to participate in the procurement proceedings; has no conflict of interest in theproposed procurement proceedings, and has not been punished for a profession orbusiness-related offense.

Authorization Letter consist of details of person authorized to sign the bid document and

other contract/documents on behalf of bidder with clearly mentioning Name, Signaturespecimen and Designation of the person.

Bid Validity: The bid validity period shall be 90 days from the last date of bid submission

Bid Security: The Bidder shall furnish an original copy of bank guarantee as bid security from"A" class commercial bank in favor of Nepal Infrastructure Bank Limited with a minimum of 2.5"/o

this procurement for One (1) years or 20,000 KM, whichever is earlier, after a successful

completion of the Post Delivery Inspection (PDI) and Operational test (the final acceptance).

Section fI. Evaluation and Qualification CriteriaBids shall be considered non responsive, iflThe bid response does not comply with the instructions as specified in the 'Section I:Instructions to bidders' and the procurement notice published;

Bidder qualification does not match with "Qualification Criteria" as detailed in S.N. 2 ofthis section.

Terms of payment and final destination of delivery different from those specified in the biddocument;

All price quoted are in either not firm or conditional or not valid for the period specified inthe bid document;

There is a deviation in the specification of supply and delivery of the 4WD/AWD SUVproposed by the bidder from that specified in the technical specifications;

2. Qualification Criteria

a) The offered 4WD/AWD SUV shall be latest (manufacture year should be either 2020 or2021) and in current production since last 2 years or more. If the offered model is a new,the manufacturer must have experience in producing the similar model for a minimum of3 years. The bidder shall furnish, as part of its bid documents establishing the eligibilityand conformity to manufacturing year and production history as mentioned above.

b) The sufficient authorized service centers for offered 4WD/AWD SUV is required inKathmandu Valley. However, the presence of authorized service centers OutsideKathmandu Valley shall be preferable. The Description of authorized service center mustbe attached with Bid Document.

c) The Bidder is required to state clearly the specifications of its proposed 4WD/AWD SUV.Compliance with the buyer's requirement of the technical specifications shall be duly filledin and signed in the offered specification column of the technical specification supportedby relevant technical catalogue/leaflet/brochure. The catalogue/leaflet/brochure should beoriginal. Tempering to cataloguelleafletlbrochure shall result the bid non-responsive.

d) The Bidder must sign in Bid Form, and the Price Schedule of the Bid Document. Anyerasure or changes shall be initialed by the person signing the Bid.
