6.1 Sabbatical Leave Process The Board of Trustees may grant a Sabbatical Leave to a faculty member not to exceed one (1) academic year for resident study, travel, or other purpose(s) designed to support the educational mission of the College. A Selection Panel will be reviewing the applications and will provide a recommendation to the Vice President of Academic Affairs. The Board will be asked to take action in April. 7.1 Tuition Recommendation The Administration is recommending, effective Fall 2018, adjusting the tuition rate to $150 per credit hour from the current rate of $143. The rate would be frozen and remain in effect for two academic years, expiring after the Summer 2020 semester. The increase represents less than a 5% increase over last year and is necessary primarily to offset continued diminishing State support. ICC’s tuition will remain affordable. It is below the average for Community College’s in our region and dramatically lower than competing two and four-year colleges and universities. A student qualifying for Federal Financial Assistance (PELL) would receive financial assistance for the cost of tuition and books, and still receive a refund to support transportation and other basic needs. The increase coupled with a freeze will allow students to better prepare and predict their cost of education while providing the College with resources necessary to ensure that there is no compromise to the quality of the instruction and support services necessary for the success of our students. The Administration presented the proposed increase to the Student Leadership groups and received very positive feedback and response. The consensus of the students in attendance was that the increase was not significant and somewhat expected because of the current situation with State funding of higher education. Moreover, the students would not want to see the College cut back on services and support for classroom technology, activities and other services. This tuition rate is below regional community college tuition and is the most affordable higher education option in our region as demonstrated by the following data.

7.2 Recommendation for Auditors After reviewing the Request for Proposal’s for Audit Services, the Review Committee recommends awarding the bid to Clifton Larson Allen (“CLA”) for the fiscal year 2018 audit of the College and Educational Foundation. CLA was the lowest overall cost and provides a breadth of resources to support the audit engagement and other related services as may be necessary. It should be noted that CLA as the current incumbent will change the current audit partner. CLA’s firm proposal for FY 2018 is $95,130 and represents a 10% reduction from the 2017 audit.

Open Session of the Regular Meeting of the Board of Trustees

Minutes

February 15, 2018, 3:00 p.m.

ICC East Peoria Campus, Founders Room, 211A Chair Lamb called the regular meeting to order at 3:00 p.m., and asked the secretary to call the roll. Carl Cannon, Paula Davis, Michael Everett, Student Trustee Isaac Jones, Diane Lamb, Frank Mackaman, and Gale Thetford were present. Kelly Daniels was absent. Chair Lamb asked Paula Davis to lead the audience in the Pledge of Allegiance. Recognition Dr. Sheila Quirk-Bailey, President, announced that there was some exciting news for the Culinary Arts Program and called upon Dr. Emmanuel Awuah, Vice President of Academic Affairs. Dr. Awuah stated that sharing the accomplishments of programs and students is the best part of his job. Dr. Awuah noted that successful programs must be of high quality, viable, and sustainable. The College has graduated 78 culinarians since the program began at the College. Students and staff recently participated in the Winterfest event on February 5th and were well recognized. Dr. Awuah introduced Dean Julie Howar. Ms. Howar thanked the Board for inviting them to the meeting introduced Chef Charles Robinson, Professor and Program Chair for the ICC Culinary Arts Institute. Chef Robinson stated that it was an honor to work with graduates of the ICC program at the event. The theme was masquerade (Venetian rather than Mardi Gras), and ICC presented at the soup/salad station. Two ICC students were in the running for the Heart of Illinois Professional Chefs Association Chapter Student Chef of the Year Award, and Chanell Jones was the winner. The ICC Culinary Arts Institute won the Best in the Midwest Award in the category of Educational, Institutional, Business and Industry. Dean Howar was nominated for the Heart of Illinois Hospitality Association’s Manager of the Year. Chef Robinson advised that the program is accredited, and the students graduate with a “CC” certification. He noted that many of the graduates are remaining in the Peoria community.

Frank Mackaman asked Ms. Jones what her favorite recipe is, and she responded that it is blackened chicken and dirty rice. Carl Cannon asked about the certificate program, and Chef Robinson responded that the certificate program is being revamped, and they are looking at a pathway program and also food certification. They are in discussions with Peoria Public Schools regarding a dual credit program. Gale Thetford asked Ms. Jones what her goal is upon graduation, and she responded that she would like to own her own restaurant. Citizen Comments—no comments. Conflict of Interest—no comments. Isaac Jones (advisory vote), Diane Lamb, Frank Mackaman, and Gale Thetford. “Nay”: None. Absent: Kelly Daniels. The motion passed. Treasurer’s Report Finance Liaison Frank Mackaman stated that he felt it was important to take a closer look at the Treasurer’s Report each month. Mr. Mackaman had done an analysis of the revenues and expenditures for the month of January 2018. He noted that a positive variance of $66,678 in local real estate taxes was tracking in line with the budget. The personal property replacement taxes are less than budgeted in the amount of $322,162, which represents a 30 percent negative variance. Tuition is lower due to the 3.4 percent decline below expectations for the fall term and 7.7 percent decline for the spring semester that totals a shortfall of $1,669,436 or 6.5 percent of budgeted tuition revenues and 3 percent of all budgeted revenue. There is a positive variance of $830,567 in ICCB grants and other State sources, but Mr. Mackaman is concerned that this trend will not continue and noted that the State still owes the College $1,365,000 from FY2017. The small variance on the Department of Education revenue is not significant. Mr. Mackaman does not feel that investment interest is material to the bottom line, but noted that interest returns are higher by $142,981 than projected. Overall, the Treasurer’s Report looks good, but he remains cautious about State payments. Mr. Mackaman noted that operating expenditures are favorable by $1,554,000 or 4.7 percent largely as a result of the timing in filling positions and in consulting expenses. However, he noted that medical claim activity is higher than expected by $615,000, which is 13.5 percent of total projected employee benefits for the year. Mr. Mackaman stated that it is important to look at revenue and expenses that the College can control. Mr. Mackaman moved to place the Treasurer’s Report as a separate agenda item following the President’s report going forward. Gale Thetford seconded the motion. Chair Lamb requested a roll call vote, and the following Trustees responded “Aye”: Paula Davis, Michael Everett, Student Trustee Isaac Jones (advisory vote), Diane Lamb, Frank Mackaman, Gale Thetford, and Carl Cannon. “Nay”: None. Absent: Kelly Daniels. The motion passed. Carl Cannon asked if the new tax laws will impact the College, and Mr. Budde, Treasurer and Executive Vice President of Administration and Finance, responded that these are federal changes that will not affect the College but will affect individuals. However, Mr. Budde is more concerned about the impact of some of the issues regarding pensions that were included in the recent Governor’s address. Frank Mackaman moved to approve the Treasurer’s Report as presented, and Paula Davis seconded. Board of Trustees Chair Announcements Chair Lamb announced that the 50th Anniversary Gala is scheduled for April 7, 2018. ICCTA/ACCT Report Diane Lamb reported that ICCTA held a conference call meeting on February 3, 2018, and she and Paula Davis participated. Legislation regarding the community college bachelor of science in nursing degree will be amended so that all Illinois community colleges could participate in the pilot program rather than a few designated colleges. They also learned that there is a merger proposed for the Illinois Board of Higher Education, Illinois Community College Board, and Illinois Student Assistance Commission. Legislative Report Michael Everett shared some highlights of Governor Rauner’s recent address. This is just the first round in a typically lengthy budget process. If the Governor’s recommendations are passed, he expects a $350 million surplus at the end of the fiscal year that would be used to pay down outstanding bills currently totaling $8 billion. Proposed highlights include:

2019 appropriation grants at FY18 levels Shift cost of pension to school districts and universities with a gradual phase-in of

25 percent per year, with no State subsidy offered beginning in FY22 Shift group health insurance cost to universities and reduce healthcare coverage

for State employees Eliminate health care support for K-12 and community college teacher retirees Reduction in Medicaid rates by 4 percent Promised to end budget reductions for universities and community college

systems and add $100 million in capital funds to meet deferred maintenance needs

Proposed maintaining MAP grants at FY18 levels with possible increased funding in the future

Include Veteran and National Guard tuition waivers (funding for these is estimated by ICCB to save the system about $8 million while the elimination of the College Insurance Program [introduced but not passed previously] would cost the system $4.1 million

The Governor did not include the ICCB request of $25 million for apprenticeship grants

Proposal includes reducing the recent $5 billion tax increase by $1 billion

Dr. Quirk-Bailey added that it was announced at the Presidents’ Council meeting to expect a six-month budget. Gale Thetford requested administration to prepare a communication for Trustees to use when speaking with legislators. Dr. Quirk-Bailey responded that a statement can be drafted in regards to the impact of the Governor’s suggestions. Michael Everett noted that all Trustees received a letter from Representative Keith Sommer asking for feedback. Mr. Everett advised that he and Dr. Quirk-Bailey attended the ACCT Legislative Summit in Washington, D.C. earlier this week. He shared information presented by Carrol Doherty, Director of Political Research with the Pew Research Center, regarding partisan gaps. Meetings were held with Senator Durbin, Senator Duckworth, Congresswomen Bustos, and Congressman LaHood to discuss the importance of preparing people for the workplace, apprenticeship support, flexible PELL grants, farm bill language to allow community colleges to receive research funding, and the need to not cut current programs to fund other initiatives. Mr. Everett noted that Senator Durbin spoke often about DACA. Student Trustee Report Student Trustee Isaac Jones reported that CAB hosted a Valentine-themed event on February 12 for students and faculty. Phi Theta Kappa held orientation sessions for new members on February 13 and 14. The induction ceremony will be held February 20. CAB will hold a DIY activity fair on February 21 with various crafts. UNITE will hold an open educational forum to discuss trans/nonbinary issues and gender identity on February 28. Diane Lamb asked what time of day Student Life events are normally held, and Mr. Jones responded that they are typically held during the lunch hour. Carl Cannon advised that he is working with Dr. Tracy Morris on a half-day retreat on March 2 at the Peoria Campus for Elite students from the five Peoria high schools. Dr. Morris added that they will showcase the new Student Center and help guide students to areas of interest. Diane Lamb questioned what the Elite program does, and Mr. Cannon responded that they are teaching soft skills and preparing the students for the workplace. They work closely with school counselors. Gale Thetford stated that when the Board meeting agenda was reformatted several months ago, and system reports were omitted. She recommends Trustee liaisons provide reports during the new or unfinished portion of the agenda.

President’s Report Dr. Quirk-Bailey announced that an update will be presented on the TRiO programs today. Dr. Quirk-Bailey called upon Dr. Rita Ali, Vice President of Diversity and Community Impact. Dr. Ali explained that there are three TRiO programs including Upward Bound, Talent Search, and Student Support Services. Dr. Ali introduced Arnitria Shaw, TRiO Program Director. TRiO Programs are administered, funded, and implemented by the United States Department of Education, and grants are awarded and funded in five-year intervals. The programs serve and assist low-income individuals, first-generation college students, and individuals with disabilities. TRiO stands for “Turning Roadblocks into Opportunities.” TRiO Student Support Services provides assistance to students who want to complete an associate’s degree or certificate or who want to transfer to a four-year institution. They serve 250 students per year, and the program goal is to help students graduate and/or transfer in eight semesters or less. Student Support Services has an intervention plan that is monitored throughout the semester, and study rooms are established three days per week. TRiO Talent Search is funded to serve 500 students to help non-seniors persist to the next grade level, help students graduate with a high school diploma, and help graduates enroll in college immediately following graduation. They hold workshops and schedule college visits and career fairs. For the 2016-2017 school year, 100% of the seniors who were in the program graduated. TriO Upward Bound is a year-round college preparation program to provide an opportunity for low-income, potential first-generation students to advance their education beyond a high school diploma. Sixty students are served annually from Richwoods High School, Manual Academy, and Peoria High School. During the 35-week academic year, tutoring, academic advising, workshops, and cultural enrichment experiences are offered. A six-week summer bridge program follows the academic year program. Dr. Quirk-Bailey summarized that these programs are very successful, but unfortunately the College cannot afford to offer similar programs for all students. The strategic planning team will attend the Achieving the Dream conference next week, and they will learn from other institutions how they have done this on a larger scale. Diane Lamb questioned how much is budgeted for TRiO and Ms. Shaw responded that $315,000 is budgeted each year for Student Support Services, $263,000 is budgeted for Upward Bound, and $250,000 is budgeted for Talent Search. This is a five-year grant. The College hopes to pursue additional TRiO grants in the future. Paula Davis asked how a determination is made to target the schools, and Ms. Shaw responded that Talent Search serves the lowest performing schools.

Diane Lamb asked how the study room is scheduled, and Ms. Shaw responded that the 10 a.m. to 2 p.m. time seems to work well. Carl Cannon commented that he would like TRiO invited to the Elite workshop. Dr. Quirk-Bailey highlighted the ICC Workforce Development Update that was included in the meeting folders. This handout was distributed at the regional mayor’s meeting on January 29. Dr. Quirk-Bailey advised that encouraging news has been received on the Title III grant. This will be funded next year, and the College will have a good chance of reapplying for the grant. Dr. Quirk-Bailey advised that the U.S. Department of State’s Bureau of Educational and Cultural Affairs recently recognized Illinois Central College in its ranking of U.S. colleges and universities that produced the most 2017-2018 Fulbright U.S. Scholars. The Fulbright Program is the U.S. government’s flagship international educational exchange program. Top-producing institutions are highlighted annually in The Chronicle of Higher Education. The College has hosted six Fulbright scholars. Informational Item 5.1 Spring 2018 Census Enrollment David Cook, Executive Director of Institutional Research and Planning, provided an update on Spring Census Enrollment. Unduplicated head count is down 6.2 percent from Spring 2017 while credit hours attempted is down 5.7 percent from Spring 2017. Both measures have been declining since the peak in Spring 2010. However, fall-to-spring student persistence is improving. The full-time to part-time student ratio has remained relatively consistent with a two part-time to one full-time ratio. There is concern with the decline in male students, particularly with African American males. Dr. Tracy Morris, Vice President of Student Services, advised that ICCB data is not available yet; however, it appears that our peer group and the overall State are down in head count and credit hours. The big question is “why.” The College has made several improvements in an effort to enhance enrollment. The space in Enrollment Services was remodeled to make it more student-friendly and appealing; a plan and calendar was developed for recurring communications; a marketing plan was developed to increase applications, adult response, and conversion rates; and extended hours and QuickStart were offered. The College continues to target evening and College programming, job-ready programming, and the new apprenticeship model and earn-and-learn programs. Unemployment in the Peoria MSA is down. The applicant conversation rate for Spring 2018 is 42.2 percent.

There will be continuing cross-functional meetings with Information Technology, Institutional Research, Admissions, and Student Services. Changes in academic scheduling will allow for general education block scheduling. There will be more SEM training to create systematic change. There will be a review of staffing changes to support the phone system and call volume. Paula Davis asked about population declines, and David Cook responded that the MSA is flat but is also aging. There is a very slight decline in the number of high school graduates, and the conversion rate to ICC remains strong. Also, there has been an increased marketing plan this academic year. Michael Everett asked about out-of-state migration, and David Cook responded that this mainly pertains to four-year institutions. Mr. Everett stated that the improved processes are good and stated that the administration should not get discouraged. He noted that the decline in nontraditional student enrollment is a concern in Illinois and the nation. Gale Thetford stated that she recognizes the improved processes but other improvements still need to take place. She feels there needs to be targeted programs offered at targeted times. She voiced concerns about MAP funding. Dr. Tracy Morris responded that there were four students who totally relied on MAP funding, and we did not lose those students as they were assisted with alternative funding sources including scholarships. Frank Mackaman noted the correlation between unemployment and enrollment and suggested enhanced partnerships with employers. Carl Cannon asked if the College researches the for-profit schools. Dr. Quirk-Bailey responded that the College has studied their programs, and ICC does outpace them on the CNA program. However, the other schools offer multiple starts and consistent schedules, which are attractive to students. Dr. Quirk-Bailey stated that a lot of hard work has gone into the enrollment initiatives. Action Item 6.1 Recommendation for Tenure Gale Thetford called attention to the profiles included in the meeting packet for the three faculty members recommended for tenure. Chair Lamb called the special meeting to order at 8:30 a.m., and asked the secretary to call the roll. Carl Cannon, Kelly Daniels, Paula Davis, Michael Everett, Diane Lamb, and Frank Mackaman were present. Student Trustee Isaac Jones and Gale Thetford were absent. Dr. Sheila Quirk-Bailey, President; Bruce Budde, Treasurer and Executive Vice President of Administration and Finance; David Cook, Executive Director of Institutional Research and Planning; Dr. Emmanuel Awuah, Vice President of Academic Affairs; and Richard Joseph, Legal Counsel, were also present. Gale Thetford joined the meeting at 8:45 a.m. Dr. Sheila Quirk-Bailey reminded the Trustees that a retreat was held in the fall to discuss the mission in alignment with community impact and long-term issues. The purpose of today’s retreat is to review the institutional effectiveness measures, institutional operational plan, and financial plan to help guide the Trustees on determining tuition. The Board will be asked to approve the tuition recommendation for FY19 at the March Board meeting, but there will no action taken at today’s meeting. Institutional Effectiveness Measures Update Mr. Cook advised that measures are divided into six groups: Student Advancement (4 indicators); Student Persistence (2 indicators); Gateway Success (6 indicators); Developmental Education Success (6 indicators); Student Completion (3 indicators); and High School Penetration (2 indicators).

Fall cohort graduation rate has steadily increased and ICC is outpacing the averages among its Illinois peers.

Fall cohort transfer rate has remained consistent since 2009 but shows a moderate increase with the most recent cohort.

The still-enrolled rate has declined since 2011 as graduation and transfer rates have increased.

Overall advancement rate has steadily increased since 2009 and now outpaces other Illinois peers.

Fall-to-spring persistence rate has increased each year since Fall 2012 and the gap with benchmark colleges has narrowed to less than 3 percent.

An increasing percentage of graduates from District 514 high schools are taking advantage of ICC’s Early College offerings.

Matriculation of graduates from District 514 high schools to ICC has declined somewhat, but remains well above those of benchmark colleges.

For reporting purposes, the cohort groups include approximately 1,000 students. The peer IV group includes Illinois Central College, Heartland, Lincoln Land, Parkland, Richland, Rock Valley, Southwestern, and Black Hawk. Discussion ensued on some of the challenges ICC is currently facing. Dr. Awuah shared a report on the regional assessment of programs based on the results of the program demand gap analysis. The Trustees questioned the low demand and high supply of people with general computer and information sciences degrees. Dr. Awuah explained that businesses are seeking people with more specialized degrees such as cloud, networking, embedded security, etc. EMSI will provide a more detailed report by the end of February. Institutional Operational Plan Update Dr. Quirk-Bailey provided an update to the Institutional Operating Goals for Customer Relationship Management System, SEM Plan, Employee Communication Plan, First Semester Experience, Common Student Support Platform, Multiple Measures for Placement, and Revised Advisory System. Revisions were made due to staffing changes, data, and not receiving the Title III grant. A break was taken at 10:15 a.m. David Cook departed the meeting at 10:20 a.m. Financial Plan Bruce Budde, Treasurer and Executive Vice President for Administration and Finance, presented a five-year financial analysis for actual 2017, projected 2018, budget 2019, plan 2020, and plan 2021. Administration expects the fiscal year to end within the budget. The College has not received all of the FY17 State funding, and legislative changes were made to extend payment terms so trajectory changes were made going forward. The accounting team looks at both revenue and expenditures, but is cautious not to restrain the organization. The College’s budget planning process begins with program review. Administration does not intend to issue bonds in the presented financial plan. Diane Lamb questioned the need for rooftop replacements, which were included in the February Purchase Report at the regular meeting on February 15. Mr. Budde explained that many of the rooftops are very old, and these projects are paid out of life safety funds, not operations. In addition, the rooftop replacements help with energy savings. Administration would like to see a change with the way PELL grants are awarded and feels that shorter increments would be a benefit for the non-traditional working adult. At the present time, PELL cannot be used for short-term certificates.

There was discussion on CityLink options, and if there could be increased access for ICC students. Shuttle service between the two campuses may also be a future consideration. Discussion ensued on Early College. Administration is disappointed with the PELL pilot, and it has not proven successful at the national level. It seems that high school students and their parents do not want to complete the FAFSA application, which is a requirement for PELL. Administration recommends changing the model and stepping away from the PELL pilot. Administration has conducted benchmark analysis and determined that the rate should be lowered to allow for increased accessibility. In addition, the exiting process is complex for the College, high schools, and the students. Administration recommends that the cost for Early College courses taught at the high school by the high school instructors be $50 per course. If the course is taught at the high school by ICC faculty, the student would still pay the $50 per course fee, but the high school is then responsible for reimbursing the College for instructional expenses at a rate of $950/credit hour. Early College courses taught on ICC campuses or regular online will be charged the in-district tuition rate. Students who qualify for free and reduced lunch will have their fees waived. The Trustees were in general consensus to support the recommended Early College fee structure. A brief lunch break was taken from 12:05 to 12:15 p.m. The Trustees then discussed tuition rates for 2019. With the exception of Diane Lamb, the Trustees were in general consensus to support a $7 tuition increase for a total of $150 per credit hour, but this rate will be locked in for two years. Thus, students beginning in the Fall 2018 will know what the cost of tuition will be for two years. Adjournment At 12:55 p.m., Paula Davis moved to adjourn the meeting, and Kelly Daniels seconded. ICC Peoria Campus, Hickory 124 In continuation of Trustee orientation, a special meeting was held on March 5, 2018, beginning at 11:30 a.m., in Hickory 124 on the ICC Peoria Campus. Carl Cannon, Paula Davis, and Michael Everett were physically present. Due to work-related conflicts, Kelly Daniels, Diane Lamb, and Frank Mackaman participated by phone. Student Trustee Isaac Jones and Gale Thetford were absent. This was an informational meeting, and no action was taken. Dr. Sheila Quirk-Bailey, President, and Dr. Emmanuel Awuah, Vice President of Academic Affairs, were also present. Dr. Awuah thanked the Board for the opportunity to serve the College. He has now been at the College for seven months, and said it was Dr. Quirk-Bailey’s vision that attracted him to ICC. Dr. Awuah provided an overview of the department. There are six academic deans for Health Careers; Agriculture and Industrial Technologies; Arts and Behavioral Sciences; Business, Legal and Information Systems; Humanities; and Math, Science and Engineering. The Assistant Vice President of Accreditation, Assessment, and Services also reports to Dr. Awuah. College and Career Readiness and Corporate and Community Education currently report to Dr. Awuah but will transition to the new Associate Vice President of Workforce Development once that person is in place. Dr. Awuah shared the vision and mission for Academic Affairs. A Deans Academy has been created to develop an academic master plan. This group is looking at a systematic method to address topics and issues. A Faculty Institute will be developed in the near future to design the criteria for effective teaching and learning across all delivery modes in accordance with Higher Learning Commission (HLC) guidelines. Academic templates are being redesigned to help students select the appropriate courses for a successful transition to four-year institutions. The department is also working very closely on multiple starts. The academic programs cycle includes design, implementation, assessment, and review with the focus on program outcomes. The Illinois Community College Board review is scheduled for Spring 2019, and the HLC review is scheduled for Spring 2020. Paula Davis asked how things are communicated within the department. Dr. Awuah responded that there are many processes in place such as requests for professional

development. Dr. Quirk-Bailey added that Dr. Awuah is working on a more group-focused approach. Carl Cannon stated that he has learned that the FAFSA is a huge hurdle for many students, and some parents are unwilling to provide their tax information. Unfortunately, this leaves those students without funding. The ICC Educational Foundation does offer some scholarships. A question was posed as to the possibility of legislative changes to assist students in obtaining the tax information to complete the FAFSA. EAST PEORIA CAMPUS - ROADWAY REPLACEMENT - PHASE 2

This bid was prepared as Phase II of the Roadway Replacement project. The Roadway Replacement project involves a phased approach to milling down existing deteriorated pavement on College Drive beginning at Rt 24 and stretching to North side of Diamond Drive and then another section that begins at the South end of Dingeldine Drive and stretches back to Rt 24. The road will be milled down and replaced with hot mix asphalt surface course overlay.

It is recommended that low bid (R.A. Cullinan & Son, a division of United Contractors Midwest, Inc.) be approved for the award of the Base Bid and Alternate Bids No.1 through 5. A 4.5% percent contingency is reflected in this recommendation. The contingency would be available if modifications are necessary for project completion. The previous Phase I had no unforeseen conditions.

REPLACEMENT OF DESKTOP COMPUTERS FOR SCIENCE LABS

This expenditure is for the purchase of eighty-seven (87) All-In-One Dell 5250 desktop computers to be used as lifecycle replacements for student use throughout the College's science labs on the East Peoria and Peoria Campuses. The labs' current computers are three different brands: Tangent, Hewlett Packer and Dell. They are models that have reached the end of their lifecycle usage and are experiencing continuous hardware failures. They are in need of repairs that are no longer covered by warranty. Student accessed computers are on an average of a three to four year replacement rotation schedule. The models within the science labs have been in use for six years. The cost of each Dell 5250 All-in-One computer is $1,143.63, excluding shipping costs.

The new computers will provide the College's science labs with a single computer model which will promote a more unified and professional look throughout the campuses. The new computers will allow ICC Technical Support to create and manage one standard operating system image instead of three separate images. The models are more efficient and capable of running future Microsoft operating systems. They have updated system and hardware technology which many of the newer software packages require in order to properly operate.

EAST PEORIA CAMPUS BUILDING AUTOMATION SYSTEM UPGRADE

This expenditure is for the Life Safety project to upgrade the Building Automation System in the Fitness Center, Horticulture Building, Performing Arts Center, Technology Center, Dirksen and the Agricultural and Industrial Technology Building on the East Peoria Campus. The upgrade of the Building Automation System is critical because the existing network and control devices are discontinued and replacement parts will not be available. New components will not communicate with older equipment. This project will also include a software upgrade that will bring these buildings up to the current version of Extended Architecture. Our current devices and programming are Johnson Controls. Other contractors would have to re-write the programming and install different devices to maintain functionality with current operating standards at a significant added cost.

It is recommended that approval be granted to process this purchase on a direct purchase basis, waiving formal bidding procedures.

The equipment included in this expenditure must be compatible with the current Johnson Control system programming and as such is available from only one vendor. The quote received is reasonable for the scope of work.
