Ernst Baxmann was lucky to escape the accident with only minor injuries. His logging truck (below) is a write-off.

Ernst Baxmann is a hero, says International Forest products (Interfor) logging engineer Aaron Gunther. The company agreed without hesitation and stepped up with a way to thank him.

It was in early December that Baxmann was driving his personally-owned logging truck, fully loaded, when he met a jeep that had crossed the centre line. Because of Baxmann’s driving expertise, both he and the female driver of the Jeep are alive today.

“Ernst saved a lady’s life in Greenwood before Christ-mas by wiping out his own logging truck and could have easily either seriously hurt or killed himself doing it,” Gunther said.

The driver of the Jeep had to be extricated from her ve-hicle and was taken to Boundary Hospital for precautionary reasons. She was issued a violation ticket under the Motor Vehiclie Act for undue care and control of the vehicle.

ICBC is now involved and Baxman’s truck is a write-off. He has picked up employment in the meantime, but the truck was his livelihood.

“We here at Interfor Grand Forks thought this was a he-roic act so, although it doesn’t replace his truck, we gave him a little recognition for himself, his wife and kids,” Gunther said.

One of the most recurring questions I get from my clients is “Should I purchase insurance on my child?” While no one ever wants to think about the unthinkable, if something should happen, the last thing you need to worry about is money.

It seems every time you turn on the news or go on the internet, you hear of some tragedy that has happened that ended with a loss of a child. I can’t even imagine what those families must go through. Over my career, I am sad to say, that our office has seen this type of tragedy on several occasions. No one ever wants to benefit from a loss of a child, but a life insurance policy does have other important benefits that most people don’t know about.

The fact is in 20 or 30 years, children will need life insurance for the same reasons that you have insurance today. You can apply on their behalf and get almost a 50% discount on the premium. That means that they will pay 50% less, every month for the rest of their lives.

The chances of getting the insurance at standard rates are almost 100%. In the future, when your children apply for insurance there may be obstacles to getting the insurance, such as medical problems, risky careers, hobbies etc. This means that they may not qualify or may have to pay more. On a policy I did for myself a few years ago, I ended up paying a little more than the regular premium as the company said I was to “short” for my weight as I like to look at it. I guess they figured my build was out of the “normal” range for their liking. Had I purchased more insurance when I was younger, I

wouldn’t have had to worry about paying more premiums by being rated.

Another reason to consider insurance on a child is the policy has significant cash value in the future. You are teaching your child that “a little over a long time is a lot”. We all would have started saving earlier if we could do it over again. Here is your opportunity to make sure your children have an edge. Very few children cash out policies started by Mom and Dad.

I am finding that children today, who have had a policy for the past 20 or 30 years that their parents bought for them, are using these policies to help pay for college, purchase vehicles or help with the down payment on a house. It’s amazing how much a small monthly premium can grow to a sizable cash value over time.

If the unthinkable should ever happen, the policy proceeds would give you the funds needed to pay for a funeral and give you the choice of when to return to work.

My parents weren’t financial geniuses when they purchased insurance on me when I was young, but I am glad that they did. That policy helped me get through college and the only thing that I wish is that they purchased more!

Business is good in the City of Greenwood, says the chair of the Greenwood Board of Trade. The board met on March 9 at Green-wood City Hall for their annual gen-eral meeting which saw the election of the 2016 board and the reelection of chair Jim Nathorst.

“We basically have the same team as we had

the previous year,” said Nathorst. “Everyone was elected by accli-mation except for one new direc-tor, Chris Esselink of Oasis Hair

Salon.” Also on the

board are Jeff Fra-ser, vice-president; Colleen Fra-ser, treasurer; and Sherry Stewart, secretary.

Nathorst said the previous year was very good for the board. “We had a really good year. We had lots of good community functions. We did

Founders Day last year, which was huge. We’re busy now work-ing on that again. We’re working on some new major signage for businesses to hopefully put up in the MacArthur parking lot.”

Nathorst said the board of trade is having a dance fundraiser on April 16 with the popular Undercover band at MacArthur Centre.

Nathorst said that mem-bership in the board is very strong and the community is very supportive.

“Our membership is the highest it’s ever been,” he said. “We have 31 active right now which is pretty good for a small commu-

nity. Business was good. The fire slowed us down a little. It wasn’t really the fire as much as the smoke. The smoke was the worst part. It was bad everywhere.

People seemed to rebound. There seems to be people buying and selling in Greenwood. We’re stay-ing very positive and hoping for another good year.”

Event planning project on hold

A 19-year-old man suffered only minor injuries after roll-ing his vehicle, reported Cpl. Judson Mayes of the Midway RCMP detachment.

On Sunday, March 13 at 5:53 p.m., police responded to a sin-gle vehicle collision on Highway 3 near Norwegian Creek Road.

“A vehicle was travelling at a speed faster than the posted speed and failed to negotiate a

corner and went over onto the right shoulder and slid into some sand and rolled his ve-hicle,” Mayes confirmed.

Alcohol or drugs were not suspected, he added. Emer-gency services attended and cleared the driver.

Rollover results in minor injuriesPOLICEBRIEFS

A town-hall style meeting to discuss event planning for families and other community members had a less than enthu-siastic showing.

Organizer Curtis Sharp said only eight people showed up to the meeting, which took place Sunday afternoon at McArthur Centre.

“It went very poorly—we had eight people show up,” said Sharp. “We were expecting a much bigger turn out.”

Sharp told the Times that the project is on hold for now. He said he will look into contacting some other people in the com-munity that may be able to help out but is non-commital of any future plans.

“I haven’t given up on it but we have to reassess the whole

situation to see where we go from here if at all,” he said. “When you have a community of some 500 people who were notified and only eight show up, four of whom were our friends, who were just there to support us—it’s not promis-ing.”

Sharp said there was some good discussion and good ideas that came out of the meeting but that was the only positive.

Letters Policy

Every day or so the media mentions the possibility of a civil war down here in the States again. I don’t know if that concern is legitimate or not. But it is always handy to believe the worst when you want to really fixate and worry about stuff. And fear and worry says a lot about the culture here.

One thing is for sure though, whole bunches of people are upset at the status quo. Not just the Tea Party fringe on the right either. Dissatisfac-tion on the other side of the spectrum is also intense—aka movements like Occupy, 99% and Black Lives Matter. Definitely living in in-teresting times.

Saw a good line on Facebook the other day.The year 2045:“Grandpa, how did President Trump ever

get elected?”“Well, we were a bit distracted back then.

That was the year adult colouring books came out.”

This next piece, also from Facebook, goes under the “I don’t know whether to believe it or not but I sure hope it is true” column….

“There is an island which is disputed territory between Canada and Denmark. The militaries of both countries periodically visit to remove the other guy’s flag and leave a bottle of Danish schnapps or Canadian whiskey. This is what happens when nice countries fight.”

Went out for a walk to clear my head of the politics. The blossoms have come and gone already on the Klam-

ath plum, a tree found all over here in Southern Oregon. Grown as ornamentals and growing wild by roadsides and creeks throughout the area, their beautiful blossoms was about the only white we saw down here in February. But now the petals are falling so heavily that last week when I

walked into the public library downtown it looked like the aftermath of a ticker tape parade.

Special K gave me a really nice Bulova self-winding watch about five years ago. The movement of your arm causes it to wind itself when you wearing it. The important words in that sentence are “movement of your arm” be-cause lately my watch has been stopping while I sleep—so

I have to reset and manually wind it. Of course the people at Bulova probably calculated the sleep factor into the watch when they de-signed it so this means I am almost certainly not moving enough during the waking hours.

This is perhaps one of the earliest versions of the fitness watch. It works in tandem with a support network of friends and acquain-tances that you build along the way. You see if you don’t move enough and the watch stops you are going to be late all of the time. People won’t be happy about this chronic tardiness and your relationships will suffer. Pretty soon you will realize that everybody is grouchy and

maybe you should just go for a walk and clear your head of the politics.

I can report my ability to play two songs on the piano pretty well now: Mary Had a Little Lamb and Merrily We Roll Along. That almost sounds impressive, especially if I say it fast enough you don’t realize they are the same tune.

The Cattle Baron’s Ball, Lion’s Easter Dinner, weekly council meetings—I am missing these and many other events up in the Boundary for the first time this year. Hav-ing to leave the newspaper job to move down to Oregon really left a hole in my weekly schedule. Having to leave the Boundary left a hole in my life; I miss all of my friends and neighbours.

Take care.

Heroes are sometimes hailed for a lifetime of be-haviour and commitment, and sometimes just for a moment. In Ernst Baxmann’s case, it’s both.

It’s both because if he hadn’t taken the time and patience over the years to become a good driver and if he hadn’t spent his lifetime putting others first, he wouldn’t have reacted as he did last December when he faced a vehicle crossing the centre line in front of his loaded logging truck.

The driver of the other vehicle wasn’t paying atten-tion—she received a ticket for it—and witnesses allege her windshield was snow-covered, limiting visibility. In a split second, it was Ernst who made the decision to ditch his own truck; the accident would likely have been much worse had he not done so.

Interfor and Big White Resort have stepped up and offered Ernst and his family a stay at the ski resort as a way of saying thank you. As Aaron Gunther of Inter-for said, it doesn’t give him his truck back but it gives him a bit of recognition for his selfless act.

Ernst Baxmann, a true hero.

In his retirement from the newspaper business, former reporter Pat Kelly has started a daunting proj-ect—to digitize his archive of photographs. He had taken hundreds of rolls of film each year, equating to thousands of photographs, and knows it will take him a long time to complete the whole project.

As he says (read his story on page 12), not every photo has the elements of a “good picture,” but many show friends and relatives from back in the day and are therefore valuable.

He’s offering to share his digital albums with who-ever is interested. He doesn’t want money; it’s a labour of love. Take him up on his offer, because the photos are wonderful.

A true hero

Goal is to distribute funds in April

Major changes need to be made

On behalf of the Rock Creek/West-bridge Fire Needs Committee, we want to thank the newspaper for including our communications with the commu-nity.

Over these months since the re, we have seen the blessing of community

members rallying together, but we also recognize the practical and emotional challenges that continue to lay in front of many. Our hope is that we have been able to o er help in some form to the residents within the re zone.

At this time, we want to remind those who are still wishing to donate that we have a March 31, 2016 dead-line. You can donate either through the Greenwood branch of the Heritage

Credit Union or through the main of- ce of the Regional District of Kootenay Boundary (202 - 843 Rossland Ave., Trail, B.C., V1R 4S8).

Our goal is to distribute funds in April.

If any questions remain, please con-tact us through Vicki Gee at 250-446-2042.

 e Needs Committee

Editor, The Times:

e following commentary was sent to the Ministry of Forests, Lands and Natural Resources Operations—to Minister Steve omson, Deputy Minister Tim Sheldan, and Assistant Deputy Minister Madeline Maley (in charge of re protection).by Fred Marshall

During last summer’s Rock Creek re, many people experienced shock, frustration, anger, dismay, confusion and even arrest because of the way the evacuation orders were applied or rather misapplied.

Similar feelings were and have been experienced on other res in B.C.

Major changes need to be made in the training and application of these procedures so that they are properly understood by all parties and applied in a logical, knowledgeable and e ective manner.

My thoughts and recommendations in this regard are outlined below:Background:

e three levels of these procedures are Alert, Order and Rescindment. ey are set by the emergency operations centres under the authority of the re-gional districts. e appropriate levels are determined in collaboration with the Ministry of Forests, Lands and Natural Resource Operations (MFLNRO), Min-istry of Transportation and Infrastruc-ture (MOTI) and the RCMP. Once set, they are administered by the emergency operations centres and generally en-forced by the RCMP.

e alert means that the danger levels are threatening and residents should be ready to evac-uate within an hour’s notice.

e or-der means that residents should evacu-ate immedi-ately as there is imminent danger. is is not a manda-tory order al-though many believe it to be so and treat it according ly. However, if and when a person evacu-ates is entirely up to them.

With extremely few exceptions (chil-dren under 19 or handicapped adults) no one can force a resident to evacuate. It has also been the practice for the re-gional district, enforced by the RCMP, to prevent people from re-entering or accessing their properties once they have le or are restricted from entering if they were away when the evacuation order was given.

Rescindment means that the evacua-tion orders are rescinded and people are allowed to return to their properties.Problems and Challenges:

1. e term order is extremely con-fusing to all parties involved in emer-gency management operations, espe-cially to those dealing with res. e word “order” conveys the meaning that it is mandatory when it is not and hence confusion reigns. Recommendations:

A. e term “order” should be re-placed by the term “recommendation.” is would convey the meaning that evacuation was a wise course of action but was not mandatory and would re-move the main cause of the widespread confusion.

B. Residents that chose to remain but needed to temporarily leave their prop-erty (e.g. to get food or gas etc.) and/or those residents who were away when the “recommendation” is made should be allowed to return to and/or access their properties.

If necessary these people could be asked, or even required, to sign a release indicating that they were remaining at their own risk with no liability accruing to others because of their decision.

C. Access by the general public would be restricted as appropriate.

D. However, access by neighbuors and/or ministry re ghters and/or other authorized personnel who wished entry to assist those who stayed in defending their properties would be allowed access as appropriate.

E. To determine whether or not one should stay or evacuate, the following evacuation guidelines should be provid-ed to and used by them.Evacuation Guidelines

Criteria/questions to assist in deter-mining whether one should evacuate or stay:

A. Have all children and/or handi-capped people been evacuated to a safe place or evacuation center? If yes, then—

B. Is the home and property re-safe so the property is defensible? If yes, then—

C. Do they have adequate re ghting equipment and water etc. on hand with everything in working order?   Two of the most important items are a reason-able supply of water and a way to deliver it, either by gravity or via a gas water pump with su cient hose and nozzles etc. If yes then—

D. Are they physically t and prop-erly clothed to ght re?  If yes, then—

E. Do they have at least one and pref-erably two escape routes and safe places to go to?   is might be a lake or river or cleared opening at one’s back door or a good road etc. If by foot, then one must be physically t. If by motor vehicle then is the vehicle in good working order? If yes, then—

F. Do they have  reasonable knowl-edge of re behaviour and have a level of risk identi ed ahead of time so that when that level is reached they know they will evacuate? If yes, then—

G. When a person evacuates is there-fore entirely up to then.

If there is any no answer to the above provisos or criteria regarding when to evacuate, then one should say yes to evacuation and proceed accordingly.

Obviously, as per the above list, when people evacuate will vary to a large de-gree.  Some people, and I’ve known many, evacuate when the evacuation notice is issued.  Good for them. Others wait until the orders are issued.  Again, good for them.

Some, however, remain and/or evac-uate whenever they feel unduly endan-gered by a situation above their level of preparedness or competence to han-dle. Very good for them

2. e regional district, as they are in charge of emergency operations, has a due diligence responsibility to inform and protect the people under their ju-risdiction. By issuing the evacuation recommendations as above to their con-stituents and providing them with the associated information, they will be ful- lling their due diligence responsibili-ties owed to their constituents.

3. ose choosing to stay inherently accept the responsibility for their own safety with no negligence accruing to the regional district, MFLRNO, MOTI, the RCMP or other party.Recommendations:

A. e provincial government should ensure that all relevant parties involved in emergency evacuation procedures, especially the general public, are made aware of and are well and properly in-formed of all of the above.

Boundary Youth Soccer is now into it’s 6th season of a very successful campaign to o er this exciting game to all kids in the Boundary who want to play Soccer. We have been able to

achieve this feat only through the incredible support we have received from our many dedicated volunteers, many who have been with us since 2011 when got started.Along with our strong volunteer base we are deeply in debt to the ongoing strong, generous and committed support we have received from the corporate community. Without this corporate support we would certainly not be able to deliver our programs year a er year to our Boundary Youth. We are most grateful to have both Provincial and Local Government support as well as local business interest in making soccer for our youth a reality.Boundary Youth Soccer gratefully acknowledges the following for the past, current and continued contributions.

started by Merlin Phelps in 1987 in honour of the 90th anniversary of the incorporation of Greenwood as a city. Founders Day 2016 will be taking place in Lion’s Park on Satur-day, July 9.

“It’s a great celebration in honour of Greenwood and the founding of Greenwood,” said Matsalla. “It’s to celebrate the community. It’s a free event to get in and everyone is wel-come.”

Matsalla said the event just keeps getting better and better. “Last year we had just over 1,200 people show up,” she said. “It was awesome. The weather was great. We had no complaints. The vendors were very

pleased with the organization of the event. We actually sold out of food in the night time activities. This year we’re more than prepared for that.”

Matsalla said new this year will be a Movie in the Park under the stars. Matsalla said a movie hasn’t been selected but it will likely be a Disney movie. Movie in the Park will be put on with the help of the Boundary Regional Chamber of Commerce.

All the popular events will be back including music acts, vendor’s market, Metis First Nation, Kids park, beer garden, Yukon Dan and Miner’s Alley, door prizes, food ven-dors, and plenty more.

“Over the past couple of years we’ve had over 60 vendors each year,” said Matsalla. “We expect the same number and maybe more. We’ll have restaurants represented such as Bored Room Bis-tro, Pacific Grill, D.J.’s Doughnuts and Fries. Also on hand will be the Pie Lady, North Fork Pork and Poultry and much more. There will be lots of activities for the kids. The Boundary Mining As-sociation has an exhibit where kids can gold pan. They have prizes for the kids. It was very busy last year. The mining association is also sponsor-ing Yukon Dan once again. He’s a celebrity in the mining industry. He tours schools throughout Canada and he’s been here the last two years.”

Once again headlining the music will be the Undercover Band, who will be playing at the out-door family dance in the park. Kicking off the event will be a pancake breakfast put on by the Greenwood Volunteer Fire Department. They will also be putting on a lunch of fish and chips.

The Founders Day event starts at 8 a.m. and goes until the end of the movie in the park. There will be a parade down the main street starting at 10:30 a.m. on Saturday. The opening ceremony will be at noon with a cake cutting and speeches expected from MLA Linda Larson, Vicki Gee, RDKB Area E/West Boundary director and May-or Ed Smith. On Sunday there will be an inter-denominational church service in the park.

“We want to thank Signs49, the City of Green-wood and McMynns for their help,” said Matsal-la. “We’ve got a good volunteer base as well but we can always use more volunteers. If anyone is interested in volunteering or becoming a vendor they can call me at 250-445-6133 or by email at [email protected].”

SERVING THE WEST BOUNDARYFOR OVER 25 YEARS

[email protected] tip?

I moved to Rock Creek back in the mid-‘70s along with two married couples (the Beattys and Munros). We had formed partnership (aka commune) to live out our back-to-the-land dreams. Before moving up from Vancouver I had helped a girlfriend install a darkroom. Unfortunately, she was a city-girl through and through—so when I came to Rock Creek she, and her darkroom, both stayed in Vancouver.

But like Andrew Tripp men-tioned in his column last week there is something about the smell of photographic fixer that hooks you. So I put together my own darkroom and started snapping pictures. I took hun-dreds of rolls of film each year.

But printing photographs in a darkroom is time consuming so most of pictures that I took never got beyond the negative stage. The rest of the negatives went into storage sleeves and were stowed away. I hauled those early negatives around for the next four decades, add-ing more to the pile each year. But the darkroom equipment went into a box too, so the pile only grew.

I decided a good retirement project for myself would be to digitize all those pictures.

To my surprise there are many good ones (I was sure most would be out of focus or poorly exposed). But even those that don’t have the ele-ments of a “good picture” of-ten show friends and relatives from back in the day and are therefore valuable.

Digitizing photos also makes them easy to share. Since January I have been plac-ing them on Flickr as I finish scanning every couple of rolls. I then announce the new album via my Facebook page and in-vite friends to check them out.

I was asked to share some pictures over the next few weeks until the new reporter gets here. I hope you enjoy—and if you do, then look me up on Facebook (Patrick Kelly). You can scroll my timeline back to January 2016 to see those albums that have already been posted; and you can fol-low future postings too. Feel free to share the links and download.

I estimate the project will take until sometime next year to finish. There are a lot of neg-atives!

A look back

Ann and Ron Charlton celebrated their 20th anniversary in 1981. The Flickr album that includes this photo has a few shots of friends around the dinner table helping them celebrate.

The spring of 1994 saw the last classes held at Kettle Val-ley Elementary School—there was an awards assembly and closing ceremony party. A party board for photos was set up—here Kimberly Eek (right) and Becky Eek pose be-hind it. According to reliable, unnamed sources the little one looking on is their sister Melissa.
