At their meeting held on June 21, 2018 the Board gave second reading to Bylaws 830-19 and 900-

24 and delegated a public hearing to be held by Director Larry Morgan or Alternate Director Bob

Misseghers. A public hearing was held on August 1st, 2018 at the Scotch Creek Fire Hall with 28

members of the public in attendance. Notes of the public hearing and public submissions received

until the close of the public hearing are attached as (Public_hearing_notes_2018-08-01_BL830-

19_BL900-24.pdf and Public_submissions_BL830-19_BL900-24.pdf). It is now appropriate for the

Board to consider the proposed bylaw amendments for third reading and adoption.

POLICY:

Please see attached staff report "2018-03-29_Board_DS_BL900-24_BL830-19_CSRD.pdf".

FINANCIAL:

The CSRD purchased the subject properties for the purpose of developing a community boat

launch and waterfront park to serve the Celista area. As the upland area is to be developed as a

park, the OCP amendment is being done as a housekeeping item for consistency within the plan

area. If the amending lakes zoning bylaw is not approved by the Board then CSRD Parks would not

be able to move forward with their plans to construct the boat launch in this location. The property

would either need to be sold or used for a different purpose.

KEY ISSUES/CONCEPTS:

Please see staff report "2018-03-29_Board_DS_BL900-24_BL830-19_CSRD.pdf" attached.

A public hearing was held on August 1st, 2018 at the Scotch Creek Fire Hall in Scotch Creek with 28

members of the public in attendance. Prior to the close of the public hearing, 6 written submissions

were received: 1 in favour, 5 opposed. See "Public_submissions_BL830-19_BL900-24.pdf" and

"Public_hearing_notes_BL830-19_BL900-24.pdf" attached.

A number of concerns were expressed at the public hearing by those in attendance. These included

concerns around parking on Bristow and Squilax Anglemont Roads when the boat launch parking

area is full, erosion of Bristow Road due to trucks and trailers turning into the boat launch, buoys

associated with neighbouring properties and how these would impact on the park development,

concerns about water quality deterioration due to increased numbers of boats on the lake, and

questions around the potential for an increase in milfoil in the area due to the size and location of

the dock. There were also questions regarding the park design. Staff indicated that they would

look into those concerns that are within the purview of the CSRD, or where they were related to

roads relay those concerns to the Ministry of Transportation and Infrastructure.

With regard to buoys owned by neighbouring property owners, Parks staff have noted that if there

are any buoys located within the foreshore tenure area these will need to be relocated so that they

do not pose a conflict with users of the boat launch. Once the tenure area is established Parks staff

will follow up with owners if necessary.

Hamish Kassa, CSRD Environmental Services Coordinator was consulted regarding the potential

for increased milfoil due to the proposed new dock. He advised that although any disturbance of

the substrate can increase habitat for the growth of milfoil the experience at Windsor Road in Mara

Lake, and Markwart Road boat launch in Shuswap Lake has not led to a proliferation of milfoil in

those areas. He noted that for the most part, milfoil has already populated itself within the lake at

its most desirable habitat so although the spread of milfoil from a dock is possible it is somewhat

unlikely. Parks staff also noted that there will be educational signage placed at the boat launch

regarding milfoil.

Staff have conveyed the concerns around roads to the Ministry of Transportation and

Infrastructure for their information.

Suggestions were made by a few attendees regarding improvements to the park design. Parks staff

have advised that many factors have gone into designing the park, including sensitivity to the

properties immediately adjacent to the boat launch. They do not intend to make any changes to

the design.

A number of written submissions expressed concerns around a new boat launch leading to an

increase in boat traffic on Shuswap Lake and the potential for increasing numbers of boaters

leading to impacts on lake water quality. Staff recognize that an additional boat launch would help

to ease pressure on the two existing boat launches located in the North Shuswap, but are not

aware of any evidence suggesting that an additional boat launch would result in increased boat

traffic.

Finally, concerns were expressed that park development, including clearing of trees on the subject

properties had proceeded prior to adoption of the proposed bylaw amendments. Staff note that

there is no zoning bylaw regulating the use of the upland parcel. The OCP amendment is being

done as an administrative item to ensure consistency with other properties used as CSRD parks

and boat launches. An environmental consultant was hired by the CSRD to provide an

environmental assessment of the proposed works and to monitor the work being done. As there

is no zoning bylaw in effect, work on the upland parcels does not need to wait until the bylaws are

adopted. However, construction of the boat launch and fixed dock on the foreshore are not

permitted uses in the current FR1 Zone and cannot be done until such time as the Lakes Zoning

Amendment (CSRD) Bylaw No 900-24 is adopted. The only work completed to date has been on

the upland parcels. No work on the foreshore has been done.

SUMMARY

Issues raised at the public hearing have been explained above or forwarded to the Ministry of

Transportation and Infrastructure for their information. At this time Development Services staff is

recommending that BL830-19 and BL900-24 be given third reading and adoption.

IMPLEMENTATION:

If the Board approves the staff recommendation the two proposed bylaw amendments would be

given third reading and adopted, officially changing the OCP designation from SSA – Secondary

Settlement Area to PK – Parks and Protected Areas and rezoning the foreshore adjacent to the

properties from FR1 – Foreshore Residential to FP – Foreshore Park. These changes would allow

construction of the park improvements on the foreshore to move forward as proposed.

Hello Christine, 

Thank you for your referral regarding 1946 Bristow Street, Celista, PID 007407742, L 1 SEC 9 TP 23 R 10 W OF THE 6TH MERIDIAN KAMLOOPS DIVISION YALE DISTRICT PL 34277 and the foreshore area between the property and the lake. Plans are to create a waterfront park and community boat launch on the property and foreshore. 

According to Provincial records there are no known archaeological sites recorded on the subject property. However, archaeological potential modeling for the area indicates there is the possibility for unknown/unrecorded archaeological sites to exist on the property.  

Archaeological sites (both recorded and unrecorded, disturbed and intact) are protected under the Heritage Conservation Act and must not be altered or damaged without a permit from the Archaeology Branch. 

Prior to any land alterations (e.g., addition to home, property redevelopment, extensive landscaping, service installation), an Eligible Consulting Archaeologist should be contacted to review the proposed activities and, where warranted, conduct a walk over and/or detailed study of the property to determine whether the work may impact protected archaeological materials.   

An Eligible Consulting Archaeologist is one who is able to hold a Provincial heritage permit that allows them to conduct archaeological studies. Ask an archaeologist if he or she can hold a permit, and contact the Archaeology Branch (250‐953‐3334) to verify an archaeologist’s eligibility. Consulting archaeologists can be contacted through the BC Association of Professional Archaeologists (www.bcapa.ca) or through local directories. 

If the archaeologist determines that development activities will not impact any archaeological deposits, then a permit is not required..  

In the absence of a confirmed archaeological site, the Archaeology Branch cannot require the proponent to conduct an archaeological study or obtain a permit prior to development. In this instance it is a risk management decision for the proponent.  

If any land‐altering development is planned and proponents choose not to contact an archaeologist prior to development, owners and operators should be notified that if an archaeological site is encountered during development, activities must be halted and the Archaeology Branch contacted at 250‐953‐3334 for direction. If an archaeological site is encountered during development and the appropriate permits are not in place, proponents will be

Notes of the Public Hearing held on Wednesday August 1st, 2018 at 6:30 p.m. at the ScotchCreek/Lee Creek Community Hall/Fire Hall, 3852 Squilax-Anglemont Road, Scotch CreekBC regarding proposed Bylaw No. 830-19, and Bylaw No. 900-24.

Chair Morgan called the Public Hearing to order at 6:34 pm. Following introductions, theChair advised that all persons who believe that their interest in property may be affectedshall be given the opportunity to be heard or to present written submissions pertaining tothe proposed Electoral Area F Official Community Plan Amendment (CSRD) Bylaw No.830-19, and Lakes Zoning Amendment (CSRD) Bylaw No. 900-24.

The Development Services Assistant (DSA) explained the requirements of Section 464 ofthe Local Government Act and noted that the Public Hearing Notes will be submitted to theBoard for consideration at its September 20, 2018 meeting. The DSA explained thenotification requirements set out in the Local Government Act and noted the Public Hearingad was placed in the Shuswap Market News on July 20 and July 27, 2018.

The DSA provided details of the proposed park development and reviewed the purpose ofthe bylaws. The DSA also informed the attendees of the environmental, geotechnical,archaeological and hazardous materials abatement reports that have been completed bythe applicant with regard to the project. She outlined the referral responses received fromagencies and First Nations. She explained that the Little Shuswap Lake Indian Band (LSLIB)had requested an archaeological Preliminary Field Review of the subject properties, andthat this work had been completed in April 2018. She further explained that throughconsultation with the Archaeology Branch of the MFLNRORD it was determined that nofurther studies would be undertaken at this time but that a Chance Find Procedure wouldbe put in place and communicated to all contractors working on the site. She explained thatthis procedure requires that if any heritage sites are discovered during work on the propertywork must stop immediately and the Archaeology Branch contacted for further directions.

The Chair opened the floor for comments.

Wayne Woods, 5421 Squilax-Anglemont Road, asked who makes the decisions regardingapplications such as this.

The Chair explained that decisions on rezoning applications are made by the RegionalBoard.

Wayne Woods asked for clarification on who exactly is on the Board.

The Chair explained that the Board is comprised of 1 1 elected representatives includingone from each electoral area plus representatives from each of the member municipalitiesand that the six electoral area directors approve land use applications.

Wayne Woods commented that the Chair is the only person on the Board representingthe North Shuswap.

Bev Grant, 5348 Squilax Anglemont Rd, advised that she lives one property away fromthe boat launch to the west. She has concerns regarding the proposed 168 foot dock asshe feels that it would take a beating during storms. She is also concerned about her buoy.She noted that the site plan indicates that there is a 50 m setback for all buoys from theboat launch and she is concerned that her buoy may not be far enough away. She alsoadvised that she has concerns about milfoil. The area does not currently have any milfoilbut she thinks that the presence of the dock could cause milfoil to grow. She also hasconcerns about the ability of the harvester to work in the area due to the dock. She furtheradvised that she is concerned about the construction noise currently occurring at earlyhours due to contractors starting work very early, and about future noise that may occurby users of the park.

The Team Leader, Community Services explained that the park hours would be from 7-10 pm and the Chair explained that the CSRD now has a noise bylaw and that it is intendedto deal with this type of noise. He also advised that he would talk to Hamish Kassa,Environmental Services Coordinator regarding the milfoil questions, and noted that therewould be educational signage at the boat launch regarding milfoil and invasive mussels.

Discussion ensued around buoy setbacks including the 50 m setback noted on the siteplan and whether existing buoys would need to be moved. The Team Leader noted thatthe foreshore tenure area would need to be free of private mooring buoys. He further notedthat there is no intention to move any buoys and that he could send written confirmationby email.

Wayne Woods, 5421 Squilax-Anglemont Road, asked why the dock needs to be so large.

The Team Leader explained that most of the dock length is on the beach as there is along walkway but that the dock platform actually doesn't go far into the water when it islow. He also explained that dock plans are not finalized yet and that they are working withNavigation Canada as they must be compliant with federal regulations.

Patricia White, 2639 Squilax Anglemont Road, read her letter which was previouslysubmitted by email. The letter outlined her concerns with the proposal in regard tomaintaining lake water quality. She also advised that she has concerns with regard todevelopment on unceded Secwepemc lands and waters. (Please see letter included inPublic Submissions.)

Stewart Pengally, 1947 Bristow Road, asked whether Bristow Road will be paved. Henoted that the road is beside his driveway and he is concerned about erosion of the roaddue to trucks and trailers turning off of it.

The Chair stated that Bristow Road is a Ministry of Transportation and infrastructure(MoTI) owned right of way so paving is up to the Ministry.

The Team Leader advised that no comments regarding paving had been received fromMoTI to date and that he would pass these concerns on to the Ministry.

Jeri Meyers, 5328 Squilax Anglemont Road, have owned the Sunnyside Supermarketadjacent to Bristow Road since 2006 and that they live in Salmon Arm in order to be closerto the hospital due to health issues. She advised that they have ridden out economicchanges in the area over the years have employed 7 people. She knows that there arelots of seasonal people in the area and that they help to support the store. She is in favourof the boat launch and park moving ahead as there are a small number of existing boatlaunches for the public to use and they are busy. She has is aware that the launch hasthe potential for bringing some negative issues to the neighbourhood but realizes that theRCMP could be called if necessary. She concluded by stating she feels that there is roomfor all to be accommodated.

Ed Dunfield, 6256 Line 17 Road, lives across the road from the Magna Bay boat launch.He is in support of the boat launch as it could relieve congestion at the Magna Bay boatlaunch. However he thinks that the design as proposed is not efficient and could beimproved. He asked whether the Magna Bay boat launch would be closed when the newopens and noted that he doesn't think it should be removed.

Allana Gillespie, 5396 Squilax Anglemont Road, advised she was in attendance on behalfof her parents. She asked if the gate would be locked at night and who would monitor thepark. She also asked if there would be any mooring buoys in the park and whether boatswould be permitted to moor at the dock overnight.

The Team Leader advised that there will be a security gate but it would be for seasonaluse only. The gate would not be closed at night during the summer. He further advisedthat there would not be security on site at all times due to cost but that there would besecurity patrols occurring 3 times per night. With regard to moorage he advised that theonly buoys will be demarcation buoys; there will be no mooring buoys and moorage willnot be permitted on the dock. Security would report anyone attempting overnight moorage.

Stewart Pengally, 1947 Bristow Road, asked whether there would be "no parking" signsposted on Bristow and Squilax Anglemont Roads.

The Team Leader advised that the CSRD does not have jurisdiction over roadways andthat it is an MoTI issue. He further advised that the CSRD can ask them to post signs.

Ed Dunfield, 6256 Line 17 Road, suggested that the CSRD could ask the School Districtfor permission to use the North Shuswap Elementary School parking lot for overflowparking as it is not used during the summer months.

The Chair responded that the CSRD could explore this option with the School District.

Allana Gillespie, 5396 Squilax Anglemont Road, asked whether Bristow Road would bewidened. She feels that the road is not wide enough for vehicles to pass each other.

The DSA advised that the right of way is much wider than the existing road.

The Team Leader stated that MoTI did not express any concerns about road width in theirreferral comments.

Jeff Boulter, 5138 Disdero Road, noted that there can be no buoys within 50 m of the boatlaunch. He asked how close the dock and boat launch would be to the property lines. Healso asked about the width of the subject properties and whether setbacks had beenconsidered in the design.

The Team Leader stated that the property width and setback requirements were takeninto consideration during the design process.

Jeff Boulter, 5138 Disdero Road, asked whether this was the first opportunity for the publicto provide input into this process.

The Team Leader advised that letters had been sent out on March 12th, 2018 to allproperty owners within 100 m of the subject properties letting them know about the project.He further advised that the CSRD Parks Advisory Committee had been in discussionsabout developing a boat launch in Celista since 2016.

Jeff Boulter, 5138 Disdero Road, asked why there is no sign posted on the propertyadvising of the application.

The DSA advised that where an application is made by the CSRD a sign is not requireddue to an exemption allowed through the Procedures Bylaw.

At this point several members of the public made noises indicating disapproval.

Jeff Boulter, 5138 Disdero Road, asked the purchase price of the property and how theprice had been determined.

The Chair replied that the property had been purchased for $1.125 million and that twothirds of the cost had been funded through the parkland acquisition fund with the balancebeing paid over 5 years through a short term loan through the regional district.

The Team Leader advised that an independent appraiser had been used and that theproperty had been purchased for less than the appraised value. He provided dollaramounts for various development costs associated with the park development includingthe launch, lot preparation, demolition, environmental reports etc.

Jeff Boulter, 5138 Disdero Road, asked whether any fisheries problems had beenidentified in the environmental report.

The Team Leader stated that the recommendations contained in the report include siltfencing, and a requirement for a 1:1 ratio of rehabilitation required where areas aredisturbed. This means that where areas must be disturbed the CSRD will if necessaryneed to provide equal compensation in the form of vegetation which may need to beplanted in another area on the lake ie: in another park. He noted that they would try tokeep as many trees as possible.

Jeff Boulter, 5138 Disdero Road, asked about the Cottonwood trees on the site.

The Team Leader advised that they would need to do a danger tree assessment on theCottonwoods to see if they need to be removed.

Jeff Boulter, 5138 Disdero Road, asked whether permits were ever turned down for CSRDprojects.

The Team Leader advised that the CSRD has obtained the required authorizations to dothe work proposed for this project and that he could not speak for others.

Kathy Dunfield, 6256 Line 17 Road, lives across the road from the Magna Bay boat launch.She has concerns about the boat launch and parking design. She suggested that thedesign be flipped so that parking is adjacent to Bristow Road with the ramp on the otherside of the property so that boats and trailers have a softer comer for turning.

Nick Derksen, 5342 Squilax Anglemont Road, lives immediately to the east of the subjectproperties. He is in support of the design as is because it suits their family well. There isa good vegetative buffer in place and he is happy about that. He advised that he has beenwell informed by CSRD staff through the planning process and that he appreciates this.He noted that they also have buoys and he is not sure how the 50 m buffer around thepark will work.

John Barton, 5438 Squilax Anglemont Road, has concerns about maintenance andsecurity of the boat launch and wondered how many times per day/night the site would bemonitored. He also asked whether there would be a phone number posted at the propertyidentifying who to call if there is an issue. He stated that you can call the RCMP but theymay not be able to respond quickly.

The Team Leader advised that Shuswap Parks Patrol is the contractor who would bemonitoring the park, that they would stop by three times per evening and that they arequite responsive if there is an issue. He further advised that the phone number will beposted at the park and that Jeff Bruce is the contractor who takes care of Area F Parksmaintenance.

Nadine Rottluff, 5435 SquilaxAnglemont Road, stated that she is not opposed to the parkitself but she doesn't like how it has proceeded in terms of public process. She asked whya public hearing was being held after trees had already been cleared from the property.She questioned why a referendum was not held prior to purchase of the properties. Shenoted that referendums regarding parks had been held in the past but had not been donethis time. She feels there should have been a referendum because part of the money forthe park is from taxes.

The Chair explained that this issue has come up before. That in this case the privateproperty came up for sale and the CSRD looked at how they could purchase it. He notedthat two thirds of the cost was available from the parks acquisition fund and there werealso come Gas Tax funds available to help cover the cost and the rest was borrowed sovery little of the money came from direct taxation. In order to secure the purchase theycould not go through a lengthy referendum process. They had to make a move or lose out

on the property. He noted that there was some local input from the Parks AdvisoryCommittee and that this is a very unique property.

Nadine Rottluff, 5435 Squilax Anglemont Road, stated she feels that the CSRD overpaidand she is very upset about it.

Patricia White, 2639 Squilax Anglemont Road, stated that she would like to support thecomments regarding the process because she feels that there was not enough publicnotice about the project. She stated that water issues affect everyone and thereforeeveryone should be notified.

Nadine Rottluff, 5435 SquilaxAnglemont Road, stated that she objects to the process andthat public hearings should be held before trees are cleared. She wants referendums tooccur before new parks are purchased.

The Chair advised that this was a unique situation as it is difficult to find a suitable locationfor this type of park. He also noted that it isn't expected to happen this way very oftengoing forward.

Ed Dunfield, 6256 Line 17 Road, asked about the proposed budget for the project. He alsostated that he can sympathize with the decision making process and noted that normallyyou can't get government to do anything, and then when something gets done they arestill getting flack.

The Chair noted that the option still exists to sell the property if the zoning application isnot approved.

The Team Leader advised that the property had been purchased for $1.125 million, theboat launch would cost - $94,000, the dock - $53,000, remediation - $11,000, engineering- $30 - $40,000, environmental reporting - $2500, archaeology reporting - $5000. Hefurther advised that the land acquisition budget was $450,000 for the entire project.

Laurie Dombrosky, 5189 Squilax Anglemont Road, asked how much has been spent sofar prior to the public hearing. She also asked what would happen if the application doesnot move forward.

The Team Leader stated that $120,000 had been spent so far to date in addition to theproperty purchase.

The Chair noted that gas tax dollars had been allocated to this project and reiterated thatif the zoning amendment application is not approved the property could still be sold.

The Team Leader added that if the property was sold the money would go back into theparkland acquisition fund.

Peter Terwoort, 5205 Tallington Drive, stated that he was wearing two different hats andthat hat #1 is himself as a resident - he is thrilled with the development. He declared thatit was the second best thing that had happened to Celista in the last 48 hours, secondonly to paving of the school parking lot. He is happy that his relatives will be able to launchcloser to home. He stated that hat #2 is his position with the Celista Fire Dept. He statedthat the fire department wants to site a dry hydrant at the proposed park and that they

were in discussions with the CSRD about this. He explained that a certified water sourceis needed for Celista for firefighting purposes because none of the existing water sources(lakes and streams) are recognized by the insurance underwriters. He went on to explainthat because of this Celista residents are paying a lot more for their insurance thanresidents in Scotch Creek and Anglemont. He noted that dry hydrants are recognized asa certified source by the insurance underwriters so if one is put in the community wouldhave a recognized source for insurance purposes and rates would go down dramatically.He stated that they had been fighting for this for 5 or 6 years but it keeps getting put onthe backburner. He also advised that he had brought information on how the dry hydrantworks that he is can share.

Jeff Boulter, 5138 Disdero Road, asked if the dry hydrant is guaranteed to go into theplans.

The Team Leader advised that yes, the design and engineering work has been completedfor the dry hydrant.

Peter Terwoort, 5205 Tallington Drive, told those present to keep track of the Celista FireDept. Facebook page for more info and that if any issues arise he will post there andadvise people to contact the Area Director.

1. What problem are we attempting to solve?2. Who stands to benefit?3. Do we have the agreement of those who will be most negatively affected.

We cannotcontinue to mindlessly treat the natural environment as a commodity to exploit forquick monetary gain when the consequences can be devastating and permanent.

There must not be increased boat traffic on Shuswap Lake or any other Lake. Infact some lakes should have engine hp. limits. Someone must be charged withholding the population to a high standard of respectful behaviour towards themagnificence that is entrusted to all of us. Please assume that responsibility. There are limits to growth, development and expansion if we are to preserve aquality of life into the future!

While I might appreciate not having to risk twisting an ankle while dragging my kayak into the lake, a formal boatlaunch will not be for canoes and kayaks so much as for more noisy motor boats.

There is concern about invasive species. Tiny mussels, this time. I remember that in the early 70s there was noEurasian Milfoil. Boats were inspected. Signs warning, and requesting caution were on every boat launch. But wegot the milfoil!

It seems that the only real sure way to keep the mussels out would be to keep out the travelling boats. And actuallythat would be a great idea. It might help a few local boat rental places in their business!

A local business is doing well renting out various paddle boats (kayaks, canoes) in the park. Such a good idea!Guided tours could travel the lake in peace and safety without the danger of being run over by an intoxicated motorboat pilot. We all know this has happened.

Quite apart from invasive species, the oil and gas spilled from motor boats is also damaging.

In the connection of water and fish, I am reminded of my late dad telling the story how as a young boy he visited alocal flour mill on the river Elbe and noticed an old framed contract on the wall — being kept as a curiosity then. Itwas a written promise by the miller’s grandfather to not feed his workers salmon for lunch more than 3 times aweek!

Today there isn’t a minnow nor a self respecting carp in those waters! Could this be writing on the wall for us —pardon the pun!

Dear Sir or Madam; My husband and I have owned the Sunnyside Supermarket in Celista for 12 and 1/2 years. It is located across Bristow Road from the proposed boat launch. We survived the recession of 2008 and the decline/decimation of Alberta oil prices. During this time we have employed a minimum of 7 local people year-round. The proposed marina will, hopefully, increase our summer business. We will then be able to reinvest in our store and the community. The boat launch will also be a sign of a positive future. Celista does not want to be a dying community. Change, as overseen by the CSRD's plan for a boat launch, can only be beneficial. Other than at the Provincial Park, there is no good boat launch on the North Shore. People often come into the store asking where they can launch their boat. "The Park" is the only response we give. Summer residents may be impacted for several weeks. But then they LEAVE!! Much thought and planning went into this decision, aided and supported by the LOCAL advisory board. That is the most important factor of all.

I'm sureyou not only have heard them all before, but are likely in agreement that more boats make formore pollution and problems for the lake.

Please take the lead on this issue rather than choosing to maintain the status quo: thegeneration coming up must live in the world we have left them; let's do all we can to ensurethat it's one that is vital and alive at all levels--plant, animal, aquatic life and human life. Most young people and millennials "get it" and will endorse stricter measures for a cleanerenvironment. We can and will find other ways to keep our local economy not only growing, but thriving!

More boats for Shuswap Lake?

When considering another boat ramp anywhere on this Lake is anyone considering the health of the Water?

We may have boards and organizations who are tasked with monitoring ‘lake water quality’ but so far, they do nothing to prevent further pollution of the water.

At some point we have to either become realistic about what it is that actually attracts the tourists who we say our economy depends on. It is a fairly clean lake and quiet, beautiful rural lifestyle. But those who come are here to use it and leave without having to think about the affects of their activities which are in reality more noise, more garbage, more gas and oil in the water, more encroachment on what remains unceded, unsurrendered Indigenous Lands and Waters.

Once again I wish to present these statistics about the toxic nature of gas and oil from speed boats: This quote is from Energy and Environmental Affairs, Massachusetts:

Oil doesn’t dissolve in water. It lasts a long time and sticks to everything from beach sand to bird feathers old and petroleum products are toxic to people, wildlife, and plants. ONE QUART OF MOTOR OIL CAN POLLUTE 250,000 GALLONS OF WATER. ONE GALLON OF GAS CAN POLLUTE 750,000 GALLONS OF WATER.

This information was presented on March 30, 2016 at the Gateway public hearing and again at the Finz Marina request for expansion in Blind Bay last year. To the deaf ears of all who consider playing on the water more important than protecting it!

And now we are looking at the invasive species of mussels coming in from other lakes. The only way to prevent this is to stop allowing boats to enter the lake from other areas. Period. And to do the research into Ecotourism which will attract the high-end tourists with the big money who are seeking clean, pure Water and protected areas to enjoy.

All of the fresh water on Earth was once fit to drink. Now there are very few lakes, streams and rivers which are not poisoned. We teach our children at home and in school about the importance of not polluting, of respecting the environment and then our decisions about how to behave reflect the opposite behaviour. Is it so ridiculous to consider how our actions today are going to impact future generations?

Shuswap Lake is THE REASON we all live here. We have a duty to preserve and protect it. More boats is a continuation of business as usual which is going to eventually destroy the very thing which sustains all of us, all of our businesses, waters our gardens, pets, livestock, refreshes and cleans everything; is the first line of defence in all diseases.

People in all areas of the world are beginning to realize the danger of continuing to treat the Air, Land and Water as if they are endless resources which can be used as though they can sustain ongoing disrespect and poisoning forever. We still have the

unbelievably wonderful gift of clean water here and not protecting it is unthinkable to those of us who can see what is going on as a result of putting personal profits before health and life itself. The word ‘sustainable’ has now become a catchword for going ahead with business as usual without restoring what has already been damaged and then appointing more boards of directors and advisors and doing nothing. Leadership which upholds profit over life is no leadership at all. At some point we have to take a break from endless growth economics and do the hard work of finding new and better ways of living with our habitat, not against it. Just pause for a while and think. Consider the facts. Consider the outcome of continuing on the path of destruction we are on right now. Other lakeside communities are facing the same dilemma. There are already fish being caught with tumours in this lake. How bad does it have to get? One little boat ramp - a few more little boats - here and there - until this lake is added to the list of dead lakes. Clean water is not an issue to put to a vote. It is like voting about whether it’s ok to bring in a deadly disease. Majority wins because the disease would provide more jobs? This is insane thinking. Making the right decision is always the right decision; whether it was 100 years ago or 100 years in the future. The right decision is to protect the water by any and all means necessary. RECOMMENDATION #1:

THAT: the Board empower the authorized signatories to acquire a Crown Land Tenure from the Province of BC for 0.25 hectares of foreshore adjacent to Lot 2, Section 9, Township 23, Range 10, West of the 6th Meridian, Kamloops Division Yale District Plan 4002 for the purposes of lake access including a boat launch and dock for community parks and recreation purposes.

SHORT SUMMARY:

The CSRD acquired the property located at 1946 Bristow Road, Celista in Electoral Area F in 2017. Staff is currently planning the development of a boat launch and required amenities. The CSRD is required to apply to the Ministry of Forests, Lands and Natural Resource Operations and Rural Development (MFLRNO) to have authorization over the foreshore adjacent to the 1.08 acre parkland property. As part of the application process, a resolution from the Board must be submitted with the application which confirms the Board’s support of the foreshore tenure.

A resolution from the Board is required to accompany the application. FINANCIAL: The crown tenure application fee is $250 and will be allocated to the Area F Parks budget. No further costs are associated with this tenure application.

A certified copy of the Board Resolution will be forwarded to Front Counter BC in support of the application.
