    OVERVIEW

    Background

    The City of Seattle is building a modern streetcar network that will provide new urban mobility options,

    support economic growth and strengthen connections among the places where people live, work and

    socialize.

    The First Hill Streetcar Line will be an important link in the regional transit system, connecting diverse

    and vibrant residential neighborhoods and business districts, while also serving major medical centers,

    higher learning institutions and major sporting event venues.

    The City of Seattle Department of Transportation (SDOT)

    has secured funding to review and design an extension of

    the First Hill Streetcar Line into the Broadway Business

    District.

    On December 13, 2012, SDOT hosted an open house tointroduce the Broadway Streetcar Extension to the public.

    Key objectives were:

    Raise public awareness and understanding of theextensions purpose and of its place in the streetcar

    network.

    Provide information to the general public about thepreliminary designs and engineering concepts of the proposed extension.

    Collect feedback regarding the planned extension, possible alignment and terminus options. Solicit comments and feedback from the general public about the preliminary extension plans.EVENT INFORMATION

    EVENT NOTIFICATION

    SDOT took a number of steps to notify stakeholders and the general public of the open house. The table

    below is a summary of the steps taken to promote the event.

    extension line.

    OPEN HOUSE

    The event was attended by approximately 100

    Broadway area residents, business owners

    and stakeholders. Its open house format

    allowed attendees to arrive at any time during

    its two-hour duration and learn about the

    project from display boards, handouts, project

    staff.

    Eleven display boards arranged around the

    perimeter of the room provided information

    about the extension design, proposed project

    schedule, the three track alignment options,

    terminus options, environmental review, cycle

    tracks, and how to contact the project with

    questions and comments.

    Comment cards and surveys were available for

    attendees to fill out after learning about the

    extension and the several route and terminus options. Comments and preferences were documented

    for review and consideration by the project team.

    Attendees completed surveys and comment cards after

    reviewing information boards.

    INTERPRETATION

    Five ASL interpreters provided services throughout the open house to seven deaf and blind individuals in

    attendance.

    Attendees were given a comment form and survey as they signed in for the open house. Also available in

    PUBLIC COMMENTS AND SURVEY

    While comments from the public were diverse in nature, there were several topics that surfaced

    frequently in both the comment cards and the survey:

    Extension Design Option #1 Favored: Majority of respondents favored Option #1 for the designof the Broadway Streetcar Extension, noting that it maintained street parking while also

    improving bicyclists access to Broadway.

    Longer Extension More Appealing: An overwhelming majority of respondents noted theirpreference for the Broadway Extension to terminate at Prospect Street. Several stated that they

    would like the Extension to go even further than Prospect Street.

    Most Important Features to Preserve or Improve on Broadway: A number of comments andsurvey respondents felt it was important to improve pedestrian safety, enhance bicycle access

    and maintain good traffic flow on Broadway.

    Traffic impacts of Route Alternatives: Opinions varied on the most appealing route alternative,but there was nearly universal agreement on the need for further research into the traffic

    impacts of each of the three options presented at the open house.

    Lack of Importance Regarding Left Turns: Attendees rated left turns less vital a considerationthan most of the other issues brought to their attention.

    Importance of Improving Bicycle Safety: A significant number of respondents noted theimportance of bicycle safety. It was noted repeatedly on comment cards, and the survey

    respondents marked it as one of the more important aspects of streetcar design.

    Open house attendees received a printed survey form upon check-in, and an online survey was also

    broadcast through social media channels. There were 31 survey respondents at the open house.

    Survey questions solicited feedback concerning construction, the broader design process, and what

    respondents would like to see included in streetcar design.
