    * -*With this presentation I would like to introduce you with BSBCIC located in Burgas, Bulgaria. -* -*Globalization and dynamic economic development of the Black Sea Region lead to a rise of the ships traffic in the Black Sea.

    All this is naturally connected with an activated criminality searching for ways of realizing its illegal activity.

    The common interest of the Black Sea Countries towards strengthening security and stability in the Region united the efforts of the Border Police/Coast Guard for an efficient countering of terrorism and cross-border crime in all its forms and aspects.

    The first meeting of the Leaders of the Border Police/Coast Guard Authorities of the Black Sea Littoral States was held in May, 2000, in Istanbul on the initiative of Turkey. The aim of this meeting was a forum of cooperation to be developed in the field of the coast guards between the countries of the Black Sea region. The delegations of the participating countries the Russian Federation, Ukraine, Georgia, Romania, Turkey and Bulgaria decided that the basis of this forum would be the bilateral agreements on cooperation in the field of the coast guard. -* -*On 16.10.2003 at the third annual meeting of the Border Police/Coast Guard Authorities of the Black Sea Littoral States held in Odessa, Ukraine, the Leaders took a decision and signed a protocol on the establishment of the Bulgarian National Border Center in Burgas as a constantly working Black Sea Border Coordination and Information Center (BSBCIC) for providing the cooperation with the National Border Coordination Centers (NBCC) of the Black Sea countries.

    The BSBCIC has been established by the Bulgarian Border Police and officially works since 01.01.2004. The BSBCIC is a permanent structure. -* -*On 08.11.2006 at the annual meeting held in Istanbul, Turkey, the Leaders of the Black Sea Littoral States Border Police/Coast Guard Agencies decided to create the Black Sea Cooperation Forum (BSCF) through which the National Coordination Center and the BSBCIC would cooperate each other and exchange information.

    The BSCF is a form of the Black Sea Littoral States Border Police/Coast Guard Agencies cooperation which is aimed at providing meetings, negotiations, possible sharing experience, ideas and major principles of cooperation development.

    Parties agreed to establish a Secretariat of the BSCF under the responsibility of the acting chair-country. -* -*Areas of cooperation are operative, technical and information cooperation with NBCC of the Black Sea countries:

    1. Operative cooperation: coordination of actions between the governing and executive bodies on the control of maritime traffic, surveillance of risky areas or particular areas, forming the overall picture of the surface of the sea in the region; 2. Technical cooperation: establishing and maintenance of the communication channel for contact with the participating countries; 3. Information cooperation: data exchange and coordination of the actions among the states in the operational use of forces and means at sea as well as control of the border regime and the prevention of crimes.

    Main tasks: - Maintaining and updating the database of vessels suspected for illegal activities-List of suspected ships /LOSS/; - Preparing and sending a monthly report of the updated LOSS to NBCC and the effectiveness of the information exchange; - Making a constant exchange of information by approved forms about movements of the vessels suspected for illegal activities in the Black Sea by Automated information exchange system, fax, e-mail, etc.; - Data exchange of ships traffic in the Black Sea and support for the security of navigation and shipping; - A 24-hour-cooperation with the Bulgarian State Authorities responsible for national Black Sea waters; - Coordination of activities in carrying out joint actions for border control operations and search and rescue at sea; - Preparing and submitting to NBCC monthly and quarterly analysis of the information exchange and specific events for the period mentioned, concerning operational situation of illegal activities detected in different countries; - A 24-hour-monitoring, observation and control of sea traffic in Bulgarian territorial waters, collecting of information, evaluating and analyzing of every single situation with a view to take management decisions on duty forces. -* -*The total area of responsibility of RDBP-Burgas is 20000 sq. km. -* -*In order to carry out the radiolocation surveillance at the state border there are the Stationary Surveillance Posts (SSP) equipped with radar stations, communication means and equipment for night-day vision.

    For providing the technical surveillance, control and protection in the dead areas for SSP-s, coastal forces are equipped with devices for day and night vision, mobile systems for thermo vision surveillance with an option of recording the observed targets, manual thermo cameras, VHF radio connection tools and TETRA.

    -* -*In order to guarantee security of the border the BSBCIC co-operates and interacts with the authorities with competence in the maritime area through exchange of information and carrying out of joint checks.

    -* -*Since 01.01.2007 the major tool of communication between all parties concerned (NBCC-s) in Black Sea has been Automated information exchange system (AIES), whose access is limited to the participating states. -* -*This system establishes a permanent and stable channel for exchange of various types and forms of information. What is achieved is a real time information exchange to all NBCC with current data of suspicious ships, actions undertaken and results thereof. At the Black Sea Border Coordination Information Centre is maintained a database with information about ships suspected of illegal activity that is permanently updated.

    -* -*The correct infilling of documentation, duly sending of actual information about a suspicious ship, lay in the basis of analyzing a single situation and taking appropriate activities for prevention of violation, within observing international and local legislation. -* -*Before the introduction of the AIES-For the period 2004 2006 the exchange of information among the BSBCIC in Burgas and the NBCC has increased 5 times.

    After the introduction of the AIES-In 2007 the exchange of information among the BSBCIC in Burgas and the NBCC has increased almost 2 times.

    -* -*The working places in BSBCIC are equipped with modern techniques and program products as AIES, TRANSAS, VT EXPLORER for Maritime Administration and Border Police, NAVTEX, Radars visualization of Border Police SSPs, etc.

    Navi Harbour Remote Terminal-TRANSAS provides users with different navigational information, allows identification and tracking of ships and other navigational objects in coastal areas as well as ships planning in coastal waters.

    -* -*VT Explorer is a system collecting, processing and displaying real time data received by the vessels AIS transponders. Automated Identification System (AIS) operates in VHF band and the coverage area strongly depends on the propagation conditions of the radio signal.

    -* -*Vessel Traffic Explorer-Border Police Edition (VTE-BPE) is a system for surveillance and control of the vessels traffic and it is used for analyzing the movement of suspected ships.

    BSBCIC receives and processes the information from Stationary Surveillance Posts as the information from some of them is integrated in the system VTE-BPE in real time.

    All these systems and sources of information are crucial for obtaining a comprehensive and realistic maritime picture.
