1. Call of Roll The 2017 Annual Meeting of the Lawrence-Douglas County Housing Authority Board of Commissioners was called to order at 5:53 p.m. by Vice Chair Powers. Upon call of roll the following commissioners responded present:

Chair Star was absent by prior arrangement. Also present were members of the public Pat Benabe and James Dunn, and LDCHA staff members Beverly Hyatt, Chris Lempa, Ruth Lichtwardt and Shannon Oury. 2. Resolution W17: Approve Minutes of the April 24, 2017 Annual Meeting of the Lawrence-Douglas County Housing Authority Board of Commissioners Commissioner Hack moved to approve the 2016 Annual Meeting Minutes as presented. Commissioner Paulsen seconded the motion. The motion carried unanimously. 3. Resolution X17: Review and Approve 2016 LDCHA Annual Report for Publication and Distribution to the City, County and Interested Parties Executive Director Oury gave a synopsis and pointed out several highlights of the report. The Board said several things in praise of the information, especially the graphic showing the demographics of households served. Ms. Oury listed the areas and agencies to which last year’s report was distributed. At the request of the Board, it had received a much wider distribution than in previous years. There was discussion of further distribution for the current report. Commissioner Duran moved to approve the 2016 LDCHA Annual Report as presented for distribution, with the directive to continue provide broader distribution of the report in the community. Commissioner Paulsen seconded. The motion passed unanimously.

4. Resolution Y17: Approve 2017 Payment in Lieu of Taxes (PILOT) to City of Lawrence in the Amount of $101,162 Executive Director Oury gave a synopsis, explaining that it is to pay for city services used since the LDCHA is exempt from taxes. She explained how the calculation is reached for the payment. Mr. Dunn asked if any of the PILOT goes to pay school or county taxes. Ms. Oury said that the check is cut to the City and that if they redistribute any of it, she is not aware of it. Commissioner Hack said that she believes it is not redistributed to any other governmental entities. Mr. Dunn asked if there is another PILOT for school taxes and Ms. Oury said that this is the only PILOT the agency pays. Commissioner Hack moved to approve the payment of the 2017 PILOT in the stated amount. Commissioner Duran seconded. The motion passed unanimously. 5. Election of Officers Commissioner Hack nominated Vice Chair Powers to serve as Chair. Commissioner Du-ran seconded the nomination. Mr. Powers accepted the nomination. Commissioner Hack nominated Commissioner Duran as Vice Chair. Commissioner Paulsen seconded the nomination. Ms. Duran accepted the nomination. There being no further nominations, the Board elected Mr. Powers as Chair and Ms. Du-ran as Vice Chair for the 2016-2017 term. 6. Adjournment There being no further items of business, Commissioner Hack moved to adjourn the An-nual Meeting. Vice Chair Duran seconded the motion. BE IT RESOLVED that the Board of Commissioners of the Lawrence-Douglas County
Housing Authority (LDCHA) approves Resolution Z18, Minutes of the 2017 LDCHA
Annual Meeting, as presented to the Board of Commissioners this 23rd day of April,
2018.
NOW THEREFORE the Board of Commissioners does hereby approve Resolution Z18.

ANNUAL ITEM 3: Resolution A18: Approve 2017 Payment in Lieu of Taxes (PILOT) to City of Lawrence in the Amount of $102,357.75 BACKGROUND: The Lawrence-Douglas County Housing Authority’s annual Payment in Lieu of Taxes (PILOT) for 2017 is $102,357.75. As a tax-exempt organization, the LDCHA makes an annual payment to the City in exchange for public services and facilities furnished by the City. The amount of the annual PILOT is set by federal regulation and is equal to 10% of the agency's rental income minus the utility costs paid by the LDCHA. CURRENT ISSUE: Rental income for 2017 was $1,310,294.30. Utility expenses were $286,716.81. Rent minus utilities equals $1,023,577.49, and 10% is $102,357.75, which is the 2017 PILOT payment owed to the City. Please note that on the attached HUD form, Computation of Payments in Lieu of Taxes, the “Assessable Value” of the LDCHA property has dropped considerably. Last year the County assessable value for all LDCHA property was $22,943,800. Within that figure, Edgewood Homes was assessed at $6,031,120 and Babcock Place was assessed at $6,063,920. However, the County has now placed Edgewood Homes and Babcock Place in a different “Investment Class” which reflects the overall effective age and posi-tioning of the property in the market. Under this system, subsidized housing property is assessed at a much lower rate and the value was lowered to $2,477,200 for Edgewood Homes and $1,857,600 for Babcock Place. This brings the current assessed value of all LDCHA properties down to a total of $16,488,430. This does not affect the amount of the PILOT since that is based only on rental income and utility expenses, not property values. BOARD ACTION: Approve 2017 Payment in Lieu of Taxes to the City of Lawrence.
