1. Call to Order

1.1 Board Chair Thibert called the meeting to Order at 2:00 p.m. Father Julian Bilyj began the meeting with the Opening Prayer.

1.2 Treaty Six Acknowledgement

Board Chair Thibert acknowledged that we are on the traditional land of Treaty 6 and home of Metis Nation of Alberta Zone 4. We also acknowledge the Inuit and other diverse Indigenous peoples whose ancestors have marked this territory for centuries, a place that has welcomes many peoples from around the world to make their home here. We, at Edmonton Catholic Schools, commit to restoring and honouring the Truth and Reconciliation calls to action; we strongly believe that truth must be acknowledged to move forward to reconciliation. Together we call upon all our collective communities to build a stronger understanding of all peoples who dwell on this land we call home.

2. Business of the Meeting 2.1 Findings from the St. Gabriel Catholic Elementary School Consultation Process

Trustee Harris moved that the Board of Trustees approves the closure St. Gabriel Catholic Elementary School effective June 30, 2019, and that Kindergarten to Grade 6 students from St Gabriel Catholic Elementary School be designated to the St. Brendan Catholic Elementary/Junior High School for school opening September 2019. (Opposed – Trustee Mutala, Trustee Turchansky) Carried

2.2 Findings from the St. Margaret Catholic School Center for Diverse Learning Consultation Process

Trustee Engel moved that the Board of Trustees approves the closure of St. Margaret Catholic School, Centre for Diverse Learning, effective June 30, 2019; contingent upon the closure of St. Gabriel Catholic Elementary School, then relocating the programs from St. Margaret School, Centre for Diverse Learning to the St. Gabriel Catholic Elementary School site effective Sept 2019. Carried

2.3 Findings from the St. Jerome/St. Nicholas Catholic Schools Consultation Process

Trustee Smiley moved that the Board of Trustees approves the continuation of consultation process to consider the amalgamation of the St. Jerome Catholic Elementary and St. Nicholas Catholic Junior High School communities to a newly constructed K-9 school located on the St. Jerome Catholic Elementary School property and be included in the Three-Year Capital Plan, 2020-2023. Carried

January 31, 2019 Canadian Multicultural Education Foundation 3611 – 61 Street NW Edmonton, AB T6L 1H1 Dear Officers, We are pleased to nominate our dedicated group of Multi-Cultural Animators for the Dr. Robinson Koipillai Award: Name Languages Spoken Betty Joseph French, Gujarati, Hindi, Malayalam, Marathi, Punjabi, Tamil, Urdu Hiral Upadhyay Gujarati, Hindi, Punjabi Monica Reyes-Zanetti Spanish Rania Al Debss Arabic Liyu Gebrewold Amharic Yonatan Etana Amharic Monina Butnande Tagalog, Hiligaynon, Ilongo Edmonton Catholic School District employs multicultural animators to provide in class support for early learning children whose first language is not English. They work to develop a child’s first language skills which ultimately enables children to be more successful with acquiring English and participating in their learning. These 7 highly skilled individuals go far beyond their unique classroom roles of supporting language and culture for children to supporting families and the school communities at large. They provide critical opportunities to develop awareness of other cultures and language in our youngest children. Their work fosters not only an awareness but also connects children through understanding and empathy. They have a strong commitment to sharing cultures with all children in our early learning classrooms which flows directly into the community as they often hold events outside of school hours that celebrate families, their culture and their language. For example, several of our Multi-Cultural animators each organize yearly Diwali celebrations for the children and families in the classrooms they visit. Last year, a celebration at the MillWoods Public Library hosted more than 100 children, their families, our staff and one of our school trustees. The children had learned and practiced a traditional dance which they performed in addition to singing a traditional song. Many children, families and Staff also wore beautiful traditional clothing to celebrate the festival. There was also Indian arts and craft activities, a pot luck of favourite treats and

a wonderful sense of sharing, belonging and community. It was a truly wonderful evening! Events such as these initiated and organized by our Multi-Cultural Animators happen regularly throughout the year across the district. In addition to these special cultural events, the impact of the day to day activities of each of our animators is immense. Each one has supported numerous families through the complex and confusing process of having a child diagnosed with a significant developmental delay or a neurological disorder such as Autism Spectrum Disorder. They provide significant emotional support for families throughout the process and often become the trusted liaison between all outside agencies and the family. They help families overcome immense obstacles such as where to go for help, what to do and how to understand what the diagnosis means within the context of their culture. They frequently help with the myriad of forms and documents families must read, understand and complete to get support for their child/family. Their work is in Early Learning however they are often compelled to find ways to help out all family members as this is simply what needs to be done. They are determined to help families in any and every way they can! Even though their job requirement is to support children in strengthening their first language skills, they exceed all expectations by connecting with those around each child. They bridge the gap between language and culture at many levels. Edmonton Catholic schools is grateful for the compassionate, caring and generous work of our Multi-Cultural Animators who ensure every family feels that school is a safe and welcoming place to learn and grow. Our mission is to provide flexible, alternative, educational opportunities to students within a Christ centered atmosphere; so that they can achieve their high school diploma or achieve high school completion. We have created programs and services that empower students to be responsible global citizens; to create positive relationships in a safe and caring faith-based community. We provide flexible personalized opportunities for high school completion, dedicated to creating life-long learners.

Edmonton Catholic Schools is proud to continue to offer Faith and Choice for students in Edmonton. The District provides students with additional opportunities to enhance their learning, with all the benefits of a faith-based education. As many of our high schools continue

to move forward with High School Redesign, Alternative Education is committed to working with all high schools to continue to rethink and redesign the delivery of our curriculum across the district. Alternative Education believes that a stronger connection with all high schools is critical as we prepare students to be active, engaged and successful participants in an increasingly knowledge based and global

society. Alternative Education is dedicated to working as a unit in providing diverse educational opportunities. This work is about shifting mindsets and changing practices in our district high schools to enhance student engagement, improve student learning outcomes and increase the likelihood of high school completion.

This “Redesign” has had a significant positive impact on completion rates and ensure student learning is inclusive and student centered.

The Alternative Education consists of 4 Fresh Start Academic Centre’s, Cardinal Collins High School Academic Centre and 8 district programs that provide programming for high school students that range in age from 14 to 20 years of age. We also are responsible for 2 additional alternative support programs for students; these include the Alberta Health Services Day and Residential programs (formerly known as AADAC). We work in partnership with The Hallway (formerly known as Kids in the Hall/E4C program) that is located in City Hall, supplying a mobile teacher that supports Catholic Social Services clients and the City of Edmonton offering work experience opportunities for Indigenous students. Our student population within all Alternative Education programs are over 10,000 students.

Cardinal Collins High School Academic Centre“Find your Hope through a journey of Faith”

english language learners Program - 4th and 5th YearCardinal Collins High School Academic Centre is Edmonton Catholic School District’s academic upgrading program for 4th and 5th year high school students that are new residents of Canada. These ELL students are enrolled in full time English as a Second Language classes. Students are offered individual support to improve their English throughout the year at the following ELL sites; Cardinal Collins Clareview Campus, Cardinal Collins St. Joe’s Campus and Cardinal Collins Mill Woods Campus.

ascension Program - 4th and 5th YearCardinal Collins High School Academic Centre also offers an academic upgrading program for 4th and 5th year high school students. We offer an adult learning environment that focuses on high school completion and/or upgrading diploma course marks. All 30 level diploma courses are offered in the classroom and are timetabled in a quarterly structure around the November, January, April and June diploma writes. In addition, academic counseling is offered to all students preparing them for post-secondary transition or career exploration. Starting September 2019 we will be offering this program at the Cardinal Collins Mill Woods Campus.

Fresh start academic centresFresh Start Academic Centres provide an educational alternative for senior high school students who, due to individual circumstances, find that traditional school settings do not meet their needs. In the early years of Fresh Start, the focus was on students who were considered at-risk of dropping out of school; pregnant and parenting teens; students who have been or are involved with drugs; criminal activity and/or sexual abuse; students who have been bullied or who, for other reasons, find learning difficult because of large classes and crowded schools; students coping with mental or physical health issues such as anxiety, depression or other medical problems; students who, because of their religious and cultural norms, find that regular schools do not meet their needs. That focus remains, but in recent years has broadened considerably to include students who want to take their full high school program; students who need only a few more courses for graduation and students who are working; students who are so heavily involved in sports or fine arts that they are unable to attend classes full time and cannot fit a regular high school program into their schedules.

Pass (Part-time alternative selF-Paced school)PASS is an alternative high school program for students who want a self-paced, individualized approach to their education. Courses are broken up into smaller units to be completed independently or with the help of a teacher. The teacher and the student work out appropriate goals and a schedule which will allow for continuous progress. The courses offered and credits gained by the students are applied toward their high school diploma. The program operates out of five sites and is available from early October to late May every Monday and Wednesday from 4 pm -7 pm. Students can set their own daily work schedule.

summer schoolFor students requiring further instruction or those wishing to improve their grades can choose to attend summer school which offers a classroom delivery model, self-paced delivery or online. The regular classroom delivery model is offered at five of our high schools while French Immersion is offered at JH Picard. All eleven summer school sites have a structure of scheduled courses with daily instruction from a qualified ECSD teacher. Immersed within these sites are summer school programs for our ELL and Indigenous students. The classroom delivery and self-based have full day classes’ 5-days per week for approximately 4 weeks in July and offers many core academic and option subjects. This model offers the greater flexibility for a student along with an opportunity for the student to take more than one course.

revelation onlineAlternative Education offers Revelation Online a unique approach to online learning in that students can participate in a “virtual classroom” where students and their teachers collaborate during the scheduled delivery of their courses. As well, students can select an independent, self-paced method of course delivery. The program offers students an opportunity to take one or two courses or to enroll as a full time student. In addition, students also have an opportunity to complete their online courses during the summer months.

alternative education resource centre (aerc) Alternative Education has created an Alternative Education Resource Centre (AERC) that our high school teachers and students can access. This resource partnership between Alternative Education and our high schools will enrich student learning within the students’ high school by offering modules (self-paced resources) that can be used to accommodate the student’s academic needs within a self-paced and individualized environment. These resources may be used to support student learning within our high schools, during the regular school day and outside of the classroom.

AERC may be a viable option for ‘some’ students that are facing medical difficulties, anxiety and depression and/or other personal obstacles. It can also facilitate the needs of students (for example, high level athletes) that are experiencing demands during the day and evening whereby they can’t address their academic requirements within a traditional class setting or through the PASS program. In addition, this centre can assist in credit recovery for students that are unsuccessful and need to redo specific components of a course. AERC can assist students in establishing a pattern of positive attendance and/or positive work habits prior to entering regular classroom based high school courses.

diPloma PreParation sessionsAlternative Education offers diploma exam preparation courses to help get students ready for grade 12 diploma exams. Presently this program is offered in three high schools during the month of January, June and August. We believe this program has significantly supported student learning and our District diploma results.

our ladY oF graceOur Lady of Grace provides mobile and individualized services for pregnant or parenting teens (female and male). The program provides assistance to students within their community school, where educational alternatives are available in a regular school setting. Our staff assesses every student to see what her or his needs are, and services are provided based on those needs. Personalized counseling for students and their families is available, complimented by weekly parent support groups, pre-natal and post-natal courses and referrals to community agencies.

the hallWaYAlternative Education in partnership with E4C’s Kids in the Hall Bistro offer an educational program located in Edmonton’s City Hall for inner city youth aged 16 and older who have faced multiple barriers to schooling and employment. Many have been involved with the criminal justice or child welfare systems, have been homeless, or parenting, and/or depend on social assistance. The program is geared to tackle the issues that have blocked young people from succeeding in school and the workplace.

home educationHome Education allows parents to be their child’s primary educator. They are responsible for managing, delivering and supervising their child’s courses of study. The goals of this program is to develop academic programming that meets Alberta Education Home Education regulations and to work collaboratively with the school administration and teachers. We believe that the ideal model is a blended model where school and parents work closely to support the student. Some of the benefits are that the family has access to supportive and ECSD knowledgeable teachers and the opportunity to create a customized curriculum based on student’s interest, needs and abilities.

high school comPletion - graduation coach model The High School Completion (HSC) project is managed by Learning Services Enhancement/Alternative Education and has been in existence for over fifteen years. During this time, the completion rates have risen from 61.7% to 85.6%, a 23.9 percent increase highlighting the need and success of this model to be an ongoing focus in our district.

An assistant principal from Alternative Education (LSE) oversees the continuous evolution of a best practices model in our district high schools and provide support and training for all Grad Coaches. The constant goal is to maintain the continued success of completion rates by supporting the student through an emphasis on their transition to high school. This model focuses on the various interventions necessary to stimulate the path of change for non-completing students.

The key component of all these initiatives is the building of relationships between educational staff and all students in their quest for achieving their High School Credentials and being ready for the world beyond our district.

Our redesigned Fresh Start Academic Centres along with our Cardinal Collins Academic Centres provide completion options for all students. We believe that this plays a major role in keeping students in school and ultimately to achieve their High School Credentials.

In conclusion, the implementation of the graduation coach program is designed to keep students in school and support them through high school and beyond. The focus on maintaining and developing a best practices model will continue to have an impact on student success.

mYBluePrintMyBlueprint is a Career transitioning software program that is a successful tool to assist with High School Completion and transitioning to Post-Secondary education or the world of work. It is presently used by many high school teachers along with all of our Grad Coaches. This program allows students, upon entry into grade ten to begin to plan their high school educational pathway while exploring the post high school world of post-secondary training. District usage statistics have shown a tremendous increase in growth year over year by our students using this program.

PartnershiP With indigenous learning services (ils)Alternative Education has partnered with ILS in creating programs and services for Indigenous and non-Indigenous students. These programs (camps) are offered during weekends, spring break and the summer months. Students are immersed in courses and activities that focus on career exploration, cultural teachings, leadership development, and connecting with Indigenous community leaders and participating in environmental excursions.

We feel privileged to work for the department of Learning Services-Enhancement in Edmonton Catholic Schools.

The theme for the 2018-2019 school year sets the words “God’s Love” large at the forefront as this is a basis of our Catholic Faith. The elements of footprints were chosen as they directly relate to the theme text of “walking” and they have a portrayal of both weight and transiency of never being stationary – they elude to walking toward the future. The first print also has a heart shape built into its pad - to tread with love. The feathers and foliage coming through the footprint portrays growth from where we step/walk and three prints are placed in representation of the trinity. Indigenous imagery has also been built into the theme with the inclusion of feathers (eagle) and nature elements. Water style colours and imagery were pulled into the theme image as water has the idea of going from the seen to the unseen as it dries and is the one element that translates to all states in that it can be a solid, liquid or gas. They were also chosen to complement the nature imagery and idea of growth which is also in reference to “water of life.” The wet-looking footprints give the allusion of the aforementioned fading (the seen to the unseen – walking toward the future), that we are not stationary but always moving forward. The so� reds are sparingly placed in a way to lead the eye around the page.

Faith Leadership

• The staff of Lumen Christi celebrated Liturgy of the Word for Ash Wednesday. • Father Glenn joined Lumen Christi for a Eucharistic Liturgy. • I attended a District GrACE team meeting. • I met with the Principal – Catholic Identity to discuss profiling Catholic Education. • I met with our Religious Education (Theological) Consultant. • I joined my colleagues from the Council of Catholic School Superintendents of Alberta on a

conference call. • I met with Father Mitch Fidyka of St. Thomas More Parish. • I shared prayers for the victims of the Ethiopian Airlines and Christchurch disasters with our

community.

Student Learning

• I was pleased to attend the High School Culinary Awards dinner where several of our High Schools were participants and winners of recognition.

• Information on scholarships and bursaries for ECSD students was shared with the high schools.

• I joined our Jean Forest Leadership Academy as they held their annual international Women’s Day Luncheon.

• Students from across the District participated in various Numeracy Week activities. • Our students participated in Band Share Day. • Our Spring Pipe Ceremony was held at Ben Calf Robe School. • Our District held our first annual Women in Technology Day for students and staff. • Alternative Education published My Way Magazine, Summer School Edition to support

students in upgrading or furthering their studies. • The Edmonton Public Libraries’ Spring Brochures were shared with our elementary students.

Student Welfare

• Our March STAY newsletter highlighted questions that have been asked by parents to the team. STAY Advisors also focused on the Momo challenge in their work with schools.

• Our March Mental Health Monthly video was Behavioral Challenges of School-Age Children. • The topics of March Safety Talks were stress and Courageous Conversations.

Fiscal Responsibility

• Our Core Budget Committee, which I am a member of, continues its work. • Adjustments were made to high school budgets for the government’s clawback reversal in

the areas CEUs over 45 and missing course prerequisites. • The new process for Inclusive Funding was established and rolled out with consultation from

a subcommittee of 44 Principals.

• I brought greetings to our Head Custodians Professional Development meeting. • I joined the Administrator Placement Committee to finalize the Principal and Assistant

Principal placements for 2019-20. • ECSD celebrated the contributions of our substitute teachers during Substitute Appreciation

Week. • We began the process of staffing for PASS, Diploma Prep, and Summer School. • Our Assistant Principals held their quarterly meeting. • Staffing for Consultant positions with expiring terms took place. • The staffing procedure for the 2019-2020 school year was shared with all staff. • Staff were invited to submit applications for our various leadership training programs.

Policy/Administrative Procedures:

• We continued reviewing our Administrative Procedures. Our current updates are the appendices to AP 205 and 206.

Superintendent/Board Relations

• Our regular schedule of Agenda Setting, Governance, and Audit and Finance meetings continues.

• I continue planning for our Board of Trustees to take tours to see the breadth of programs and supports offered to students across our District.

• I joined the Board for a lunch meeting with Bishop Motiuk. • I had my regular meeting with the Manager-Board Governance. • I joined the Board for a Governance Development Workshop.

Strategic Planning and Reporting

• Bi-weekly District Strategic Leadership Council Meetings continue. • Assistant Superintendent’s Strategic Leadership Council continues its weekly meetings. • I continue with my regularly scheduled meetings with each member of the Senior Leadership

Team to dialogue on the work of each department. • I continue with my review of School Plans for Continuous Growth.

Organizational Management

• Sessions for Principals on the Instructional Time Calculator were held. • I met with Makami College to discuss their use of our space.

Communications and Community Relations

• I joined several of our schools and the Senior Leadership Team at a performance of Ancestors and Elders.

• My monthly Edmonton Examiner Superintendent’s Pen article for March focused on Dual Credit opportunities.

• Good news stories in the media included our Capital Plan.
