Kim Scoplitte Executive Director stated that SB1274 Professional Regulatory Boards;

Composition was signed by the Governor on June 5, 2020. This bill will allow for (7) Board members (3) members within the industry and (4) public members. Kim Scoplitte stated that the remaining bills did not move forward.

5. Review, Discussion and Possible Action Regarding Secondary Employment for Board Employees.

• John M. Fry, ELS Section Chief (Employment Law Section Chief)

Kim Scoplitte, Executive Director introduced John Fry, Employment Law Section Chief who will discuss Secondary Employment for Board Employees. Kim Scoplitte stated that this came about because a staff member had asked about outside employment and in the past this had not been allowed, so staff reached out to John Fry who is the Employment Law Section Chief to give advice on this matter and to get the Board’s opinion regarding this.

6. Report and Discussion on Cosmetology School Virtual Inspection conducted on May 28, 2020.

• All Beauty College, LLC., and Gerald Guedon, Member

Theresa Bunch, Deputy Director stated that on May 28, 2020, staff conducted a Virtual

inspection of a school located in Bullhead City. Staff had the school on a Virtual teleconference and as the school walked throughout the school, the staff was able to check for compliance and were able to complete the inspection going virtual. The school was licensed and ready to go. Theresa Bunch stated that it went very well.

Instructors/Faculty.

EXECUTIVE DIRECTOR’S REPORT

Introduction of New Board Investigator Helen Bordelon – Tucson Area • Licensing Update • Information Technology Update

Kim Scoplitte, Executive Director introduced Helen Bordelon the agency’s new

investigator for Tucson. Helen has over 25-years of industry experience, she has been an educator at Empire and Arizona Academy of Beauty in Tucson. Helen has been training with investigators Lisa Chavez, Maria Pelliccio and Inspector Elizabeth Huffman. We are excited to have Helen be a part of the agency.

Kim Scoplitte, Executive Director stated that staff are still issuing provisional licenses

and waiving first license fees at this time and asked the Board for direction as to when should this process end as salons have been re-opened. Staff would need to have an end date so that we can post to the Board’s website a notice to licensees regarding this action.


Board members discussed and will move forward with the original motion to

waive fees for 6-months or until the Executive Order expires and to place this on the July agenda should anything change.

2. Summary of Current Events that Affect the Arizona State Board of Cosmetology, A.R.S. § 38-431.02 (K). This is the time for the Chair or Executive Director to give a brief summary on current events that affect the Board. It is informational only and no discussion may occur. CONSENT AGENDA The Consent Agenda items may be considered for approval as a single action unless a Board Member or any other interested party wishes to remove the item for discussion. The Board may vote to go into Executive Session to discuss and consider records exempt by law from public inspection, including the receipt and discussion of information, or testimony that is confidential by State or Federal law on all agenda items under Steps 1, 2 & 3 pursuant to A.R.S. §38-431.03 (A) (2).
