INTRODUCTION

On October 15 & 22, 2015, inspections and bulk sampling for PCB-containing oils, asbestos containing materials (ACM), and lead-containing coatings were performed on the PrimaryControl Building, Auxiliary Pumping Station (APS), Grit Sedimentation Basins & Gallery,and Maintenance Equipment Storage Building at the City of Sunnyvale Water Pollution Control Plant (WPCP) in Sunnyvale, California. The inspection and bulk sampling were conducted to determine whether or not any asbestos-containing materials or lead-containing coatings are present prior to the planned demolition of the structures.

The inspections and sampling were performed by Al Clancy, MPH, Certified Industrial Hygienist, and Cal-OSHA Certified Asbestos Consultant for Al Clancy & Associates at the request of Craig Mobeck, Project Engineer for the City of Sunnyvale Public Works Department.

EXECUTIVE SUMMARY -Asbestos was only detected in residual roofing vent sealant on the Maintenance Equipment Storage.

-Lead was detected at levels ranging from 110 parts-per-million (ppm) to 98,000 ppm. Nine of the samples reached the 5,000 ppm threshold that defines lead-based paint (LBP). The highest levels detected were generally in the reddish-orange paint on the electrical conduit & boxes, although some green and yellow paints also had levels at or above the LBP threshold.

-No PCBs were detected in the oil samples.

EQUIPMENT AND ANALYTICAL METHODS

Bulk samples of suspected asbestos or lead containing materials were collected into plastic containers which were marked with individual identification numbers. Descriptions of each sample was noted in the field notes and included on the chains-of-custody (COC).

Asbestos: Sample analysis was performed using Polarized light Microscopy (PLM). The samples were first examined by stereoscopic, dissecting microscope for determination of homogeneity and preliminary evaluation of composition and presence of fibers. Fibers noted during stereoscopic examination were mounted in various refractive index oils for identification; homogenized portions of the entire samples were also mounted in R.I. oils for identification and quantification of all components. Polarized light examination of the samples was performed on a polarized light microscope with analyzer and 530 nanometer compensator plate. All minerals and/or man-made materials were identified and percentages of each estimated and/or counted.

Lead: Paint chip analysis was by flame atomic absorption spectrometry (FLAA) according to the EPA’s “Standard Operating Procedures” 1991.

Asbestos and lead laboratory analyses were performed by Micro Analytical Laboratories in Emeryville, California. Micro Analytical Laboratories is accredited by the AmericanIndustrial Hygiene Association (AIHA).

EQUIPMENT AND ANALYTICAL METHODS - continued

Hydraulic fluid and engine oil samples were collected into amber bottles directly from the equipment with the assistance of WPCP maintenance personnel. Sample analysis was according to EPA Method 8082.

Oil samples analysis for PCBs was conducted by Curtis & Tompkins, Ltd. in Berkeley, California. Curtis & Tompkins is accredited by the State of California.

The sampling was performed by Al Clancy MPH, Certified Industrial Hygienist, Certified Hazardous Materials Manager, Certified Lead-Related Construction Inspector/Assessor/ProjectDesigner & Monitor, and Certified Asbestos Consultant for Al Clancy & Associates.

RESULTS & DISCUSSION

ASBESTOS:Results of PLM analysis of the various bulk samples collected from the “Project #2” structures(i.e., Auxiliary Pumping Station, Primary Control Building, Grit Sedimentation Basins/Pond & Gallery and Maintenance Equipment Storage Building) indicated that asbestos (5% chrysotile) was detected only in the sample of non-friable sealant on the rooftop vent of the Maintenance Equipment Storage Building. The amount on the vent is relatively insignificant and in fact may be only residual material left over from a asbestos-containing roof abatement in 2012, although it is also possible that it was newly applied at that time in that this kind of asbestos-containing product has not been banned may still be available for use.

No asbestos was detected in the following sampled materials:

LEAD:Analysis of the paint samples collected from the “Project #2” structures indicated lead present in 67 of the 85 samples at levels ranging from 76 parts-per-million (ppm) to 98,000 ppm. Generally, the highest levels were seen in the orange paints on electrical conduit. Lead levels detected in 17 of the samples are above the 5,000 ppm threshold that defines lead-based paint (LBP) and are in bold font on the accompanying tables. The remaining 18 samples were all non-detect for lead.

Cal-OSHA 8CCR 1532.1 regulates disturbance of lead-containing materials including manual demolition. For manual demolition of paints containing less than 3,000 ppm of lead it is not anticipated that airborne lead exposures would reach the Cal-OSHA 30 micrograms per cubic meter of air (μg/M3) “action level.” The rationale for this claim is that if a dense, and unlikely, cloud of 10 milligrams per cubic meter of air (mg/M3) were generated during manual demolition of paint with 3,000 ppm the lead content of the cloud would be just at the 30 μg/M3 “action level.” A more likely ‘just visible’ dust cloud of 1 mg/M3 would contain 3 μg/M3 of lead. For the lead-based paints (i.e., equal to or greater than 5,000 ppm) under the worst-case 10 mg/M3cloudscenario the Cal-OSHA permissible exposure limit (PEL) of 50 μg/M3 would be reached, but again this level of dust is unlikely and maintaining it for the 8-hour, time weighted average (TWA) applied to the PEL is even more unlikely. For the case of mechanical demolition (e.g., excavators) the exposure risk is reduced due to the remoteness of the equipment operator from the materials with the lead-containing coatings on them, which are mainly metal conduits and pipes. “Hot-work” (e.g., torch-cutting) on lead-containing paints requires supplied air respirators.

Scrap metal recyclers typically are not concerned about lead coatings so that the painted metal materials would not have to be stripped prior to delivery to scrap metal companies.

Assuming recycling of the metal demolition waste, the remaining materials are not expected to exceed the 1,000 ppm total threshold limit concentration that would require disposal as lead-hazardous waste. Nevertheless, prior to disposal the demolition debris should be sampled and characterized for the record.

PCB:Analysis of the samples of hydraulic fluid and engine oils revealed no PCBs detected.

The following is meant to be a summary only and not a comprehensive review of asbestos and lead health effects and regulations.

There are no post-abatement air clearance levels, although levels should at least be below the action level. The California Department of Public Health (DPH) has set surface contamination clearance levels for lead abatement as follows:

o 40 μg/ft2 for interior floors o 250 μg/ft2 for interior window sills o 400 μg/ft2 for exterior horizontal surfaces

The requirement to perform surface contamination clearance swipe sampling applies only to lead paint abatement work in public and residential buildings, and does not apply to activities such as the routine preparation and re-painting of surfaces with lead-based or lead-containing paint which are not intended as lead hazard abatement efforts.

Notifications: Contractors must be notified of the presence of lead-containing coatings and results of lead sampling must be made available to potential lessees and purchasers of this property before they become obligated under lease or sales contracts. Landlords and sellers are also required to distribute an educational pamphlet and include standard warning language in their leases or sales contracts. DPH requires notification from contractors performing lead hazard abatement work.

Worker Training & Monitoring: The Cal-OSHA lead-in-construction standard (8 CCR 1532.1)sets the 8-hour time-weighted average (8-hr. TWA) permissible exposure limit (PEL) for airborne lead at 50 micrograms per cubic meter of air (μg/m3), with a 30 μg/m3 “action level” (AL) which is also an 8-hour TWA.

Personnel performing “trigger tasks” such as demolition, sanding, abrasive blasting, heat-gun removal, etc. on any lead containing coatings must be properly trained, exposure and medically monitored, and provided with appropriate respiratory and personnel protection pending findings of initial air exposure monitoring.

Waste Disposal: Waste generated during demolition/renovation activities involving materials identified above as lead-containing must be characterized to determine total lead content. If the total lead concentration exceeds the 1,000 ppm total threshold limit concentration (TTLC), then it must be disposed of as hazardous waste.

If the total lead result is below the TTLC, then the waste must be tested for soluble lead and if the result is equal to or greater than the 5 ppm soluble threshold limit concentration (STLC) the waste must also be disposed of as hazardous.

Certification: The DPH requires certification of personnel performing lead inspections, assessments, monitoring, clearance sampling, and hazard abatement in public and residential buildings. For non-public buildings the DPH worker certification is not required.

Building demolition work, including as a part of a renovation/remodel, is not considered lead abatement so that the worker certification does not apply, unless airborne lead exposures exceed the PEL. However, relevant sections of the Cal-OSHA lead construction standard still apply, including initial exposure monitoring and training.
