Apple Blossom Weekend - May 7

Soon-to-be-retired (congrats!) Ed Strawsnyder has asked me to let every-

one know that, providing we have enough volunteers, BRDTC will be

providing canine demonstrations in Jim Barnett Park on Sunday, May 7

at the Apple Blossom Weekend in the Park on Sunday.

He has acquired adjacent parking, a securely snow-fenced demo area, and

a little shade.

We would like to be able to offer demos of tricks, freestyle, competition

obedience, rally, agility, and any other dog-sport which you would like to

demonstrate, as long as it is practical for the space. The demos would be

scheduled off and on throughout the day and the event is 10-5, I believe.

There will be a clipboard in the clubroom on the desk with a sign-up

sheet by next Tuesday, so we can gauge the level of interest. Feel free to

list your name and what you are volunteering to demo.

If you can help with set-up or take-down and equipment transport, please

note that as well!

There will be more info forthcoming later

sire. In this half-day seminar, we will guide you through the process of creating a new Self-Image and teach

“WAGS & BRAGS”

Yesterday was Dilly's Day! She showed like a star

at Shawnee Kennel Club shows and went Winner's

Bitch for a third major and the last points she

needed to finish her Championship! Dilly was the

Yellow Girl from her litter and rather than call her

Yellow when she was tiny, I started calling her Daf-

fodil, which later was shortened to Dilly. Here she

is posing with her ribbons and her namesake flow-

ers! Pending AKC confirmation, she is now:

Legislative - Alice Harrington -

We followed about 13 bills that were related to animals, dogs

and pet shops during the General Assembly’s 2017 session. For the third year in a row Senator

Stanley proposed a state sponsored spay/neuter fund to be paid for by taxing pet food. He pulled

the bill before it could be heard as it ALWAYS has a very high fiscal impact statement.

There were two anti-tethering bills that were defeated. HB-1802 carried by Del. Bell, said - No

companion animal shall be tethered outdoors unless the owner is outdoors within sight of the

animal. This is clearly an overreaching law (but similar to what was passed in Fairfax County in

VFDCB REGULAR Meeting 4 March 12, 2017

Nov 2015). The bill was tabled in the House Ag Subcommittee. This is the bill that prompted the

LTE attack on us discussed above.

Delegate Pogge carried HB 1877 that said - The governing body of any locality may adopt

ordinances limiting the amount of time during which a dog, notwithstanding its enjoyment of

adequate space, may be tethered. She struck the bill before it could be heard.

SB- 801, Senator Stanley wanted to require shelters to notify rescues of dogs and cats prior to

euthanizing and to hold animals 3 days longer if a rescue was “interested.” This bill was deemed

to be an unfunded mandate that many counties just could not meet. It passed the Senate but failed

in the House.

SB-852, Senator Stanley puts more restrictions on pet shops. It passed in the Senate and I think it

could have been killed in the House but PIJAC compromised and it passed.

Two bills would have allowed local jurisdictions to ban the sale of breeder dogs in pet shops.

Only shelter and rescue dogs would be allowed. HB 2116 carried by Delegate Keam and SB

1204 carried by Senator Lewis were identical bills. We pointed out that there were many

consumer protection laws for breeder animals. See Virginia law 3.2-6514. Consumer remedies

for receipt of diseased animal upon certification by veterinarian.

http://law.lis.virginia.gov/.../chapter65/section3.2-6514/ But there is nothing for shelter/rescue

animals. They are totally “BUYER BEWARE.”

We also pointed out to the Subcommittee that in 2015 a RESCUE – not a breeder - brought a

rabid dog from Egypt, with falsified papers, into Virginia. CDC had to do an investigation

covering many states as the dog traveled around. People who came in contact with it had to

receive rabies shots and other animals had to be quarantined for several months.

Here is the link to the CDC report -

https://www.cdc.gov/mmwr/preview/mmwrhtml/mm6449a2.htm

Rabies in a Dog Imported from Egypt with a Falsified Rabies Vaccination Certificate

— Virginia, 2015.

We pointed out to the subcommittee that it did not make much sense to put all these consumer

protections in place for breeder dogs, most of which come from highly regulated and inspected

sources and then ban them from being sold and replaced with totally unregulated, no know

history dogs from shelters. The VA subcommittee killed the bill. However these kinds of bills

are passing in other places – California just passed AB 485. Here is an NAIA letter that discusses

these issues.

http://www.naiaonline.org/uploads/Main_Upload_Directory/CalAB485LiO.pdf

SB 1147 carried by Senator DeSteph would have raised certain acts of animal cruelty to a class 6

felony. Most animal cruelty penalties are misdemeanors. We supported this bill, as did EVERY

other animal-related organization. Nobody spoke against it. However, Senate AG sent it to the

Finance Committee and the bill was passed by indefinitely, so it is dead.

VFDCB REGULAR Meeting 5 March 12, 2017

Page 16 The Blues News

PASSED - Senator Hanger and Delegate Orrock sponsored companion bills – SB-856 and HB-

1477 to allow jurisdictions to provide for lifetime dog and cat licenses. The owner has to

continue to live in the issuing locality and the animal’s rabies vaccinations have to be kept

current. The maximum fee is $50.

PASSED – Finally HB 2381, carried by Delegate Farris revised the Dangerous Dog Statute to

comply with an Attorney General’s finding. We supported those changes.

= = = = = =

Alice also attended a hearing in Loudoun County on February 16. Around 2014 Loudoun had to

revise some of their ordinances and kennel licenses (tags, not facilities) got eliminated. At the

hearing Loudoun County residents gave their thoughts on whether kennel operators should

maintain individual licenses for each dog in their care or have the ability to purchase bulk

licenses at a reduced fee. Many people attended and most of them – including some Hunt Clubs

with over 100 dogs – were in favor of restoring kennel licenses. We will continue to monitor this

situation.

Mariane said that the funds we were going to give to the Vet School for a sperm analyzer have

not been disbursed. The equipment has been ordered and Dr. Cecere said the school was able to

cover the entire cost so VFDCB money is not needed at this time.

Also, the vet school has partnered with St. Francis Service Dogs in Roanoke to prepare puppies

for service dog training. With the number of animals being used for support and comfort – and

taken on airplanes – would this be a worthwhile effort for us to support. Dianne Graham said she

would gather some information on this. Dianne reported to Mariane that this particular St.

Francis organization (there is another) is reputable.

The meeting was then adjourned.

Respectfully submitted,
