I. Introduction
The main objective of the social inclusion and decentralization training workshops was to
provide the Parliamentary Committee members and Staffers with requisite awareness,
knowledge and best practices on these various concepts together with toolkits developed to
use these concepts in a practical manner. The social inclusion and decentralization training
was offered to a set of about than 225 pre-identified participants, consisting of (104) MPs
and (121) Parliament staffers, who are members of the selected Committees. The training
has focused on the global concepts, a compendium of best practices from other countries,
toolkits and checklists to use as references, etc. Through this training workshops the MPs
and Staffers were introduced to public financial management and the social audit
framework and toolkit. Base on the above, the Social Inclusion: International Experience &
the Egyptian workshop was delivered as follows.
II. Workshop Period and Target Groups
Period: 4 Days

o (2) days for Parliament Staffers their no. was (19)

III. Workshop Objectives
Understanding the dynamics of Social Inclusion through international experiences of
selected countries.
Uncover challenges facing the implementation of social inclusion policies in the
international experiences.
Identify methods of overcoming the challenges that faced SI policy in the international
experiences.
To be acquainted by the Egyptian experience of social inclusion policies and programs.
Determine learned lessons from international experiences applicable to the Egyptian
situation.
To reach a consensus on the policies and programs to enhance the social inclusion
experiment in Egypt.
IV. Workshop Outline

Policies and programs of social inclusion in Egypt.
Implementation challenges in the Egyptian experiences.
Building consensus on how to enhance the Egyptian experiences through lesson

Day 1 Session 1: Social Inclusion: International Experiences

Workshop Outcomes
The delivered workshops have achieved the following intended learning outcomes (ILOs) for
both parliament staffers and members with an overall percentage around 92%.
By the end of the workshop each participant was able to:
Know the objectives of the implementation of social inclusion policies in Egypt.
Understand the opportunities and challenges of implementing social containment
policies in international and national experiences.
Apply the best approaches/s to maximize national opportunities and overcome
challenges by taking advantage of international experiences.
Workshop Final Evaluation
Participation in workshops and learning outcomes were the basis for evaluation of progress.
At the end of each workshop, the training provider has conducted an evaluation of the
participation and achievement. The trainees were also be given the opportunity to evaluate the
program and provide feedback on topics content and delivery effectiveness. The INP has
handed the progress and evaluation reports to the Bank and to the Parliament project
coordination unit. A final completion report was submitted at the end of the assignment.
Based on the above, figures (1) and (2) shows the summary of the workshop final evaluation
shown from parliament Staffers and MPs.

The Trainers gave further readings and materials to the participants. With these materials,
participants can expand their knowledge after the training and they can study areas of interest
further.
