Broadway Living is a wholly owned subsidiary of Ealing Council. The company was established in March 2014 to drive forward an innovative and creative approach to delivering new homes in the borough through a policy of ‘municipal entreprenuerism’. We are a pioneer among local authorities in developing new homes for private rent.

Ealing has a high and increasing need for housing, but more than 85% of residents struggle with affordability. Set against that background, our business objectives are to deliver quality new homes for sale, equity share, intermediate and private rent.

We also want to set new standards for quality management and services for clients, combining best practice drawn from the public and private sectors.

Over the next five years, working with the Council, partner contractors and other agencies, Broadway Living will provide up to 1,500 much-needed new homes for local residents.

While meeting the strategic demands of the borough’s housing and regeneration priorities, we also have the expertise to contribute to other related areas, such as economic regeneration, schools, leisure centres, open spaces and local transport infrastructure.

CASE STUDIES

Copley Close, Hanwell Our second live scheme involves the development of 76 new homes for private and intermediate rent in the high profile Copley, Hanwell W7 mixed tenure regeneration project. The new homes will become available in late 2016.

Copley, Hanwell W7 is Ealing Council’s flagship £90 million scheme that will deliver 205 new homes (including Broadway Living’s 76 units) and refurbish a further 550 on the estate. It has already received prestigious endorsement as winner of the 2014 London Planning Awards for Best Conceptual Project.

Eastcote Lane, Northolt Broadway Living’s first development of homes for private rent in Eastcote Lane, Northolt, was completed in late 2014. The council-led development comprises 43 homes, including 10 well-appointed one and two bedroom flats available at private rent. Strong demand resulted in private flats being quickly let at market rents. Tenants have full knowledge of the mixed tenure nature of the development.

BMA Property Management was appointed by Broadway Living to market, let and manage the properties, working alongside Ealing Council, who are responsible for the rest of the homes in the development.

In addition to securing private tenants, Broadway Living is responsible for the implementation and ongoing delivery of high service standards. This includes development of an online tenant portal offering payment and reporting information, and access to a dedicated property manager.

By working alongside and sharing commercial market knowledge and experience with the council’s back office property functions, all tenants regardless of tenure receive high levels of responsive service. These cover rental payments, snagging and repairs, cleaning, complaints, refuse collection and grounds maintenance.

The ambition of Broadway Living is to deliver a package of services that compares favourably with the best available from private rental businesses. In a highly competitive marketplace, this will help establish Broadway Living’s reputation as an innovative private sector landlord.

EASTCOTE LANE QUICK FACTS

Perceval House 450 new private and affordable rented homes

Perceval House on Uxbridge Road in central Ealing is a prime development site currently occupied by the main administrative offices of Ealing Council. The site can accommodate 400 new private and affordable rented homes, together with replacement council offices and a new public library and council contact centre.

High Lane Estate 296 new private and affordable rented homes

Our plans for the council-owned High Lane Estate envisage demolition of existing estate properties and construction of 296 new private and affordable rented homes.

Details of further substantial development opportunities in the borough will become available later this year.

In addition to Eastcote Lane and Copley, Hanwell W7 we have identified five significant development opportunities in our Pipeline that will contribute to the 1,500 new homes we will deliver across the borough.

Ealing’s 2013 Strategic Housing Market Assessment (SMHA) estimates that 1,995 new homes per year are needed up to 2026. At the same time, the GLA is increasing Ealing’s annual delivery target in the London Plan to 1,297 new homes per year (the previous target was 890).

Ealing is therefore a borough with high and increasing demand for new homes and real development potential to deliver them.

Working with Ealing Council, Broadway Living aims to become a respected developer in its own right. That role will also include working closely with other partners on our current and Pipeline projects.

As part of that approach we are actively looking to establish business relationships with architects, costs consultants, contractors, developers and other professional disciplines interested in working with us on high profile and rewarding projects.
