PANT II-TAXES FEES AND CIIARGES?AVABLE AND NATES APPLICABLE
t. (l) The taxes, fees and charges s€t out in the thirdaud fourth column of the all Schedules slull apply for therecpoctive sorvices and at the rales set out therein.
(2) Tho tospective taxos, fees and charges, togetherwith tho rotes applicable shall take effect not later thantlree months afterthe commens€ment of this Act.
(3) For greater certainty, the taxes, fees and chargesappliooble at fie commencement of this Act shall continueto apply uder thc existing by-laws of the defunct Councilsof Nyeri until such by-lews are replaced by countylegishtion
PANT III - COLLECTION OF REVENTIE
5. (l) All rpvenue provided for under this Act shallbe collected by a County Rcvenue Collector and rernittedto tho county rcvqnre rpceiver for the purpose ofaccounting.
(2\ All rwenue colloctod under this Act shall be paidinto the County Revenue Fund.
(3) Any person who fails to pay any of the fees,charge, taxec provided for under this act shall be gurlty ofan offenoe and Bhall be liablc to such fines as shall bedetermined by tho Couty Exeoutive Member.
PANT IV - MISCELLENOUS PROVISIONSa. (l) AU directions, recolutions, ordem and
authorizations on financial managemenf including thecolleation and adminishetion of taxes, fees and chargesgrven or icsu€d by the defunct Councils and subsisting orvalid inmediately before tho cecsstion of the application ofthe Locsl Government Act (now repealed) shall be deemedto havo been given, issued or made punuant to this Act,util tlrc oxpiry, amendrnont or repeal of thoso directions,rcsolutions, orders and authorizations on financialmanagement and sha[ continue, with the nacessarymodifications, apply to the payment and the adurinishationof the taxes, fees and other levies under this Act.

MEMORANDUM OF OBJECTIVES AIYD REASONS
This Bitl has been submitted by the Chairman, Finance andEonomic Planning Committee, Nyeri County Assembly in line with
The object of the Bill is to imFose or vary various talres fees, cessand other charges for various services provided by the County.
Part I provides for preliminary provisions.
Part II provides for; taxes fees and charges payable and ratesapplicable fees in the County
Part III provides for collection and payment of revenue to theCounty and provides for an offence for a person who fails to pay any ofthe provided fees and charges.
Part IV provides for savings of any of the fees, charges, permit, rentor cess that is currently being charged by the County until such fees,charges, permit, rent or is repealed or a law is enacted to provide for it. Italso provide for savings of directions, resolutions or authorization thatwere issued by Municipal Councils, Town Councils and County Councilsthat were in the County, relating to financial management to ensure thefinancial base of the County is not affected by the enactment of this law. ,
