Our May 10 Meeting will be the final night for Officer and Board nominations, with voting in June. Each year, half of the Director seats are open for reelection. This year the vote will involve the Officers and 2016-2018 Directors. The 2017-19 Di-rectors except for Mike Vivirito and John Schmidt will serve another year. Mike and John will be leaving the Board. Charles Marek will be stepping down from the Vice President position to become a member of the Board and Frank Hepner has been nominated for Vice President. This will leave two one year Board openings (2017-2019 term) and the Officer and 2016-2018 board positions (currently held by the following people) up for nominations and election/reelection.

The new Lotz of Sweets bakery opened recently in the small retail strip center on Carroll Island Road across from Walmart. Its owner, Lauren Lotz, will talk about her menu of cakes, cookies, breakfast offerings, and other goodies as well as ca-tering options, which could include a “Cake Night” at your home.
Kay Armstrong has been the primary contact for the local community in giving us frequent and in-depth updates on Lockheed Martin’s environmental cleanup activ-ities. She will introduce Tom Blackman, who will describe sediments removal from Cow Pen Creek adjacent to their Middle River site, and Chuck Trione, represent-ing Martin State Airport, will speak about the groundwater treatment facility which is now operating next to Frog Mortar Creek.

A P R I L M E E T I N G H I G H L I G H T S Dave Hash introduced AFS Maryland’s Drew Reich, Regional Sales Manager and Dr. Marilyn Corder, Clinical Director of Oceans Dispensary. Of the 102 filings for medical marijuana dispensa-ries, many did not file follow up papers therefore only 45 will be open in the foreseea-ble future. Drew provided an overview of cannabis. There are two types of Cannabis, Sativa-which is invigorating and Indica-which is calming. Hybrids are also being devel-oped. Two chemicals are im-portant in the production of medical marijuana, Canna-bidiol (CBD) and Tetrahydro-

cannabinol (THC). THC is the psychoactive chemical that provides the “high” that recreational users seek. CBD is the second largest volume of plant extract with medical benefits, from treating migraine and motion sickness to IBS and Parkinson's. CBDs are non-psychoactive with limited side effects. The medical formulas are customized for each patient’s specific condition and treatment involves titering to achieve the desired af-fect. Medical marijuana is also being researched in the treatment of PTSD.
Dr. Corder shared a personal story about how she gained insight into the benefits of herbal medicine. She is a geneticist and pediatrician and believes we need to do a better job with pain management without the use of opioids. She is excited about the prospect of the medical marijuana field.
For those who believe they could benefit from this treatment they would first need to go online to the Mary-land Medical Cannabis Commission and receive an ID number. Patients then go to their regular doctor for documentation and if that doctor is certified they will receive documentation. If not they would be directed to a certified doctor (licensed by the Maryland Medical Cannabis Commission). After receiving their ID number and documentation patients would go to the dispensary for a consultation with Dr. Corder. Once provided, patient allotments are closely tracked by the system. State cards need to be renewed every 2 yrs. Products cannot be consumed on the premises and by law can only be consumed at home.
As a security protocol, initial consultations are by appointment only. The Oceans Dispensary hours will start out as Thursday-Sunday, 11-7. It is a cash only service. When questioned about security it was explained that the vault is in the middle of the space with a 1000 lb. safe, Garda will pick up the cash. There will be 32 cameras inside and out. Additional questions were raised about the location– zoning requirements limited where they could be; and the products-edibles are not allowed to be purchased so most of the product is in the form of creams, patches, lotions, balms, inhaler, concentrates and ingredients to make edibles.

Dumpster Day- Neighborhood and Property Cleanup, May 5, 8AM-Noon Dumpsters will be available at the BQIA Hall for household and property trash. The follow-ing are PROHIBITED ITEMS: Explosive or Flam-mable materials; Acids, caustics, pesticides, chemicals; Refrigerators / Air Conditioners /Freezers which contain freon; Tires; Oil, Paint and household hazardous chemicals; Medical / radioactive waste; Liquids or Liquid waste, anti-freeze; Drums or Tanks (unless clean and cut in half); Batteries; Asbestos Shingles or any other asbestos material; Animal carcasses; Large stumps; Wood not more than 8″ in diameter and 6′ in length; Most large items that cannot be lifted manually; Electronics (Computer equipment, Tel-evisions, Telephones, Stereos, Fax machines, Video display devices)

Rich Pitz– At the Middle River Round Table two executives from Cordish Company shared that they feel strongly that Walmart can expand toward Carroll Island Rd. and not disrupt the stores.
Jim Hock– BQIA is planning a May 17 tour of the Power Plant (formerly CP Crane) which will include insights into its future use once the coal furnaces are shut down.
Zoning Committee– Dave Hash reported on a current issue with the Bay Country Concrete Operations Office on Chestnut Rd. Several neighbors have had noise and construction concerns. All parties were present at tonight’s meeting and have met recently to address concerns. It is zoned BL which allows the running of an office. It is currently also being used as a storage facility with loading and unloading of large vehicles. The owner’s vision includes replacing the two house structures with a 3 story office building on the site.

With a great sense of loss we acknowledge the April 5th passing
of Sharon Cadden. She and her husband Bob were long-time
members who, amongst other things, helped with preparing and
mailing the Dock Line. Recently she was very involved in acquir-
ing tea cups for the May 20th Just BQuz Children’s Mad Hatter
Tea Party. Though her smile and helpfulness will be greatly
missed, she is now with her dear Bob. We understand there will
be a service for her at St Matthews Church sometime in May.
