PUBLIC PANORAMASound Management Turns 'Waste' into 'Wealth' at Netherlands
I was fortunate to be the member of First Vocation Training Teamof the District 3060, going to Netherlands to study the Liquid &Solid Waste and Water Management Systems prevailing there.Netherlands has a track record of being the most efficient Country
in Solid Waste Managementdespite the fact that morethan 60% of the country isbelow Mean Sea Level, asp e r t h e i r W a s t eManagement Policy theyconcentrate more onRecycle and Reuse henceless than 5% of waste goes to
Land Fill It has the most efficient Drinking Water and SewageWater Network in the world. As per the National Policy of , Wasteis a Resource and a Source of Energy and and not a burden Wewere fortunate to have wonderful hosts in Dist 1580 and werewelcomed at Airport byD.G. of RI Dist. 1580 Mr. JanLukas with his wife Milou,VTT chair Mr. Jan Karel andHeleen Verviers. At homewere greeted by ourwonderful Host Ms. Lizetand Coordinator of ourentire tour and OutboundTeam Leader Peter Wires. Waste Collection and efficientsegregation is the most important step in the waste managementin Netherlands. Collection is done in different cycle and differentintervals, in order to avoid mixing of the waste from the source. Itis very important to understand that In Waste Management Policyof any place most important part is to educate People about
importance of waste segregation and discipline in collection of thewaste from source.I will briefly mention about 3 different facilitiesfor waste management which we visited during our visit toNetherlands.
AEB Amsterdam is a waste toEnergy Company, its incineratorcapacity is 1.4 Mn Tons / AnnumSolid Waste. From which,Energy generated is 1Mn MWH.This is the largest facility of itskind in World. Also, Outlet of thewaste Ash is segregated further for Metal, Heavy Ash and LightAsh. Heavy Metals are sent to Steel Industry, Heavy Ash for backfilling and light Ash is used for making AAC Construction blocks.
HHNK Netherlands has a unique SludgeDrying Facility,it dries the sludge which hasmore than 70% water content andconverts it in to Molecules which can beused as Biological Fertilizer or Solid fuelfor any Furnace / Incineration due to itsheavy Bio Mass. HHNK has 15 Waste WaterTreatment plants Generating 95,000 Tonsof sludge annually which is dried. It
produces power 4850 KWH. with Gas consumption 1900M3/Hr,making it a Carbon Neutral Facility.
HVC has composting facility forthe Green Waste in which theyprocess 80,000 Tons of organicwaste per year in its 3 BiologicalReactors and generate 4.4MnM3 of Green Gas which is fed tothe Gas circuit after its treatmentand making it as good as CNGused in our homes. Against total organic waste of 80,000 Tons perAnnum processed in this facility they produce 44,30,000.00M3 of
Continued on page 7...
The Green Gas which can be used in 3000 House hold or 67000Cars per annum. Thus it not only reduces the usage of focile fuel(Petrol) and CO2 emission but generates 27,000 Tons of highgrade compost.
Based on the observations during our visit to Netherland we canconclude that in India we need to concentrate on these areas :-
1) To create awareness in Public, Government Agencies andPolicy makers to change their perceptions towards wastecollection and disposal.
2) To make major shift in our mind set, that Waste is Money andnot Burden.
3) To avoid dumping of waste at Landfill site which causesproblem of space but generates a lot of additional pollution tothe surrounding areas
4) Transparent and efficient implementation of wastemanagement system
In our study we did not learn about any extra ordinary NewTechnology, which as an engineer I already knew for years, butsurely it was an eye opener to understand how efficiently andcarefully Waste treatment and management can be taken up.

SOME IMPORTANT RECENT BOARD DECISIONS RELATED TO
MEMBERSHIP AND OTHER IMPORTANT POINTS:
A] Membership :
The membership pilot programs
1. Membership is RI's second highest priority, behind polio
eradication.
2. The Board also added "membership development" to the
suggested International Assembly program content list,
beginning at the 2015 assembly.
3. : Associate Membership,
Corporate Membership, Innovation and Flexible Clubs, and
Satellite Club Membership were extended for a second three-
year pilot term, to conclude on 30 June 2017.
4. The Board endorsed a new membership development
business plan that identifies strategies for addressing key
membership-related issues, including membership trends,
the RI governance structure, regional membership plans,
dues, and membership resources. The Board also agreed that
the regional membership plans that it had approved in 2011
should be an ongoing effort and not expire on 30 June 2015 as
originally approved.
5. In an effort to improve the timeliness and quality of
membership data, the Board made changes to policy
regarding how clubs report this information, including
requiring that clubs must report their new and terminated
members within 30 days and by establishing that the club
secretary is responsible for timely membership reporting to
RI, effective 1 January 2015. These changes will further
enable RI to simplify how it bills clubs for their per capita
dues.
