1.0 INTRODUCTION

On the 11th March, the World Health Organisation (WHO) declared the new strain of Coronavirus (COVID-19) a global Pandemic. At the time of the release of this revised document, one-hundred and forty-eight (156) countries had confirmed cases of the virus. The outbreak of the COVID-19 virus is unprecedented and has potential for the virus to spread further, increasing the number of infected people who are dying from complications resulting from this virus. In the most severe cases, the virus causes pneumonia which can be deadly. The outbreak of this virus will mean a greater focus on worldwide response with the Australian Government imposing additional restrictions including more screening specifically at airports and seaports which may include further restrictions in the movement of foreign nationals onboard foreign flagged vessels who are visiting or passing through Australian Ports. The overwhelming majority of COVID-19 cases can be connected, directly or indirectly, to an illegal wildlife market in Wuhan with 16 other neighbouring cities with a combined population of more than 50 million, who have been in lockdown since 24th January 2020. Europe has become the new epicentre with accelerated number of confirmed cases and an increased number of deaths attributed to this virus. This ‘Coronavirus (COVID-19) Management Plan’ has been developed to identify the risks associated with this virus and to provide a level of awareness and guidance that will help prevent exposure to the virus as we implement new strategies to prevent further spread of the virus. The Coronavirus (COVID-19) Management Plan will be reviewed regularly and amended frequently to reflect current information as provided by Government Agencies. The revised Plan shall provide current information that may bring about changes in strategy with revised ‘precautionary measures’ that will help us manage and reduce the risk of exposure and further reducing the potential for transfer of the virus within the working environment and the general community. Your due diligence and vigilance will further assist in reducing the spread of this deadly virus.

2.0 GENERAL

2.1 What is the COVID-19?

The Nova Coronavirus (COVID-19) is a respiratory illness first identified in Wuhan, Hubei Province in mainland China. The virus is transferred person-to-person through respiratory droplets from an infected person. 2.2 How does the virus spread?

Coronaviruses are generally thought to be spread most often by what are known as "respiratory droplets" from an infected person — the little secretions we generate when we sneeze or cough. Chinese government announced that the virus is now airborne and can now spread via aerosol transmission meaning it can drift through the air for an extended period-of-time and cause infection if breathed in. Aerosol transmission refers to the mixing of the virus with droplets in the air to form aerosols which causes infection after inhalation. Droplets that land on surrounding surfaces can be transferred to others who come into contact with these infected surfaces.

2.3 What are the symptoms?

Many people with the virus look and feel like they have the flu. The symptoms range from more minor ailments — like a sore throat, fatigue, coughing, and a runny nose — to more serious symptoms like difficulty breathing. Those with severe breathing problems concern doctors the most, as early analysis suggests the virus is more likely to be fatal in people exhibiting serious breathlessness. The median age of people who have the virus is 57 years old. Authorities believe people with underlying health conditions like diabetes or high blood pressure are more likely to catch it, but healthy and younger people have been infected too. The Australian Health Department has provided information to assist in identifying the symptoms of the COVID-19 virus and to help differentiate between the common cold, common Flu viruses and COVID-19. 2.4 What are the potential risks associated with this virus?

If you have not been to China, or other ‘high risk’ category countries or regions, your risk of contracting COVID-19 virus is significantly reduced.

A large percentage (80%) of people who contract the COVID-19 virus, do recover without the need for specialised treatment. People with respiratory disease, difficulty breathing, and other medical conditions including high blood pressure or heart conditions, diabetes or reduced immunity systems are more likely to develop serious illness and may require medical treatment.

3.0 PRECAUTIONARY MEASURES

Bhagwan Marine has established the following precautionary control measures to help guide us through this potential risk to health and will continue to monitor and update this management plan where there is any indication of an escalation in the spread of this virus. 3.1 Monitor spread of the Coronavirus

Bhagwan Marine shall continue to monitor local and international advisory services on the spread of the virus and respond where necessary should there be a need to step-up controls to minimise any exposure to the virus. The Bhagwan Marine HSE Team shall remain vigilant in gathering information and reviewing advisory notifications from the Australian Health Department on this virus and will update the Management Plan as appropriate in line with any restrictions imposed by the Australian Government. 3.2 Identify potential high-risk areas of exposure Bhagwan Marine have identified potential high-risk areas of exposure specific to our core business, areas of operation including risks associated with personnel logistics, moving employees (staff/crew) around the country, and reducing interaction between workgroups and the general public.

3.2.1 Bhagwan Marine Vessels Operating outside Australian waters Any vessels operating outside of Australia will be restricted to living onboard, minimising any contact with foreign personnel when in Port.

• Shore-Leave is not permitted when visiting foreign Ports.

• Suitable P2 / Surgical Masks shall be made available and worn when there is a need to interface with local foreign government authorities, and service providers.

• Suspend any non-essential interaction with Port personnel / Port Authorities.

• Maintain a social distance of 1.5m reducing the risk of exposure.

• Maintain regular personal hygiene (wash hands frequently) Project Managers/ Marine Superintendents shall consult with the HR Manager or General Manager – QHSE on situations as they develop in the operational areas outside of Australia and liaise closely with the Client to provide a level of assurance in arrangements for the safe passage of Bhagwan Marine personnel transiting through countries and regions identified as high risk of exposure to the virus.

High Risk • Mainland China • Iran • Italy • South Korea

Moderate Risk • All other countries having confirmed cases of the COVID-19 virus.

3.2.2 International Airports On the 15th March 2020 (00:01 AEST), the Australian Government imposed a 14 day self-isolation period for all international travellers entering Australia. International airports, present a high risk of exposure to COVID-19. Any employee’s, who are returning back into Australia from leave overseas are required to self-isolate for 14 days of arrival. Employees who have visited countries where there has been an outbreak of the COVID-19 virus may be at a heighten risk of contracting the virus. The Australian Border Protection agencies in conjunction with Human Biosecurity Agencies may enforce a test of individuals who present with ‘flu-like-symptoms:

• fever or elevated temperatures above 37.3°C • coughing, • sore throat • shortness of breath and/or difficulty breathing • headaches, aches and pains • runny or stuffy nose

A mandatory 14day, self-quarantine period is required before being allowed back into the general population. Therefore the selection of Crew and other specialist personnel having arrived from overseas travel shall be monitored by the HR Management Team to help eliminate or reduce the spread and risk of exposure to the virus. 3.2.3 Domestic Airports Bhagwan Marine shall reduce airline travel to reduce exposure to the COVID-19 virus. Flights are now banned for all shore-based staff until further notice. Exceptions for essential travel shall be authorised only by the Managing Director. Essential travel is only permitted so long as the employee is not presenting any symptoms of the virus. Those staff who are permitted to travel are required to wear a P2 or surgical mask until they arrive at their destination/Port to join the vessel, or when they arrive home. P2/Surgical masks are available at all Regional Offices and onboard Bhagwan Marine vessels. Personnel who travel to/from work via Domestic flights may pose an elevated risk due to contact with the general public who are generally confined to close quarters. Alternate travel arrangements shall be identified to reduce the interaction with the general community minimising the risk of exposure. This may include travelling by road to join the vessel and include arrangements for crew travelling home via road transport. Bhagwan Marine shall employ locally (within the State or Territory) where practicable. 3.2.4 Australian Coastal Ports Bhagwan Marine employees shall take appropriate measures to minimise any contact with crew from foreign vessels that are visiting Australian Ports. In some work scopes, there may be a need to transfer foreign crew ashore. All vessel crew involved in these crew transfer activities shall wear the appropriate Surgical/P2 Respiratory masks and avoid any contact with the foreign crew transferring ashore. The Marine Superintendent shall ensure Australian Border Control and Bio-Security authorities are aware of the transfer of foreign crew from visiting foreign ships. A formal risk assessment shall be conducted to ensure all available information is present relating to the person being transferred including checks to verify: a) Reason for the transfer (i.e. health condition; crew change etc.)

b) Border Protection forms with information relating to the nationality, travel history and

visa status of the individual(s)

c) Border-Security forms with information on the health of the individual(s) The risk assessment shall review the associated risks to make an informed decision on whether to conduct the personnel transfer or decline the offer of services. Bhagwan Marine Operations Team shall monitor any notifications, communications issued by Port Authorities through notifications, alerts or directives that may impose additional restrictions within their jurisdiction. Information relevant to these areas of operation shall be communicated through this Plan.

3.3 Travel Restrictions

3.3.1 International In order to reduce the potential spread of the COVID-19 virus, Bhagwan Marine shall suspend all International travel until further notice. Employees who reside in countries outside of Australia are now subject to a 14 day self-isolation period when they enter Australia. Employees who reside outside Australia shall be consulted on their need to nominate an Australian home port during of this health emergency. Caution: Employees who choose to travel outside of Australia may be subject to a 14day quarantine period before being considered for re-entry back into Australia. The Australian Government has recommended all Australian citizens to not travel overseas. 3.3.2 Within Australia Domestic travel within Australia relating to work commitments shall be minimised in order to reduce potential exposure to the virus. All non-essential travel will be suspended and managed through the HR Manager. 3.3.3 Personal Travel Employees travelling overseas on vacation or other personal business will need to inform the HR Manager of their intended travel arrangements in order to understand the risks of exposure and potential spread of the virus. A Crew and Staff tracking register has been established to manage and identify employee movement outside of Australia and includes (but not limited to):

• Name • Nominated Home Port • Destination outside of Australia (including countries visited) • Date of Travel • Date of Return • Self-Quarantine period (14days) on return into Australia • Health (i.e. medical condition / flu-like symptoms)

Information relating to the overseas travel plans may attract further health scrutiny from the Australian Government authorities that may delay the employees return back to work. It is therefore important that the employee notifies the HR Manager when returning back into Australia to ensure appropriate quarantine process is followed.

3.4 Precautionary Measures in Australia

1) Australian Government has imposed a 14day self-isolation period for all travellers

entering Australian Ports

2) Flights from mainland China, Iran, Italy and South Korea including any other identified high-risk countries have been cancelled

3) Cruise Ships have been banned from entering Australian Ports

4) Refrain from personal contact including hand shaking when greeting other parties

5) Restrictions imposed with no outdoor gatherings in excess of 500 people

6) Restrictions imposed with no indoor gatherings in excess of 100 people

7) Christmas Island (Detention Facility) and Darwin (INPEX construction camp) has been set-up as ‘quarantine centres’ for all travellers coming into Australia from the Hubei Province in mainland China or other suspected high-risk countries. Other medical clinics have been set-up in key cities to accommodate, segregate and isolate potential carriers of the virus.

3.5 Personal Protection

You should be taking every precaution you normally would, to avoid catching the flu.

• Keep your hands as clean as possible through washing with soap and water or an alcohol-based hand sanitiser.

• Avoid touching your eyes, nose or mouth.

• Clean and disinfect frequently touched

surfaces at home, work or school, especially when someone is sick.

• Maintain a safe social distance of 1.5m and avoid close contact with general public

• Wear P2/Surgical face masks as an additional barrier to prevent the spread of the virus particularly if you are showing flu-like symptoms

• Refrain from coming into contact with people who have entered into self-isolation

3.6 Remain Vigilant

All employees are asked to remain vigilant and report any concerns where there is an elevated risk of exposure to the COVID-19. Early detection is beneficial in managing further escalation of the virus.

3.7 Report Suspected Symptoms

If you are experiencing flu-like symptoms, you should immediately contact your GP and explain your symptoms and advise your travel history. The GP will assess and/or test for the COVID-19 virus and advise course of action to determine diagnosis. Do not make an appointment or attend a GP practice or hospital without informing them first, as they will need to make arrangements to protect others before you arrive. Protect yourself and others from getting sick.

3.8 Crew Suspected of COVIS-19 Onboard Visiting Vessels/Ships

Commercial vessels/ships arriving in Australian Ports, from any destination, (including passengers) or crew who have been ill in the previous 14 days:

• The vessel will be put into negative pratique. No people may disembark during this time.

• A Biosecurity Officer will administer the “Traveller with Illness Checklist (TIC)” to all ill people.

• A Biosecurity Officer or the Master of the vessel (via the Maritime National Coordination Centre) may arrange for a fact sheet to be provided to all people on board.

• Depending on the outcome of the TIC, a biosecurity officer will either grant pratique or provide the vessel with further information or direction.

Commercial vessels, from any destination, with any passengers or crew who have been in contact with a proven case of COVID-19 in the previous 14 days:

• Crew will be allowed to disembark the vessel. They may be required to follow self-isolation recommendations.

• Any crew not disembarking in Australia are advised to wear a surgical mask while not on the vessel when performing vessel functions. They must not leave the Port or they will be subject to self-isolation requirements.

• The Department of Agriculture, Water and the Environment will advise whether a crew change may go ahead at a particular port following application to undertake a crew change via MARS.

4.0 MANAGEMENT OF CREW WITH REPORTED FLU-LIKE SYMPTOMS All crew are screened and vetted before deployment to Bhagwan Marine vessels. All precautionary measures are taken to minimise exposure of the crewmember prior to arriving onboard each vessel. Particular precautions shall be taken from crewmembers/workgroups living ashore in accommodation (hotels; rented houses/apartments etc.). Transport to/from the vessel(s) shall be managed to minimise any interaction with other workgroups or general public. In the event of a crew member presenting with flu-like symptoms or generally feeling unwell while onboard a Bhagwan Marine vessel, the Person in Charge (PIC) shall follow the following protocols in order to manage the isolation, transfer/remove from the vessel to receive a medical assessment and possible test for the COVID-19 virus. The following three alert stages as described below shall provide guidance in preventing potential spread of the illness: 4.1 Stage 1 – Isolation / Segregation of ill Person Onboard

Employees who present with “flu-like” symptoms shall be isolated away from any contact with other crewmembers or personnel onboard. The Master/PIC shall: a) monitor the health of the ill person by making him/her comfortable and isolate the

person into a suitable cabin away from other members of the crew onboard

b) notify the Marine Superintendent and General Manager – QHSE of the situation and advise the Client of the persons symptoms

c) liaise with the shore-based management to make the necessary arrangements to

have the person transferred ashore to a medical clinic for a medical assessment

d) Advise the remaining crew of the situation and isolate the remaining crew from other workgroups or general public

Note: Crew shall remain onboard until a full medical assessment has been completed with medical advice and confirmed diagnoses

e) Initiate cleaning and sanitisation of the vessels as an additional precautionary measure to reduce the potential spread of infection.

The Marine Superintendent shall make arrangements for a replacement crewmember to be deployed to site to fill that position.

4.2 Stage 2 - Medical Assessment / Test

The General Manager – QHSE (or designee) shall make an appointment to have the person assessed by a medical Doctor. The Doctor may: a) advise the illness as being common cold or other flu type virus and NOT the COVID-

19 virus; or

b) request a test for COVID-19 virus which will require the person to remain in isolation at site (hotel; rented accommodation) until results are received (48 hours).

During this period of test, the employee shall be isolated and is not permitted to attend any Bhagwan Marine facilities or vessels. The person is also not permitted to travel until the results of the test are received. The employee shall inform the HR Manager that they have been tested for ‘suspected’ COVID-19 virus.

4.3 Stage 3 – Positive Diagnosis (COVID-19)

On receiving a positive result to the COVID-19 virus, the person shall seek further medical consult and treatment from the medical practitioner who will advise isolation protocols and/or hospitalisation. The person shall remain in isolation for a minimum period of 14days or as advised by the medical practitioner. Suitable arrangements shall be made to have him/her accommodated away from site/area of operation. Employees who are diagnosed with the COVID-19 virus shall remain in isolation in compliance with the Australian Department of Health Regulations and are not permitted back to work until they have a full medical clearance. Copies of Medical Certificates and test results shall be forwarded to the HR Manager.

4.4 Stage 4 – Work Group Isolation

Management shall inform the remaining crew of the confirmed positive result for COVID-19 virus. The management of the remaining crew/workgroup shall comply with the following protocols: a) Crew are to be quarantined onboard while investigation is undertaken to track the

potential exposure and spread of the virus.

b) Crew onboard to maintain a social distance of 1.5m where possible and increase precautionary measures to minimise exposure

c) Instruct the vessel to leave site and go to make way to a selected Port and secure to a suitable mooring/berth and remain in isolation

d) Medical Service Provider to attend the vessel for the purpose of conducting tests of

all crew for COVID-19 virus

e) Crew are to remain onboard for the 48hour period while awaiting test results.

f) On receipt of test results, the Bhagwan Marine management shall make arrangements with the medical practitioner to have all crew transferred ashore to suitable clinics/hospitals for treatment and health monitoring

g) Crew shall remain in isolation until able to provide a negative test result to the COVID-

19 virus.

4.5 Health Information Hotline

The Australia Federal Government Health Department has provided a ‘Coronavirus Health Information Hotline should you seek further information on the Novel Coronavirus (COVID-19). The Hotline 1800 020 080 operates 24hours per day, seven days per week.

4.6 Contact Details in the event of The Master of the vessel shall notify 5.0 EXPOSURE TO CORONAVIRUS (COVID-19)

Commercial Charters There may be situations where Bhagwan Marine are approached/asked to conduct work in situations where there is suspected person(s) infected by the COVID-19 virus. These requests may include transfer of personnel from visiting foreign ships. Under no circumstances will Bhagwan Marine place our employees and the general public at risk by undertaking a charter to transfer foreign personnel ashore. Note: Bhagwan Marine Crew are not to engage with crew from other visiting foreign ships. Exceptional Circumstances: In the event Bhagwan Marine are requested by a Government Authority to provide services to transfer a ‘patient’ from a visiting foreign ship, the enquiry shall be referred to the General Manager – QHSE for formal risk assessment. A formal risk assessment will be conducted by Bhagwan Marine senior management, with input from Government Agencies (Border Control; Bio-Security Officers and the Department of Health) and other local stakeholders. The decision to fulfill a request for this type of service will take into consideration the outcome from the formal risk assessment with the appropriate control measures and mitigation strategies in place. Formal approval will be required from the Managing Director. Work Scope including Port Facility Maintenance Particular care shall be given where there are specific work scopes that require Bhagwan Marine employees to operate within Cruise Ship Passenger Terminals. A heightened awareness of protection and hygiene including segregation from the passengers and crew embarking / disembarking from the Cruise Ship/Ferries’ shall be applied to reduce human interaction. Bhagwan Marine employees shall wear P2/surgical masks while working at the Passenger Terminals and/or Port Facilities where there is high concentration of general public or other

public gathering. Employees shall keep a safe distance (<1.5m) from visiting passengers and crew to reduce the potential of transferring the virus. Business Meetings and Industry Forums Bhagwan Marine shall continue to attend essential business meetings and selected Industry Forums within Australia. Personal protection including alcohol-based sanitiser shall be used when attending and interacting with other personnel. All guests to Bhagwan Marine facilities shall be subjected to health and travel questions and may be asked to participate in temperature or other heath screening (i.e. Temperature). Sanitising gels will be made available at the foyer of these facilities and guests will be asked to use the gels.

6.0 BUSINESS CONTINUITY

Bhagwan Marine shall continue to provide service to our Clients where safe to do so in line with BM-T1-011 ‘Business Continuity Plan’. The following precautionary measures have been put in place to minimise the potential exposure of shore-based staff including: 6.1 Cease Face-to-Face Meetings

Cancel all face-to-face meetings and make alternative arrangements to continue conducting business including:

• Teleconference Calls • Video Conference services • Webinars

6.2 Working-From-Home

Bhagwan Marine have initiated a “Work-from-Home” arrangement for all staff employed in high density areas to minimise exposure and interaction with the general public through minimising the use of public transport and reduce the interaction with work colleagues at the office facilities. Departmental Managers have set-up communications and interface with access to the Bhagwan Marine Systems to provide continuity of business functions. A skeleton team of essential personnel will remain at the office facilities in support of the staff working from home. Regular internal and external meetings and discussion forum are conducted using MS Teams; Skype; Go-To Meetings etc. This arrangement shall remain in place until normal business can resume after the risk of the virus spreading has been eliminated or reduced to tolerable levels.

6.3 Social Distancing

Social Distancing is aimed at reducing personal contact and minimising any physical interaction to reduce the potential for transfer of the COVID-19 virus. This strategy applies while at work and when away from work.

• Avoid people who are clearly unwell

• Maintain a safe distance of 1.5m between people

• Avoid physical social contact by not shaking hands, hugging or kissing

• Avoid crowds and mass gatherings where it is difficult to maintain a distance of 1.5m from individuals

• Maintain space between people when sitting down

• Avoid visiting vulnerable people such as hospitals, aged care facilities or people with compromised immune systems

The manager initially contacted by the Master/Supervisor shall initiate the appropriate measures in managing the person reported with suspected flu-like symptoms. This will be addressed at a local regional level deploying and engaging the appropriate resources necessary in isolating the ill employee and make arrangements to have him/her removed from the vessel and escorted to a medical centre for initial assessment. The Regional Manager shall notify the Client of the situation and make the necessary contingency arrangements to maintain continuity of service.
