The Bloomfield Police Department is committed to

community engagement and our goal is to work with

our residents to ensure we continue to grow

TOGETHER and provide a safe place to live and work.

It is more than just policing, it is about family.

The Bloomfield Police Department and Interim Chief

Matthews worked with the community to bring in

new programs, such as; Coffee With a Cop,

Neighborhood Watch, #9PMRoutine, Party in the

Park with the Police, Citizen’s Police Academy,

“Stopped by” cards, and the STOPit App.

)PAL was founded in 1997 in Bloomfield and is a year-

round program that provides recreational-oriented

crime prevention and safety information activities for

the youth of San Juan County. PAL strives to build a

fundamental relationship between the youth of our

community and Law Enforcement Officers.

The Police Athletic League (PAL) hosts several annual

events that is open to residents of San Juan County and

they include:

• Jr. Police Academy

• Santa in the Park

• Bike & Scooter Rodeo

• Halloween Carnival

This year, the Police Athletic League delivered over 15

turkeys and hams to families in Bloomfield and

continue to be an inspiration in our county.

yOn November 8, 2018, Interim Chief Matthews launched

Bloomfield’s first Citizen’s Police Academy. Our first

Academy has 15 members from San Juan County and his

goal is to host the academy twice a year.

The 9-week Academy covers:

• Week 1: Welcome & Community Involvement

• Week 2: Use of Force

• Week 3: Crime Scene Investigation

• Week 4: SIM Rounds at Safety City

(Active Shooter/Traffic Stops

• Week 5: Trauma First Aid

• Week 6: Defensive Tactics

• Week 7: Active Shooter/Clearing a Building

• Week 8: Criminal Investigation

• Week 9: Graduation

On December 13, 2018, we created a 10 question survey on Survey Monkey and posted on social media. During the 6-day window, we had 90 responses from people in and around Bloomfield. The survey was random and anonymous.

On August 28, 2018, the Bloomfield Police Department started to participate in the National #9PMRoutine. The #9PMRoutine is a social media reminder for residents to lock their doors, turn on the porch light and remove valuables from their vehicles.

In October of 2018, the BPD and Work Force Solutions/SER – Jobs for Progress of New Mexico established a working relationship to help offset the cost of training for the police department, as well as the City of Bloomfield. This program allows employees of Bloomfield to receive training for their positions, as well as promotions, and will cover up to 75% of training and material costs.

Since the inception of the program, the Bloomfield Police Department has or will have received over $60,000 in assistance funds from Work Force Solutions/SER-Jobs for Progress.

Retention Bonus

SummaryAn annual Retention Bonus was proposed for all certified officers after each completed year of service. For each year of service, the officers will receive a $500 Retention Bonus that will cap out at $2500 per year for the officer.

It is the hope of Interim Chief Matthews that this will incentivize our current staff to continue to work for the Bloomfield Police Department and not be persuaded to leave for higher paying positions at other departments.

Anticipated Retention Bonus payout for 2018/2019 for current certified officers would be: $17,500.

The cost to replace an officer with a non-certified officer is $75,077 for the first 10 months of academy and FTO.

The cost to replace one officer with a lateral certified officer is $11,028.
