BACKGROUND 

Education is a fundamental human right of all people of value in and of itself for improving the quality of life and as an essential part of social and human development. The provision of basic education is a core obligation of the state supported by the active and genuine collaboration of both the internal and external stakeholders. Every Filipino youth must be guaranteed access to a basic education of decent quality.

If the basic learning needs of all Filipino youth are to be met through a much broader score of action than in the past, it is deemed necessary to mobilize existing and new financial and human resources, public, private and voluntary. All of society has a contribution to make, recognizing that time, energy and funding intended to basic education are perhaps the most profound investment in people and in the future of a country which can be made.

Public sector support implies drawing on the resources of all the government agencies responsible for human development through increased absolute and proportional allocations to basic education services with the clear recognition of competing claims on national resources of which EDUCATION is an important one, but not the only one.

Something must be done to alleviate the challenges/constraints that prevent the department from achieving the goal of education for all. On the lower level, school heads together with the stakeholders must take the initiative to adopt measures to solve the many challenges facing Philippine education.

Linao National High School is a complete secondary school with a population of 1,419 at present. Since its first year of operation on the year 1998, enrolment was observed to have tremendously increased every year. With this, problems as to teacher and classroom shortage arose. Furthermore, insufficient physical facilities of the school could have adversely contributed to the very low academic performance of the students.

With the advent of BRIGADA ESKWELA, problems as to lack of funds to finance planned improvement of the school in terms of life physical facilities was properly addressed. 

   It is on the above-mentioned premise, that the school head together with the stakeholders took the initiative to adopt measures to solve the many challenges facing Philippine education. Thus the teachers, parents and students spearheaded by the school head of Linao NHS planned out actions to be done for the successful conduct of BRIGADA ESKWELA 2008 which is aimed at improving and getting schools ready for the opening of classes for SY 2008-2009 through the spirit of volunteerism and genuine partnership of the education stakeholders.

F. ISSUES AND CONCERNS (Describe briefly problems encountered and how resolved)1. The expected grader from the City Engineering's Office did not arrive. Instead, we utilized the available manpower.2. The budget for the beautification of the school such as paints, cements & the like were not sufficient. We resolved it through solicitations and igniting the spirit of volunteerism and genuine partnership among internal and external stakeholders.

H. SUGGESTIONS TO STRENGTHEN BRIGADA ESKWELA PROJECT (Include support needed from Central

Region, and Division Office that can increase the impact of Brigada Eskwela Project in your school.)1. The Brigada Eskwela should be advertised through television or any print media inorder to display the Esprit de Corpse and harmony among the students, school personnels and the community which in return can make a big impact to all the Filipino people and to the whole world. Conduct of Brigada Eskwela Caravan as kick off activity should be sustained and participated by a greater numbers of stakeholders concerned.2. Financial support from central/region/division offices should be given to schools ahead of the scheduled Brigada Eskwela week.
