interest. The methodcombines the capability of computers to carry out large numbers of model runs and the capability of humans to recognize patterns that are useful for policy design. EMA applicationsinclude three cases in energy infrastructure investment, transport safety, and CO2 reduction.Decisionmakers, analysts, consultants, researchers, and students can benefit from the original contributions the book provides on the conceptual framework, structured step-wiseapplications, and innovative analytical support to multi-criteria and multi-actor decision problems.

This thesis focuses on the topological characterization of complex networks.It specifically focuses on those elementary graph measures that are of interestwhen quantifying topology-related aspects of the robustness of complex networks.
This thesis makes the following contributions to the field of complex networks.Firstly, the thesis analyses the relationships among a variety of graph measures andproposes a definite set, capable of expressing the most relevant topological propertiesof complex networks. Secondly, the thesis relies on spectral measures to initiate aclassification of the qualitative topological properties that characterize specific classesof complex networks. Safe, high-quality and more frequent rail services are desired by both society and passen-gers. Since large scale infrastructure extensions to accommodate higher train frequencies arehardly practicable, a more intense network utilisation is considered the way to achieve theseaims. As a result, trains will get in each otherís way more frequently, which can lead to anincrease in delays and incidentally to safety hazards if a train fails to stop.
In order to understand how all objectives can be achieved simultaneously, without thedisadvantages of a more intense network utilisation, a model is required that takes both theobjectives and the risks of a process into account. Such a model, the so-called safe envelo-pe of operations, has been developed in this thesis. By taking a functional view, it allows tocombine human, technical and organisational factors; three elements that each play a role inrailway design and operation.
An extended survey of railway practitioners and literature has been performed to see howthe railways are controlled in practice and how this was initially intended. A main conclusionis that improvements to the railwayís real time controllability are necessary to solve conflictsbetween train movements in an anticipatory way. Also several instances were found in whichdesign changes and informally developed practices led to surprising results in practice.Information about actual operations must be shared to avoid operational surprises.

This study focuses on the processes through which the rules and regulations that governEuropean electricity markets and inherently, their integration process are established. Sofar, European policy makers have largely followed a ‘trial-and-error’ approach to finding anappropriate regulatory mode for dealing effectively with market integration issues.
In this thesis, a ‘structured approach to regulatory mode decision-making’ (STARMODE) isdeveloped, based on the theory of decision modelling in policy management and three casestudies exploring key market integration issues in the field of electricity markets: intercon-nector investment, congestion management and market transparency.
This study’s main objective is to present a systematic and comprehensive framework foranalysing and improving regulatory mode decision-making in the context of the EuropeanUnion, focusing on electricity markets. Therefore, this book may offer valuable input to any-one interested in European policy-making and/or electricity markets.
Hanneke de Jong studied Systems Engineering, Policy Analysis and Management at DelftUniversity of Technology and obtained her Master’s degree (cum laude) in 2003. From 2003to 2008 she worked for the Dutch Office of Energy Regulation. In April 2009 she joined theenergy company Essent.

Structuring Socio-technical ComplexityModelling Agent Systems Using Institutional Analysis
Socio-technical systems consist of many heterogeneous decision making entities and technological artefacts. These systems are governed through public policy that unravels in a multi-scale institutional context. For example, to influence consumer behaviour towards more energy saving habits, various policies and instruments can be employed such as taxation on energy consuming light bulbs or subsidy on the purchase of energy efficient but expensive LED lamps. Designing effective policies essentially requires insights into socio-technical systems which can be gained through agent-based modeling and simulation.
This research builds on a combination of artificial intelligence, software engineering and institutional analysis. MAIA is introduced as a modeling framework that integrates social structures into agent-based models of socio-technical systems. Besides supporting inexperienced modellers, MAIA also acts as a tool to support participatory model development.

The term “Internet of Things” (IoT) is used to conceptualize networks of interconnected sensors, devices and appliances on the internet, which are enabling a wide range of application areas, including Smart Living (i.e., a wide range of ICT-enabled services such as e-healthcare and home energy management). Despite the considerable potential of IoT applications, technical issues such as interoperability of devices, as well as the rise of proprietary service platforms for services offered are the main bottlenecks in enabling progress of IoT.
While common service platforms are suggested to solve technical issues, several
collaboration issues need to be dealt with. From an organisational perspective, establishing common service platforms requires resources and expertise across disparate sectors of consumer electronics, IT, telecommunications, energy, healthcare and construction. Since organisations from distinct sectors have different ways of doing business, different roles, expectations and motives arise, as well as several potential sources of conflicts.
This PhD research provides insight into why and how collective action for establishing
common service platforms arises among organisations in the Smart Living domain. Building on theories of collective action, platforms and business ecosystems, eight propositions are developed on the impact of platform and ecosystem characteristics on the decision of organisations for collective action. The propositions are tested in three qualitative case studies in the domains of e-healthcare and home energy management. Finally, the importance of factors in the propositions is prioritized by a quantitative survey among practitioners in the domains of e-healthcare and home energy management.

Lidstaten van de Europese Unie mogen hun ondernemingen niet zomaar staatssteun geven. Staatssteun kan de concurrentiepositie van deze ondernemingen versterken en daardoor de vrije en eerlijke concurrentie in de EU verstoren. Maar soms is staatssteun wenselijk, bijvoorbeeld om publieke belangen te borgen. Wil een lidstaat dergelijke steun verlenen, dan heeft hij daarvoor toestemming van de Europese Commissie nodig.
Dit proefschrift adresseert de vraag in welke gevallen staatssteun voor de borging van publieke belangen in de vervoersector is toegestaan. Onderzocht wordt welke publieke belangen in de vervoersector een rol spelen, wanneer overheidsbijdragen voor de borging van deze publieke belangen geen staatssteun opleveren en hoe de Commissie steunmaatregelen gericht op de borging van publieke belangen beoordeelt.
Uit het onderzoek komt naar voren dat het staatssteunrecht veel mogelijkheden biedt om publieke belangen met overheidsbijdragen te borgen. Indien de overheidsbijdragen al aan een goedkeuring van de Europese Commissie onderhevig zijn, dan wordt deze goedkeuring in verreweg de meeste gevallen gegeven. Het beeld van de Europese Commissie als dwarsligger kan dan ook worden bijgesteld.

Several market studies have indicated that the roll-out of broadband has significanteconomic and social relevance. The investments in broadband infrastructures needed torealise these economic and social benefits are, however, high-risk. This is firstly causedby the fact that the roll-out of access networks is extremely costly and requires high initialinvestments. Moreover, the multidisciplinary environment and involvement of many actorswith diverging objectives and interests cause high complexity. On top of that, the marketfor broadband is changing fast and continuously. Although broadband has been on theacademic research agenda for quite some time, this has as yet not resulted in a structuredinsight into the decision-making process around the upgrading of broadband networks,seen from the perspective of private operators and taking into account the vast complexityof the surroundings in which this decision-making process takes place in.
The objective of this research was to provide a unifying theory combining technical,economic, market-related and regulatory factors with regard to an evolutionary, flexibleapproach of network upgrading viewed from the perspective of decision-makers inthe telecommunication industry. The result of this research is a robust, explanatory,parsimonious model for the impact and outcomes of broadband roll-out. This model canserve as a starting point for further research projects and provides a certain degree ofstability in this multidisciplinary, unpredictable and highly dynamic research field.

Innovatie op infrastructuurmarkten is al vele jaren een politiek speerpunt. Voor telecommarkten beoogt het telecommunicatierecht zowel innovatie als andere publieke belangen te behartigen. Dit onderzoek exploreert of de wetstechnische mogelijkheden om innovatiesnelheid in deze sector te bevorderen – binnen de grenzen die de bescherming van andere publieke belangen daaraan stelt – ook daadwerkelijk door de wetgever worden benut en zo niet, welke aanpassingen van wettelijke arrangementen dan zinvol lijken.
Het onderzoek bouwt voort op bestaande innovatieliteratuur, op innovation timing theory en het concept van netwerkeffecten en construeert een conceptueel model in de vorm van een ‘ongereguleerde netwerkmarkt’ waarmee op basis van preferentieregels de waarschijnlijkheid van verschillende innovatiescenario’s onder uiteenlopende reguleringsconcepten kan worden voorspeld. De auteur legt duidelijke verbanden tussen innovatiesnelheid beïnvloedende factoren en arrangementen uit regelstelsels en laat de potentie zien van wetstechnische mogelijkheden om telecominnovaties te stimuleren zonder dat dat ten koste gaat van (andere) publieke belangen.

In the execution of a mega project, collaboration is inevitable. Requiring a combination of skills, knowledge and resources, projects often attract numerous participants each carrying their own cultural background. Consequently, a great variety of cultural differences and similarities, as well as distinctive practices and differing values and interests for participation, emerge when firms and people come together in a project organization. Cross Culture Work offers profound insight into the ‘people’ side of project management. In light of the Panama Canal Expansion Program Karen Smits describes how project participants deal with the cultural complexity in their everyday life. She illustrates the lived experiences of project participants and portrays the practices of collaboration that emerge in the project organization. These vivid accounts and observations emphasize the importance of a cultural perspective in the management of projects and stress the need for explicit attention to cross-cultural collaboration.
Karen Smits is an organizational anthropologist. With a focus on organizational culture, change and development she works as a researcher and advisor in the Latin America region.

Transit-Oriented Development in ChinaHow can it be planned in complex urban systems?
Transit-Oriented Development (TOD) is adopted by many large cities in China to combat against the problematic level of motorization, and it is regarded as an effective urban transport policy and a new city planning method to put Chinese cities that are undergoing rapid urbanization onto a more sustainable and greener developmental pathway. However, cities are complex systems, in which enacting one policy (with a specific interest or value) above everything is very likely to fail. It thus requires decision-makers to have a greater insight into the dynamic, self-organizing and emergent system behaviors to gain improved feasibility of directing urban development; in addition, the decision-makers should look at the policy from the systems level, and find out the right entry points to exert interventions that may be nudging but far-reaching.
In this study, a conceptual model of cities, with 36 city parameters, is developed to uncover the complexity of urban systems. Three perspectives of decision-making are formulated to explore the city parameters. The practice of decision-making about urban transport is studied in the city of Dalian that is one of the prosperous eastern coastal cities in China and that officially embraced the TOD concept. The case study leads to empirical scores of the 36 city parameters. The analysis of the empirical scores distinguishes the parameters into two dimensions: ordering-enslaved versus fast-slow, according to which a typology of parameters is resulted. The study finds out that the ordering-fast parameters are the right ones to pick out for deliberate design in self-organizing cities. And with these selected parameters the study proposes a branching method to arouse changes in their scores.

Transportation networks, such as power networks, road traffic networks, waterdistribution networks, railway networks, etc., are the corner stones of our modern society.As transportation networks have to operate closer and closer to their capacity limits andas the dynamics of these networks become more and more complex, control of thesenetworks has to be advanced to a higher level using state-of-the-art control techniques.
Such control techniques should be able to deal with the large size and distributed natureof the control problems encountered, and should in addition be able to anticipate undesiredbehavior at an early stage.
In this PhD thesis several novel control techniques for the control of transportationnetworks are proposed. Each of the techniques proposed is based on a combination ofideas from the fields of multi-agent systems and model predictive control. Control problemsfrom the domain of power networks are used to illustrate and assess the performance ofthe proposed techniques.

Road Traffic Management Systems (RTMS) make use of real-time data acquired fromthe road network in order to reduce traffic congestion and accidents, and to save energy andpreserve the environment. The development and maintenance of RTMS is a difficult, timeconsuming and complex activity, in which creativity and rigor have to be balanced.
In the research that led to this thesis a multi-disciplinary approach, combining TrafficEngineering and Software Engineering, was used. Once new solutions are defined froma Traffic Engineering point of view, there is the problem of obtaining operational systemsthat address all requirements. Knowing what to build is just the first step that must befollowed by the how to build. Both are problematic and they depend on each other. This isan important gap noted in practice. This thesis contributes to Software Engineering researchand practice by proposing the extension and integration of formal and semi-formal modelinglanguages in a multiple-view software architecture, combined with domain architecture. Thisapproach is used in practice to develop a family of distributed real-time systems in the roadtraffic domain.

Layla AlAbdulkarim received her B.Sc. in Computer Applications (2001) and her M.Sc. in Computer Sciences (2005) from the College of Computer and Information Sciences at King Saud University in Riyadh, Saudi Arabia. Given her ambition to embark on a new field of study, in 2008 she joined the Energy and Industry Section at the Faculty of Technology, Policy and Management at Delft University of Technology in The Netherlands where she conducted her PhD research.
In her dissertation, Layla investigated the (lack of) social acceptance of intelligent infrastructure systems including the smart metering system in the energy sector and the OV-Chipkaart system in the transportation sector. She investigated factors that either motivate or discourage members of society to adopt intelligent infrastructures that are heavily reliant on ICT. In addition, Layla explored possible enhancements to the development lifecycle of intelligent infrastructure systems to ensure a consumer-centric design intended to increase the chance of social acceptance. Layla has published a number of articles based on the results of her PhD dissertation research.

Distributed generation (DG) contributes to a more sustainable electricity supply. Large-scale adoption of DG will bring radical changes to the traditional model of generation andsupply as well as to the business model of the power industry. Furthermore, with innova-tions in information and communication technology (e.g. smart metering), energy andinformation infrastructures become more and more entwined and smart grids are enabled.
Specific potential for applying DG at the domestic level lies in using heat and electricityfrom micro combined heat and power systems (micro-CHP). The main problem with micro-CHP is the high up-front investment costs in comparison with conventional gas-fired boilers.
This study explores the potential cost savings with intelligent control of micro-CHP. Suchcontrol effectively utilizes micro-CHP’s inherent flexibility, thereby increasing the economicfeasibility of the technology. Intelligent control schemes are designed and model simula-tions assess the economic benefits of local intelligence in households as well as aggregateintelligence in virtual power plants. The outcomes offer valuable insights into the incentivesfor investment in micro-CHP units and in the intelligence to control them.
This thesis is the result of Michiel Houwing’s PhD research at the Faculty of Technology,Policy and Management of Delft University of Technology in the Netherlands.

Wetenschappers mogen graag de diepte ingaan, en zich met overgave op details focussen. En dat hoort ook zo. Onderzoekers binnen het NGInfraprogramma hebben dat de afgelopen jaren meer dan voortreffelijk gedaan. Dit resulteerde in een indrukwekkende stroom modellen, publicaties en dissertaties van hoge kwaliteit.
Maar soms moet je wat afstand nemen om het grotere geheel te overzien. Dat geldt ook voor NGInfra. De belangrijkste verworvenheden worden het best zichtbaar in een internationale context. Dankzij NGInfra is er een nieuw internationaal wetenschappelijk netwerk tot stand gebracht, met als jaarlijkse ontmoetingsplaats de International Conference on Infrastructure Systems and Services, sinds 2013 het International Symposium for Next Generation Infrastructure. Veelzeggend is dat NGInfra daarbij niet als enige organisator optreedt: de editie 2014 wordt georganiseerd in samenwerking met de SMART Infrastructure Facility uit Wollongong, Australië, University College London, Oxford University en het International Institute for Applied Systems Analysis (IIASA).
Het tot stand komen van het NGInfraprogramma is mede te danken aan de Bsiksubsidie die de Nederlandse overheid in de voorbije jaren beschikbaar stelde. Deze fase is nu tot een eind gekomen. Maar het interdisciplinaire, wetenschappelijke netwerk blijft. Dat er nu ook een nieuw crosssectoraal netwerk van Nederlandse infrabeheerders van de grond komt, beschouw ik als een belangrijke doorbraak. Dit initiatief is uniek in de wereld.

Mijn promotieonderzoek over de rol van elektrisch vervoer in slimme energiesystemen heb ik uitgevoerd binnen het NGInfraprogramma. Het deel uitmaken van een programma waarin onderzoekers van verschillend pluimage, vanuit verschillende invalshoeken en over meerdere sectoren hun onderzoekswerk doen, was bepalend voor mijn uiteindelijke onderzoek.
In mijn ogen onderscheidt zich dat van vergelijkbare studies over elektrisch vervoer in het systeemdenken. Wij vragen ons niet alleen af: hoe kan een elektrische auto zijn laadkosten minimaliseren? We kijken over de hele keten en stellen de vraag: hoe kan het systeem zo ingericht worden, dat als alle elektrische auto’s hun laadkosten minimaliseren, het systeem als geheel er het meest van profiteert? Dan moet je dus bijvoorbeeld ook de samenhang tussen variabele energietarieven en netwerktarieven meenemen in je analyse. Dat is één van de kernpunten van het proefschrift geworden.
Het vermogen om verder te kijken dan een enkele technologische niche is iets wat in de NGInfra benadering natuurlijk sterk naar voren komt. Onderzoekers binnen dit programma worden daarin vanaf dag één uitgedaagd.

baar. Natuurrampen en ongelukken kunnen nooit volledig worden uitgesloten. Maar
infra structuren zijn ook het doelwit van gerichte aanvallen.
Waar natuurlijke bedreigingen uitvoerig zijn bestudeerd, was het onderzoek naar kwaad wil li ge aanvallen nog grotendeels onontgonnen terrein. Met het project ‘Understanding mali cious attacks against infrastructures’ van Ettore Bompard (Poli tecnico di Torino) kwam hier verandering in.
Kwaadwillige aanvallen kunnen fysieke aanvallen zijn op systeemcomponenten, maar ook cyberaanvallen, die zich richten op het informatie en communicatiesysteem.
Het onderzoek richtte zich op de ontwikkeling van een raamwerk om inzicht te krijgen in de gevaren, met de concrete focus op energie netwerken. Het leidde tot een conceptuele basis en een instrumentarium om bedreigingen in te schatten en te beheersen.

telecommunicatie was van oudsher een over zichte lijke technologie. Telefoonlijnen deden het altijd, tenzij er een kabel was
gebroken. Telecombedrijven vertrouwden op planning en preventie.
In de snelveranderende ICTsector van nu is dat niet meer voldoende. Consumenten gaan massaal met hun mobiele telefoons het internet op. Door de toegenomen complexiteit is de ICTsector gevoelig voor incidenten. Bedrijven moeten hun beheerstrategie daarop aanpassen.
Naast preventie is het realtime oplossen van incidenten noodzakelijk geworden. Maar de technologie is ingewikkelder geworden, en binnen organisaties is het niet altijd duidelijk wie waar voor verantwoordelijk is.
Ondanks dat is realtime incident management in de praktijk verrassend effectief, zo stelt Michel van Eeten (TU Delft) vast. Naarmate incidenten complexer worden, wordt er wel steeds meer gevraagd van de tech nische experts. Ze moeten flexibel zijn, stressbestendig, en bereid om te impro viseren. Het belang van de menselijke factor is met de complexiteit toegenomen.

Het is een enorme zoektocht. Waar investeer je als infrabeheerder in en waarin juist niet? De wereld verandert en netwerken worden
anders gebruikt dan waar ze ooit voor aangelegd zijn. Een devies staat echter meer dan ooit overeind: solistisch opereren is niet
meer van deze tijd.
Studenten en onderzoekers die betrokken waren bij NGInfraprojecten vormen een belangrijke schakel in de overdracht van kennis tussen weten schap en praktijk. Tientallen promovendi, postdocs en honderden masterstudenten dragen bij aan het tot stand komen van nieuwe inzichten rond infrastructuursystemen. Een nieuwe generatie treedt aan van onder
zoekers en professionals die eraan gewend zijn om samen te werken in inter disci plinaire teams. Zij kijken over grenzen van sectoren en landen heen en werken vanzelf sprekend samen met de infrapraktijk. Het NGInfragedachtegoed verspreidt zich als
de spreekwoordelijke olievlek.
Regelmatig figureren onderzoekers en hun resultaten in de media, zowel in Nederland als internationaal. Problemen op het Nederlandse spoorwegnet, de OVchipkaart, smartgrids, een tsunami in Japan en de gevolgen voor zijn kerncentrales, windenergie, internetveiligheid, crossculturele samenwerking bij grote projecten – een breed scala aan deskundigheid bereikte via interviews of nieuwsartikelen de media.

NGInfra heeft daarnaast veel energie gestoken in het actief verspreiden van de opgebouwde kennis naar een brede groep van mensen die zich dagelijks met infrastructuur in Nederland bezighouden. Duurzame bijdragen aan de sector zijn het jaarlijkse congres InfraTrends (sinds 2011) en het vaktijdschrift INFRA (sinds 2008). De betrokkenheid van spelers als Rijkswaterstaat, Alliander, Antea Group, APPM, Cofely, Yacht en Deltares onderstreept de positie die beide platforms inmiddels innemen binnen het infradomein.

In juni 2008 brengt Stichting Toekomstbeeld der Techniek het eerste
HubHolland.Magazine uit, als uitkomst van een project om de toekomst van infrastructurele netwerken in Europa in kaart te brengen.
De uitgave wordt geadopteerd door NGInfra en diverse infrabeheerders. In 2012 wordt het blad omgedoopt in INFRA, en uitgegeven door ElbaRec. De Nederlandse infrawereld heeft hiermee een eigen vakblad gekregen.

Next Generation Infrastructures en Alliander werken samen aan het toekomstbestendig maken van het energienetwerk. Om dat te bereiken wil Alliander zich nog sterker ontwikkelen tot een maatschappijgestuurde organisatie, die de omgeving betrekt bij de besluitvorming en innovaties ondersteunt. We combineren daarvoor wetenschappelijke kennis die binnen het onderzoeks programma is opgebouwd met de praktijkkennis en expertise van Alliander.
Een voorbeeld. Onderzoekers en medewerkers van Alliander werken samen met maatschappelijke organisaties aan een participatiemodel. Dat model gebruiken ze om de onderlinge samenwerking rondom een sociaal en technisch complex besluitvormingsproces te verbeteren. Het dynamische model helpt om inzicht te verwerven in verschillende uitgangspunten en toe te werken naar een optimaal besluit. Dat is: Improving by understanding!
Empowering Networks
Next Generation Infrastructures en het Havenbedrijf Rotterdam werken samen aan de ontwikkeling van een efficiënte en duurzame haven, zoals in de Havenvisie verwoord. Dat doen we door de kennis die is opgebouwd binnen het onderzoeksprogramma te koppelen aan de kennis, expertise en uitdagingen van het Havenbedrijf.
Een voorbeeld. Onderzoekers en havenbedrijfmedewerkers puzzelen op de visualisatie, in 3D, van de bestaande infrastructuren in kademuren en in de ondergrond. Deze tool gaat havenmedewerkers helpen om een beter overzicht te krijgen van de complexe afhankelijkheden tussen de infrastructuren om vervolgens betere beslissingen te kunnen nemen. Dat is: Improving by understanding!

Improving byunderstanding
Next Generation Infrastructures werkt samen met de TU Delft aan betere infrastructuren, onder meer door onderzoek naar Strategisch Asset Management. Maar onze ambitie gaat veel verder: assetmanagement binnen Nederland naar een hoger plan te tillen. Al in 2007 is het Asset Management Platform opgericht door asset managers van infrastructurele netwerken en weten schap pers van de TU Delft. Het platform brengt toponderzoekers en assetmanagers samen om
kennis en kunde uit te wisselen. Beheerders en wetenschappers leren zo niet alleen van elkaar, ze weten elkaar ook beter te vinden en pakken gezamenlijk uitdagingen op.
Bijvoorbeeld: het Asset Management Platform organiseerde dit jaar ‘Gluren bij de buren’. Diverse assetmanagement professionals namen een kijkje in de keuken van een collega. Gewoon door een dagje mee te lopen. Iedereen kwam enthousiast thuis, met meer begrip voor het werkveld van de ander en waardevol inzicht in de overeenkomsten en verschillen. Dat is: Improving by understanding!

InfraTrends Congres
In 2011 lanceert NGInfra een evenement naar aanleiding van de uitgave van het boek InfraTrends, waarin een tussenbalans van het programma wordt opgemaakt. Minister van Infrastructuur en Milieu Schultz van Haegen schrijft het voorwoord en neemt het eerste exemplaar in ontvangst. Het evenement groeit uit tot een jaarlijks congres waar een breed netwerk van onderzoekers en infraprofessionals elkaar treft.

Infrastructuren zijn typische net werk-
structuren opgebouwd uit lijn verbindingen
en knoop punten. Sommige knooppunten
zijn beter verbonden dan andere. In materiële
infrastruc turen leggen belangrijke knoop-
punten waar veel verbindingen samenkomen,
ook wel hubs genoemd, een groot beslag
op de ruimte. Bekende voor beelden van
grote hubs in Neder land zijn de luchthaven
Schiphol en de haven van Rotterdam.
Met de ontwikkeling van deze hubs groeit
ook het ruimtebeslag: ruimte voor nieuwe

Infrastructuren vormen veelal de ruggengraat van een samenleving. Onmisbaar voor het maatschappelijk en economisch verkeer. Het is belangrijk dat intellectuele en wetenschappelijke denk kracht over de ontwikkeling en het functioneren van infrastructuren wordt ontwikkeld en gemobiliseerd. NGInfra heeft het denken over infrastructuren in brede zin op de wetenschappelijke agenda gezet. Het programma heeft ook een katalyserende werking gehad op het bij elkaar brengen van de diverse infrabeheerders. Mede door NGInfra zijn de contacten tussen infrabeheerders toegenomen en dat is van blijvende waarde.
De laatste jaren zijn INFRA magazine, het InfraTrends congres en het assetmanagementplatform ontwikkeld. Zij vormen een verbinding tussen de wetenschappelijke wereld van NGInfra en de prak tische wereld van de infrabeheerders (en de advieswereld rond infrastructuren). Tussen wetenschap en infrabeheerders en tussen infrabeheerders onderling was en is relatief weinig contact. Die contacten komen nu tot stand en zijn vruchtbaar.
De praktische waarde van NGInfra is het voeden van het management en de leidinggevenden in de organisatie die infrastructuren beheren. De afstand tussen het wetenschappelijk bedrijf en de werknemers van infrabeheerders in operationele functies is groot. De vraagstukken die bij NGInfra aan de orde zijn gekomen, sluiten aan op strategisch en tactisch niveau. Dat is in mijn ogen ook goed. Het gaat om het herkennen van de waarde van het onderzoek en het kunnen inschatten van de betekenis voor het infrabeheren.

bedrijven dienen het publieke belang. Maar wat betekent dat in de praktijk?
Sinds de liberali sering houden vele publieke toezichthouders, ministeries, raden en kamers de nieuwe infra bedrijven in de gaten.
Zij hante ren verschillende normen en stellen soms tegen strijdige eisen. Moet de trein punc tueel volgens het dienst rooster rijden of gaat de veiligheid voor, bijvoorbeeld als er mensen langs het spoor lopen? En wie neemt die beslissing: de NSmachinist of de treindienstleider van ProRail? Het streven naar de ene publieke waarde gaat ten koste van een andere.
Onderzoeker Bauke Steenhuisen (TU Delft) kijkt hoe infra bedrijven omgaan met conflicterende normen en de vaak impliciete publieke belangen. Dat blijken zij verrassend succesvol te doen. Maar er bestaat een fundamenteel dilemma tussen de noodzakelijke speelruimte om strijdig heden in de operatie op te lossen, en de vereiste verantwoording naar externe toezichthouders.
Een oplossing hiervoor ligt in het expliciet maken van de door de bedrijven gehanteerde strategieën.

netwerken ter wereld nog beter benutten, én het spoor veilig en beheers baar
houden? Voor die opgave ziet ProRail zich gesteld. Het spoorsysteem is zo complex, dat het effect van maatregelen vaak niet kan worden overzien. Je moet de dingen kunnen uitproberen. In nauwe samenwerking met ProRail ontwikkelde de TU Delft daarom een op maat gesneden gameomgeving om praktijksituaties levensecht na te spelen.
Een van de toepassingen is de voor bereiding van de invoering van ETMET: elke tien minuten een trein. Bij zo’n
hoge frequentie is het belang om grote verstoringen op te lossen extra groot.
Onderzoeker Jelle van Luipen gebruikt een combinatie van hightech en lowtech. Naast een digitale omgeving wordt een bordspel ingezet, met schuursponsjes die de treinen verbeelden. Alle medewerkers die normaal de treindienst uitvoeren, zijn bij de game betrokken.
In een soort war room testen 30 deelnemers en waarnemers een dag lang twee oplossingsconcepten. Het blijkt een vruchtbare aanpak om te leren van fouten en inzicht te krijgen kansrijke oplossingen.

Als de TU Delft besluit om Massive Open Online Courses (MOOC) aan te bieden via het EdX platform, wordt NGInfra in 2014 een van de eerste contentaanbieders. Het aanbieden van online onderwijs past goed in de strategie van NGInfra om de onderzoeksresultaten breed toegankelijk te maken. Jaren van NGInfraonderzoek kan zo wereldwijd en gratis worden ontsloten voor studenten.
Voor de eerste cursus melden zich 17.000 deelnemers. In acht weken leren zij het concept van infrastructuren als complexe adaptieve sociotechnische systemen toe te passen op infrastructuurproblemen in hun eigen land. Een vervolgcursus trekt in het najaar ruim 5000 deelnemers. Hun actieve participatie leidt onder meer tot 3000 casestudies over infrastructurele problemen uit de hele wereld. Het ingediende werk is bovendien van hoge kwaliteit, te verklaren uit het feit dat de helft van de studenten werkende infraprofessionals blijkt te zijn. Mede op basis van de ingediende casestudies zal de MOOC opnieuw worden aangeboden.
Naast het online succes van de MOOC timmert NGInfra ook offline aan de weg. NGInfra legt de basis voor de curricula voor Systems Engineering, Policy Analysis and Management (SEPAM) en Engineering and Policy Analysis (EPA) aan de faculteit Technologie, Beleid en Management van de TU Delft.
Daarnaast leiden de onderzoekscontacten binnen Europa tot een gemeenschappelijk Erasmus Mundus MSc programma Economics and Management of Infrastructure Networks, in samenwerking met Comillas
universiteit in Madrid, de Université Paris XI, het European University Institute in Florence en Johns Hopkins University in Baltimore, USA.
In 2009 en 2010 organiseert NGInfra een interdisciplinair cursusprogramma over de laatste ontwikkelingen in het onderzoek naar infrastructuur. Deze NGInfra Academy blijkt een groot succes en trekt promovendi, postdoctoraal onderzoekers en jonge profes sionals vanuit de hele wereld. De cursussen zijn sindsdien verwerkt in het graduate school programma van TU Delft faculteit TBM, en in postgraduate programma’s, zoals de TopTech Master of Business in Energy Systems aan de TU Delft, en de Florence School of Regulation van het European University Institute.
Al met al weet het gedachtegoed van NGInfra zijn weg te vinden langs vele kanalen.

Voor NGInfra is kennisdisseminatie altijd belangrijk geweest. Naast onder meer boeken, congressen, artikelen in vaktijdschriften en kranten is een nieuw medium gekomen: de Massive Open Online Course, of MOOC. Een MOOC geeft iedereen, wereldwijd, de mogelijkheid om gratis een cursus te volgen. De MOOC Next Generation Infrastructures is een van de eerste MOOC’s die door de TU Delft wordt aangeboden. Het gedachtegoed en het internationale netwerk van NGInfra spelen een belangrijke rol in de cursus.
Voor het eerste deel van de MOOC meldden zich ruim 17.000 deelnemers die tijdens de collegecyclus van zeven weken wekelijks een aantal korte colleges konden volgen. Daarnaast waren er filmpjes, animaties en opdrachten. Er kwam veel feedback van de deelnemend studenten, waaronder opmerkingen, vragen, aanvullingen, voorbeelden uit de regio van de studenten. Waar mogelijk werd hier in video’s op ingegaan.
De ruim 450 papers die werden ingediend, illustreren de diversiteit van deelnemers en hun aandachtsgebieden: Toronto roads, Ethiopia telecom, Barcelona harbor, Peru electricity, gas pipe safety issues China, water New Zealand. Een van de enthousiaste reviewers haalt een Chinees gezegde aan: Tell me and I’ll forget; show me and I may remember; involve me and I’ll understand.

We moesten wel aan elkaar wennen. De wetenschappelijke wereld is heel anders dan de zakelijke omgeving van het Havenbedrijf. Maar op het moment dat we echt met elkaar in gesprek gingen, bleek de samenwerking tot stand te komen. En dat leverde ontzettend leuke resultaten op!
In 2010 startte de alliantie tussen het Havenbedrijf Rotterdam en NGInfra. Er zat een simpele gedachte achter: de Tweede Maasvlakte is de toekomst van
de haven; NGInfra onderzoekt next generation infrastructures. Kunnen we die wetenschappelijke kennis niet toepasbaar maken voor de ontwikkeling, realisatie en inrichting van Maasvlakte 2? Met als centrale vraag: wat is er nou nodig om ook in de toekomst succesvol te kunnen zijn als haven?
In nauwe samenwerking voerden we elf verschillende onderzoeken uit. Bijvoorbeeld op het gebied van technologie,
energie, leefbaarheid en assetmanagement. Het leverde een schat aan nieuwe kennis en nieuwe ideeën op, die
gaan resulteren in daadwerkelijke vernieuwingen op Maasvlakte 2.

Onderzoek in NGInfra kader is vanaf het begin gebaseerd op intensieve interactie met gebruikers. Wie in de praktijk met infrastructuur werkt, zal zijn eigen sector het beste kennen. De wetenschapper biedt de praktijkprofessional nieuwe inzichten. Inzichten die hij of zij ontleent aan andere sectoren, waar vergelijkbare vraagstukken spelen in een
andere context. De onderzoeker levert de praktijkprofessional een nieuwe terminologie of vocabulaire, of een nieuw model. Of
hij/zij kan helpen bij het analyseren van een probleem. De wetenschapper verrijkt zijn/haar onderzoek met
de expertkennis uit de praktijk door unieke toegang tot bronnen.
De waarde van de combinatie van theore tische en empirische kennis komt sinds de start van het pro gramma in 2004 bij herhaling naar voren. Bijvoorbeeld bij ProRail, waar met succes serious gaming wordt ingezet om diverse praktijkscenario’s in een realistische werksituatie te kunnen toetsen.
Strategische allianties met Alliander (1,5 miljoen euro) en Haven bedrijf Rotterdam (2 miljoen euro) geven NGInfra de dyna mische living labs om de opgebouwde kennis in de praktijk te toetsen. Voor de alliantiepartners is deze samenwerking ook aantrekkelijk. Intensieve samenwerking met wetenschappers levert hun een schat aan nieuwe inzichten op.

Empowering Networks
De samenwerking met Alliander is erop gericht om wetenschappelijke kennis en kunde op het gebied van complexe infrastructuursystemen in de praktijk toe te passen. Onder de noemer Empowering Networks wordt een tiental onderzoeksprojecten uitgevoerd.
Veel aandacht gaat uit naar de vraag hoe een netbeheerder de maatschappij direct kan betrekken bij besluitvorming en daarmee de beste prestatie voor de maatschappij kan leveren. Daarnaast wordt onderzoek gedaan naar nieuwe marktmodellen, veiligheid en kwetsbaarheid van intelligente energiedistributienetwerken, en de ins en outs van open data. De uitkomsten van de verschillende projecten worden in een speelse vorm samengebracht in een ‘reismagazine’: Met de stroom mee!

NGInfra en het Havenbedrijf Rotterdam starten in 2010 een alliantie rond de toepassing van wetenschappelijke kennis bij de ontwikkeling, realisatie en inrichting van Maasvlakte 2.
In drie jaar tijd worden elf projecten succesvol afgerond. Het levert vele inzichten en concreet bruikbare tools op, die het Havenbedrijf gebruikt bij beslissingen op het gebied van duurzaamheid, ruimtelijke ontwikkeling, bereikbaarheid en energiehuishouding van de Maasvlakte 2.
De samenwerking en de resultaten daarvan worden door beide partijen zeer gewaardeerd. Succesfactor is het gezamenlijk, door practioners en weten schappers, definiëren van de onderzoeksvragen. De wetenschappelijke inzichten worden daardoor echt het bedrijf ‘binnengehaald’.

Netwerkbedrijven moeten meer naar buiten en naar elkaar kijken om te leren. Dat heeft de ervaring met NGInfra bij ProRail mij geleerd. Bedrijven als ProRail zijn van van nature erg gesloten en op zichzelf gericht: onze vragen zijn zo specifiek, daar snapt de buitenwereld niks van. De relatie tussen wetenschap en ProRail was geen vanzelfsprekendheid.
De concrete toepassing, waarbij we met behulp van het gaming instrument van NGInfra de nieuwe dienstregeling van 2009 hebben geoefend, was een enorme doorbraak. Een keer in de zoveel jaar wordt er een compleet nieuwe dienstregeling ingevoerd; voor de spoorjongens en meisjes het hoogtepunt in een spoors bestaan, maar tegelijkertijd ook een nachtmerrie. De complexiteit is zo groot, de knelpunten zijn zo talrijk, dat er met behulp van de ons ter beschikking staande programma’s eigenlijk al sprake is van een niet te ontwarren kluwen. Desalniettemin is het destijds gelukt de vrienden van NGInfra naar binnen te kruien en met behulp van het door hen ontwikkelde gaming instrument de kluwen te ontwarren. En met succes.
De rol van het programma was dus groot, zowel op het niveau van de dienstregeling zelf, die daarna vrij soepeltjes is ingevoerd, als op het niveau van het verbinden van twee netwerken, die nog niet verbonden waren! De overeenkomsten tussen netbeheerders als RWS, ProRail of HbR zijn veel groter dan je wellicht zou denken en de vragen die men gezamenlijk aan de wetenschap stelt waren in elk geval te beperkt. Het is en was hoopgevend dat er meerdere bilaterale allianties kwamen tussen netwerkbedrijven en NGInfra, maar de toegevoegde waarde ligt toch vooral, wat mij betreft op het niveau van de crosssectorale kruisbestuiving. Dat begint te komen, maar het gaat aarzelend en is vaak te technisch gedreven, terwijl vragen over governance, inbedding en verankering van het publieke belang de CEO’s zou moeten binden.

NGInfra biedt ons toegang tot denkers over infrastructuren, mensen die verder kijken dan vandaag. Belangrijke vragen waar we als infrastructuurbedrijf mee worden geconfronteerd, kunnen we zo in een breder perspectief plaatsen. De dynamiek op de energiemarkt dwingt Alliander mee te veranderen. De betrouwbare leverancier wordt een netbeheerder die haar net ten dienste stelt van de klant. Daarbij moeten we ook buiten de eigen kabels kunnen denken.
De onderzoekers van NGInfra focussen op de vraag hoe je als beheerder flexibel wordt, hoe je de vertaalslag maakt van wensen van de maatschappij naar technische oplossingen. De samenwerking met NGInfra heeft inzichten opgeleverd over wat belangrijk is om vernieuwingen mogelijk te maken.
Deze inzichten moeten we toepassen en delen. Als we in een volgende fase onze inzichten uitwisselen met andere infrabeheerders, zoals het Havenbedrijf Rotterdam of ProRail, dan kunnen we nog beter begrijpen wat we anders moeten doen om nieuwe netwerken mogelijk te maken.

projEctEnde Europese Commissie ziet het ontbundelen
van energiebedrijven als volgende stap in de liberalisering van de energiemarkt.
Splitsing, van het netwerk enerzijds en de opwekking en verkoop van energie anderzijds, leidt tot meer concurrentie, meer investeringen in infrastructuur en lagere tarieven. Maar klopt dat ook? Critici wijzen op het verlies aan synergie en een mogelijke toename in marktrisico. Daarnaast is gedwongen splitsing van gedeeltelijk geprivatiseerde bedrijven juridisch complex.
Het UNECOMproject (Unbundling of Energy Companies) van Gert Brunekreeft bekijkt de effecten van ontbundeling vanuit zoveel mogelijk verschillende invals hoeken. Het project omvat theoretisch en empirisch onderzoek door microeconomen, bedrijfseconomen, juristen en ingenieurs. In UNECOM werken
vijf universiteiten samen: Jacobs University in Bremen, de Wirtschafts Universität in Wenen, de RuhrUniversität in Bochum, de Universiteit van Tilburg en de Technische Universiteit Delft.
Zegen of vloek? Lang niet alle wettelijke maatregelen hebben het gewenste effect. Concurrentie vraagt om verschillende spelers, regulering en productie surplussen.
Ontbundeling biedt zeker voordelen, maar deze spelen op de lange termijn en zijn relatief beperkt. Pas als ontbundeling in alle Europese landen een feit is, zal het totale effect op de Europese markt meetbaar zijn.

over de vraag hoe ze de veiligheid van de kritieke internet infrastructuur kunnen
waarborgen. Milton Mueller en Andreas Schmidt (TU Delft) vergeleken de verschillende strategieën die zij daarbij volgen. Hun onderzoek richtte zich op een van de meest urgente bedreigingen: botnets.
Botnets blijken vooral voor te komen in de netwerken van een handjevol internet service providers (ISP). Opvallend is dat dit geen
schimmige bedrijfjes in wetteloze staten zijn, maar grote ISP’s in hoogontwikkelde landen. Dat maakt ISP’s essentiële instrumenten voor overheidsinterventies.
Een belangrijke uitkomst van het onderzoek is dat repressie niet de beste oplossing is. Landen met de strengste privacywetgeving blijken de hoogste infectiegraad te kennen. Informele samenwerking tussen toezichthouder en provider is veel effectiever, zoals voor beelden uit Japan en Finland laten zien.

De grote infrabeheerders in Nederland hebben, samen met de weten schap pelijke wereld, aandachtsgebieden aangewezen waar kennis deling en kennisontwikkeling nodig is. Krachtige
partijen spannen zich gezamen lijk in om te zorgen dat de vragen en wensen van volgende generaties gerealiseerd kunnen worden. Deze bundeling van krachten van infra beheerders, infraeigenaren en wetenschap is uniek in de wereld en alleen daarom al veelbelovend.
Met de ‘Staat van de Infrastructuur’ monitoren we tweejaarlijks de mate waarin de infra structuur gelijke tred houdt met internationale en lokale ontwikkelingen. Hoogstaande kennis koppelen we aan gedegen nationaal en internationaal wetenschappelijk onderzoek – zo benadrukken we de Nederlandse (kennis)positie op het gebied van infrastructuursystemen. De uitkomsten maken het mogelijk te signaleren, te duiden, te informeren en te agenderen. Leiden door alert te volgen wat de volgende generaties vragen.

geen water uit de kraan komt, worden we het ons even bewust. Elektriciteit, water,
transport en telecom zijn verworvenheden waar we vrijwel niet meer buiten kunnen. De samenleving stelt steeds hogere eisen aan de beschikbaarheid van deze kritieke diensten.
Tegelijkertijd is de tendens om de onderlig gende organisaties op te schudden. Deregu lering leidt tot het opsplitsen van vertrouwde nuts bedrijven. Technologische innovaties leiden tot nieuwe spelers die toegang eisen tot de netwerken. Steeds meer partijen zijn samen verant woordelijk voor de betrouwbaarheid en veiligheid, terwijl hun belangen kunnen botsen.
Mark de Bruijne (TU Delft) verdiepte zich in de vraag hoe deze netwerken van organi saties hiermee omgaan. Wat maakt dat zij betrouwbare diensten kunnen leveren, ondanks het weg vallen van oude controlemechanismen en in een markt die voortdurend verandert?
Uit het onderzoek, in nauwe samenwerking met professionals uit een breed spectrum van kritieke infrastructuren, blijkt dat organisaties, soms onbewust, voor een nieuwe benadering kiezen. Flexibiliteit, snel kunnen reageren op incidenten, komt in de plaats van preventie en langetermijnoplossingen.

zich door budgetoverschrijdingen, ver tragingen en maatschappelijke weer stan den.
Veel aandacht gaat uit naar innovatieve contract vormen, aan bestedingsprocedures en integrale plan procedures. Maar tijdens de uitvoering gebeuren ook dingen die niet voorzien waren. Managers spelen hier zo goed mogelijk op in. Maar wat werkt, en wat niet? Hoe evalueer je projectresultaten die in een wirwar van complexiteit tot stand komen?
Stefan Verweij (Erasmus Universiteit Rotterdam) onderzocht tientallen grote projecten
bij Rijks waterstaat. Hij vergeleek de projecten aan de hand van een methode die overeenkomsten in beschouwing neemt, zonder de unieke eigenschappen van de projecten uit het oog te verliezen.
Succesvolle projecten slagen erin een gezonde balans te vinden tussen interne controle en externe interactie. Bij onvoorziene gebeurtenissen is intensief contact met stakeholders in de omgeving (‘de blik naar buiten’) vaak een betere strategie dan het afschermen van het project voor de stakeholders (‘de blik naar binnen’).

NGInfra ondersteunt en stimuleert onderzoek dat maatschappelijk relevant is, actueel, en gericht op het overbruggen van de kloof tussen wetenschap en praktijk. Daarin zit hem volgens mij de kracht van het programma. Het onderzoek richt zich op problemen en vraagstukken waarmee het snel veranderende bedrijfsleven zich geconfronteerd ziet. Academisch onderzoek heeft nogal eens de neiging om het bedrijfsleven of de gebruiker over het hoofd te zien. Terwijl elk onderzoek zich daar eigenlijk op zou moeten richten. Bij NGInfra zag ik dat de gebruiker altijd betrokken was en regelmatig een actieve rol had bij het opzetten van onderzoek door NGInfra.
Ik zie dit als een welkome nieuwe ontwikkeling. De manier waarop onderzoek aan de universiteit wordt verricht zal veranderen, en daarmee de waardering voor dit onderzoek bij bedrijven. Die verandering in perceptie zie ik nu al optreden. Als ik af ga op mijn nog beperkte kennis van het Rotterdamse bedrijfsleven, stel ik vast dat veel bedrijven trots zijn op hun samenwerking met NGInfra. NGInfra pakt belangrijke kwesties op een passende manier aan.

Wat kan de ene infrastructuur leren van de andere? Zijn er vergelijkbare kwetsbaarheden, patronen, wetmatigheden? Kunnen we een kennisbasis opbouwen die tot een professionelere benadering leidt en risico’s vermindert?
Infrastructuren zijn het centrale studieobject van NGInfra. Voor mij als voorzitter van dit programma is het iedere keer weer een feest om te zien hoezeer dit onderwerp disciplines verbindt en creatieve gedachten uitlokt. Niet voor niets heeft NGInfra zoveel proefschriften opgeleverd. Stuk voor stuk met buitengewoon nuttige handreikingen. Voorwaarde daarbij is wel dat de wetenschappelijke vraag zo wordt uitgewerkt dat men er in de praktijk ook daadwerkelijk mee uit de voeten kan. Die balans moet goed zijn, en dat is een dun lijntje. Uiteindelijk merk je dat onderzoeken die in de praktijk geworteld zijn veel meer dynamiek krijgen.
Het is nu van belang dat deze aanpak wordt doorgezet. Het immense gebied van infrastructuren is nog lang niet uitgeplozen. Dagelijks ontstaan casussen die erom vragen om verder te worden onderzocht. Het gaat erom dat we patronen gaan ontdekken en deskundigheden ontwikkelen die ook voor fijnmaziger netwerken interessant zijn. Ik verwacht van deze actuele uitdaging ook in de toekomst nog heel veel mooie opbrengsten.
