For an year, concerning the “Building Human Rights Education and Youth Participation with young people”(BYPHERE) project, many youth politics proposals have been discussed, and through the performance of non-formal education dynamics, fundamental issues have been debated concerning the main theme of the project - Human Rights.

The climax of the project was between 27th transnational seminar in Évora, Portugal. In this event 34 young participants from Portugal, Italy and Poland from the Promoter Associations have attended the meeting.

In the final stage of the project, Clube Vólei de Évora/ Évora Jovem wishes to thank all its partner Associations, participants, guest speakers and to the several local entities for their support in the different commu-nities.

With the BYPHERE project, it was possible to debate and analyze relevant issues of our society from a young and multicultural point of view, motivating the young European people to be active and productive citizens.

“Building Human Rights Education and Youth Participation with young people” is a youth democracy project with a lasting period of 364 days that involves youth associations and organizations from Portugal, Italy and Poland. The main theme of the project concerns Human Rights Education and Youth Participation and ways to relate and build it with young people in each community. Our main objectives are: Enable young people to participate in public policy decisions, becoming aware of the importance of youth participation in different fields of decision regarding a local level; connect the importance and relation between the Human Rights Education and Youth Participation and develop creativity and ability of young people by creating activities, dynamics and actions for Youth Participation and Human Rights Education. Each organization will build group debates, reflection and action in their community using as reference tools in non-formal education. Trough the project we will develop competences and skills in young people in order to empower them for the future of Europe and the world, but also in their local policy and community. In the final part of the project, young people and the promoters will meet together and in Évora to share, disseminate and build a future for the good practices and learnings created in each community.

Chapter 2

Main objectives of the ProjectThe project emerges from the need to increase the acquisition of competences regarding young people in the different involved communities in the field of youth participation and education for the Human Rights. The use of the non-formal education and different but complementary methods from the existent formal systems has proved to be critical when the preparation and share of ideas for the making of this project occurred. The involved communities in the project and specifically, the young people which we plan to involve and empower are an important mean to encourage and motivate future generations to be active and constructive citizens.

The main objectives of our project are: Empower young people to participate in political decisions; build methods of intervention and participation in different local communities with best practice sharing among partners; link education for Human Rights with the importance of participating locally with actions; develop critical, entrepreneur and interventionist spirit in the youngsters; create a follow-up of the activities and reflections created in the project to other target audiences.

We believe that this context and objectives proposed by the project will meet the priorities of the Youth in Action Programme namely: in the activities’ stimulation of active participation in the European Year of Citizens; encourage creativity and entrepreneurship, enabling young people to active participation in society; focus on topics such as unemployment, immigration, social inclusion and others related to Human Rights with the prospect of local action, global thinking; Foster active citizenship and deconstruct what is today being a European citizen.

CVE / EVORAJOVEMCOORDINATOR ASSOCIATION

Clube de Vólei de Évora/Academia Évorajovem is a non-profit youth association founded in 2005 enrolled in the National Registry of Youth Associations stablished in the city of Évora, in the context of regional intervention. Currently our association develops regular activities in the areas of volunteering and non-formal education, nature and sports, social inclusion and youth participation and education for human rights. Our target audience is young people aged 15 to 30 years in our community. We also have specific initiatives such as organizing International Work Camps, Summer Camps with young people with fewer opportunities, organization of the Youth Month, training regarding youth associations, dynamics and actions related to youth participation and education for Human Rights. We have developed and coordinated two projects under the Youth in Action Program, one of each was the transnational initiative named “See you Later!" where we promoted European Voluntary Service in different communities with the experience of previous and current European volunteers , and we have performed in your final stage a seminar with participants from different countries.

We also have regular activity at the Municipal Youth Council and we are affiliated to the National Federation of Youth Associations where we regularly participate in building national youth policies. We also held in partnership with the Center for Students of International Relations of the University of Évora, several education workshops for Human Rights in order to train and develop skills in the context of human rights and youth participation.

national youth policies. We also held in partnership with the Center for Students of

100% Aventura - Associação de Desporto e Natureza

100% Aventura is a registered youth association in NRYA (National Registry for Youth Associations) which main objectives are: Promotion of Nature Sports, healthy lifestyles and responsible behaviors, the environment and sustainability. The association promotes various activities for young people of the Alentejo region, including young people with fewer opportunities by offering iactivities related to Nature Sports, such as Canoeing, Paintball or Climbing. The main objectives are to raise awareness of young people of the region on issues relating to the environment and sustainability.

The association actively participates in local activities as well as building youth policy to our location of intervention. Our target audience is characterized by young people aged 15 to 30 years of our region of Évora.

100% Aventura has a license from the Portuguese Youth Institute to organize Holiday Camps that occur in school vacations and also organizes International Work Camps, on a volunteer basis, to accommodate several foreign youngsters that develop in our community volunteer work.

PRISM - Promozione Internazionale Sicilia - Mondo

The not for profit association "PRISM - International Promotion Sicily-World" was born in the heart of the Mediterranean from the initiative of professionals working in the field of cooperation and intercultural dialogue at European and international level. PRISM aims at creating development opportunities of the territories in which it operates, in a perspective of international promotion of them, in terms of economic, cultural and social growth. PRISM acts as a qualified development agent, able to intercept and to thrive in the area, the support and development policies promoted by transnational bodies, in particular by the European Commission (eg through structural funds and programs managed centrally by the different DGs of the EU Commission) but also from national, regional and other international bodies. In this framework PRISM acts both directly and in cooperation with public and private organizations wishing to use these tools and it encourages the dissemination of good practices and transfer of know-how.

PRISM promotes cultural, social and entrepreneurial excellences and professional compe-tences, providing them a valuable edge for their expression at European and international level.

CallystoArts was established in 2005 as acting company during the period known as "Maggio dei Monumenti" in which members of the organization (actors, directors, musicians, writers etc.) set up a play named "O' Principe”. Since that time the organization has changed, people and activities have changed as well as priorities and goals: nowadays the main aim is to inspire a sense of active participation throughout educational activities, arts and culture.

EYPPOLAND

The EYP Poland is part of the European Youth Parliament - an independent and non-partisan organisation founded in 1987. Today, the EYP is one of the largest platforms for intercultural encounters, political educational work and the exchange of ideas among young people. The mission of the EYP is to support their development into politically aware and responsible citizens.

FUNDACJA SEMPRE A FRENTE

Sempre a Frente Foundation was established in 2010 in Lublin in order to support the participation of young people in social life and to promote active citizenship. The most important goals of Sempre a Frente Foundation are: leading educational and cultural activities in order to empower social and personal development, especially children and youth and also learning and promoting active participation in social life. Another important goal is promoting and supporting voluntary work amongst youth. Those goals are implemented by organizing meeting, seminars and conferences which are to promote the idea of non-formal education.

Foundation team is very experienced – whole members are engaged in work with youth and encourage young people in working on local and international projects for couple of years. Members of Sempre a Frente Foundation were working or have been working still in other organizations in Lublin Region, where they are responsible for coordination “Youth in action” projects. Thanks to this work they have got experience and knowledge in frame of youth work.

Elisa Fernandes

I was invited by a friend to the project and I accepted the challenge, I was present in the non-formal dynamics regarding Human Rights, firstly among young Portuguese and then with young Polish and Italians. I would like to be part of projects in this area. I found it interesting that within a fairly young age group, opinions and ways of seeing the rights of individuals in society differ substantially. We are strongly conditioned by education we have received and the culture in which we are inserted, it is impossible to respect 100% of the Universal Declaration of Human Rights, to honor the rights that we support more; we often violate unknowingly the rights of others.

Pedro Bilou

I decided to participate in this project because I wanted to learn more about Human Rights. We developed several activities that challenged us and put us in delicate positions, and that made me more aware when it comes to these matters. Without Human Rights we are merely

prehistoric humans, respect the evolution.

Andreia Coelho

This project was rather interesting, because it has allowed me to contact with people from different cultures and different realities. The contact with different realities allows us to understand the different perspectives of each individual of this specific subject, as well as the specificities of each culture, so this project allowed me to extend horizons, meet new people and new realities. The activities allowed us to "observe" the realities regarding Human Rights, where we have realized that these are constantly violated in favor of certain cultural values implicit in certain countries, productivity issues where children are essential in working for profit.

Miguel Bilou

This project was remarkable and made the difference, mainly due to the good relations stablished between all the participants. It was quite interesting to meet young people from different countries and to share life experiences, mainly about the Human Right’s theme It has allowed everyone to meet the different realities of each countries, its unsolved problems, and that we can to positive actions in our communities, in order to make a difference. I would be really interesting to participate in a similar project such as this, because Human Rights are often forgotten and devalued, and projects such are a great tool in order to disseminate and

instill awareness into people, especially young people.

Bruno Curado

In fact all matters related to the thematic of Human Rights it’s a personal interest to me and no doubt that this project has attracted my interest, and I think it was a well planned and executed project. I think that the idea of creating a discussion session with young people is a very positive idea, because nowadays it’s true that there is a lack of interest regarding the youth concerning these themes that play a fundamental role in our society. On a personal level, I can say that I already had general knowledge about this issue, but the idea of hearing and debating other opinions is quite interesting and the sessions that I witnessed I could see that the young people who participated have differing and well-structured opinions. Regarding the methods of introduction to the various approached topics, one can say that they were well thought out and implemented, and gave a very interesting dynamic to all sessions. Human rights must be respected and addressed regularly on a daily basis, because without doubt if the universal declaration didn’t exist, our society would be chaos. Man is a social being and as such, he should respect the space and the rights of all the people around him, and it’s regrettable that certain countries don’t respect these rights.

I learned many concepts within this theme, equality, certain Rights, among other things, and I would like to keep involved in this project and others similar, because we are always learning.

This project was an opportunity! I saw young people from different countries and from different cultures, getting together and discussing matters of European Union, Democracy and Human Rights. BYPHERE allowed us to share perspectives about the problems that affect the youths, and visions to build a better future, it was a great Youth in Action initiative.

Giada Saguto

This project gave us a perfect way for young people to get more knowledge about human rights in the EU, we went deeper in problems of our continent and we get more

acquainted with other cultures.

Chanel Guarneri

I am Chanel Guarneri, I am 26 years old and I am Italian, I participated to the project “Building Youth Participation and Human Rights” under the Youth in Action Programme (Youth Democracy Project 1.3) held in Évora from the 28th June 2014 until 01st July 2014. This youth democracy project involved youth organizations from Portugal, Italy and Poland. The main topic of the project concerned Human Rights Education and Youth Participation in each European Community. The motivation that inspired me to participate in this project was the fact that it enables young people to participate actively in public policy decisions, becoming aware of the importance of youth participation in different fields of decision regarding European level, especially with regard to Human Rights. The young people have the opportunity to acquire competences through non-formal learning as well as to the promotion of young people's active participation in society thanks to the mobility within Europe, that allows to foster social cohesion, solidarity and promote tolerance among young people, in order to involve them in shaping the Union’s future.

Jeanne d’Arc Sagna

The project has informative and useful for young people all over the Europe, because it gives a great chance to be involved in the implementation of democracy in the EU and to become an active citizens; thanks to this project we have learned many things about human rights

democracy, European Union, European citizens’ initiative and other very useful discussions.

Paolo Occhino

The project made us aware of human rights in the European Union and the rights, enabling young people from different countries to act as active and engaged citizens.

Vincenzo Coppola

Thanks to the direct experience with human rights education, the project gave us the opportunityto interact directly with young people from different EU cultures and to cooperate each other. This intense experience fostered intercultural dialogue and a deeper understanding of some of the world’s most complex and debated issues related to human rights.

The project has provided a forum for young people and organizations to share information and ideason human rights education. Benefits of the project included:

- Quality information about human rights- Good opportunity to get feedback and suggestions from others.

- Very good networking opportunity, especially during informal sessions

And what better time to deepen them from a point of view that it was not the university? In fact I think that university, besides giving you a good education, doesn’t allow you to have regard to what you are studying. This is because of shod rhythms in which everyone is subjected to. So to really apply what we study is necessary to get out

of that context and this project was a great opportunity.

Bogdan Hanganu

“Human rights” is a huge topic that is still not clear. That’s why; the activities of the project were trying to divide the topic in smaller chapters. Also, the activities were mostly connected with the local community, as there is actually the place where we can easily see the human rights or if the human are left behind for various interests. The project was moreover an alarm signal, as after the debates we have realized that out there are more problems than we could imagine. For sure inside and outside our association other similar initiatives will take place for raising awareness, especially among youth.

Moreover I thought that the discussed topic was very interesting, as we deal with women rights in our theatre plays. So I took part to it

I participated to activities that I had never done and above all I met a lot of interesting people. Personally I had the possibility to compare myself with others, with different ideas. And this allowed me to increase my personal baggage and my knowledge of human rights.

Roberto Masullo

This project could be seen as a necessary initiative and above all as a beginning towards a change, at least in Europe. We are still trying to go around some delicate social issues instead of just facing them.

During those few days in Evora we have been discussing about common problems. Workshops, debates and lots of discussion created friendly atmosphere.

I think that project was well-organized and i spent nice time with best people. Everything went great and without any troubles.

Summing up, I would like to thank organizers for their hard work. This project thought me a lot about human rights and tolerant. I enjoyed it so much, and it definitely was

the best time of summer 2014.

The BYPHERE Project was based on a wide range of activities, however, the most remarkable were the debates during the Seminar day and Seminar itself. We were able to listen to different speakers, whose presentation revolved around the topic of Human Rights. Different issues were mention, nonetheless, what interested me the most was the fact that we were able to compare views from all around Europe and add our comments to the discussion taking into account our own experience and perspective. Human Rights and Youth Politics are two very relevant as well as common topics. Despite global efforts to reach an equal respect of Human Rights in all countries, it is clear that a lot has been already done, however, achieving the initial assumption is still a long way off. Saying that both of this topics have a lot of similarities, I wanted to underline that participation of young people within NGO’s dealing with political issues, can bring a lot of new ideas to solve, inter alia, this problem. As many of our parents say, “future lies in our hands”. Please note that from people like us depends the direction in which the world will evolve. Thus, the key is to succeed in each of the unsolved issues by mutual cooperation.

As a person interested in human rights and youth topic I found the project a promising opportunity to broaden my horizons and to get to know better the issue mentioned above. I’ve always enjoyed taking part in actions where people from different countries take part, as I consider this kind of chances as the great opportunity to meet new people and exchange

I Personally believe that Human Rights and Youth Politics are two things that our world wouldn't be the same without. Although we are different from adults, we (the youth) also have great ideas and motivation to change the world. I think it is wonderful that we live in times that things like Youth Politics are taken into serious consideration. Human Rights, however, for me are the base of a healthy society. If we didn't have them, the world would be chaotic and life rather unpleasant. I am extremely happy that this project helped me experience both of these mentioned things a little more.

Zuzanna Gwadera

The project was an absolute success! People turned out to be friendly and enthusiastic about the subjects of our concern.In my opinion, Human Rights and Youth Politics are inextricably interlinked. Why? Well, in the common struggle for a better world it's important to educate the youth. It's us who will someday join the governments of our countries, NGOs et cetera. In fact, whatever way we'll decide to take, Human Rights are involved in it. We should be aware of their existence, respect them, know how to use them, recognize their violations and react immediately. That's why we need education and public debate. Needless to say, a better and safer world comes from cooperation.

I am delighted to stay in Portugal. I was positively surprised Evora, is a beautiful city where there are many interesting places. In this project I met many nice people and full of energy. It's a beautiful city and the festival gave a lot of memories, but even more memories gave the group meetings, games and activities. I’ve missed the atmosphere of the city because I felt like home.

PREAMBLE

Whereas recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world,

Whereas disregard and contempt for human rights have resulted in barbarous acts which have outraged the conscience of mankind, and the advent of a world in which human beings shall enjoy freedom of speech and belief and freedom from fear and want has been proclaimed as the highest aspiration of the common people,

Whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law,

Whereas it is essential to promote the development of friendly relations between nations,

Whereas the peoples of the United Nations have in the Charter reaffirmed their faith in fundamental human rights, in the dignity and worth of the human person and in the equal rights of men and women and have determined to promote social progress and better standards of life in larger freedom,

Whereas Member States have pledged themselves to achieve, in cooperation with the United Nations, the promotion of universal respect for and observance of human rights and fundamental freedoms,

Article IAll human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.

Article 2Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. Article 15 1. Everyone has the right to a nationality. 2. No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality.

Article 16 1. Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and to found a family. They are entitled to equal rights as to marriage, during marriage and at its dissolution. 2. Marriage shall be entered into only with the free and full consent of the intending spouses. 3. The family is the natural and fundamental group unit of society and is entitled to protection by society and the State.

Article 17 1. Everyone has the right to own property alone as well as in association with others. 2. No one shall be arbitrarily deprived of his property.

Article 18 Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Article 19 Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 20 1. Everyone has the right to freedom of peaceful assembly and association. 2. No one may be compelled to belong to an association.

Article 21 1. Everyone has the right to take part in the government of his country, directly or through freely chosen representatives. 2. Everyone has the right to equal access to public service in his country. 3. The will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.

Article 22 Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.

Article 23 1. Everyone has the right to work, to free choice of employment, to just and favourable conditions of work and to protection against unemployment. 2. Everyone, without any discrimination, has the right to equal pay for equal work. 3. Everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity, and supplemented, if necessary, by other means of social protection. 4. Everyone has the right to form and to join trade unions for the protection of his interests.

Article 24 Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.

Article 25 1. Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control. 2. Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.

Article 26 1. Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit. 2. Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace. 3. Parents have a prior right to choose the kind of education that shall be given to their children.

Article 27 1. Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits. 2. Everyone has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author.

Article 28 Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.

Article 29 1. Everyone has duties to the community in which alone the free and full development of his personality is possible. 2. In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society. 3. These rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations.

Article 30 Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.
