AND SHIPPERS

(Addition to Herring Fishery Rules, Pa ssedand Gazetted, 1918)

DIRE CT LY upon the arrival of Herrings atSt. John's for transhipment, the owners or theiragent s shall immediately take charge of same, seethat they are properly stored upon the belges, andoth erwise protected from the effects of the wea­ther, re-coopered and repickled if so inst ructed byan Insp ector, otherwise the Board may cause ship­ment of same to be deferred until such time as saidinstructions have been complied with, and if atany time an Inspector may have reason to believethat Herrings through delay in transhippin g orotherwise, may have deteriorated in qualityth rough loss of pickle, exposure, or from anyother cause, he shall have power to cause them tobe open ed and examined in his presence and, ifnecessary (alt hough previously inspected andbran ded) , may cause the Crown Brand to be re­moved there from. Any person or persons failingor refusing to carry out the instructions of an In­spector in this respect, will be deemed guilty of aviolation of the Ru les and Regulations.

that such a change in our system would mean divorcing re­lig ion fro m educat ion-an unthink able step fro m th e point ofview of those who look upon educat ion fr om t he br oaderpoint of vi ew. On th e other han d such a combining of for cesmay merely mean th e elim inat ion of sectar ianism and t he re­tention of t he t ru e spi r it o f religion in the educ at ion of ourch ild re n. The solut ion of this particular probl em mu st de­pend upon whet her the va r ious denomination s are cap abl e ofwork ing amicably to gethe r. \Vh en years ag o St . John 's hada General P rot estant Acade my, th e denominati on s con cern edcou ld not work amicably together and t he presen t system wasfound necessary.

Even if thi s d ifficulty is overcome t here ar ises the ques­tion of th e a dvisability o f acce ntu ating t he differences be­tw een Protestan ts and Rom an Catholi cs. \V e have had moret han eno ug h o f thi s evil in the past. Ca n we avoid it in thefuture or would a combinati on of the Protestant bodiesarouse unn ecessar y ill-w ill in ye ar s to com e?

From the point of vie w of pure ly secu lar edu cat ionth ere is much to be sai d in favor of a comb ine d Co llege. Thenumbers would enable pupils to be cl assified mu ch bett er tha nis possi ble at present. I t is necessary now for pupils o f ace rtain standard to work in t he same ro om and under thesame master as pu pil s o f e it her a yea r's higher standing or ayear 's lower sta ndin g . O f course it will never be possibl e tohav e a cl ass in which a ll pu pils will be o f ex act ly the samestand ing, but a com bin ed Co ll ege wou ld hal ve th e pr esentd ifficulties in t hi s connection.

As regards sav ing in ex pendit ure , it is doubtful if itwou ld be much che aper to mai nta in a comb ine d College,while t he init ial cost (new bu ild ings, etc.) wo ul d of coursebe ve ry much g rea ter s ince tw ice t he acco mm odation wou ldbe necessary . H owever even here there is mu ch to be sa idfor the sche me, for one Sc ience D ept., one Comm ercial Dept.,on e Xlanua l T raining D ept ., et c., would be sufficient in steado f th e tw o now necessary_

It is evident t hat a very full d iscu ssion of t he wh ol eque st ion is necessary. \ Ve bel ieve t hat t he chief d ifficu lt ieswi ll be; ( I) The re ligious t eac hing, and (2) T he avoidanceo f sectiona l d i fferences on t he Board of Director s.

General.- T o some extent the wo rk of every gr ade in theExaminations of 1919 was very serious ly in jured by thebreak ing u p of ou r cl asses during the 19 weeks whe n regularwork was im possible- chiefly while Fei ld Ha ll w ith it s 50pupi ls and 3 masters was in quarantine. In the A.A. an d In ­termedi ate g rades, however, the loss of time was most severe­ly felt . While the Boarders were abse nt only t hree or fourA.A . candi dates, and about half a dozen I ntermed iat es. couldattend at the Co llege. \V ith three memb ers o f t he staff inFe ild H all , on ly one master could be spared to look aft erSe nior A.A. , Junior A.A . and I ntermed iate work, since it wasim possible to combine any two of our Junior F or ms ow ingto the ir larg e numbers . A ddi tional teach­ers we re not obtai nable at any price. Nothing tha t was with­in our power to put an end to the persist en t ou tbreaks ofdi ph t her ia was lef t undone. Until the De partme nt of PublicH eal th obtained a supply of the material necessary to test fordiphther ia " car ri ers", the outbreaks continue d. W hen atEast er the test could be app lied, t he disease was at oncestamped out ; but by that t ime it was too lat e for many st ud­ent s to ma ke up fo r the t ime lost, and several of them wenthome and did not s it for the examinations.

I n the Preliminary and Primary Gra des the work was farless aff ect ed , except perhaps in those Prelim ina ry Grade sub­ject s ( Latin, French, Shorthand, Book-keep ing, H ygi ene, andDraw ing ) ta ke n by on ly part of the cl ass.

A new met hod was ad opted by wh ich an Ame r­ican finn was em pl oye d to engi nee r the who le bus iness; andso tremendously successful was t he movement that the D ir ect­ors of the -Ch urc h of England Coll eges decided to adopt th esame system for the purpose o f ra isi ng fu nds to rebuild andr eorg an ize our t wo Coll ege s. The beginn ing of A ug ust wa sth e date fixed and th e object ive aimed at was $350,000. Con­t r ibutor s w e r e a sk ed either to make one large donat io n orto pay in five annual instalments.

For a week Church of En g land pe ople in St. John's wereasked to give th em selv es up to the rais ing of t his very lar gesum of money; an d t he res ponse was su ch as to surp r ise eventhose who were most hopeful of succ ess.

T wenty t eams of collect or s we re appoint ed each pr esid­ed over by a Captain, t en teams consist ing of lad ies an d tenof men. T hese were groupe d in four .di visions each under adiv isi onal ch airman, the object being to arouse a spiri t ofcompe tition which would cause ea ch Division and eac h Teamto aim at coll ect ing more than any ot he r Team or Divisio n.

Rugby Football, '9' 9The '9'9 season produced a strong XV there bein g with

us a nu mber of players with prev ious experience, such as \V.Anderson who so su cce ss full y led the ser um in 1917. G. W hitewho was captain of Rugby in ' 9 18, E. Snow, A. Payne and A.Perli n; while A. Gardne r showed signs of bec oming a fastthree-quarter, and t here was abundance of go od materia l forth e fo rward line.
