2 Traffic Signal at Hillcrest and Wester Way OR Some neighbors are saying they want the traffic signal at McKamy, not Wester Way but want to cross the street at Wester Way to get to the sidewalk. They are worried the cars in the neighborhood will start accessing Hillcrest through Wester Way, when most use McKamy now. (True) One suggestion I heard is to put in a median at Wester Way so cars can’t cross Hillcrest, but have a Hawk or something for the people to cross. Can you look at it? I’m happy to show you what the issue is.

3 The crossing at McCallum has the street Rocky Top on the north side. It is at a diagonal. I am wondering if you could look at how the wall would go up behind those houses and see if there is a way to get an extra panel or two to be parallel to McCallum (right next to the police station) so the noise doesn’t hit those houses that are on the cul-de-sac.

4 Pedestrian underpass below track for Preston Ridge Trail at MeanderingWay/Dickerson• Response: DART has chosen not to fund pedestrian underpasses due to

reports of negative experiences in other parts of DART’s system. If desiredby the City of Dallas, the City would be responsible for pedestrianunderpass and connection to existing trail.

5 How are the traffic studies done to consider if a road must have grade separation from the train? How long ago was Campbell Road done? I don't know the exact threshold, but since I drive the road, I have a hard time believing that grade separation isn't required by the federal government. How many accidents are on that road already? Between the current slope/grade, the bend in the road, and the volume of cars, it just seems like a danger.• Response: Traffic studies are done in coordination with the city to forecast

traffic volumes and look at level of service changes and increase in traffic queues to determine if grade separation is needed. This is consistent with the Article IX “Traffic Mitigation Measures” of the Planning and Development Supplemental Agreement #1 to the DART/City of Dallas Interlocal Agreement and the DART Grade Separation Policy. Traffic analysis was done in 2018 using a 2040 analysis year. Grade separation at Campbell Road is not warranted. The City of Dallas is responsible for future improvements at Campbell Road.

6 Could you look at the condos on the northwest side of the tracks at Campbell? Theyonly have one entrance available and it is from the westbound lane. If they are comingeastbound, they go up to Davenport and make a U-turn on Campbell at the curve inthe road. With 60-90 crossings, they could have to wait for the train 2x just to makethe u-turn and it is already very dangerous. Please look if they could get a cut in themedian to turn left into their complex from the eastbound lane of Campbell.• Response: Based on the initial operating plan, the number of train crossings

anticipated at a street crossing is approximately 60 or less train crossings per day.The City is responsible for future improvements at Campbell Road. (Clarification: Amedian reconstruction for left hand turn from east bound lane to driveway could beadvanced by the City of Dallas without affecting the crossing design. A configurationthat would erode median to accommodate left turn from westbound lane is notfeasible due to conflict with crossing gate equipment located on the median. Asecondary impact would be increased costs for quad gate configuration due toqueue distance extending on either side of track crossing.)

13 ILA for Silver Line hours of operation and headways - “FEIS says 30 min with hours from 6 am – midnight. DART is publicly saying 20 min with hours 4:20 – 1 am. Put in ILA hours and headways from FEIS or redo the sound study and operational assessment. What if delayed by, 2 crossing at a time, what is block crossing, public safety. Already slowest ambulance response time, across from police station, very close to Fire #7. TexRail hours start at 3:20 am-2:44 am.”• Response: No ILA for Silver Line operation. The environmental clearance is

based on a 20-minute headway; traffic was based on 30-minute headway as any future analysis would use the latest traffic data. DART’s initial operating plan is based on 30-minute headways; transition to 20-minute headways is not in the 20-year financial plan but could be considered by the DART Board in the future. The final operating plan and hours of revenue service will be further defined based on passenger demand. Any change to headway would require public hearings for a service change authorized by the DART Board of Directors. Updates to environmental analysis such as traffic would be updated at that time.

City of Dallas has Agreed to Contractor Requests for Hillcrest and Coit

1 City of Dallas will allow traffic control plan for Hillcrest Road as follows:• Lane closures for utility relocation• The City agrees to a 6-month shutdown of Hillcrest underpass. The City, DART

and its contractor will work diligently to minimize the impact to the neighborhoods. In the event additional shutdown periods are warranted by the project activities, the City, DART and its contractor will agree on such closure and will provide proper notifications to the residents, through dynamic message signs or other means of communications at least one (1) month in advance of the adjusted closure period.

• Construct partial street paving to allow initial lane opening• Construct remaining phases of street reconstruction and sidewalk using lane

closure• AWH shall be responsible for coordination with City for signal adjustments

required for traffic control during construction• The cost for signal adjustments, including timing adjustments that are related

to the traffic control plan during construction will be the responsibility of AWH• The cost for signal adjustments for improvements to the City’s traffic signal

systems that are post-construction when the project is fully completed will be responsibility of the City of Dallas. 23

City of Dallas has Agreed to ContractorRequests for Hillcrest and Coit

2 City of Dallas will allow extended shifts (0700 - 2100 hours timeframe).

3 The City of Dallas will allow weekend work from 0900 to 1900-hour timeframe . In the event extended time is warranted before or after the specified period, the City, DART and its contractor will agree to such extension and will provide proper notification to the residents, through dynamic message signs and other means of communications at least one week prior to said time extension.

4 City of Dallas will allow work concurrently on Hillcrest and Coit Roads. All other street grade crossing closures will be phased during the Hillcrest and Coit road closures. (Clarification: See #1 and #11 for related information.)

5 The City of Dallas will issue one Right-of-Way (ROW) permit per crossing for all work activities. This one permit will include all work performed by AWH and their subcontractors at the crossing, including, but not limited to, lane closures, storm drainage, and pavement. (Clarification: AWH will submit request for inspections using City’s approved fee schedule.)

6 The City of Dallas will provide expedited reviews of drawing within 10 working days. Submittals will be incremental using a work package approach.

7 City of Dallas Hike and Bike trail comments/issues shall be separated from the DART Silver Line design review.

8 Work may begin prior to Release for Construction (RFC) documents at AWH’s risk. (Clarification: AWH anticipates signed and sealed drawings for drilled shaft wall package for cut at Hillcrest Road and guideway cut at Coit Road will be submitted to DART and City. AWH will begin work during 10-working day review period prior to RFC.)

9 The Dance Studio driveway will be slightly widened to replace the Hillcrest driveway being closed.

10 DART and City of Dallas agree that AWH will not submit 30% design package. AWH will submit a 60% design package for review. (Clarification: AWH 60% design package will include design report that addresses approach and assumptions.)

11 Coit Road will be two phased, with 2 lanes each way (turn lane and sidewalks removed during construction). (Clarification: AWH does not anticipate a full closure at Coit Road. Installation of traffic signal at Coit Road and Sugar Cane Way will be coordinated with the City of Dallas)
