    2 types of grants

    1) Springboard (SB) Grants – matching grants Support proposals: elevate applicants to higher level of professional performance enhanced deliverables capable of contributing to ALL 4 objectives

    of the ACDFS

    • Grantee of 1st SB Grant may apply for 2nd SB Grant • Successful applicant of 2nd SB Grant NOT eligible to apply for further

    1) SB Grants (cont’d) – Matching ratio 1 : 2

    On the Application Form, applicants must: • explain how such income is/will be raised • set out clearly the sources of income • submit documentary proof to satisfy ACAD and the Government that the

    claimed amount of income is deliverable

    Surplus or Deficit

    • return residual funds/operating surplus to the Government, or propose to use for a purpose contributing to local arts development which is related to the scope and objectives of the approved proposal, subject to the Government’s approval

    • Grantees must be solely responsible for any deficit arising from the implementation of the approved Proposals

    Not eligible receiving Government’s recurrent funding

    more than 1 application by each applicant for either a SB or PJ Grant

    not the organiser of the proposal • for SB Grant, grantee of HKADC’s Eminent Arts Group Scheme or Year

    Grant Scheme must relinquish the HKADC grant in case its SB Grant application is successful. No restrictions on PJ Grant.

    • Assessment Panels – ACAD members + Expert Advisers (including professionals, experienced arts practitioners and academics) + LCSD & HKADC representatives

  • Assessment Mechanism

    Vetting Procedures (cont’d) • Panels assess applications according to criteria and guidelines approved by

    ACAD • Panel members are required to declare whether they are directly or

    indirectly related to an Application • Applicants may be invited to attend interviews • Assessment results of Panels to be considered by ACAD • ACAD gives recommendations to the Government including priority, the

    amount of the grant as well as advices and/or conditions for the approved projects

    • The Government's decision shall be final

  • Funding Agreement

    For Successful Applicants • The Agreement contains

    • Terms and Conditions (T&Cs) as required by ACAD and/or Government • T&Cs set out in the Guide to Application • Details regarding the approved project

    • The Grantee has to • keep a proper and unique set of accounts for processing all

    receipts/income and payments/expenditure • open a bank account ‘Project/Operation Account’ for SOLE purposes of

    keeping/operating all monies in relation to the approved project

    Reporting requirements

    1. progress report(s): progress of project + latest financial position on cash basis

    2. final report: results, performance, achievements and evaluation of the project

    3. audited account report: on an accrual basis on the final financial position (by certified public accountant, Cap. 50)

    * Final report and audited account report must be submitted by the Grantee within 6 months from completion (or if earlier, termination date of Agreement)

  • Unallowable Costs

    Grants must not be used to cover the following costs, unless otherwise approved by Government: emolument to persons already on payroll salary increment, gratuities, fringe benefits/allowances rental/time/maintenance cost of the premises/equipment/goods

    owned by Grantee rental/time cost of venue/space hired not solely for the project depreciation/amortisation or provisions not representing actual

    Creativity and Originality • How unique is your idea? • How your artistic vision and aspiration are presented in the proposal? • Any outstanding artistic value as compared to other available works of art/ arts

    project in the market? • How do your content/mode of delivery distinguish from others?

    For instance, arrangement of live streaming of an event: Q: Do you consider live streaming of an event an arts tech project? A: Not absolutely, depends on how your proposal can illustrate the creative and original element(s) involved in the project, especially convergence of arts and technology

    Impact on Arts Sector and Community • How can the proposal serve the interests of the arts sector and/or the community

    at large? • Is there a market demand in the community? • Does the project fulfil any of the 4 objectives of the ACDFS?

    Self-evaluation • Qualifiable and quantifiable deliverables are equally important • Other than those parameters suggested in the Form, you are encouraged to

    propose evaluation methods and performance indicators that best suit your projects

    given lower priority unless the objectives of the ACDFS are better fulfilled with the ACDFS grants • No pre-determined apportionment of funds on different expenditure categories • Deployment of funds is free and flexible, up to the applicants to achieve the aspirations and meet

    with operational needs • Sufficient funds allocated on essential areas • Not necessary to apply for the ceiling amount of grant • Amount of funding applied should not exceed ceiling amount of grant • Should not assume similar applications will be approved in subsequent funding exercises • Ensure the budget excel file is submitted • Avoid miscalculations in the budget
