Burglary dwellings were usually at unse-cured properties.

He reported that Police were lookingfor a man suspected of burglary whowas knocking on doors asking to usethe phone or if any scrap metal was forsale. He is white, about 20 years of age,6ft tall with short blond/brown hair andriding a mountain bike.

PC Jaeckels reported that two youngmen had been arrested for breaking intoan outhouse in Hill Rise, and anotherhad been made following a car crash onSibson Road.

Several members of the public madecomments about dogs and dog byelawson Birstall’s three parks. The currentbyelaws require dogs to be kept on alead and for dog waste to be picked up.

Comments included: all dog ownerswere being tarred with the same brushbecause of the actions of the minority ofirresponsible owners, responsible dogowners would be happy to assist thecouncil in any way to bring about prose-cutions, a dog ban would result in pro-tests, the council is biased against dogowners, antisocial behaviour on theparks is a serious problem and shouldbe given equal priority.

Suggestions included: the councilcould consider allowing dogs off thelead between certain times, such as6-9am and 7-9pm; CCTV be used toidentify dog fouling, ASB and peopledropping litter; signs be erected withclear instructions about how to reportpeople breaking the byelaws. Some peo-ple welcomed the suggestion of a fencedoff dog exercise area, for dogs off thelead.

After the residents had left the meet-ing, councillors discussed the issue.Chairman Ann Marshall said the playingfields were not large enough to providea dog exercise area. She reported therehad been three recent incidents involv-ing injury to people from dogs on theplaying fields. She commented that theCouncil was not biased against dog own-ers, she was a dog owner and manyother councillors were, and there hadnever been any suggestion that the coun-cil were considering a dog ban.

Cllr Julian Howe commented that thebylaws could not be enforced by volun-teers but need a trained enforcementofficer who can also tackle litter.

It was agreed not to proceed with anyproposal for dog exercise areas becauseof the lack of space, to set up a workingparty to consider possible ways forwardand to meet informally with concernedresidents to listen to their views.

A FULL meeting of BirstallParish Council was held onAugust 11.

PC Dave Jaeckels reported that theincidents of petrol theft at the Shell ga-rage, with motorists driving away withoutpaying, was an ongoing problem andwas inflating the village crime figures.

Parish Council notes Borough Cllr David Gaskell reportedthat a planning application for a 72 bedcare home at Hallam Fields had beensubmitted. County Councillor Iain Bent-ley said he wished to be made aware ofany parking problems on Whiles Laneand that the County Council are pre-pared to remove the bus shelter onFront Street outside the bookmakers andallow Birstall Parish Council to resite it.

Three new grit bins will be providedby Birstall Parish Council at a cost of£600. They will be located on FieldingRoad, the corner of MoorgateAve/Kingsgate Ave and the corner ofBriargate Drive and Queensgate Drive. The Council received six applications forbins from residents – some were reject-ed as they did not meet the criteria. TheCounty Council will install the bins andkeep them supplied with grit. It wasagreed to budget annually for the provi-sion of two new bins, so funds wereavailable if the need arose.

It was reported that the Meadow Lanenoticeboard had been resited outsideBirstall library and a new litter bin pro-vided.

ARTISTS ARE being invitedby LOROS to donate paint-ings, prints, photographs orsculptures for an exhibitionat the hospice in October.

The artwork will be exhibited onOctober 10 and 11 as part of NationalHospice Care Week.

A LOROS spokesman said: “We wouldlike to ask if local artists or members ofart societies would like to donate anypaintings, works of art, prints, photo-graphs or sculptures either on a part ortotal donation basis. Any donations willbe used to help LOROS continue to pro-vide care and services to patients andtheir families free of charge.

“The exhibition will also feature art-work completed by LOROS patients whoattend our Day Therapy Unit.

“It is hoped that the event will bemutually beneficial as it will help LOROSto raise awareness of the importantwork that hospices do, and will givelocal artists an opportunity to raise theirprofile and share their work throughsupporting a local charity.”

THE FUTURE of Leicester’spark and ride network, which includes the site inBirstall, is under discussionafter the costs of subsidis-ing the service rose.

The Birstall, Enderby and Meynell’sGorse network is jointly run by the Cityand County Councils and last year theysubsidised the service with £664,000 –up from £526,000 the year before.

The scheme cost £l.737 million torun last year and generated £1.073million in income. In 2011 there were700,000 passenger journeys rising to830,000 last year but the rise in usagehas not been sufficient to eliminate thesubsidy, say the City Council.

The City and County Councils havejointly drawn up a number of optionsfor the service:

• mothballing one of the sites• improved marketing and promotion• increasing ticket prices and charg-

ing for concessionary travelPeter Osborne, County Council cabi-

net member for transport, said: “We areworking with our colleagues at Leicester

City Council to determine the best way tofund the Park and Ride services to thecity. We have jointly drawn up a numberof options with the City Council for theservice and we are carrying out an as-sessment to determine which approachwill give Leicester’s Park and Rides asustainable future. The County Councilhas not yet met to publicly discuss thefuture options for the Park and Ridefacilities.”

• In August, Leicestershire was one ofseven areas in England to benefit from

additional government funding for sus-tainable transport schemes, receiving£160,000.

The money will not contribute to-wards the park and ride scheme. PeterOsborne said: “The funding will be usedto continue a range of successful initia-tives including improved information atbus stops, encouraging parents andcommuters to choose more sustainableways to travel and loaning mopeds toyoung jobseekers to help them find andaccess work.”

security were issues needing to be ad-dressed given the high rate of sexualattacks in the country and the number of‘property grabbing’ cases being raised.

Christine said: “Genderinequality is built into theconstitution and it’s impor-tant that FIDA continues toeducate people on the lawand campaign for furtherreforms until women enjoythe same rights as men.

Well done! Borough Cllr Simon San-some, for securing bus shelters forLoughborough Road, Hallam Fields. Thecostings being secured from the Jelsonsection 106 money.

Why then, cannot County Cllr IainBentley, whom I understand has respon-sibility, be able to access money fromthe same source to move the bus shelterfrom the Triangle to the 22A bus stopterminus on Wanlip Lane?

After all, this shelter is no longer inuse and passengers waiting on WanlipLane, including pensioners and school-children from Longslade, need to standin all weathers on the pavement!

William and Barbara Hill -Wanlip Ave.

Response from Cllr Iain Bentley:Following enquiries at LeicestershireCounty Council it is possible (at theirexpense) to remove the dis-used busshelter from the bottom of Sibson road.

I have asked Sue Coulson, Clerk to Bir-stall Parish Council, to include it as anagenda item at the Estates and Recrea-tion meeting on August 18 for discussionas to whether a suitable site can beidentified for its relocation, should thisbe the decision of the Parish Council-lors. It has been suggested that a goodlocation would be on Wanlip Lane nearthe school and I would support this. Thecost of relocation would be at the ex-pense of Birstall Parish unless fundingcan be secured from elsewhere. I haveoffered my services free of charge tore-locate the bus shelter as I have alicensed operative who can re site it.Therefore the costs of the relocation, should this be the decision of the Bir-stall Parish members, would be minimal. The shelter would only require a pre-pared base for it to be fixed to. By thetime your readers read this, it's quitepossible that a decision to relocate itmay have been taken. Thanks to WilliamHill for his letter.

the school should not have houses builton it but used in some way as a publicfacility. As the situation stands at thetime of writing (August 6) to state itrather bluntly – it stinks.

Councillors and MPs often bemoanthe fact that there is a low turnout ofelectors at local and general elections, well the situation at Hallam Fields givesa good example of why this is: ourpresent county councillors can’t betrusted. It is hoped that Birstall ParishCouncil and our local MP will publiclysupport the petition signed by 192 peo-ple on the Hallam Fields estate but thereis no sign of that in the public arena sofar. All we have had is the reportedstatement from Ivan Ould, County Coun-cil cabinet member for children andfamilies, which is patronising and inade-quate, stating he is disappointed thatthe Council has not been able to securesufficient money to warrant (surely hemeans to build) a new primary schooland he goes on to say that what is beingoffered is a fair settlement allowing thecouncil to create extra places within theBirstall area and alleviate communityconcerns. How dare he state that theCounty Council’s new proposals willalleviate community concerns. I thinkIvan Ould should examine his own con-science and think hard about what hehas said.

I think it would be a good idea forBirstall Parish Council to support JulianHowe’s request that our councillors atBorough and County level plus the Coun-cil staff involved hold a public meetingin Birstall re the unhappy, sad situationat Hallam Fields.

Like the ‘annoyed rate payer’ in theAugust Birstall Post I too take greatexception to the fact that the new trackon Meadow Lane Playing Field is nowtotally barred to pedestrians. It was badenough that there was no gate or gap inthe fence at the Meadow Lane end; whatmakes the situation far worse is theblunt sign at the north end of this newtrack ‘No pedestrian access’. The lastplace that I saw this sign was on the oldBelgrave flyover!

The parish clerk in the Birstall Poststates ‘nothing has been taken awayfrom the users of the Meadow LanePlaying Fields’. I beg to differ. A newamenity in the surfaced track has beeninstalled and can only be used by a tinyminority. Many elderly walkers prefer ahard surface to a rough field.

I ask the Council to reconsider pe-destrian access to this part of the Mead-

Birstall cycle accident - on ThursdayNovember 28 last year (2013) at ap-proximately 11.20am I was involved in acollision with a white Transit van at theFirfield Ave/Sibson Road junction. Adriver of a car stopped at this point.

Due to difficulties with the insuranceclaim, clarification of the position in theroad where I landed would be of im-mense use. If you were that driver, Iwould be really grateful if you couldcontact me in confidence to help mewith this matter on 07984007339.

Frustrated Injured Cyclist

I agree completely with the viewsexpressed in the letter from Julian Howe(The Birstall Post, August) especially hisreferences to the decision to not build aprimary school on the Hallam Fieldsdevelopment.

Surely the Section 106 agreementbetween the County Council and JelsonHomes to provide a primary school(with Jelson Homes providing£2.05million) was not some informal, verbal agreement which could easily bechanged but an official, legally drawn-upcontract signed by both parties andprobably enforceable in law. It seemsprobable that many of the parents whohave children of primary school age andcouples hoping to be parents were en-couraged to buy houses on the develop-ment because they understood a schoolwas to be provided. Also it seems possi-ble, even likely, that the promise ofthere being a school was one of theselling points to induce people to buytheir houses. These people and indeedmany children have been cruelly letdown and betrayed. To add insult toinjury, so to speak, even more housesmay be built on the site that was allocat-ed for the school. The site allocated for

People seem to be complaining a lotabout uncontrollable dogs down Water-mead Country Park, Birstall side, butdoes anyone stop to complain aboutpedal cyclists, they go so fast, they wouldrather run into you than slow down, everyone we talk to says they are fed uptoo.

On Monday August 4 we were walk-ing our Jack Russell, Sparkle. Shestopped to say ‘Hello’ to another lovelyJack Russell. Two rough looking blokescame past us on their bikes so fast. I onmy mobility scooter heard a dog yelp, thinking it was Sparkle, but it was theother Jack Russell, they did not stop butturned and gave me a filthy look, iflooks could kill!

I’ve no disrespect for cyclists, mostare lovely, ring their bells or say ‘We willbe passing on the right’, fair enough.

Surely something can be done regard-ing the speed and arrogance they give.

I do try and get Sparkle on the scoot-er when I hear and see them. Please, please can something be done aboutthese pedal cyclists before an accidentwaiting to happen ie senior citizens orchildren. I’m sure they think it is a racetrack.

Also, regarding the dog poo, betweenBirstall and Thurmaston along the tar-mac path. It is disgusting, does no-oneclear up, we always do!

We haven’t seen Julie, WatermeadSwans lately, we love to see her and howshe does love all the swans. They loveher too. Well done Julie, keep lookingafter those swans also we loved yourarticle in the August Birstall Post regard-ing ‘Guzzle’.

MEETINGS OF Birstall Par-ish Council can now berecorded by any memberof the public following theintroduction of a new law.

The change to the law, allowing thepress and public to film, tweet andblog from council meetings in Eng-land, was introduced in August.

Local Government Secretary EricPickles last month signed a Parlia-mentary order allowing press andpublic to film and digitally reportfrom all public meetings of local gov-ernment bodies.

The Openness of Local GovernmentRegulations 2014 gives rights to mem-bers of the press and public to:

• use modern technology and com-munication methods such as filming,audio-recording, blogging and tweet-ing to report the proceedings of themeetings of their councils and otherlocal government bodies

• see information relating to signifi-cant decisions made outside meetingsby officers acting under a general orspecific delegated power

The public can now make record-ings at meetings of Birstall ParishCouncil, Charnwood Borough Counciland Leicestershire County Council.Government advice is to give theCouncil notice of your intention torecord a meeting, although this is notlegally required.

St Margaret's Co-operative Bowls Clubhave now been at their Birstall Roadground for 25 years and this specialanniversary was celebrated with a matchlast month against a team from BowlsLeicestershire led by their PresidentDeepak Tanna, followed by a meal inthe clubhouse.

The County President addressed themeeting, speaking of the huge achieve-ment of the club members. The foundingmembers originally played for the Corahclub on their Thurcaston Road ground.Corah was a Leicester hosiery company,in its hey-day one of the largest in thecountry.

In 1990 Corah decided to sell theirland which had already been reduced bythe development of Red Hill Circle andthe inner ring road.

The members rallied together andmoved the whole of the bowling greencomplex to a new site on the Co-opera-tive Sports Ground in Birstall. The Clubwas named St. Margaret’s Co-operativeBowls Club - St Margaret's being theoriginal name of the Corah club.

Only two of the original members are

still with the club. One of them, JohnnyWesson, told the story. "Imagine it. Fourinches of turf, 38 yards square, all re-moved by hand and brought over here. All the paving surrounds together withthe old pavilion. We were novices doinga professionals' job. It was a colossaleffort. The green was laid by eye and isnow reckoned to be one of the finest inthe county. My life has been dedicatedto bowls since 1977 and this is one ofthe proudest achievements."

Johnny added: “Since then, the mem-bers have continued to work hard andinstead of operating out of a portacabinwe have a fabulous club house andfunction area with full kitchen and barfacilities. I am still amazed at what wehave achieved.”

The club welcomes new bowlers ofall standards. The club house can behired for events and will comfortablyaccommodate up to 80 people. SEP 2014THE BIRSTALL POST14

I am pleased to report that we haveonce again seen a reduction in the numberof crimes reported this month, with 34recorded in July compared to 40 in June. Asignificant reduction in ‘theft from store’offences is one of the main reasons for thisand I am hoping that the hard work I spokeabout in last months report in relation tothis is now starting to pay dividends, withshoplifters choosing to stay out of the vil-lage.

Drive-off’s from the Petrol Station con-tinue to be an issue with a further six re-ported in July, however as I have mentionedpreviously, this is not a problem that isexclusive to Birstall. We continue to workclosely with the petrol stations to ensurethat their CCTV systems are as good as theycan be and that the staff are sufficientlytrained in order to reduce these types ofoffences however despite these measures itcontinues to be a problem.

Burglary dwelling offences have re-mained fairly constant with another fourbeing reported during July, however ‘otherthan dwelling’ offences (shed and garagebreaks etc) have reduced considerately, which is obviously good news. Please en-sure that your shed or garage is locked andsecured at all times with a good quality lockin order to provide both a visual and physi-

DEFENDING CHAMPION Matthew Cortfrom Rothley Park held off a deter-mined challenge from Michael Reedto retain the Mark Group MidlandOpen, staged at Birstall Golf Club.

Both golfers were members of Birstallas amateurs and put their course knowl-edge to good use, with Cort – who hadled by two shots overnight – snatching a

birdie on the par five 18th to clinch thetitle.

A SURGERY where resi-dents can meet their localcouncillors has dealt withover 100 issues since itstarted 2½ years ago.

It is held in the old Parish Counciloffice, 10 Sibson Road, on the last Satur-day of every month between 10am and12noon.

Birstall’s County Councillor Iain Bentleysaid: “They are held to enable any memberof the public to call in to report, or dis-cuss, problems on any local matter. Al-though we are all Conservatives this shouldnot be seen as a barrier. We do not con-duct these surgeries to talk about local ornational politics or to try to pursue peopleto vote, we are here to help! It is what weare elected to do.

“Over the last 2½ years we have hadover 100 complaints and enquiries to dealwith and we all welcome new visitors toshare with us their concerns. If we don’tknow about them we can’t help! So weinvite anyone with a problem to come andsee us on Saturday September 27 or thelast Saturday of any month.

“Common problems can be simplethings. For example: hedges and shrubberygrowing out of control. One such problem, brought to our attention, was the hedge onthe corner of Sibson Road and BeechfieldAvenue opposite Birstall Garden Centre. This was taken care of in less than 4weeks after it was reported to us at theJune 28 Surgery. I would like to thankDaniel Robinson of ‘Your Move’ estateagents for his help and assistance in get-ting this resolved so speedily. The pave-ment is now clear and enables those usingmobility scooters and those pushing prams, especially the double and triple prams, topass without having to leave the pavement.

“Then there was the ‘out of control’shrubbery reported to us by a local resi-dent after a truck jumped the lights andnarrowly missed him at the exit on to theA6 from the Shell garage on LoughboroughRoad. With the kind permission of themanagement of the Shell garage and withjust a few minutes with the trusty hedgecutter the shrubbery was reduced to a levelwhich allows car drivers can see if any-thing is ‘jumping the lights’. A quick sim-ple solution can often be the differencebetween life and serious injury or death. We can’t work miracles, but here are justtwo examples of a hands on approach tosolving local problems.”

The 10 Sibson Road building is locatedopposite Birstall Garden Centre. Council-lors attending are County & Borough Coun-cillor Iain Bentley, Borough CouncillorsDavid Gaskell and Surinder Shergill andParish Councillors Mary Allen and RoyRollings.

BOWLERS FROM Birstall Ladies Bowling Club reached the last eight inthe country in two competitions at the National Championships, whichtook place in Leamington Spa last month.

Pa Walker got to the quarter final of thetwo wood singles by beating Babs Salter(Wiltshire) 17-9, Stella Utteridge (Suffolk)14-12, and Huntingdonshire’s Hannah Over-ton 16-15 (after an extra end), before losing9-14 to last year’s World Indoor MatchplaySingles champion, Norfolk’s Rebecca Field, who went on to win the competition.

She also reached the quarter final of the

triples with daughter Noi (who, at 17 years ofage, again proves that you don’t have to beold to play bowls) and Jan Everitt. They beatteams from Herefordshire, Bedfordshire andHampshire, before losing to a triple fromCambridgeshire, skipped by CommonwealthGames Gold Medallist Ellen Falkner.

It was a busy few days at the Warwick-shire venue for Pa as she was also involved inthe fours with Val Ross, Jan Everitt and DiHurst, losing narrowly in the first round to ateam from Durham. Di, along with Shep-shed’s Kate Kyle, were Leicestershire’s SeniorPairs representatives but they also lost out inthe first round to a pair from Hampshire.

The Vice-President of the MethodistConference for 2014/2015 laid down fourbuilding blocks of faith for 21st-centuryBritain in her address to the Conference.Gill Dascombe suggested that Scripture, science, culture and community should bethe blocks upon which Methodists buildtheir faith.

“Methodism provides us with fourbuilding blocks of faith, derived from thewritings of John Wesley,” Gill said. “Theseare Scripture, reason, tradition and experi-ence. But Wesley too was a man of histime, and Britain is a very different placenow from what it was in the 1700s.”

Gill went on to say that when Method-ists affirm Scripture today, they make aclaim, not of uniformity, but of the em-bracing of diversity. She explained thatscience was important because we nolonger live in the age of reason but the ageof science. “Religion and science havebeen in conflict for too long,” said Gill, amedical pharmacist. “It’s time to take theblinkers off.”

Cancer Causing SubstancesThis week our daily tabloids carried

a story about the potential cancer caus-ing dangers of the latest child (andadult!) craze, loom bands. Apparentlyevent the Duke and Duchess ofCambridge have been wearingthem.

Here is anexcerpt fromone of thearticles:

“Hundredsof thousandsof importedloom bandproductscould containcancer-caus-ing chemicals, researchershave warned. There are fears ruth-less retailers could be flout-ing regulations after the BritishAssay Office, which tests for purity ofproducts, found some loom band prod-ucts contain 500 TIMES the legal level oftoxins”.

Birstall BAG’s would like to shedsome light on substances that have thepotential to help cause cancer, they arecalled carcinogens. Being aware of theirexistence promotes cancer prevention

and awareness.Phthalates are used in the manufac-

turing of plastics but they are also aknown carcinogen and the use of themis strictly controlled - particularly in toys

that could go in the mouth. The tabloid articles explain

tests show the levels ofphthalates were

500 times thelegal limit insome of theimportedloom bandaccessories.

The genuinebranded loomband productscontain a safelimit; it seems

the problemarises with fake

products.There are many carcinogens

that are better known for exam-ple asbestos, plutonium and of coursetobacco smoke. If you would like tolearn more about how to avoid carcino-gens found in our environmentwww.cancernet.co.uk(http://www.cancernet.co.uk/xenoestrogens.htm) is a credible source of informa-tion.

With regard to the loom band con-

cern perhaps thebest advice is try tobuy the real articleand not cheap fakeimports and alsodiscourage childrenfrom putting themin their mouth.
