As flash point of biodiesel is higher than mineral diesel, biodiesel doesn’t belong to dangerous goods;

Bio Diesel>>

Bio Diesel refers to a diesel-equivalent processed fuel consisting of short chain alkyl (methyl orethyl) esters, made by processing of vegetable oils or animal fats, which can be used (alone,or blended with conventional diesel fuel) in unmodified diesel-engine vehicles

Bio Diesel is biodegradable and non-toxic, and typically produces about 60% less net-lifecyclecarbon dioxide emissions, as it is itself produced from atmospheric carbon dioxide viaphotosynthesis in plants. Its emissions of smog forming hydrocarbon are 65% less, although theNitrogen Oxide emissions are about 10% greater than those from petroleum-based diesel. Net-lifetime carbon dioxide emissions can actually differ widely between fuels depending uponproduction methods of the source vegetable oils and processing methods employed in theircreation. It is therefore debatable as to the extent that biodiesel reduces total carbon dioxideemissions currently contributing to anthropogenic global warming compared to thosefrom petroleum-based diesel.

Some vehicle manufacturers are positive about the use of biodiesel, citing lower engine wearas one of the fuel's benefits. Biodiesel is a better solvent than standard diesel, as it 'cleans' theengine, removing deposits in the fuel lines. However, this may cause blockages in the fuelinjectors if an engine has been previously run on petroleum diesel for years

Bio Diesel can also be used as a heating fuel in domestic and commercial boilers. Existing oilboilers may contain rubber parts and may require conversion to run on Bio diesel, but theconversion process is usually relatively simple involving the exchanging of rubber parts forsynthetic ones due to biodiesel being a strong solvent.

Bio Diesel can be distributed using today's infrastructure, and its use and production areincreasing rapidly. Fuel stations are beginning to make biodiesel available to consumers, and agrowing number of transport fleets use it as an additive in their fuel. Biodiesel is generally moreexpensive to purchase than petroleum diesel but this differential may diminish due toeconomies of scale, the rising cost of petroleum and government tax subsidies.

What is Bio-DieselBio-Diesel is the name for a variety of ester based oxygenated fuels made from certainedible and non-edible oils like Soya, Sunflower, Palm, Jatropha, Pongamia (Karanj),Mahua etc. Pure Bio-Diesel is Biodegradable, Non-Toxic and essentially free from sulfurand aromatics. It is a renewable resource based on oil crop that are grown anew eachyear. It can be produced domestically, reducing our country's dependence on importedoil, thus huge savings on imports. Requires no engine modifications or changes in fuelhandling and delivery systems. Bio-Diesel also provides significant lubricity improvementover petroleum diesel fuel.

Most of the vegetable oils and animals fats contain triglycerides, which on simpleprocessing give fatty acid esters, called "Bio-Diesel". The chemical reaction involving alower alcohol (Ethanol or Methanol), producing Glycerine as a coproduct, is called trans-esterification.

Jatropha Curcas (Vana Erand or Ratan Jyot) has been found to be most suitable for thispurpose because of its advantages over any other species. It can be grown as a quickyielding plant even on degraded and barren lands under forest and nonforest use, dryand drought prone areas. Bio-diesel is an environment friendly fuel, which has almost nosulphur, no aromatics, and has about 10% built-in oxygen. Bio-diesel needs no separate infrastructure for storage and dispensingand the existing tankage and dispensing stations of conventionaldiesel can be used. Bio-diesel is safe to handle and the flashpoints of bio-diesel are higher than conventional diesel. Blendingof bio-diesel with diesel would result in the reduction of un-burnthydrocarbons, Carbon Monoxide and particulate matter in autoemissions, and will be in line with the objectives of the Auto FuelPolicy of the Government.

Bio-diesel can be made from any feedstock oil or fat, and thecost of the feedstock is the most important constituent in theeconomics of bio-diesel production. Independent Research andDevelopment (R&D) efforts are being undertaken in R&D andacademic institutions and in the oil companies on bio-diesel, bothfor establishing the properties of different feed-stock based bio-diesel production, and for the use of different blends of bio-dieselin diesel in the transportation sector.

In the USA and the European Union, where bio-diesel iscommercially being made from edible oil like soybean orrapeseed oil, the cost of production is one and a half times totwice the cost of producing diesel. India however is deficient inedible oils. In selecting possible feedstock for the indigenousproduction of bio-diesel, care should therefore be taken that onlynon-edible oil is used for the purpose.

In the above background, the groundwork for launching aproposed National Mission on bio-diesel, (which is based on aReport of the Planning Commission) is in progress with the Ministryof Rural Development as the nodal Ministry. The Mission, ifapproved, would inter-alia involve:Top• large scale plantations of Jatropha Curcas,

Government of IndiaBio-diesel Purchase Policy

It is imperative (hat the bio-diesel offered for blending in diesel isof standard quality. Therefore it would be necessary that onlythose bio-diesel manufacturers who get their samples approvedand certified by the oil companies and get registered asauthorised suppliers would be eligible for assured purchase of theproduct. Also, the bio-diesel purchase centers should beequipped with minimum testing facilities for ensuring purchase ofbio-diesel of requisite specification. Subject to the aboverequirement, in recognition of the synergy and spin-off effect that

announcing a Government of India – Bio- Diesel Purchase Policywill have on the rural economy, the Ministry of Petroleum andNatural Gas hereby resolves to introduce a Government of India –Bio- Diesel Purchase Policy as follows:

(I) With effect from 1.1.2006, the public sector oil marketingcompanies shall purchase, through its select purchase centers,bio-diesel (B100), which meet the fuel. Quality standardprescribed in the Bureau of Industrial Standards (BIS) specificationformulated vide PCD3 (2242)C-dated 26.7.2004, and as may benotified and modified from time to time the oil marketingcompanies shall make available the comprehensive industryguideline "Operations. Quality and Safety Manual on Bio-diesel-HSD B100 and HSD B05max" for information and Guidance of thebio-diesel industry.

(II) The purchase centers have been identified in consultation withthe oil marketing companies, via the Indian Oil Corporation (IOC).Hindustan Petroleum corporation (HPC) arid Bharat PetroleumCorporation (BPC), on the basis of availability of minimum testingfacilities for B100 and for blending in HSD to the extent of five percent Depending on response, felt need, and preparedness intesting-and accepting bio-diesel, more purchase centers wouldbe identified subsequently.

(III) Bio-diesel manufacturers interested in supplying bio-diesel topublic sector oil marketing companies should approach the statelevel co-ordinator (SLC) pertaining to the state, and afterassessment of production capacity and credibility of theprospective supplier by joint evaluation / certification by theindustry team, samples would be tested and if these meet theprescribed BIS specifications, the supplier shall be registered as anauthorized supplier.

(IV) In normal course, the registration shall be re-validated after ayear. However if either the feedstock used or the process ofmanufacturing bio-diesel is altered, re-validation of registrationshall be necessary immediately.

(V) In registering authorised suppliers of bio-diesel priority shall begiven to such bio-diesel producers who propose to use non-edibletree borne oils as feed stock for producing bio-diesel, and haveundertaken or have committed themselves to support farming ofoil bearing plants with a view to using only tree-borne non-edibleoil for manufacture of bio-diesel in future.

(VI) The oil marketing companies shall buy bio-diesel (B100) whichmeets the prescribed BIS standard, at a uniform price, as may bedecided by the oil marketing companies from time to time,depending on market conditions. Such a uniform price shall beinclusive of any taxes and duties and transportation cost fordelivery of bio-diesel at the purchase centre. The uniform priceonce fixed shall be in operation for six months, at the end ofwhich it would be reviewed.

The initial purchase price of bio-diesel by the oil marketingcompanies will be Rs 25 per liter. The registered authorised bio-diesel manufacturers shall be required to deliver B100 at thenotified purchase centers in calibrated tank trucks of capacitynot less than 10 K.L. In case the suppliers envisage any deviation,they should Inform the concerned oil company and supply as permutual convenience.

(VII) The supplier should give schedule of supplies that can bemade during the ensuing month to SLC of the state by 15th of theprevious month.

(VIII) All expenses related to testing of the bio-diesel foracceptance of the consignment shall be borne by the oilmarketing companies. Every consignment shall be tested for thefollowing specifications:

• Density@15 degree C,

• Kinematics Viscosity@40 degree C

• Flash Point

• Water Content

• Copper corrosion, and

• Acid valueTop(IX) In accordance with the provisions of Article 243G of the

Constitution, read with Article 243 ZD, Panchayati Raj Institutionsmay, in consultation with the National Oilseeds and VegetableOils Development Board, the Ministry of Bio-technology and theNational Botanical Research Institute, who are working on a net-work programme for making available good quality seed andtissue culture for oil bearing trees including Jatropha, prepare andconsolidate plans for the cultivation of oil bearing trees. SuchPanchayati Raj Institutions may also consolidate plans forcollection of seeds and transporting them to oil extraction units,and pose such plans at village, intermediate, and district level toentrepreneurs in the private sector who, either on their own orthrough joint ventures including such joint ventures with thePanchayati Raj Institutions themselves would undertakeproduction of bio-diesel as Rural Business Hub (RBH) activity.

(X) The Petroleum Conservation and Research Association(PCRA), in association with the Ministry of Panchayati Raj andState Governments will conduct mass awareness programmes onplantation of Jatropha etc, collection of seeds and extraction ofoil for the production of bio-diesel. Such awareness programmesshall be conducted through and in association with PanchayatiRaj Institutions at appropriate levels through such means asworkshops, seminars, kisan melas, and electronic and print mediain local languages.

(XI) R&D studies and field trials shall continue to be conducted fordeveloping data on increasing bio-diesel content in a systematicmanner and be coordinated by the Research and DevelopmentDivision of Indian Oil Corporation Limited, with the aim ofachieving maximum blending of bio-diesel up to 20% in diesel. Forthis purpose, experience of other countries would be studied bothat the commercial level and through diplomatic channels, undervarious bilateral and multi-lateral initiatives as well as Governmentunderstandings/agreements.

(XII) Progress of the implementation of the bio-diesel purchasepolicy by the oil marketing companies will be monitored by thePetroleum Policy and Analysis Cell {PPAC} and PPAC will reportthe progress to the Ministry of Petroleum and Natural Gas on aregular basis.

President Bush tours the Virginia Biodiesel Refinery withmanaging member Douglas Faulkner on Monday, May 16,2005, in West Point, Va. The refinery produces alternative fuelfrom soybeans.

WEST POINT — President Bush journeyed to a dusty industrialpark in this town of 2,700 people Monday to urgedevelopment of alternative fuels and call on Congress tooverhaul U.S. energy policies.

Refinery, a 11A -year-old business that manufactures fuel made from soybeans. He then stepped outback and, in a speech before a largely Republican crowd of about 500, lauded the company forhelping reduce U.S. dependency on foreign oil.

"Our dependence on foreign oil is like a foreign tax on the American dream," Bush said during a 30-minute speech.

The plant produces 1.5 million gallons of soybean fuel a year that can replace or blend with diesel gas.It's more expensive than regular diesel fuel, but burns cleaner.

While touring the plant, Bush was given a white handkerchief that had been held to the exhaust of arevved-up 18-wheeler, The president pronounced the hanky clean enough to hold up to his nose.

"Biodiesel is one of our nation's most promising alternative fuel sources and by developing biodiesel,you're making the country less dependent on foreign oil," Bush said.

National production of Biodiesel fuels has increased from 500,000 gallons in 1999 to 30 million gallonslast year. About 300 service stations in the U.S. offer the products.TopTo encourage growth, Bush seeks $84 million for Biodiesel research in the 2006 federal budget. Lastyear, he signed legislation giving a tax credit of 50 cents per gallon to alternative fuel producers.

The tax credits would be extended under a comprehensive energy bill narrowly approved by theHouse of Representatives last month. Bush called on the Senate to approve the legislation by thissummer, saying it would benefit families beset by record fuel prices.

"Americans are concerned about high prices at the pump and they're really concerned as they start tomake their travel plans, and I understand that," the president said. "I wish I could just wave a magicwand and lower the price at the pump. I'd do that. But that's not how it works."

Bush's energy plan includes toughening fuel economy standards of sport utility vehicles, vans andpickup trucks and awarding a tax credit of up to $4,000 to buyers of hybrid vehicles. Hybrids arepowered by a combination of an internal combustion engine and an electric motor.

Critics of the energy bill say the $8 billion in tax breaks Bush seeks is too expensive and likely to increase.

Bush also called for oil exploration in the Arctic National Wildlife Refuge in Alaska, saying it is a vital step"toward making America less dependent on foreign oil."

Bush's visit touched off a sensation in this small town about 30 miles east of Richmond. Locals say he isthe first sitting president to stop by; well before he was famous, George Washington came to the areato court and marry a wealthy widow named Martha Danbridge Custis.

Bush made note of the history in his speech. "I thought it was time for another George W. to come," hequipped.

The speech was attended by Republican elected officials and invited GOP activists from centralVirginia and Hampton Roads. Dick Atkinson, director of the Virginia Soybean Association, said he wasthrilled by the president's appearance.

"It definitely gives a boost to the farmers and the Bio-diesel industry," he said.

Biodiesel fuel is made from oils or fats, which are both hydrocarbons. These hydrocarbons are filtered and then mixed with analcohol, which is usually methanol, and a catalyst (sodium or potassium hydroxide). The major products of this reaction are thebiodiesel fuel, which is an ester, and glycerol, which has commercial uses, such as in cosmetics.

Strength :

Biodiesel fuel is a renewable energy source that can be made from TBO’s i.e. Tree Born Oil Seeds or from cooking oils recycled fromrestaurants. This means it is a renewable resource unlike petroleum-based diesel.
