Chief Safety Officer The incumbent will be responsible for developing, implementing and maintaining an efficient Safety Management System and Risk Management programme as prescribed by the MHSA. Tasks and responsibilities: • Fulfil the duties of a Chief Safety Officer in terms of the Mine Health and Safety Act • Develop, implement and maintain a Safety Management System and a Risk Management programme to ensure achievement of objectives, by establishing and implementing approved medium- and long-term plans, aligned to the Company’s strategic business goals • Provide specialist technical knowledge and advice to all levels of management and resolve a wide range of Safety and Risk Management-related problems and related interfacing issues, requiring solutions for new projects, unusual conditions and corrective measures • Manage the Company’s Safety System which is based on ISO18001 requirements and the Risk Management programme to maintain corporate standards by: * Continually reviewing programmes and implementing adjustments to ensure alignment with developments on the Mine, in industry and safety standards * Analysing trends, interpreting results and implementing recommended corrective action mine-wide * Facilitating change processes to ensure continuous improvements to internal control systems, employee participation and management support * Implementing and reviewing safety-related policies, procedures, control standards and measures * MOSH participation, feedback and implementation of initiatives • Manage subordinates to deliver the outputs of their jobs • Develop effective working relationships with consultants, IOM and Governmental authorities and participate in seminars/forums to keep abreast of developments within the industry • Understand and interpret all relevant safety-related legislation, regulations and standards as it applies to the Mine’s operations, confirm interpretation with the Inspector of Mines and Machinery and manage implementation • Inform management of any legislative changes and implications thereof and proactively review the necessary programmes. Minimum requirements: • National Diploma in Safety Management or equivalent qualification in Mining or Engineering • Blasting Certificate • Valid driver’s licence (Code EB/08) • SAMTRAC/SHEMTRAC Certificate • COMSOC 1 and 2 Certificates • Extensive experience in an integrated Risk Management Programme • Internal Auditing Course • RCAT investigation • In-depth knowledge of mining legislation • At least 5 years’ experience in safety management in the mining Industry, especially in an underground mine • Qualifications in other legs of safety which the tertiary qualification does not include will be an added advantage. Other skills/competencies: • Professional knowledge of safety aspects with experience in integrated SHE management systems in a mining environment, ie OHSAS18001, ISO31001 • Good written and verbal communication skills in English and the ability to interact at all levels both internally and externally • Computer literate • Ability to meet the requirements of the appointment of Chief Safety Officer in terms of the Mine Health and Safety Act. Rigger The incumbent will be responsible for the maintenance of all shaft-related infrastructure, equipment, lifting equipment and tackle. Major tasks include problem identification and reaction, legal inspections and maintenance tasks on shafts, winders and winder ropes. The role may have supervisory responsibilities. Tasks and responsibilities: • Sling material in shafts • Undertake general lifting and rigging of heavy equipment • Operate mobile lifting machines • Inspect, maintain and keep record of all lifting equipment within the shafts section • Investigate, diagnose and perform trade-related maintenance, repair of equipment and machinery according to maintenance requirements • Identify spares requirements and order according to departmental procedure • Work according to the Mine’s Code of Practice, and report any observations of this not being done • Work overtime, be on standby and be available for callouts should the need arise • Ensure personal and coworkers’ adherence to and compliance with security and the Company’s SHE objectives. Minimum requirements: • A qualified Rigger with Trade Certificate at recognised/ accredited institution • 5 years’ experience in a mining environment • A valid public driver’s licence (Code 08 - EB). Other skills/competencies: • Lifting equipment training and licences will be advantageous • Ropesman experience will be advantageous • Knowledge of the Mine Health and Safety Act with regard to lifting equipment, ropes and shaft • The ability to work with people, as well as follow instructions and procedures. A backlog of 18 000 claims exists at the Department of Labour’s compensation com- missioner for occupational diseases and 12 000 claims are waiting at the Compensation Fund. Concerns abound that former mineworkers lack information about their access rights, procedures and administrative formalities, but changes to the Pension Funds Act now allow for a portion of ac- crued interest to be used for tracing costs. It was announced this week that some 60 000 former mineworkers have to date come forward to claim their portion of about R5 billion in un- paid pension, provident fund and service awards. These people are mainly from the traditional labour-sending areas of Limpopo, KwaZulu- Natal and North West and South Africa’s neigh- bouring states of Mozambique, Swaziland and Botswana. Another 200 000 former mineworkers and their beneficiaries can still lay claim to un- paid funds, and one million awards claims need to be analysed. Teba Limited has submitted 400 claims to the Mines 1970s Fund and another 500 claims to the newer Mine Workers provident Fund (MWPF) are ready to be concluded. Teba can verify claims by means of their database contain- ing more than 1.5 million records, and deliver their service to former mineworkers and their beneficia- ries free of charge. Roads barricaded during Community Protest Rustenburg/ Mogwase – A protest broke out on Sunday, 13 July, at about 21:30 at Mogwase close to the Orbit FET College. “Dissatisfied residents took to the streets complaining about employment at the Pilaneberg mines. The residents barricaded the roads with burning tyres and broken pieces of glass. The members demanded that they have the right to work at the Pilansberg mines (Moruleng Mines), as they are also of the Bakgatla-Ba-Kgafela community,” Constable Kabelo Thetabosigo from the Phokeng Police Station explained to the Platinum Weekly. No arrests were made and the situation is currently under control. Bloemhof Dagga Bust Bloemhof – A crime intelligence driven operation yielded success with the arrest of two male suspects, aged 53 and 61, on Thursday, 17 July in Coverdale, Bloemhof. According to Colonel Sabata Mokg- wabone, the Stilfontein K9 unit, with permission, searched a house in Vogt Street and discovered a black refuse bag containing thirty-five (35) dagga blades, eleven (11) dagga wrapped packets, and another re- fuse bag filled with dagga – all with an estimated street value of R2000. The suspect was arrested for pos- session of dagga, and is expected to appear in the Bloemhof Magistrates’ Court on Monday, 21 July.
