“Using this definition, there were 353 persistently poor counties in the United States. The large majority (301) of the persistent-poverty counties were nonmetropolitan (non-metro) and exhibited a strong regional pattern.

There are no non-metro persistent-poverty counties in the Northeast, 29 non-metro persistent-poverty counties in the Midwest, and 20 in the West. The remaining 252 non-metro persistent-poverty counties are in

the South, comprising just over 26 percent of the total Southern non-metro population.” The Birmingham News calls it this Blackbelt Region in Alabama, “Alabama’s Third World”. Macon County’s percentage of the population below the Poverty level is in excess of 30%, persistently, and one of 5 counties in Alabama with

poverty rates consistently this high.
