The TCPP West Deck was then moved to berth 42 on hydraulic trailers and loaded onto a barge provided by British Gas in India. The sea-fastening activities continued around the clock and the deck sailed away on the 25th March 2007. This was followed by moving the MTA Wellhead Deck (weighing 935 tonnes) which was loaded onto another barge which sailed away on 28th March 2007. Meanwhile, the TCPP East Deck was weighed on 25th March 2007 and checked again on 26th March just prior to moving to the berth. A Word from our Chairman

Seajacks

As we enter the second quarter of 2007 we have continued to consolidate our order book after what has been our most successful year on record and a period of exceptional growth for the newly public Group.

We are now developing a much broader client base and a greater diversity in the nature of projects being undertaken in all of our facilities. The industry remains buoyant and bullish about future regional and international developments. This factor and a much wider awareness of our differentiated services, gives us every confidence going forward and the strongest possible case for investment in our new facilities to meet increasing client demand, now and in the future.

It is worthy of note that in this period we have secured the Seajacks Liftboat project, the largest single project ever undertaken by

the Company in our 30 year history. Our ability to manage and execute a project on this scale is indicative of the confidence we have in our abilities, and the same can be said of the successful completion of the British Gas India Tapti project before the onset of the Indian monsoon, a prerequisite for the initial award.

I would like to express my own personal thanks and appreciation to all who play a daily role in our projects, the support, effort and commitment of our people never ceases to impress both myself and our clients.

The Seajacks Project has commenced at a ferocious pace, with nearly all major sub-contracts now in place 5 weeks from the contract signing. The contract for the construction of two harsh environment special purpose, self propelled four legged jackup vessels, announced on the 1st February, 2007, with the option of an additional 3 vessels, has now come into effect following Seajacks' highly successful fund raising.

With the first unit due for delivery in the 1st quarter of 2009, the Jebel Ali project team’s focus has been on implementing a strategic equipment procurement process and expediting the basic and detailed design deliverables.

“Executing the design and procurement phase in the project life cycle is critical to the success of this EPC project and the risk management process that has been implemented has assured a successful start," commented the project manager, Mr. Jason Pollock.

A team environment has been created between all the major subcontractors for the project including, MSC Gusto for the basic design, ODL Services Inc for the detailed design, Scandinavian Electrical systems (SES) for the design and supply of the propulsion, power generation and vessel management equipment with an “only solutions methodology” adopted within all elements of the project team. Group Services Petroliere (GSP) has been a core client of Lamprell for many years with the majority of the GSP jack up fleet having been upgraded at the Sharjah facility.

A cantilever module had previously been built for the GSP Rig Labin in 2005 and shipped to Europe for integration to the existing hull, and in a move to replicate the success of this earlier project, Lamprell were asked to assist in the upgrade and conversion of the rig Jupiter, in Croatia.

A new cantilever module as well as other key structures have now been fabricated and shipped to the Victor Lenac shipyard in Rijeka, Croatia, where the Jupiter is undergoing extensive integration works under the control of the main sub contractor Mack Engineering.

An initial delay due to the extension of the existing Black Sea drilling program meant that the rig did not arrive in Rijeka until January 2007.

Working on behalf of the client GSP, Lamprell has a full team on the ground under the control of Project Manager, Dave Morris, who is providing advice to the contracting teams and preparing the required documentation packages. Dave is now a mainstay in rig project execution away from the Sharjah quayside.

The full refurbishment scope for the Jupiter consists of the changing out of 5 existing engine packages, mud pumps and the installation/

replacement of the Caterpillar emergency generator, house, and enclosures. All cabling from the drill floor to the sillicon controlled rectifier panel will be replaced and installed onto a purpose built Cavotec cable management system.

In addition, the rig will receive as free issue from the client, three new National 1000 series cranes, a new mud handling system and a new built shaker house.

The accommodation is being stripped down and refurbished from a black box standpoint and the existing two levels will receive a new build module featuring three more levels that will eventually provide a total of 95 personnel on board.

The painting scope calls for a comprehensive blast, coating and paint application of the hull, side shells, jack houses, main deck and quarters.

The execution of a project on this scale, in unfamiliar surroundings, will always present major challenges for the Project Team. When completed, the upgrade to the Jupiter will represent our largest field services challenge to date and the lessons learned will be of great benefit to the success of any future overseas refurbishment tasks.

On completion, rig Jupiter will return to drilling activities in the Black Sea for operator Petrom.

Nabors 660

Since the arrival of the Nabors 660 in November 2006, considerable progress has been made. All equipment, including the existing piping and electrical cabling, has been completely removed to prepare for the installation of new sponsons.

This gives the rig a much larger deck area, allowing new equipment to be installed safely and efficiently whilst providing extra temporary storage space.

A new variable frequency drive room has been created within the existing shell and the variable frequency drives, power connectors and cabling will be installed shortly.

The existing cantilever has received special attention with additional strengthening now added. This will allow the installation of a new sub structure and drill floor.

The provision of extra mud tank capacity has also started and in parallel, work in the main mud pump room is in full swing, where

new foundations have now been laid and a completely new built shaker house and mud processing area have been installed.

The storm damaged areas of the leg well, jack house and leg guides have been removed and replaced, with final alignment checks ongoing at the time of writing.

The rig 660’s accommodation is currently being stripped out in order to install a completely revamped, modernised quarter’s unit featuring increased space and storage areas.

All architectural modifications are designed to provide the crew with a more pleasing on board experience and improve the general quality of life on the rig.

Meanwhile in other areas of the Hamriyah yard, work is progressing on the new leg fabrication, the spud cans are now completed and the drill floor and sub structure fabrication are continuing at pace in line with the assembly of a new four high jacking system.

On the 22nd May 2007 the project entered yet another challenging phase in the program as the rig edged away from the quay aboard the Hamriyah Pride, to be taken out to deeper water. The operation to submerge the barge commenced in the early hours of the morning the culmination of weeks of intensive planning, checks and ongoing risk assessments.

The offload process was completed and achieved without incident and the Nabors 660 under tow from the pilot made its way back to its new mooring alongside the quay, ready for the next phase of activity.

Having crossed this milestone, it should be stated that to date the project in its entirety has made huge progress with over 1 million man hours worked without a single lost time incident. This is a major achievement and Les Johnston and his team deserve our considerable recognition and credit.

“The project team has performed exceptionally well,” stated Kevin Isles, Vice President. “This level of performance is even more impressive when you consider how challenging the removal of the storm damaged drill floor was to our Engineering department and the site team as the extent of structural deformity to the rig structure was considerable”.

Global Santa Fe

Global Santa Fe (GSF) and Lamprell signed the vessel repair / modification agreement on 22nd October 2006 to carry out the ambitious program of construction, modification, repair and maintenance work to the GSF rigs High Island II, High Island IV, Main Pass I and Main Pass IV’, featured above.

The first rig to arrive was the High Island IV, which docked at Lamprell’s Sharjah quayside on 20th January 2007, with the Main Pass I & IV arriving a week later on the 21st January 2007. The High Island II was the last rig to arrive on the 26th February 2007.

All four rigs require extensive refurbishment and upgrade to meet with Saudi Aramco schedule G compliance. As a result, in excess of 80 work scopes have been developed for each rig, to include large scale refurbishment of the existing quarters, additional accommodation modules, complete blasting and painting of the legs, tanks and void spaces, the replacement of existing cables along the festoon and the upgrade of the helideck to comply with CAP 437.

Closer examination by ABS has revealed a greater level of steel repair than was initially expected. Coupled with the steel identified

in the preliminary inspection prior to arrival in Sharjah, each unit will have in excess of 100 tons of steel replaced. During the docking, GSF plan to carry out an extensive work program of their own in parallel including new communication systems, mud pump upgrades, new fire and gas systems and refurbishment of the top drive and draw works.

With multiple work fronts and work scopes open, GSF and Lamprell have approached this multi rig program as a collective team and continue to work closely providing assistance to each other to ensure the work is completed in line with the schedule and the agreed completion dates.

This initiative has benefited from the good working relationship now developed between GSF Project Managers, Mr. Dan Diskin and Mr. Dean DelCamp and Lamprell Project Manager’s, Andrew Edmondson and John Petticrew.

The High Island IV departed Lamprell’s facility on 21st April 2007 with the other three rigs following in her wake in late May 2007.

Accreditation ISO 14001We are pleased to announce that Lamprell Energy Limited has added the prestigious ISO 14001: 2004 accreditation to our existing list of attainments.

In keeping with the tenets of the OHSAS 18001 accreditation program, ISO 14001 is awarded to organizations who, having established an environmental management system, then move forward in practice to control the environmental impacts of all activities, products and services in which they are engaged, and consistently operate within the environmental policies and objectives set out in the overall environmental plan and procedures.

Det Norske Veritas were once again selected as the Independent Authority evaluating and approving the Lamprell application and approvals. The certification is a true testament to the commitment of all the Lamprell employees and the management team whose support for occupational health, safety and environmental development has been unwavering. Congratulations to all concerned.

Nace CertificationOur congratulations go to both Mark Reyneke, our QA/QC Manager and Mohammad Noushad, our QA/QC Engineer who recently received the NACE coatings Inspector certification.

The NACE International Inspector program is the only program currently in operation that addresses the complete spectrum of coatings, as well as incorporating new updated and improved inspection techniques in the curriculum.

In existence since 1983, this demanding program is pitched at the highest level and both Mark and Noushad now join an elite group of 1,900 inspectors worldwide who can boast this premier NACE certification.

“I am delighted that two of my guys have made the grade and achieved the NACE certification. They are a credit to themselves and Lamprell as the experience they have now gained will be of great benefit to us in the future”, stated Doug Benson, Vice President Jebel Ali.

Frade FPSO ModulesLamprell has recently been awarded the contract for the construction of seven topside FPSO modules and one manifold deck by SBM. The system will be based on a conversion of a VLCC tanker to be located in the Campos Basin, approximately 75 miles offshore Brazil.

The project is currently in the start up phase, with the release of engineering information and the receipt of long lead free issue materials.

Material preparation has commenced on 5 modules with the construction starting in earnest in April 2007.

We welcome Chevron’s Frade site team to Jebel Ali and we look forward to working with SBM once again on such a high profile development.

In keeping with the Lamprell project safety culture, key members within the project organisation are currently engaged in IIF (Incident Injury Free) training sponsored by Chevron. This consists of a series of lectures designed to prompt or develop an alternative safety thought process and mind set. As always, we are keen to embrace new safety concepts and we are confident that in keeping with our existing safety practices, the IIF program will be of huge benefit as the project progresses into full construction.

As always we would like to express our appreciation to all members of the FRADE FPSO project team, including our specialist sub-contractors and suppliers whose commitment and support are key throughout the project.

FPSOcean DeeP Producer - SCANA DRB

Aker Smart FPSO

Aker Contracting FP AS (“AFP”), from Norway awarded a contract in late 2006 to Lamprell to build a separation module (“P10”) (approximately 600 tonnes in weight) for what was referred to at that time as the Aker Smart FPSO no.1, the first of a new fleet of 4 FPSOs to be built, maintained and operated by the Aker Group.

Since the initial plan for the construction of one separation module for a generic FPSO, AFP has secured a contract to provide an FPSO to Reliance Energy in India in January 2007, which brought about the revised design of the original module and the addition

of two more modules to Lamprell’s workscope: a high pressure separation module (“P11”) and a manifold module (“U30”). Lamprell is currently expediting the increased scope of work on a fast track basis, planning for completion of the P10 module by 1st October, 2007 and completion of the P11 & U30 modules by 1st November, 2007. These dates are critical for the completion of the integration of the topsides in Singapore to meet the commitments of AFP to their clients for planned first oil production by mid February 2008.

As alluded to in our last edition, an award has now been received from Norway’s newcomer FPSOcean for the construction of the M20 separation module for FPSO DeeP Producer, a dynamically positioned Aframax FPSO that is being modified at Dubai Drydocks for FPSOcean.

Lamprell expects to play a much larger role in the construction of the topsides, as we are currently in the final stages of negotiation to add the M80 power generation module and M90 electrical module fabrication to the contract award.

At this early stage however the primary steel has started to arrive for M20 and we await engineering definition and deliverables on the additional two modules from the designers, SPS Expro based in Houston.

In a co-operative initiative, FPSOcean’s key vendor Scana AS has contracted directly with Lamprell to build and deliver the first of a new breed of detachable riser buoys (DRB) designed and patented by the Scana Group in Vestby, Norway.

We are informed that this new DRB technology will set the DeeP Producer apart from its contemporaries and in this regard we are delighted to be playing such a key role at the cutting edge of emerging DP FPSO technology. The first steel plate for the DeeP producer project was cut on April 28th 2007, approximately 28 days ahead of the initial schedule. The photograph shows the actival cutting of plate # 1.

Lamprell Staff Fun Day!

The annual Lamprell fun day was held at Mamzar Park Dubai in February of this year and provided an ideal opportunity for all of our staff to gather together with family and friends, let their hair down and have some fun in an action packed day of games and sporting challenges.

The day’s events were a huge success and brought out the competitive spirit of the grown ups and the kids alike with some memorable performances noted in the tug of war and the shot put in particular; not to mention the kids doughnut eating competition which proved to be a huge, if not messy, hit with the children.

A special word of thanks goes to our team of score keepers and games masters on the day, who managed to ascertain that the Jebel Ali contingent emerged as champions this year.

Deserving of a special mention is Romeo Mariazeta in Sharjah, who took on the task of organizing the event.

Saipem FPSO Gimboa

Hot on the heels of the Golfihno topsides load out in December 2006, Lamprell Jebel Ali was awarded the contract for the topside module fabrication for the Saipem Gimboa FPSO project.

When completed the topsides are to be installed on an FPSO to be operated by Saipem under a leasing contract offshore Angola in the Gimboa field. The FPSO is an existing VLCC crude tanker, the Magdelaine, which is currently being converted and refurbished by Dubai Drydocks.

The topside scope of work consists of the fabrication of six modules; module 12 for the lift gas compressor, module 13 for the gas

dehydration and produced water, module 23 for the chemical injection and utilities, module 31 for the high pressure/low pressure separation, module 33 for the inlet manifold and sand removal and module 51 for the local equipment room (LER).

At the time of going to press the contract is now underway and well into the steel fabrication phase, with all the modules currently in a state of progressive assembly on the main construction pad.

The contract is currently on track to be delivered in October of this year, when a handover to Saipem in Dubai Drydocks is scheduled.

KANFA FPSO OLOWI

Lamprell has been awarded an initial contract for the procurement, fabrication and assembly of process modules for the Knock Allan FPSO conversion project by Kanfa A/S Norway.

The contract includes the fabrication of six modules: pig receiver and manifold module, the (M01) separation module (M02), the pipe rack module, (M09), high pressure flare tank skid (M10), the low pressure flare/closed drain skid (M11) and the glycol storage tank skid (M27). Final delivery and load out is scheduled for late March 2008.

Kanfa has been awarded the contract for engineering, fabrication and project administration for the conversion of the Fred Olsen

Production Knock Allan tanker. On completion, the vessel will be installed as a Floating Production Offloading facility (FPSO) offshore Gabon in west central Africa and provide process storage and offloading facilities for CNR International Ltd on the Olowi field.

Commenting on the award, Peter Whitbread, Chairman and Chief Executive, Lamprell plc said! “this contract follows on from the successful completion of the Bergesen Worldwide Gas Ku Maloob Zaap FPSO project in 2006 wherein Kanfa A/S played a major process design and engineering role. The award of this second contract is in keeping with our broader development objectives and underlines our success in establishing project continuity with key returning customers”.

Completion and handover of the three Flash Gas Compression Barges has now been agreed with SBM and the barges will leave Lamprell in the middle of this year for transfer to the Caspian Sea.

Work is progressing well with the installation of the air cooler units now complete on Barge 3 and Barge 4, which will be followed by completion of associated pipe-work. Installation of the air cooler units on Barge 16 commenced recently and is on schedule. HVAC commissioning is currently ongoing on Barge 3 and Barge 4, as is testing of the pressurisation system on the Local Equipment rooms. Final hull painting has commenced on Barge 3 and is scheduled to start on Barge 4 in early April. Electrical and instrumentation works is nearing completion on Barge 3 and Barge 4 and are ongoing on Barge 16. Follow on works for heat tracing and pipework insulation are ongoing on all 3 barges.

Dismantling works for equipment outside of the transportation limits has been removed from Barge 3 and Barge 4 (excluding HVAC equipment which shall be removed following commissioning completion) and this has been handed over to SBM for preservation for transportation.

The Lamprell owned vessel Hamriyah Pride will be used for load-out of the barges following which SBM shall carry out vessel inclination tests and ballasting prior to the barge transfer to the client delivery vessel. The load out of barges 3 and 4 is currently scheduled for 15 june.

It will come as no surprise to those working in oil and gas recruitment, that finding skilled labour is a major dilemma faced by the Industry at large. The problem is even more prevalent here in the Middle East where nearly all the workforce is expatriate in origin.

In 2006, Lamprell signed a Memorandum of Understanding with the Don Bosco Maritime Academy (DBMA) in Mumbai; India, an undertaking in which DBMA would provide facilities, instructors and recruiting services and, together with Lamprell, develop a tailor made training program.

The program objective is to provide our multiple sites with a flow of graduated trainees who have formally achieved the standards required and furthermore can demonstrate the skill sets necessary to secure permanent employment in any one of our UAE based facilities.

Initial recruiting started in November 2006 and the first of a series of 10 week courses began on 3rd January 2007. This first class comprised of 23 students, ages ranging from 20 to 28, enrolled to train as welding fabricators.

Additional topics, including English, mathematics and technical drawing, are taught during the course to a level appropriate to the students' needs. The overall class progress is monitored and levels of achievement measured against our stated course objectives.

Considerable time is given over to mathematics in the syllabus, as a good working knowledge of this subject is considered fundamental

to their duties. It is pleasing to note that our students thus far have not only achieved the progress required but have lifted the bar in many key areas.

We are committed to ensuring that our trainees look to develop individual life skills and knowledge, as well as a recognized trade qualification and this is a major consideration in the training syllabus.

The culture in the UAE is markedly different from that experienced in India. Accordingly, the students receive tuition in etiquette, hygiene and of course the behavioral disciplines expected of them both within the college, on arrival in the UAE, and within the working culture of Lamprell.

The attached photographs show the inaugural valedictory ceremony held at the College in Mumbai in January 2007, in the company of College Principal Mr. Solmon, Pastoral council Father Francis, Justin Taylor and James Henderson.

This event celebrated the graduation of our first group of qualified welder fabricators. The first intake will commence employment in the Lamprell Hamriyah facility on arrival in the UAE.

A huge commendation goes to James Henderson, the resident Lamprell School Manager, who has taken to the task in hand with considerable enthusiasm and flair, setting a great example to both the trainees and our fellows at the Academy.

Lamprell Golf Tournament 2006

In April 2007 a party of 34 students selected from the Dubai based English College rugby pool set off for Hong Kong to take part in an international schools rugby tournament staged in advance of the International Hong Kong Sevens competition.

The College returned to Asia as the reigning 2006 Champions in the under 16’s category, but on this occasion lost the right of passage to the final at the hands of Alice Smith College from Kuala Lumpur in a highly contested match at the head of the group stage.

Dubai schools' rugby acquitted itself once again this year, with Dubai College winning their group and going on to beat Alice

Smith in the final whilst the English College dominated in the plate competition.

In conjunction with the main tour sponsor, Emirates Airlines, Lamprell Energy were pleased to have played a role in support of the English College by providing financial assistance to offset the cost of the tour, covering the cost of insurance and expenses.

Oilfield Engineering

April has started with a contract award for the upgrade and refurbishment of another Nabors rig 143 (formerly rig145). The scope of work is for A 3000hp upgrade to include mast and sub base repair and elements of new fabrication, complete with a new mud system, HP/LP mud lines, a comprehensive power upgrade and a full blast and paint for the existing rig structure. The mud system is now a proprietary Nabors Drilling design and as such went into construction six weeks before the confirmation of the overall award.

A familiar team, spearheaded by Lamprell’s Gavin Lekich and Project Engineer Satheesh Roy, is now assembling to provide support on this project to Nabors client representative, Keith Conatser. The expected duration for the project will be 7 to 8 months. The rig is currently in staging within the Jebel Ali Free Zone awaiting the departure of Nabors rig 144 from the facility, after which it will occupy what is now referred to as the Nabors footprint on the Jebel Ali facility.

OTC Dinners

It has been our custom to host a dinner during the Offshore Technology conference in Houston for some years now. This is an event that enables us to visit with our key Houston based drilling contractor clients in a relaxed and friendly atmosphere. In addition, the dinner format has typically provided our guests with an opportunity to catch up with their fellow drillers and exchange ideas in an informal forum on the state of the Industry today and its future direction.

This year the OTC dinner format has been replicated to provide our Jebel Ali clients with an opportunity to gather similarly, taking time out from the hustle and bustle of the OTC exhibition itself.

A welcome return was made to Vincent’s Restaurant in Houston over two nights during the show week to accommodate our guests. On both evenings, the management and staff of Vincent’s went to great lengths to deliver an exceptional quality of food and service.

Peter Whitbread, Chairman of Lamprell plc, welcomed the guests on both occasions thanking them not only for their attendance, but also for their continued support and commitment to working with Lamprell on a long term basis.

Both events were a huge success and we are in no doubt that the 2008 gathering will be penciled in as a “must attend” on the OTC calendar.

Japan Drilling Company

A long standing relationship has been maintained with JDC Tokyo for some time now with multiple rigs under the Sagadril livery upgraded at our Sharjah facility throughout the last decade.

Recognizing this and with upgrade works to Sagadril 1 and

2 currently under discussion a visit was made to the Tokyo headquarters to better define the scope of work and the timeline required. During the visit, the layout, nature, and proposed activities of the new Hamriyah facility were presented to JDC. This met with considerable interest and the approval of the Management team.

Les Wilson Construction Superintendent at the Jebel Ali facility recently tasked Tariq Jamal Senior Welding Supervisor and foreman, Mian Zahoor Ahmed with the design and build of a new column and boom assembly.

The project generated considerable interest within the yard with the site maintenance team under Derek Shipley being seconded in to provide additional input and assistance.

A column and boom assembly was built at site in 2003 but the design was limited in its overall capacity. The new model now completed, features a 5 meter column with a 4 meter boom. The unit is fully motorized with the boom featuring soft start and variable travel speed, in order to weld long seam weld joints as well as girth or pipe welds in tubulars.

The new assembly is far superior to its predecessor as all of the moving parts are conveniently contained within the column and boom itself. The motors have been designed to connect via a threaded bar which ensures a smooth travel plane during welding operations.

Inclusive of proprietary items such as the ESAB A2 submerged arc welding head the team realized a significant cost saving.

This artisan approach and frugal cost management is commendable well done to all involved.
