PRESIDENT

Another year has passed, and as president I found it to be quite challenging and it has taken

a while for me to adjust and be able to meet the demands that the job entails. I stated at the

beginning of the season that anyone could contact me at any time if they were having any

problems and that I would listen and try to fix them and give them an answer, I believe that

as President I have stood by that statement.

Every season, referees are out there, week in and week out controlling games, but without

the support of their wives, partners, mums, dads and family it would be impossible to put

referees into games, from u7s to seniors your support of the job they do is never taken for

granted and on behalf of myself and the association I offer you a very sincere and heartfelt

thank you.

Our membership continues to grow with new members each year, but it takes time for new

referees to gain experience and progress through to higher grades and as we continue to

loose experienced people it becomes very challenging for all concerned. The quality and

calibre of young modified junior referees transitioning throughout the four zones into

international ranks is a credit to themselves and the coaches who have helped them on the

pathway to achieve their goals.This year with the help of our sponsor MPS Consulting we

were able to send four referees and a CMO to Penrith on an exchange program which we

hope to continue and expand next season.

To our sponsors, George Zanatta Painting, Kelly & Co Financial Services, MPS Consulting

and A&M Family Meats, on behalf of our members I offer my thanks for all your support,

without your contributions and assistance our operations would have only been that more

difficult to maintain.

To all those who worked and continue to work behind the scenes to ensure the association

keeps running, to Jim Cox and his trusty band of canteen staff, to Doug Manson for mowing,

line-marking and general gardening duties, to those who worked on sub committees, what

can you say, a simple thankyou is not enough. Any association cannot exist without people

like yourselves putting up your hand to help.

Congratulations to all award recipients for 2016, your hard work and commitment has

allowed you to shine, to all who were chosen for grand finals, well done but now you must

reset your goals to reach even higher next season. This year our association lost two of our

life members, Derek Stubbins and John Burns, many members will remember the help and

advice they received over the years from Derek and John.

To the management committee of the B.R.L.R.A. Shaun MacDonald. Chris Wilson, Scott

Harvey, Andrew Luck and Scott Irvine a big thank you for all your help and at times a voice

of reasoning throughout the year, the time and effort put in by each and every one of you is

beyond value. To our coaching and development manager Marc Sauvage thank you for all

your hard work and dedication.

Finally, I would like to say that this year we have tried to give a little back to you our

members, by trying to do different things and making it more interesting, Pizza nights, yoga

nights with Katie Moore were certainly a big hit, the modified referees day BBQ is another

way of showing our appreciation to all concerned. Also this year we had our 90th year

referees photo. We cannot stay in the past, we can and must move forward, but we cannot

forget those who came before us and made this association. We have a proud history and in

this our 90th year I believe we are all looking forward to continuing our progress.

The 2016 season saw the introduction of an electronic pay point for registrations and gear

purchases. This innovation has improved the administration processes involved. Social

media has proven a success with many of our members submitting photographs and their

stories in order to display and celebrate our culture.

In our 90th year, I was asked by the management committee to provide 90 facts about the

association in the lead up to the All Members Night. This project has had some unexpected

outcomes where the association became connected to a number of rugby league historians

and the like. The history listed on web pages is now becoming more detailed and will

certainly serve as a publication basis for the 100th year celebration in 2026. I wish to thank

Geoff Mines LM and Ray Wilson LM for their contribution to our history by providing insight

into the Caledonian Club days which in turn lead to the association having a home base.

As always I was assisted by Trent Vinter who kept a good eye on the availability list. Trent

also looked after the game appointments at times when I was unable to perform the task due

to other business. I thank Trent here, as every small task for the association is important to

all members. I also thank Matthew Sosimenko volunteered his time in the advocate role.

The 2016 season saw the management committee increasing its focus on the operations of

the facilities. The next project is the development of a facility plan where I hope to engage

with consultants to provide a blue print for the future to meet the community demands and

expectations for JF O’Grady Park.

Whilst my key role is to assist the management committee in its records and procedural

control, this role becomes easier when you work with a team of dedicated volunteers who

are open to discussion and take a whole of view approach. I personally thank Des, Shaun,

Andrew, Chris and Marc as we had spent many a late hour determining best outcomes for

the association.

TREASURER

I present the financial reports of the Association for the season ended 30 September 2016. I

am pleased to report that the Association had an overall operating result with a $9,566.92

surplus compared to the loss of (14,099.31) for 2015, representing a $23,666.23

improvement on last year.

The main contributory factors to this result was the Association successfully securing

external grant funding worth $23,113.21, with $18,203 from the Gambling Community

Benefit Fund to invest in installing solar energy infrastructure and energy efficient LED

lighting at the O’Grady Park facility. The remaining $4,910 was from the Brisbane City

Council to subsidise water and sewerage costs. However, this was offset by a loss of

$13,456.29 on Ordinary Activities which was derived from:

1) A loss of ($21,378.26) on Rental Operations at the O’Grady Park facility derived primarily

from:

- Depreciation of $24,137.25 (reduced from $28,170 in 2015);

- Cleaning costs of $6,901.26 (increased from $3,777.27 in 2015);

- Repairs and Maintenance costs of $16,121.53 (increased from $7,320.69 in 2015)

which was impacted by field repairs and maintenance and repairs to the irrigation

system.

- Loss on disposal of the clubhouse floor tiles ($5,527.70) which had to be replaced

after being incorrectly laid during the repairs following the 2011 floods;

- Increased line-marking expenses of $5,572.56 (increase of $1,544.86) which can be

attributed to greater demand for the venue for touch football and touch rugby league.

- Rental income of $62,155.92 (reduced from $65,361.35) with the fields closed during

the 2015-16 summer.

It is worth noting that there was savings made in this area namely Rates ($7,313.92) and

Lawn Mower Expenses ($2,985.61). Once the depreciation component of $24,137.25 is

detracted, the venue was operating on a cash positive basis.

2) A Loss on gear sales of ($1,534.18) derived primarily from donations of uniform and

gear worth $1,733.90. New uniform and gear purchases were limited to $6,514.69 whilst

the inventories held from 2015 ($29,650.00) generally proved sufficient to meet demand.

Overall uniform and gear sales were expectedly lower in 2016 ($20,658.05) compared to

$31,554.59 in 2015 (which saw a new complete roll-out of new on-field uniforms).

3) There were also significant gains in Ordinary Activity income namely:

- Members contribution Income worth $9,107.80 (an increase of $7,170.70 from 2015)

- Referees Operation Income worth $6,908.82 (an increase of $5,826.77)

Other key points worth noting included:

Current Assets The amount held by the Association worth $372,415 which was an increase

from $363,226.42 from 2015, representing an overall increase of $9,188.58 in current

assets. The amount of cash held by the Association was $332,539.20 which was up from

$304,050.82, representing a significant increase of $28,488.38. Inventories reduced to

$17,277.00 due to existing stocks from 2015 being exhausted. Receivables owing were

$22,598.80 (down from $29,525.60 in 2015).

The cash position of the Association has been vastly improved notably with improved

payments from both the Great Brisbane Junior Rugby League, the South East Division (for

Women’s and Girls games) and the University league all paying in a more timely and regular

manner.

Members Contributions: There was a significant increase with a gross profit of $9,107.80

(up from $1,936.86 in 2015). The Annual Levy was increase from $100 to $150 per member

this season, resulting in the Members Levy increasing to $16,200 from $11,200 in 2015.

The Members Surcharge was increased from five per cent to 7.5 per cent to fund a members

training rebate (which cost $1,080 for the year). The Member’s Surcharge increased to

$15,444.25 from $9,466.19).

The Association did not hold a Christmas Tree event in late 2015 resulting in a saving here

(it was $1,788 in the previous year). The Association also undertook an Exchange Program

with the Penrith Rugby League Referees Association costing $3,394 but this was co-funded

($1,500) via sponsorship arrangement with MPS Consulting. Members of the Association

also attended the biennial South East Division Conference held at the Gold Coast this year,

resulting in a higher Courses and Seminar’s cost of $1,884.22 (increased from $906.14)

Referee’s Operations: There was a Gross Profit of $6,908.82, which was a significant

increase from $1,082.05 in 2015 up by $5,826.77). There was a substantial increase of in

games income of $18,460.82 notably with the QPICC competition and other minor

competitions/events, increased Second Division games and Women’s/Girls games. The

Association also secured a grant from the Department of National Parks, Sport and Racing

worth $6,000 to fund communication equipment for coaching. This was in addition to the

annual South East Division grant of $9,490, which we were once again fortunate to receive

to assist in our administration, referees’ registrations and coaching activities. As always this

grant from the Division is highly appreciated.

During the course of the season, $13,117.80 was paid to referees who officiated Under 12

games (which represented 79.35 per cent out of $16,530.18 payable) which again was done

on a monthly basis. There were three requests approved for early payment (due to financial

hardship) this season worth $2,200 in total.

Canteen Income: The Canteen made a gross profit of $6,354.86 which was slightly higher

than $6,197.02 in 2015. Canteen sales were $11,408.72 (down from $13,354.18 in 2015)

which far exceeded the increase in purchases ($5,053.86 significantly down from $7,157.16

in 2015). Once again this was a pleasing result due to the hard and tireless work of Jim Cox

and his team of workers from the Life Members and the ladies that assist in the canteen.

Rental Operations: As outlined previously, the facility saw a Gross Loss of $21,378.26

compared to a loss of $13,277.59 in 2015.

It must also be noted that this overall loss includes $24,137.25 in depreciation, which added

back means that the facility operated with a cash positive result. The Association has built

up a good clientele of tenants namely QRL Higher Performance Unit, Brisbane Metropolitan

Touch Association and Premier Touch, Touch Rugby League, Souths Little Athletics,

Somerville House and several other educational organisations who utilities the facility for

touch football events. Some of these tenants (especially school-based events) remain a

good source of income for the canteen.

Interest income: This was slightly lower in 2016 by $364.86 ($8,936.50 down from

$9,300.36 in 2015). Despite having more cash to invest this year, interest rates remain at a

historical low. The term deposit was called in as the Association prepared to change banks

to the Bendigo Bank from the Bank of Queensland in September 2016. A new term deposit

with Bendigo Bank will be put in place once all funds are transferred across and end of

season commitments are finalised.

Property Plant & Equipment: The Association installed solar energy units worth $14,310.98

and energy efficient LED light fittings worth $4,103.67 during the year which were both

funded by the $18,302.73 Community Benefit Fund Grant from the Queensland government.

The Association unfortunately had to replace the clubhouse tile floors which were incorrectly

laid as part of the clubhouse repairs arising from the 2011 floods and therefore written off

this year. We were unable to claim these as part of the clubhouse repairs resulting from the

November 2014 storm which were successfully claimed on insurance. The new tiles in the

clubhouse cost $6,543.00.

Office Equipment – The Association purchased communication equipment for coaching and

development of referees worth $5,213.64. As noted previously, this was funded by

Department of National Parks, Sport and Racing worth $6,000. The remaining amount will

be spent on video camera equipment in late 2016.

GST Liabilities: This was $15,787.27 and was significantly lower than $23,885.04 in 2015.

This can be attributed to the more timely payments received during the course of the

season.

Overall the Association operated on a cash positive basis once the depreciation costs for the

year are removed from the overall result and this is demonstrated in the large increase of the

cash held by the Association which increased by $28,488.38. This year the Association was

fortunate to secure state government grants ($24,203) to invest in infrastructure at the

O’Grady Park facility and equipment for coaching and development. The Association also

increased member contributions via the Annual Levy and Members surcharge to fund

member activities such as the Annual Dinner and social nights, provide a training rebate for

members and also assist in operational activities such as coaching. Whilst the O’Grady Park

facility was cash positive once the depreciation is removed, there were some significant

increases in expenditure whilst incurring a drop in rental income.

I particularly wish to thank the members of the Management Committee for their ongoing

support throughout the year. I would also like to thank Andrew Fuhrman-Luck again for his

assistance and advice when I have sought it, which as always has been invaluable and

highly appreciated. I would also like to recognise and thank both Andrew Fuhrman-Luck and

Brian Roper for their hard and productive work on the sponsorship sub-committee this year.

I would also like to acknowledge our sponsors George Zanatta Painting and Decorating,

Kelly and Co Financial Services, MPS Web Consulting and A&M Meats for the support to the

Association and thank them for their support to the Association both this year and in

previous years.

INTERNATIONAL RULES REPRESENTATIVE

Another season has concluded, congratulations to those who officiated in flags and finals.

Congratulations to those members who attended lectures and training and invested in their

own development as a referee. Thanks to my fellow committee members, for your

assistance in helping me adapt to this role.

It is great to see the continuing efforts of our coaches and the modified mentors being

rewarded with a number of referees graduating to international rules growing again this

season. It is exciting to see members picking up the whistle for the first time in a Second

Division game during the year, well done.

The international rules referees performed very well and only a few members were met and

counselled. I look forward to serving the Association in 2017 and providing further

advancement to the international rules. See you all in the new year.

MODIFIED RULES REPRESENTATIVE

It has been one of the most successful years with the modified game referees with our

members being rewarded with selection to carnivals and achievements into the international

ranks. We had Brittanee Stephan, Jesse Burns, Josh King-McCarthy and Jessica Taylor

being selected to the Under 11 State Carnival with Marc Sauvage as a CMO. Also

congratulations to Josh King-McCarthy on officiating the final of the carnival.

Attending the Under 12 State Carnival we had Cooper Sauvage, Matt Gannon, Taite Clarke,

Jayden Beavis and Lachlan Kamp with Scott Harvey and Brad Adams as CMO.

Congratulations to Jayden Beavis for officiating the final with Lachlan Kamp as one of the

Touch Judges. Jayden was also awarded the opportunity to attend the National Under 12

Carnival held in Canberra.

We were lucky to have throughout the year training sessions with the NRL Referees’

attending. All that attended enjoyed the knowledge that they passed on. We had great

success with referees’ transitioning from modified to international with most of the Under

13’s and Under 14 grand finals refereed by our transition modified referee’s which is a huge

progress for the association.

We had again our modified referees’ presentation day with bubble soccer and a dunking

machine, which I think everyone, enjoyed the entertainment. Congratulations to the

following on receiving awards on the day. A huge congratulation to all our trophy winners.

throughout the year:

FACILITES MANAGER

Well another great season over and thank you to the 2016 committee. A big thank you goes

out to Jim Cox and his helpers for the wonderful job they done running the canteen with

many hours put in on weekends and Doug for the upkeep of the grounds many times

crawling out of his sick bed to get the work done. Also Peter Gilson for his help with the

clothing this year. Next year we will have new sponsors on board which means all new gear

and one tough job to have all referees ready to go for the 2017 season.

We have been working with council to get the fields up to scratch with some spraying

already done and we will be going step by step to give our members and the tenants a much

nicer field to come back to next year.

COACHING AND DEVELOPMENT MANAGER

With this being my inaugural year in the position of Coaching and Development Manager of

the BRLRA, it has been a very steep learning curve.

Since 2012, The Brisbane Rugby League Referees’ Association (BRLRA) has adapted a

yearly coaching and development plan in order to facilitate and to measure the following key

objectives:

1. To improve the skill level, ability, and education of all match officials of the BRLRA.

2. To actively utilise all the associations’ coaching match officials (CMO) available.

3. To provide clear channels of communication and regular feedback/discussion of

individual match official and monitor progress.

4. To develop advanced performance measuring techniques of all match officials.

Whilst 2016 has seen a slight revision of the original 2012 plan, the 2017 season will see a

full review of the plan to be implemented for the 2017-2022 seasons.

The 2016 season saw 141 new Level 1 referees’ being recruited, During the regular 2016

season, under the guidance of the NRL RDO, BRLRA CMOS and Mentors were responsible

for delivering 7 Level 1 NRAS Courses across various venues within the Brisbane metropolitan

area. As a new initiative integral to this strategy, this year, the BRLRA agreed to subsidise the

cost of 1 x whistle to every Level 1 participant upon completion of both on-line and face to face

course components.

I would like to thank and commend the Management committee of the BRLRA on this small,

but significant gesture as this was well received by Level 1 participants.

At the close of the 2016 season coaching assessments were noted, giving a total of 602

viewings. With 367 of those viewings being International games whilst the remainder were

comprised of Modified Games fixtures representing all games from under 6’s up to and

including Under 12’s.

During 2016, the Coaching Development Manager was in weekly contact with the appointment

boards of both the BSDRL and GBJRL to ensure referees of interest were viewed by the

coaching staff. All new International members were viewed within the first 2 weeks of their

entry into this level with the vast majority viewed in their first game at this level.

The training program this year was divided into two different areas with fitness/on-field drill

sessions conducted by the Coaching & Development Manager on most Tuesday nights. The

other area was comprised of law update lectures and three guest workshops which were

conducted during the year, including 2 x yoga sessions by a qualified instructor. The Yoga

sessions were well-received and found to be a pleasant change from the normal training

sessions.

On the 13th August visiting NRL officials conducted an on-field training session with

association members. The association actively used social media to advertise this event.

Attendance at the NRL session was well attended with 23 members attending.

In an attempt to improve training attendance throughout the 2016 season. This season saw

an increase in the member levy from 5% to 7.5% and the additional 2.5% was used to fund a

training rebate. Members attending either on field training and/or law update lectures were

offered remuneration to maximum $3 per session. This was to be accrued and will be paid at

the end of the year in one lump sum.

A training attendance book was regularly audited by the BRLRA Treasurer and the attendance

figure was found to be consistent in numbers across the season at 15, although it still remains

poor considering that this figure only represents less than 12% of active referees across

Brisbane. In the review next year, it is hoped that we will see some increase in the average

numbers through a review of the training format.

In June 2015, the introduction of communication equipment was investigated by the then

Coaching and Development Manager to enable one way communication between the match

official and the attending CMO to listen to the vocab communication of the referee. This was

to become the first phase of developing the communication skills of match officials.

Following a successful government grant application, in August of 2016, the BRLRA

purchased outright 5 x sets of communication equipment from L&W Sports Communication

which was actively used throughout the finals series. The feedback received from the coaches

has been tremendous with the next phase of the use of this equipment will be to train all match

officials to use on-field in a team environment between the referee and touch judges.

During the 2016 season, 12 referees were recommended to be upgraded to Level 2 in June

and all have completed this work. Congratulations to those referees have moved on to their

level 2 status. 8 x referees across the 4 Zones made the transition from modified games (U/12)

to international games (U/13) level during various trials and sanctioned carnivals under the

supervision of qualified CMO’s.

As a result of continued coaching and development as well as supportive mentoring through

the mentor program, more than 26 developing referees attended QRL Representative

Carnivals with 3 participating as match officials at national level. Congratulations to those

referees who have represented the association at state or national level. I would like to

conclude by mentioning again that next year will see additional challenges to the Coaching

and Development Program as we overhaul the existing plan and look to revamp in an effort to

ensure all referees can access some type of coaching throughout the season.

I would like to thank those who have assisted me in this role for season 2016. Paul Oliver, my

mentor for providing me with opportunities to coach and also a lot of assistance in training

session planning. To Ron Greentree and Murray Shields, thank you for your assistance on

Tuesday nights and input.
