Brian Paupeck & The Kingsport Mets
On June 23, Hunter Wright Stadium will be ready for the Kingsport Mets season opener!
Brian Paupeck, general manager of the Kingsport baseball team, received an "Above
and Beyond" recognition for the organization.
Paupeck, who started out as an intern within the baseball world, eventually landed here
in Kingsport as the general manager of the Kingsport Mets. With taking his new position,
he also brought new upgrades and improvements for the Kingsport baseball team.
Among these changes were promotions, new menu items and new souvenirs for the
fans. After all improvements were implemented, the team was the most successful it
had been since 1996. The team also captured the Western Division title. The success on the field led the way for Paupeck to be named Appalachian League Executive of the Year.
Since Paupeck has been with the K-Mets, the team has seen an increase in attendance,
an engaging ballpark experience and new improvements made to the stadium by the
city.
The season runs from the middle of June until late August. Paupeck and the Kingsport
Mets encourage families to come out and attend a few games!
Housing Redevelopment Opportunity for KHRA
Kingsport Housing & Redevelopment Authority (KHRA) has been working on moving
forward with implementing the Midtown Neighborhood Transformation Plan. In addition,
KHRA has been exploring the utilization of the Rental Assistance Demonstration (RAD)
Grant through Housing and Urban Development (HUD). This development opportunity
will impact the City of Kingsport by addressing the complete rehabilitation of current
public housing. This $50M development project has a variety of federal, state, and
housing authority funds identified, with gap of only $3M in project funding.

Kingsport City Manager, Jeff Fleming, Presents Balanced Budget
Balanced without revenue increases (does not include ONEKingsport initiatives)
Stays within debt goals and financial policies
o $8.4 million for foundational fundamentals (roads, facilities, equipment,
safety)
o $3.4 million for parks, neighborhoods, transit
o $1.4 million for culture, arts, beautification
Provides targeted funding for facilities maintenance, technology infrastructure
Seizes time-sensitive opportunities for transit and greenbelt grants
Provides unprecedented funding for operational basics (‘don’t remodel your
kitchen if your roof is leaking’)
Adds key positions for foundational fundamentals (police, fire, custodial)
Makes the most significant investment in paving history ($1.35 million), increases
annually over 5 years to achieve sustainable paving program funded through
power franchise revenue
Improves streets & rights-of-way maintenance (funded through power franchise
revenue)
o Concrete Crew (maintenance of streets, curbs, sidewalks)
o Enhancement Crew (landscaping, mulch, grounds, litter, snow, seasonal
services, etc.)
o Mowing Crew
Rewards departments who were able to eliminate/consolidate/reallocate
Maintains the downward trend of full-time employees per capita
Establishes prioritized spending of any budget surplus from current year
o $851,400 for Centennial Park – public funds to match private fundraising
efforts
o $330,000 for Technology Infrastructure
o $200,000 for parking at Veterans Memorial/J. Fred Johnson Park
o $100,000 for Public Art Commission
$50,000 for new chairs for Civic Auditorium

Property Tax Relief
A property tax relief program is available for those who qualify. Forms are available at
City Hall or you can access the information by clicking the links below:
1. Seniors (65+) with combined 2014 annual income <$28,690. Tax relief is placed on
the first $23,000 of property value. Click here for more information.
2. Totally and permanently disabled with combined 2014 annual income <$28,690. Tax
relief is placed on the first $23,000 of property value. Click here for more information.
3. Disabled veterans with combined 2014 annual income <$60,000. Tax relief is placed
on the first $100,000 of property value. Click here for more information.
