Description :
FIDH operates in a complex, ever-changing context.
The concept of human rights is constantly being
developed and expanded.
The number of actors working in this field increases
everyday.
Therefore, FIDH has to think about its future.

Why?
FIDH is first and foremost a federation of leagues and not an international organisation with local chapters. All the leagues enjoy equal status. That defines its identity.
Development and internationalisation of FIDH :
increased its cultural diversity
complicated relations between member organisations, the International Board, the Executive Board, the International Secretariat, regional desks and thematic desks.
increased its opportunities and priorities.

Method :
Since 2007, the International Board, the Executive Board and the International Secretariat have started a process of preliminary thinking on FIDH in 10 years on the initiative of FIDH’s president.
In order to think about the identity of FIDH, a questionnaire has been :
elaborated on the characteristics of member organisations and their relations with FIDH
discussed and approved by the International Board which launched a consultation of FIDH member organisations

First step :
June to December 2009 - consultation of leagues and elaboration of a confidential database of their responses .
December 2010 - presentation of a first synthesis of the leagues’ responses to the International Board.
Second step :
December 2009 and February 2010 - Interviews of members of the International Board and the International Secretariat by an external consultant.

The analysis of the answers sent by the FIDH
member organisations as well as reflexions from

The coordination of 155 member organisations is
complicated.
How to reinforce information and understanding of
each actor’s functions?
How to reinforce involvement and empowering of
the different FIDH actors?

2. INTERACTIONS BETWEEN FIDH AND LEAGUES
Relations between FIDH and its leagues are vital. They shouldbe strengthened.
How to strengthen the rapidity and quality of operations and to conciliate programming and prioritisation?

How to set up participatory processes of defining strategic plans ?

3. INTERACTIONS BETWEEN LEAGUES
FIDH has the capacity to constitute a platform for sharing experiences between leagues and plays a fundamental role in solidarity between leagues.
How can FIDH strengthen relations between leagues, and contribute to a continuous communication between organisations and to partnerships between organisations?

4. RELATIONS WITH EXTERNAL ACTORS
Proximity of FIDH with International Organisations (UN, EU, AU…), gives it credibility and institutional visibility. Leagues underline the importance of this tool.
How to optimise the relations between the leagues orFIDH and other national, regional and internationalpartners in order to strengthen FIDH’s impacts andprioritisation?
How to remedy to the problem of financing humanrights and develop new sources of financing in orderto reach our objectives?

5. EXTERNAL COMMUNICATION
FIDH’s visibility strengthens the impact of its advocacy andcontributes to the protection of human rights defenders andtheir organisations.
FIDH is very well known by international organisations,international NGOs, national civil societies, and nationalauthorities but is not generally well known by the public.
How to divide the communication actions between FIDH and its organisations?
How to put the leagues’ different press offices in contact by creating a specific platform for sharing experiences on press operations.
