Progress Report on Live Capture system This is a fully automated front end system to process the smart ID cards and
Passports;
The system has been rolled out to 127 offices since October 2013, a total of 140
offices will be completed by end of March 2015;
By the end of March 2015 at least 1,6 million citizens will be issued with Smart ID
cards.
The Department is currently issuing Smart ID Cards to the elderly(≥60 year olds)
and first time applicants (16 year olds);
A model that separates and differentiate ID smart card processes from Green ID
Book application processes has been developed for DHA offices.

Live Capture through the Banking Sector
In the interest of expediting the replacement of the Green ID Books in circulation, the Department has partnered with SABRIC to issue Smart ID cards through the banks;
The full rollout strategy is still under discussion and Minister will provide relevant details later;
Other avenue to be considered is the SA Post office.

E-Permit System E-Permit is a system that automatically received VISA
applications from (Visa Facilitation Services) VFS and enables the Department to electronically adjudicate Permit Applications and issue a response;
Implementation of the E-Permit system has brought about significant efficiencies and improved turnaround times in the issuance of permits;
The system is aligned to the amended regulations; The receiving and adjudication of the Zimbabwean
Special Permit was processed using this system.

Enhanced Movement Control System (EMCS)
The system was developed and implemented in 2010;
EMCS has been rolled out to 58 POEs; EMCS will be enhanced further in line with
the new immigration regulations; this includes but is not limited to: Enforcement of the undesirable persons functionality Capturing of Biometrics at Ports of Entry Improve management of hits

Modernisation Phase II – FY 2015/16-17
The refresh of Automated Fingerprint Identification system (AFIS) - (current Biometric solution) is scheduled to precede the development of the National Identity System (NIS).
The design of the NIS commences;
Commence with data Cleaning of NPR, NIIS and HANIS;
National Identity System development and migration of clean data will take place over two financial years;

Service disruptions due to dependencies Department has dependencies on Networks as provided
through SITA and physical infrastructure as provided mainly by Department of Public Works;
Due to load-shedding, SITA data centres and switching centres were frequently affected leading to non-availability of systems and networks;
Power failures also affected some national key points where HANIS is hosted; the dependency on Public works to fix the challenges.
Network Cable thefts in the last mile of many offices also affected services and dependency is on network operators to fix the lines.

Mitigating Interventions
A Disaster Recovery site has been commissioned at Hartbeeshoek;
An upgraded power supply is installed at the BVR Data Centre;
SITA has upgraded its Data Centre at Centurion; With regard to Networks DHA is engaging the
Department of Postal and Telecommunications Services
