After making the surprise discovery, Customs officials at the checkpoint immediately contacted police headquarters in Belmopan and a team of officers from the Anti-Drug Unit (ADU) was instantly dispatched to the location to take over the arrest. When the ADU team arrived, Custom officials handed over the two sacks of marijuana, a black Toyota Camry car (without license plates) and the three male persons who were inside the vehicle when it approached the checkpoint. The three occupants were subsequently identified as Edward Castellanos , 33, Belizean Taxi driver of a Santa Elena, Cayo address; Romaldo DuarteTot, 31, Taxi driver residing in Succotz Village, Cayo and William Ruiz, 32, labourer from Arenal Village, Cayo. The weed, the car and the three detainees were transported to the San Ignacio police station where the “suspected marijuana” was placed on a scale and tallied at 49 kilograms (108 pounds). All three suspects were jointly charged with drug trafficking and taken before San Ignacio’s Magistrate Kathleen Lewis where they all pleaded not guilty to the charge. They are presently out on $10,000 bail and will be reappearing in court on Tuesday, January 15, 2008. Police suspect that the car and it’s occupants might have taken to the back road in the area of Bullet Tree, Santa Familia, Spanish Lookout and eventually Central Farm, in order to bypass the Red Creek Police checkpoint. This past week we received aletter from a reader/regular columnistexpressing “concern” about whathe refers to as the STAR shifting“to being a party organ”. Herecommends that we “Go backto being a COMMUNITYNEWSPAPER before it is toolate to redeem the reputation ofthe STAR.” He even went on tothe point of asking if the UDP is“financing the STAR?” Even the good book tells us that“For everything under the sun,there is a season. There is aseason to be happy and there is aseason to be sad. There is aseason for war and there is aseason for peace. There is aseason to sow and there is aseason to reap.” This is the political season and sowe must partake of the season. Inthis the season of politics we have nointention to bury our heads in the sandand let it “blow over like wah leebreeze”. We must keep up with the times.We must keep our material currentif we intend to keep our loyalreadership informed and so in this theseason of politics we will deal withpolitics. Readers expect to hear ourviews on current issues and at the endof the day they would have siftedthrough all the information availableto them and each individual will cometo their own intelligent conclusion. Let there be no doubt in anyone’smind that the STAR is 100%committed to the cause of riddingthis country of that set of deceptive

politicians sitting in the seat ofgovernment. How can we support abunch of deceptive politicians who oneweek raises the price of butane andthe next week are asking us to clapfor them because they have“reduced” the cost by removing theirGST when in fact the price wascheaper, even with the GST, beforethey increased the price the weekbefore? How can we support abunch of politicians who tell us thatthey have removed the “15% KILLAVAT” and replaced it with their 10%GST when all prices have since goneup by 25% in addition to their 10%GST for a whopping increase of 35%being more than two times the “15%killa VAT.” We have long come to realize thatpoliticians have successfully turned theword “politics” into a “bad, ugly”and “dirty” word and this is the wayhow they are easily let off the hookwith the many atrocities they commitagainst those they are elected to serve.And so when the people try to standup for their rights the first thing thatcomes out of the mouths of thesepoliticians is “da politics” and so notwanting to be associated with that“bad, ugly” and “dirty” thing calledpolitics, the people shut their mouths,lap their proverbial tail between theirlegs and brace themselves for thelicking that politicians dish out. Readers must rest assured thatwhen the new government is formed,we will not be deterred from the viewthat the welfare of the nation and itspeople are paramount to all otherconsiderations.

Dear Editor, Firstly let me say how much Iappreciate your newspaper, it iscertainly an asset to the Twin Townsin particular and the country ingeneral. Something that concerned me on mylast visit (I have been visiting twice ayear for the past six years) was thelevel of noise pollution I encounteredin downtown San Ignacio. On Market Day I was at my usualspot in Lucy’s Fast Food trying to en-joy my usual papaya juice andcoffee and chatting with Elias; I coulddo neither. There was music blaringfrom the Sports Bar across thestreet and at the same time musicwas blaring from a restaurant andbar right next door. This was very hard on the ears andmade conversation impossible. Bothplaces appeared to be void ofpatrons, and this is understandable. Ifthe music is much too loud from sev-eral feet away from theseestablishments one can only imaginewhat it sounds like inside.

I can’t imagine anyone wanting torisk damaging their hearing by goinginside; and conversation is out of thequestion. I believe that the loud music is thereason for a lack of customers. Thereis also a bar/club on West Street thatemploys the same tactic to attract cus-tomers and it is mostly empty as well;the music begins around 9.30 pm andcontinues nonstop until 3.00 am. There are several touristaccommodations in this area andthe loud music keep the tourists awakeall night making it difficult anduncomfortable for them to make theearly time necessary to take thevarious tours. This is not good forrepeat business. I would like to see all businesseswho use music to create anatmosphere keep the sound to alevel that would be more appreciatedby the people inside of theestablishment without disturbingthe people on the outside.s/A loyal frequent visitorBermuda WI

Blackman Eddy has become ano-mans-land as far as policeprotection is concerned. About twoyears ago two men were shot onSociety Hall road near the junctionwith the Western Highway. The police didn’t even talk to thepeople with homes near the murdersite. Worse the neighbors knew thatthe young man who lived near the sitewas one of the murderers.

A little later old John Casey wasmurdered with a machete, and a fewmonths later a man, his wife and babywere murdered and burned in thesame house where John Casey lived. Several properties adjoined thisunfortunate scene which are ownedby Ireland, Wolf, Saqui,Cavanaugh, Sanchez and others,

all who may have seen something, butnone of them were ever questioned.

SCORE: 6 murders-noconvictions-no questions asked. Over a year ago, an entire family ofsix were murdered and their house seton fire to hide the murders. No onewas questioned here, but an arrestwas made. And finally another man wasmurdered more recently in BlackmanEddy with a machete, and again noone was asked any questions.SCORE: 13 murders-1 arrest-noconvictions-no questions asked. And even the man they arrested hasnever been tried because the policesay they don’t have his trial ready. Our peaceful village of BlackmanEddy has only about 400 people andwe all get along, but 13 murders withno investigation and no convictionsreally shows that the police don’t givea damn about us, and they wont getoff their fat lazy arses and do whatthey are paid to do. For shame. How can we Belizeans expectjustice when we have to depend on acorrupt police force? Is the ComPol so blind to thisincompetence or does he just not care

SAN IGNACIO TOWN, CayoDistrict, Thursday December 6,2007:By: Daniel Silva Jr. I am writing to express myconcern on the works currentlybeing undertaken in respect of thepaving of the Bullet Tree Road. The paving of the road from SanIgnacio Town to the village of BulletTree Falls is welcome news for theresidents of San Ignacio, Bullet Tree,Santa Familia and surroundingcommunities. We are happy that theproject is being realized and wouldlike to thank the present governmentfor it. However it concerns me a greatdeal that the project is deceptiveand that the pavement is ofsubstandard quality as depicted inthe accompanying photographs. What is happening at present is thatthe contractor is taking a layer ofwhite marl with a little amount ofstones and dumping it into thepotholes, after which the roller passesover it and the asphalt is applied. This is an improper undertaking asthe road has many soft spots all ofwhich will gradually sink under theweight of heavy vehicular trafficthereby creating large potholes whichwill result in rapid deterioration. I also noticed that the bridge wasbuilt with 3/8 steel and no chippings.This is a matter of urgent concern. It

is an accident waiting to happen whenthe bridge is subjected to the stressfrom the weight of heavy vehicles. What is equally disturbing is thelack of supervision from the Ministryof Works. The time has come forthose responsible to become more

accountable to the people, our taxdollars are being wasted. It is sad to see roads being pavedhere in the Cayo area then threemonths later they simply fall apart.

Ed. Note: Daniel Silva Jr. is aformer PUP Minister ofGovernment. He first servedduring the 89-93 Governmentunder former Prime MinisterGeorge Price. He also served asMinister of Agriculture andFisheries during the 98-03 MusaAdministration. He did not seekre-election in 2003.

Another area of concern is thecontract. There is a big sign erectedin the areas which proudly announcesthat the works encompasses“UPGRADING AND PAVING 3MILES BULLET TREE ROAD”However when you check thedistance with the odometer in yourcar, the distance is only 1.7 miles. Itis not even two full miles. I am therefore asking the peoplewho awarded the contract, tomeasure the distance forthemselves and then demand arefund from the contractor, as even ifthe road is paved all the way todowntown San Ignacio it will still notmake up for the professed “3 miles”. About a month ago I wrote acorrespondence to Michael Tewesin his capacity as the Chief ExecutiveOfficer in the Ministry of Works. Inthat correspondence I expressedconcern about the quality of worksbeing undertaken and, in the absenceof a response, I can only suspect thatthe CEO has elected to ignore theconcerns I raised. I am of the firm belief that thepeople of Belize deserve roads thatwill last for 20 years or more. Anexample being that stretch of theWestern Highway between thewestern municipalities of San Ignacioto Benque Viejo. We do not deserve,and can ill afford, projects like the one

that is being undertaken between SanIgnacio and Bullet Tree Falls. This ishardly the first time that we are beingtaken for a ride as it pertains to theBullet Tree road. This very same roadhas been “paved” twice in the lastfive years. I am hereby calling on theMinister of Works to kindlyinvestigate this matter of graveconcern. I would like for theCEO - MOW to remember theinfamous bridge at Iguana Creekwhich crumbled from its moorings andnow sits at the bottom of the BelizeOld River. The fiasco that was theIguana Creek bridge should foreverstand out as a bitter testimony of thewasteful spending of our scarce taxdollars.

Duane Seawell, 34, a native ofBelize, was sentenced by U.S.District Judge James Graham afterpleading guilty in July to moneylaundering and two counts of shippingcocaine into the United States. Seawell will likely be deportedafter serving his prison term. “I’m very sorry for myinvolvement,” Seawell told Graham.“I’m very remorseful for what Idid.” Prosecutors say Seawell is amongthree brothers and dozens of otherswho were part of a multimillion dollarplot that extended from Belize throughMexico to cities across the UnitedStates, including Columbus, Dallasand New Orleans. To date, 70 people have beenprosecuted and convicted in the casein courts in the United States andMexico. Seawell was arrested in Miami inFebruary during a layover as

Beforeannounc inghis decision,Graham noted the size of theconspiracy, the number of peopleinvolved and the lives affected bythe drug trafficking. Prosecutors declined to comment.Seawell’s lawyer said she had hopedher client’s lack of a criminal recordand willingness to be extradited to theUnited States would have resulted ina slightly lesser sentence. A big-time Belize City lawyer wasrepresenting the Oil Company in alawsuit filed by an old rancher. The old rancher’s prize bull wasmissing from the ranch when the oilcompany workers left the gate openafter entering the property to test foroil. The rancher claimed that the bullmust have escaped and by now mighthave been stolen, slaughtered and themeat sold on the parallel market. The rancher wanted to be paid thefair value of the bull.

The case was scheduled to beheard before the Chief Justice lastMonday morning. As soon as the old rancher showedup at the Supreme Court buildingfor the case, the big-time Belize CityAttorney for the oil company pulledhim aside and tried to get him to settleout of court. The lawyer did his bestselling job, and finally the old rancheragreed to take half of what he wasoriginally demanding. In the presence of the ChiefJustice the old rancher signed therelease and took the check andwalked out of the Chief Justice’schambers. While walking down the steps ofthe Supreme Court Building, thebig-time Belize City lawyer caught upwith him and couldn’t resist gloatinga little over his success, telling the oldrancher, “You know, I hate to tellyou this, old man, but I put oneover on you in there. I couldn’t

have won the case. The entirecrew that entered your propertyon the day in question was drunkand they slept under a tree onyour property throughout thatentire day. I didn’t have onewitness to put on the stand. Ibluffed you!” The old rancher replied, “Well, I’lltell you, Sir, I was a little worriedmyself about winning the case butyou offered me a deal before Ihad a chance to tell you. So now Ican tell you that the darned bullcame home a few days ago.Thanks for the free money.”

The prisoners were beingtransferred by airplane from oneprison to a more secure facility andone of the prisoners was seated nextto a parrot. After taking off, the warden comesaround to serve the prisoner, in a cooland calm manner, the prisoner asksfor a cup of water.

ME a coke...this very moment andI mean NOW!” The warden, flustered by theparrot’s attitude, brings back a cokefor the parrot. However, he forgetsthe water for the prisoner. Go and get it right now”,he shouted “or I’ll create a scenethat will make this parrot looklike Mother Teresa!” The next moment, both theprisoner and the parrot are grabbedand thrown out of the emergency exitby two burly guards. Hurtling towards earth, the parrotturns to the prisoner and says: “Youroutburst in the plane was prettystupid for a guy who can’t fly!” The parrot squawks: “And get

SAN IGNACIO TOWN, Cayo,Monday, December 3, 2007:CAVANAUGH SPEAKS OUTAn Interview with ConsultantGeologist Jim CavanaughBy: Ivan Roberts [email protected] The presentations sponsored byUBAD at Bishop Sylvester Center inBelize City on November 28th were agreat help for us Belizeans who wouldlike to know more about what is goingon with oil in Belize and how it is goingto affect the Belizean people. Jim Cavanaugh’s presentation wasan eye opener, but there seems to bequite a difference in what thisexperienced oil geologist is tellingus and what both BNE and thePetroleum Department are claiming.In fact there is a lot of confusionbetween what Cavanaugh says andwhat BNE and GOB says he meansor doesn’t mean. For instance The Reporter ran anarticle on December 2nd with theheading: “What’s this about oil andQuakes? Geological Survey says itdoes happen!” In another article in the same issueof the newspaper, Belize NaturalEnergy (BNE) claims that JungleJim (Cavanaugh) “continues to beunscientific and alarmist”. I went on the internet search andtyped in “Oil production subsidence”and was surprised to find there were332,000 entries. I also typed in “oil productionearthquakes” and found anamazing 1,510,000 entries!Obviously oil production can causesubsidence and/or earthquakes. From what most of us have heardso far, Cavanaugh is obviously a verysound scientist, in fact he seems to beabout the only real scientist speakingout on behalf of Belizeans. To settle some of the confusion formyself I decided to go to the horse’smouth so to speak. The following interview withCavanaugh explains his position whileit also opens up even more questions. Roberts: Jim, how do you feel theUBAD presentation turned out? Atthe presentation there was not enoughtime for me to ask all the questions Iwanted to. Cavanaugh: The presentation wasfantastic! Not because of any sidewinning an argument, but because thistype of forum is so valuable in gettinginformation out to the Belizean people.We definitely need more of themespecially whenever a contentiousissue needs to be aired. Thesepresentations are of value to everyone,the Belizean people, political leadersand power brokers. It is about the onlyforum where the people can speakout… and speak they did. Roberts: I had a number ofquestions for Andre Cho. It is a realshame he did not shows up. What doyou think his reason was for notshowing? Cavanaugh: Naturally you willhave to ask Cho that. Personally I waspleased he didn’t show because it gaveme more time to cover the abuses andproblems of oil activities, which heapparently supports or condones. Iwant to emphatically stress that thepurpose of my work is not to createconfrontation but to avoid it. My goalis to inform and educate Belizeans inan effort to prevent the dreadfulabuses that have occurred in othercountries with new oil discoveries.Many of the activities of BNE, andespecially their seismic subcontractors,have violated our laws and abused the

rights of our landowners. Cho’s lackof experience in the oil business hasresulted in a number of very wronginterpretations which work against ourBelizean people while supporting theimproper and illegal activities offoreign oil companies. I did not wantto have to waste valuable time inarguing over such nonsense… but willwelcome the opportunity to debatethese issues at a later forum which isorganized just for that purpose. Roberts: Jim, a BNE article in TheReporter says you blame California’searthquakes on oil production. Can youexplain how that happens? Cavanaugh: My Goodness! NO.I can’t explain that because it is nottrue and I didn’t say that. I am aprofessional geologist and certainlyunderstand that the principal cause ofearthquakes are volcanic activity, faultmovements and moving earth plates.What I said was that oil production cancause subsidence which can causemini earthquakes when the rockoverlying a reservoir settles or adjusts.There is no mystery about this and thephenomena is well known, and is thepossible cause of the small shock theyfelt at Spanish Lookout. This is hardlybeing alarmist! Roberts: Your presentation showedthat reservoirs were hard rocks withpore spaces where the oil was stored,kind of like a rock sponge. One ofthe recent articles said that “Oilgenerally is found in permeablesediment that are soft and squishy,not in hard rock.” Can you explainthis disagreement? Cavanaugh: Whoever wrote thatsimply doesn’t know what he istalking about. Most of our oil wasformed from 60 to 300 million yearsago… sometimes more, and believeme, any soft and squishy sedimentsthat old have long since become hardrock. Reservoirs are formed inporous hard rocks, generallysandstones and limestones, solid rockbut never in soft squishy sediments. Roberts: Belizeans have beenasking how much oil do we have. Thenumbers given by BNE seem tochange a lot, varying between 3 andnow 11 million barrels of oil reserves.If this is all the oil we have our oilindustry has a short life. Are webeing told the right numbers? Cavanaugh: NO. There is an oldsaying in the oil patch, “You don’t gethigh production from a bucket.”Wells producing an average of 750 bbls/day are not pumping from a bucket,but instead from a rather largereservoir. I am not allowed to see thedata, but just working from experienceand what is known of the thickness andsize of the reservoir, we can expecttotal production of 100-150 millionbarrels from the Spanish Lookout Fieldalone. This is a giant field, and I amconfident that Never Delay will be ofcomparable size. When we were firstdoing petroleum recon in Belize in the1970s after the Arab embargo, theentire area from the Belize Rivernorthward was the highest priorityarea, thus we can expect morediscoveries from other contactors.

What this means is that wehave the opportunity at hand from oilrevenues to give Belizeans the higheststandard of living in Central and SouthAmerica, IF we can prevent thecorruption that is already siphoning offour benefits. Roberts: Can you explain whysuch a big difference from 11 millionto 100-150 million barrels?. Cavanaugh: One reason would becaution, although the numbers being

released are a bit too cautious. Ofcourse I will be long dead before myprojections can be proven right orwrong. But there is another reasonfor undervaluing the reserves whichhas rather evil implications. That hasto do with the 10% GOB ownershipof the oil company, BNE. GOB hasalready started talking about sellingthese shares which will deprive theBelizean people of revenues. If thereserves are set at the latest publishedfigure , the value of the stock is beingset based on 11 million barrels insteadof100-150 million. This means that thestock could be sold to political croniesat less than 10% of their true value.Actually Belizean public must preventthe stock from being sold at all, andinstead demand that the revenues bedirected straight into benefits forBelizeans. Roberts: At the UBAD forum Iasked about flaring problems. Are wewasting a valuable natural resourceand losing a lot of money? Cavanaugh: Yes, of course we arewasting the gas. BNE reports theyare producing 3200 bbls of oil per dayand flaring 250 cubic feet of gas foreach barrel of oil. What this means indollars and cents is an enormous lossof 800,000 cubic feet of gas a day orabout 300 million cubic feet a year,which is about 8,350,000 gallons ofliquid petroleum gas (LPG). At therecent price of $120 for a 100 poundcylinder we are wasting some tenmillion dollars of gas a year just withthe present production of the 5 wellsat Spanish Lookout. The SpanishLookout field, when fully developed,will produce some $50 million a yearin LPG, and it is now being burned offto contaminate our air and countryside.And worse, we are importing LPG ata drain to our already heavily in-debtedeconomy. Roberts: Measuring our oil produc-tion seems to be a controversialproblem. BNE and GOB claim they aresatisfied with the way the oil ismeasured, but you say this is notsatisfactory. Is it not the responsibilityof GOB to protect the interest of theBelizean people by insuring absoluteaccurate measuring and accountability? Cavanaugh: It appears that GOBand BNE do not want the public toknow exactly how much oil isproduced. If oil production is measuredat each well head, we simply have toadd up the total wells to know howmuch oil should be sold. This is a worldwide practice… except for Iraq andBelize. If we sell less than what ismeasured at the wellheads, some oneis either stealing the oil or the loss iscontaminating the environment as aleak somewhere. The universallyaccepted definition of royalty isproportionate payment for the oilproduced as measured at the wellhead.Obviously this does not mean afterit has changed hands and no onecan verify the measuring. Whengovernments or royalty owners areinvolved in the revenues accuratemeasuring at the point of production isalways mandatory... except in Belize.To claim they don’t have to installaccurate and verifiable meters isoutrageously arrogant and it demandsthat the landowners have to acceptwhatever GOB/BNE tells them wasproduced without any way to verify thenumbers. Roberts: There seems to be aproblem with the numbers beingreported for revenues and royalties.Dr. Canton reported at the UBADforum that 886,000 barrels of oil wereproduced in 2006, with the government

receiving $23.4 million and BNEprofits of $9.7 million. This doesn’tadd up correctly at all. Can youexplain the accounting? Cavanaugh: No. And I don’timagine that any competentaccountant can either. It looks likeBNE is deducting their capitalinvestment from oil income, butexploration and drilling costs areventure capital investment, notexpenses. If a well is dry, theinvestors lose. If it produces they havea capital gain. Because no one willsupply an accounting, the figures aremeaningless. It is a bit insulting to thinkthat a legitimate company wouldexpect Belizeans to be that stupid. Roberts: Dr. Canton reportedthat the first royalty payment wasfinally paid to Spanish Lookout, aftermore than two and a half years ofproduction. Is it going to take Belizeanlandowners that long to get theirmoney…and why? Cavanaugh: Yes, it is reallydreadful that it took over two years tomake the first royalty payment. Thefinancial system is straight forward: theoil produced is sold to the refinery whopromptly pays for the oil received. Myexperience has been when there is adivided interest, like we have in Belizewith the producer (BNE), government(GOB) and landowners receiving ashare of the production, the buyer ofthe oil pays all the interest holdersdirect to make sure all interests arepaid. With an international sale,perhaps that responsibility would fallon the Oil Contractor (BNE). Thebuyer pays on the 15th of the monthfollowing the purchase, so BNE and/or GOB have had the money from oilsales in hand since the first deliveriesover two years ago. However, theDepartment of Petroleum is totallyconfused about how to distribute thepayments, or even how they should becomputed, and unless and until thisgets straightened out, landowners willnot know if what they are paid iscorrect. The seeds of our infant oil industryhave been planted in poor soil. Insteadof good water and proper fertilizer, theseeds are struggling with a flood ofignorance and an oversupply ofcorruption. It will survive but willBelizeans ever see the benefits? Thatworries me.

use a Belize Bank ATM card,belonging to Teodulo Ho, topurchase 2 bottles Campari liquor and2 Red Bull energy drinks at aChinese Store on the WesternHighway in Santa Elena while thesecond accused Simon Bateman,21, Belizean labourer of a BuenaVista Street address in San Ignacio,waited outside the store. The incident was captured bythe store’s surveillance system therebyprompting an investigation. Requena reportedly led police toan area near the Santa Elenaapproach to the Hawksworth Bridgeon the bank of the Macal riverwhere a brown leather wallet, as wellas a social card and a voter’sidentification card, both in the nameof Teodulo Ho, were recovered. A quick check of police recordsrevealed no report lodged byHo. However when the policefound Ho, an employee of theMinistry of Natural Resources, heinformed that during the night ofSaturday, November 24, he wasattacked by two male persons as hewas walking on the Western Highwayin Santa Elena Town. The attackers said Ho, madeoff with his brown leather walletcontaining his social security card, hisvoters’ identification card, and hisBelize Bank ATM card.
