Causality? If we observe progress towards SDG achievement, is this progress because of the SDGs?
Path-dependency? Where and when is any “achievement of SDGs” simply a continuation of trends from before 2015?
“SDG washing”? When does a public reference to the SDGs signal also behavioral change?
Selectivity? Where do we observe variation in the steering effects of SDGs? (Are some more influential than others?)
Bidirectionality? If actors implement the SDGs, is this because these actors had co-created the SDGs?

• Funded by the European Research Council through an Advanced Grant
