BLACKSPRING RIDGE PROJECT UPDATE Liaison Committee Presentation February 23, 2015 Slide 2 GOAL OF THE LIAISON COMMITTEE As part of the Blackspring Ridge Wind Project, a Liaison Committee was established to facilitate the participation of the community in the development of the wind farm. The Liaison Committee will ensure that the interests of landowners are considered and participation of local businesses and services is encouraged. The objectives of the committee are to: Ensure effective communication between all stakeholders and EDF EN Canada Development Inc., acting as Manager on behalf of the Co-Owners Understand issues related to the development and construction of the wind farm; Recommend satisfactory solutions to stakeholders; Identify potential opportunities for local business and services Slide 3 LIAISON OFFICE As Manager of the Blackspring Ridge Wind Project, EDF EN Canada Development Inc. is committed to working with all stakeholders during the Operations phase of the Project. Slide 4 BLACKSPRING RIDGE TEAMS Commercial Operation was reached in May 2014. Various teams have been hired, trained and are now currently a couple months away from starting year 2 of the 20 year Operations phase. Following is a brief description of each of the teams responsibilities: EDF EN Canada Development Inc.: ECDI will continue to be the Manager of the Project and will continue to be the main point of contact for all stakeholders and manage tasks such as landowner payments. Enbridge: Enbridge will be the Balance of Plant Operations & Maintenance (BOP O&M) Manager and will be responsible for the maintenance of the site and the substation. Vestas: With approximately 20 technicians on site, Vestas will be the Operations & Maintenance Manager for wind turbines and will be responsible for the day to day Operations & Maintenance (O&M) of all the turbines. Slide 5 RESTORATION/RECLAMATION Restoration/Reclamation wrapped up Fall of 2014, thank you to all our landowners and tenants for the collaboration and support throughout this phase. After harvest this year we will be in contact with remaining landowners to review final documentation. Slide 6 SAFETY ON-SITE Now that Blackspring Ridge is almost complete year one of being in full operation, we want to remind all of safety, as it is always priority. Underground cables, junction boxes, overhead lines and substation are all energized. Please call Alberta One Call before excavating or digging. http://www.albertaonecall.com Posts have been installed at the entrance of each access road, signs are in the finalization process and will be placed. The signs will state authorized personnel only, no trespassing. Reflector tape has been placed on select turbines for visual safety. There will also be 5 STARS Air Ambulance signs posted within the project area. Slide 7 All Crop Compensation payments for 2014 were processed and distributed as of early January 2015. Rent payments for 2015 were processed and distributed February 2015. Royalty payments related to the production of the Blackspring Ridge Wind Project for Quarter 4 (October/November/December 2014) to be received February 2015. 2015 Quarter 1 Royalty (January/February/March) payments will be processed in late April, once full production data has been received for all three first months of 2015. LANDOWNER PAYMENTS Slide 8 ENVIRONMENTAL MONITORING - OPERATIONS PHASE EDF EN Canada and Enbridge consider environmental protection to be an important and integral part of the Project. As per ESRD requirements, ECDI and Enbridge will run its second year of the 2 year Post Construction Monitoring of birds and bats. Noise Monitoring was conducted the end of August 2014. Results and reports can be found on the AUC website: http://www.auc.ab.ca/applications/current-applications application 1611025-1 proceeding 3537 Slide 9 BLADE DONATION & COMMUNITY FUND PROJECT On October 31, 2014 the Village of Carmangay received a blade from the Blackspring Ridge Wind Project. A double sided information kiosk will be created and installed early 2015. The Blackspring Ridge Wind Project Community Fund will take place for its second year, this coming summer. Announcements for when this will kick off will be emailed to landowners, placed in local newspapers and posted on community centre boards.
