OFFICER
The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to pro-
tect the public's health and the environment. The Air District accom-plishes this goal through regulation of industrial facilities and various
outreach and incentive programs designed to encourage clean air choices.
The Air District's jurisdiction encompasses all of seven counties — Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara
and Napa, and portions of two others — southwestern Solano and southern Sonoma.
The Air District is currently accepting applications for the position of Board Operations Officer in the Executive Office. This is an open
recruitment for one (1) full-time, exempt, management level position.
Under general direction of the Executive Officer/Air Pollution Control Officer, the Board Operations Officer performs senior-level manage-
ment duties with responsibility for providing expert and professional support to the Executive Officer on a wide range of highly complex,
sensitive and high priority projects and programs. The incumbent serves as the Executive Officer's liaison to the Board, committees and councils and interfaces with all managerial levels within the agency
and outside agencies, including local elected officials. The incumbent is responsible for directing all the activities of the Executive Office
and staff. The Board Operations Officer functions as senior manager operating within a broad policy framework and providing overall leadership, di-rection and support to fellow senior managers to ensure goals are
achieved. The incumbent conducts research and analysis on a wide range of issues and topics affecting the Air District and provides rec-
ommendations for solutions and courses of action using sound, expert judgment. Responsibilities are broad in scope and require a high de-gree of political acumen to navigate sensitive political environments
and establish credibility and confidence in the Air District’s diverse group of stakeholders. The incumbent is expected to exercise consid-
erable discretion in carrying out responsibilities independently and with awareness of constituent issues and sensitivities. This class may be assigned to perform duties and responsibilities involving a wide
range of complexity, authority, impact, visibility, and independence.

Serves as a liaison to Board officials and coordinates with a wide range
of internal and external stakeholders, offices and staff. Plans, develops and manages complex, sensitive and high-priority pro-
jects and programs designed to support Air District goals and achieve the Air District’s mission and strategic vision across multiple divisions.
Researches, analyzes and provides recommendations regarding com-plex, sensitive and wide-ranging policy areas affecting Air District-wide operations; prepares reports and other communications on behalf of the
Executive Officer Anticipates, identifies, and provides recommendations on issues of con-
cern or significance; exercises discretion to provide timely information and updates across multiple stakeholders; responds to inquiries as del-egated by the Executive Officer.
Directs, plans, develops, and evaluates the goals, operations, policies, procedures and work standards of the Executive Office; selects personnel
and provides for their training and professional development.
Directs the allocation of resources to achieve timely outcomes and meas-urable goals within budget.
Monitors and evaluates the effectiveness and efficiency of the program’s operations, organizational structure, staffing levels, systems, and other internal policies and procedures; recommends alternative approaches
and implements changes. Represents the Air District at meetings with the public, industry and
other agencies; responds to requests for public information regarding the Air District’s policies, procedures, and operations.
Directs and oversees the preparation and administration of the division's budget.
Develops and presents technical, policy, operational or administrative issues and recommendations to the Board, committees, and executive management.
Receives and analyzes division and agency reports; directs and prepares a variety of reports, correspondence, and other written materials.
Assists in the identification, development and implementation of agency goals, objectives, policies, and priorities.

MINIMUM QUALIFICATIONS
Education & Experience A typical way to obtain the knowledge and skills is:
Equivalent to graduation from a four year college or university with a
major coursework in a job related field and five years of professional level work experience, preferably in a public agency, including three years of supervisor experience.
Some positions may require specialized education, training, and ex-
perience.

Salary: $174,532.79 - $212,145.69 Annually

SELECTION CRITERIA
Selection may be based upon a competitive examination consisting
of a written exercise, interview, or combination of the two. Depending on the number of qualified applicants, an application screening and/or
panel interview may be used to determine the most qualified ap-plicants.
The Air District may hire from this recruitment process to fill future
vacancies occurring within the next 18 months.
