Urbanization is an essential pre-
requisite for development, Urban
areas are required to be better planned
and managed for providing improved
living conditions and economic
opportunities. Improved education,
heal th, environment , securi ty,
transportation and employment
opportunities are the major reasons for
the migration of rural population to the
urban centers.
T h e G o v e r n m e n t o f K h y b e r
Pakhtunkhwa has taken many new
initiatives to improve the living
conditions in the urban centres
through proper planning and good
governance.
To ensure the success of these
provincial initiatives, the Government
of Khyber Pakhtunkhwa established
the Urban Policy and Planning Unit in
the P&D Department.
This unit is working in an integrated
manner towards improving urban
governance, planning, management
and development through research
and consultations with Provincial
Line Departments, Donor Agencies,
Academia and all other stakeholders.
I am pleased to observe that the Urban
Policy and Planning Unit is working in
a pro-active manner on framing urban
related laws, policies, studies, and
c o n d u c t i n g r e s e a r c h t o w a r d s
resolving urban issues in the province
of Khyber Pakhtunkhwa.
The quarterly newsletter issued by the
Urban Policy and Planning Unit
published on a regular basis provides a
platform for informing all the
stakeholders regarding the ongoing
and new initiatives being undertaken
in the urban sectors.

(P&DD), Government of Khyber
Pakhtunkhwa was established
with the mandate to improve
urban governance, planning,
management and development in
the rapid growing urban centers of the
province.I am pleased to see that this specialized Unit is focusing
on urbanization issues and develop plans, strategies,
laws, polices and conducting studies in several urban
sectors i .e. Urban Planning/Town Planning,
improvement of Urban Transportation, Water &
Sanitation, Solid Waste Management, Institutional
Development, Urban Architecture, Urban Environment
& Economy and Geographic Information System
(GIS).
We are fortunate that the Urban Policy and Planning
Unit has committed to formulate policies and plans to
ensure that the urban centers of Khyber Pakhtunkhwa
are emerging as the engines of social, economic and
cultural growth.I am pleased to inform that UPPU is a demand
responsive unit, catalyzing and supporting formulation
of sector policies, institutional reforms, and capacity
development in the Provincial Line Departments, to
manage urbanization; with improved accountability
mechanisms.The Urban Policy and Planning Unit regularly issues its
Quarterly Newsletter to build a strong two-way

Newly posted Executive Director of Urban Policy &
Planning Unit, P&D Department, Mr. Aamir Afaq had a
detailed briefing with UPU team to review the progress of
the Unit.
Executive Director was thoroughly briefed regarding the
progress of Strategic Development Plans, Provincial
Landuse, transport planning, Urban Architecture, GIS, etc.
The Executive Director highlighted that UPU has a
challenging mandate. As a team, everyone should be
determined to dedicatedly work for transforming cities of
Khyber Pakhtunkhwa into engines of economic growth via
its research & planning initiatives.
Executive Director also hoped that UPU would focus on
streamlining the urbanization issues in the Province
through dynamic approach and would devise a consistent
reach-out strategy for regular consultation with the citizens
& all other relevant stakeholders for their active
participation in sustainable development.

Major Achievements Of The Unit For Raising Urban Standards
Urban Policy & Planning Unit (UPPU), Planning and
Development Department (P&DD), Government of
Khyber Pakhtunkhwa is committed to improve urban
governance, management, planning and development in
the urban centers of the province. Several urban sectors
have been identified to work in for raising urban standards
in the province.
The Unit is also determined to take initiatives for
formulating laws, policies and essential studies to
improve the living standards that the citizens may live
safe and prosperous.
Since the establishment, the Unit has been working on
various assignments to improve urban transportation
system, Urban Planning & City Strategic Development
Plans for divisional headquarters of the province,
Sustainable water & sanitation, boosting institutional
capacity of the existing entities as well establishment of
new institutions.
Urban Policy Unit in collaboration with various donor
agencies initiated several planning and policy reforms (as
some detailed below) in the best interest of the public.

Urban Policy & Planning Unit (UPPU), Planning and
Development Department (P&DD), Government of
Khyber Pakhtunkhwa has prepared an integrated, climate-
resilient urban environmental infrastructure investment
plans based on the City Development Plans (CDPs) for
improving the appalling condition of Utilities,
Infrastructures & other urban features in the cities of
Peshawar, Mardan, Abbottabad & Kohat.
The Unit is overseeing future developments and
recommends feasible solutions for raising the living
standard in the provincial urban centers and builds linkages
with the donor agencies for future investment in the
province.
Following the similar spirit, the Unit with the Technical
Support of Asian Development Bank (ADB) and Cities
Development Initiative for Asia (CDIA) initiated the
process of preparing Provincial Strategies for Urban
Inclusive Growth.
The objective of the Study is to assist the Government of
Khyber Pakhtunkhwa in preparing integrated, climate-
resilient urban environmental infrastructure investment
plans based on the City Development Plans (CDPs) for the
three cities i.e. Peshawar, Mardan, Abbottabad and later
Kohat was also included. The Study also builds on the
outputs of an ADB Policy and Advisory Technical
Assistance tasked to identify regional resilience options for
infrastructure investments impacting the urban cities.
It builds on the Regional Integrated Urban Plans (RIUPs)
through Urban Resilience Assessments (URAs)
provisionally identified. The outputs of the Team as well as
contributions by the UPU and subsequent consultation and
engagement process have shaped the Study's analyses and
recommendations. The Study undertook numerous
consultations with the private sector, government and non-
state actors (NSAs), including civil society. The Study team
introduced stakeholders to the Study process and the
expected outputs, identifying opportunities for
participation.
The consultations were followed by focus group
discussions and further community consultations. The
process culminated in consensually-agreed city visions,
unique to each city. Concurrently, the Study Team engaged
in rapid urban assessments (RUAs) and technical analyses
to better understand the needs of the cities and their
constituents. This also included an assessment of the
capacity of each city. The PFS investments proposed herein
therefore consider the URAs and the needs and
requirements articulated by communities, the private sector
and governments at Tehsil, District and Provincial levels.
The result of this approach has been an initial package of
investments.
Government of Khyber Pakhtunkhwa, District and Tehsil
governments and the Water and Sanitation Service
Companies (WSSCs) in each of the cities have confirmed
the initial investments as both necessary and desirable.
Further investments would be expected to follow from this
initial and catalytic round of investments.
The Khyber Pakhtunkhwa Inclusive Urban Growth
Program (IUGP) aims to achieve the following objectives:
1. Improve urban management and development, and
support city processes and productivity;
2. Boost access to reliable and affordable services in
support of health, income and other outcomes;
3. Increase investment into services, particularly where it
directly supports growth, including through innovative

ways of attracting private, and increasing public,
financing;
4. Drive better asset and financial management for
sustainable investments into services in the city Tehsils
and the city level Water and Sanitation Services
Companies (WSSCs).
Based on the findings of the Khyber Pakhtunkhwa Urban
Inclusive Growth Strategy (Program) several projects were
identified for implementation in the desired urban cities of
Khyber Pakhtunkhwa and the Asian Development Bank
(ADB) is agree to provide Technical Assistance to Urban
Policy Unit (UPU), Planning and Development
Department, Government of Khyber Pakhtunkhwa
regarding Khyber Pakhtunkhwa Intermediate Cities
Improvement Investment Project (KPCIIP), an investment
project of KPIUGP, for which a pre-feasibility study (PFS)
has already been conducted to improve cities of Khyber
Pakhtunkhwa.
The Consultants have also worked-out a detailed cost
e s t ima te s and financ ing mechan i sm p l an fo r
implementation of the project proposals. The PC – II of the
assignment has been approved by CDWP in its meeting
held on 22 May 2018. ADB is agreed on a Grant-based
Transaction Technical Assistance (TRTA) and providing
Technical Assistance for broader project preparatory work
including PC-II preparation, forthcoming due diligence
assessments, and other pre-requisites required for
implementation of the projects.
The major benefits of the KPCIIP would include:
I. provision of clean drinking water will greatly reduce
water born diseas particularly in the young children and
women that will reduce the health-related bills of the poor
and disadvantaged groups and will help to reduce pressure
on the provincial exchequer.
ii. health benefits from improved sanitation and solid waste
management,
iii. travel time savings and reduction of traffic accidents
because of reduced congestion and more efficient urban
transport operations, that will create more jobs and
economic activities.
iv. the provision of better municipal services and urban
space improvement will increase property values including
enhanced rental prices will increase revenue generation for
local municipal administration and WSSCs that will ease
burden on the provincial exchequer.
The proposed projects fall under essential service delivery
and the implementation of these projects will enable the
target cities remain engines of sustainable growth and
continue to fuel provincial economy as well as social
progress.
Projects identified for Khyber Pakhtunkhwa Cities
Improvement Projects in four cities are as under:-
1. Water Supply 2. Sewage Management 3. Solid Waste
Management 4. Special Package for Shaheen Muslim Town
(Model town development & management) 5. Transport &
traffic Management 6. Street livability / smart city 7.
Sponge City 8. Capacity enhancement
Asian Development Bank (ADB) Project Preparatory
Technical Assistance (PPTA – Feasibility Study &
Preliminary Design) Consultant has already been
mobilized since March 1, 2018 to be followed by Project
Readiness Financing (Detailed Designs).
The investment program aims to produce outcomes that
would make cities in Khyber Pakhtunkhwa more inclusive,
safer and socially and economically resilient. The program
will also enable the cities to foster inclusive economic
growth and provide opportunities for incomes and
employment.

Citizens are considered the key for social development in
any country and have vital role in sustainable development
of the society. Citizens sensitization is an important element
to increase enthusiasm and support for an activity that is
being introduced for the betterment of society, therefore,
their education is the need of time through sharing
information regularly.
Raising citizens awareness in Khyber Pakhtunkhwa is
lacking, due to which the citizens are not receptive towards
owning the public infrastructures and absorbing new
interventions. The Urban Policy Unit, Planning &
Development Department has been mandated to initiate
new interventions in urban sectors in consultation with the
relevant stakeholders to increase concern, informing the
targeted audience, creating a positive image, and attempts
to change their perception for better planning in the
province.
Urban development and its management are critically
linked with integrated and strategic planning. There are a
range of structural and institutional impediments to urban
development and management in Khyber Pakhtunkhwa.
Several steps could be taken to curtail these and initiate a
journey of sustainable development in the province. Among
several other interventions citizens education through
social & behavioral change communication is very
significant for stimulating perception of the public into
adopting and promoting social change.
To achieve the desirable goals and divert the citizens
enthusiasm for supporting the provincial entities already
working in promoting urban sectors of the province
especially in provision of municipal services, the Urban
Policy & Planning Unit, P&D Department in collaboration
with USAID launched a Media Campaign (Advocacy &
Citizens Behavior Change).
The Campaign was aimed to sensitize the citizens of
Khyber Pakhtunkhwa, particularly Peshawar, Malakand
and D.I. Khan to increase their support with public entities
and not to misuse or waste the public provided facilities, as
well influence and change public opinion and behavior on
basic issues.
The broad objectives of the Outreach Communication Plan
were to sensitize and educate the communities through
communicating key messages/information for increasing
public awareness, educating & encouraging masses
behavior for playing efficient role in municipal services
activities.
It was also aimed to influence positive behavior and
increase community enthusiasm & knowledge for long-
lasting relationship. The target audience/beneficiaries were
to be effectively educated through dissemination
Information, Education & Communication (IEC) Materials
along with other effective means of communication for

thorough knowledge, motivation and behavior change.
The Awareness drive was devised into two stages for easily
approaching the specific nature target audience. In 1st stage
of the drive (Advocacy) the policy makers, experts and the
representatives of provincial line departments were
targeted.
Seminars, workshops, specific nature training and group
discussions were organized and to comprehensively brief
and sensitize the stakeholders five video documentaries
were produced on urban topics to highlight issues of
haphazard planning and proposed appropriate solution in
urban service deliveries, and continuously screened during
the above-mentioned forums for the ease of the experts to
visually see the existing appalling condition.
ndWhile the 2 stage of the campaign was regarding citizens
behavior change that was aimed to sensitize, educate, and
encourage citizens for playing efficient role in using public
utilities. For the purpose a comprehensive Action Plan was
prepared under the supervision of Communication Cell,
UPU, P&DD.
Before launching the awareness drive different provincial
government line departments and agencies i.e. PHE,
WSSCS, MSDPKP, Traffic Police, etc were consulted for
identification of ground hurdles being faced in field.
Accordingly, the issues were identified, and themes were
developed as desired for the Action Plan of the assignment.
The Citizens were educated through communicating
several public service messages under the broad theme of
the campaign that is “Kami Bus Sirf Ihsas Ki Hy” for
which certain citizens awareness tools were applied i.e.
television commercials (TVCs), Radio Spots, Print Media
Advertisements, Radio Talk Shows, and Information,
Education & Communication Materials. These were
properly monitored in target areas through UPU
representatives, social networking sites of Provincial
departments and other entities like WSSCs, Information
Department, Traffic Police, etc.
Social impact of the campaign over the citizens was
assessed to know that how much the campaign was
effective for citizen behavior change in respect of water &
sanitation and other municipal services. Several
beneficiaries were asked to record their comments
regarding the Awareness drive that how much was it useful
in changing users' behavior.
The feedbacks of the citizens were as;
Amjad Khan (driver) – Cars crash deaths have been
increased and there is dire need of driver's education
regarding the safety measures to reduce the ratio. Public
Awareness Messages for citizens education would play
better role in changing drivers behaviors for obeying traffic
rules. After listening public service messages in a very
concise form the people would impact people behavior.
M. Arshid (Citizen) – Ways to raise awareness about
environmental issues is a good step taken by Urban Policy
& Planning Unit and USAID. “I watched the water aid
TVC, telling us not to waste water because it is valuable gift
of Allah (SWT). Yes, we should not waste the Water as it is
going to be decreased in future. This awareness message
made me to think about it and don't waste water in my daily
life.”
There is a need to build a sustainable awareness approach to
educate the citizens through consistently sharing
information for changing their behaviors. Integrated and
sustainable socio-cultural approach would be required for
strengthening and development of local knowledge about
environmental and other urban related issues, and it may
take the substance of law and consistent enforcement for
putting in practice.
The government of Khyber Pakhtunkhwa needs to launch
Social Awareness Programs through which the citizens
would be made knowledgeable and sensitized for a
sustainable social development.
The citizens of the province are willing to absorb the
interventions in respect of social developments to have
sustainable development in best public interest.

Urban Policy & Planning Unit would conduct a
structural audit of secretariat building to prepare
necessary instructions for all provincial line
departments so as to ensure that all new & existing
public building become accessible for Persons With
Disabilities (PWDs).In this regard the Urban Architect, UPU Mr. Vasif
Shinwari formed teams of UPU staff to conduct surveys
regarding the PWDs accessibility measures.The Urban Architect has given necessary instructions
to surveying teams for conducting a structural audit of
buildings inside the premises of Civil Secretariat in
light of the provisions of Accessibility Code of Pakistan
2006 and furnish its report on how to make these
building accessible for PWDs.A team of UPU, under the supervision of Urban
Architect Mr. Vasif Shinwari, met with the
representatives of PDMA and Paraplegic Center in the
Conference Room of PDMA to prepare & review the
checklist for internal & external audit of buildings in
civil secretariat Peshawar in respect of Persons With
Disabilities and also determine future line of action.UPU would conduct this structural audit within a
stipulated time and submit the report clearly identifying
the necessary measures needs to be taken for ensuring
these buildings accessible for Persons With Disabilities
(PWDs).
