Summary: The Berrywood Community Association (BCA) is a homeowners association located in Severna Park. The BCA’s property is transected by a section of Cattail Creek, a principal tributary of the Magothy River. BCA is partnering with the Watershed Stewards Academy and Maryland DNR to fund the design of a stream restoration project and stormwater BMP’s to address erosion issues and to improve the water quality of Cattail Creek. The Watershed Stewards Academy is a 501 (c) (3) non­ profit organization and therefore exempt from Federal Excise taxes and State and local Sales or Use taxes. Respondents shall not include these taxes in their bid price. Exemption certificates will be provided upon request. Main components of the design should include: 664 ft of Stream Restoration with the aim to:

Provide stream valley restoration, including the establishment or re­connection with riparian wetlands

Provide design optimizing floodplain reconnection volume on small storm events. Provide design features that promote denitrification during base flow. Provide significant reduction in annual mass of sediments and attached nutrients originating

from on­site channel degradation (i.e., “Prevented Sediment”) and upstream loss being delivered to downstream receiving waters.

Enhance stream and riparian ecological functions using such tools as “The Functional Pyramid”: http://www.fws.gov/chesapeakebay/stream/StreamsPDF/Pyramid%20Figure.pdf.

Provide an integrated stabilization approach to all storm drain outfalls. Address current exposed sewer pipe issue and incorporate solution into the stream

restoration. Relocation of the existing marina parking lot and boat ramp further from the creek’s edge. If appropriate,

incorporate sections of the new lot with permeable paving or similar pervious substrate, while maintaining existing marina functionality.

Construction of bioretention area to replace a section of the relocated parking lot in order to capture sheetflow from the remaining impervious surfaces

Assess incoming flow to the ballfield, marina lot, access road, and basketball court and incorporate into additional small stormwater BMP’s such as raingardens or infiltration trenches if needed.

Incorporate approximately 80 linear feet of living shoreline on along the edge of the bioretention area, from the creek to the new boat ramp.

Design components of this project to assist in meeting Anne Arundel County’s waste load allocation towards the Chesapeake Bay Total Maximum Daily Load (TMDL), by maximizing the pollutant load reductions per most recent MDE Guidance Documents:

MDE 2014 Guidance Document (with expired stream guidance documents) Updated Chesapeake Bay Program Expert Panel Recommendations for Accounting for

Stream Restoration Pollutant Reductions This contract is for the design phase of this project only; responsible parties for the implementation of the design will be decided at a later date. The budget for this project is $50,000. Permits will be the responsibility of MD­DNR.

Scope of Services: The service(s) to be provided as a part of this Agreement consists of the delivery of Permit and Construction Ready Design Plans. MD­DNR will be responsible for coordination with all regulatory agencies whose approval is required to obtain permits for construction. These agencies include, but are not limited to:

Maryland Department of the Environment Maryland Department of Natural Resources Anne Arundel County Army Corps of Engineers

MD­DNR will be providing topographic and bathymetric surveys of the site to the selected firm.

Deliverables:

Attendance of the pre bid meeting on 07/18/2016 at 11 AM at:

105 Berrywood Dr.Severna Park, MD

Consultant firms will be selected by August 15th, 2016. Once selected, attend a kick­off meeting with Watershed Stewards Academy and key Berrywood

Community Members and at least two additional meeting to review the design before the 90% design phase.

Provide 30%, 60%, and 90% design drawings, computations, specifications, and reports including permit plates required to prepare all necessary permit applications, and for a subsequent Bid Package for construction services. Bids are due 07/30/2016.

Design plans are to be submitted by the following deadlines: September 30th, 2016: 30% Design & gross construction cost estimate October 30th, 2016: 60% Design November 30th, 2016: 90% Design & Engineer Construction Cost Estimate.

Plans and documents shall be sealed by a registered Maryland Professional Engineer. Two (2) printed copies and one electronic copy (PDF format) copy of these documents shall be submitted to Watershed Stewards Academy at the 30%,60%, and 90% stages of design.

Provide gross estimate of project construction cost at 30% design phase, as well as Engineer Construction Cost Estimates at 90% design phase.

Revise and update plans and documents as necessary to address review agency comments and obtain construction permits.

PROCUREMENT PROCESS

Watershed Stewards Academy Rights and Options The Watershed Stewards Academy, at its sole discretion, reserves the following rights:

Supplement, amend, substitute or otherwise modify this Bid Package at any time; Determine which respondent, if any, shall be selected; Reject any or all proposals or information received pursuant to this Bid Package; Cancel this Bid Package with or without the substitution of another Bid Package; Request additional data or information after the submittal date, if such data or information is

considered pertinent, in WSA’s sole view, to aid the review and selection process; Require one or more respondents to supplement, clarify or provide additional information in order to

evaluate the Bids submitted; Conduct investigations with respect to the qualifications and experience of each respondent; Take any action affecting the Bid Package or the services or facilities subject to this Bid Package that

would be in the best interest of the Watershed Stewards Academy and the Berrywood Community; Waive any defect or technicality in any Bid received; Reject any portion of any submittal and/or reject all submittals, to waive any informalities or

irregularities in the submittals or to re­advertise. Respondents Rights and Options

If any submittal contains confidential technical, financial, or other types of information, the respondent must clearly label the specific portions sought to be kept confidential.

No interpretation or clarification of the meaning of any part of the Bid Package will be made verbally to any respondent. Respondent must request such interpretation or clarification in writing from WSA by email. WSA will issue addenda to all respondents including the questions and answers.

Addenda are available online at aawsa.org/restoration. The Proposer shall be responsible for inquiring if addenda have been issued. All clarifications or addenda shall become part of this Bid Package, whether or not received or acknowledged by the Proposer.

Proposal Submissions and Requirements

Proposals are due on 07/30/2016 at 5pm. Respondents are required to submit two (2) printed copies of their proposal to Watershed Stewards

Academy, 974 Indian Landing Rd. Millersville, MD 21108 and one digital copy to be emailed to Brad Deise at [email protected]

Proposals shall include a Cover Letter or Introduction, giving a brief description of the firm’s relevant experience, and its understanding of the proposed project.

Proposals shall include information documenting the firm’s qualifications and experience. A Project Manager and key staff to be assigned to the project shall be identified, along with the identification of all other companies or individuals proposed to to be involved with the project. Examples of similar projects successfully completed by the firm shall be provided.

Proposal shall include a Work Plan, demonstrating the overall approach to each task in the project, and a proposed Work Schedule with completion dates for the various tasks and subtasks.

The vendor must provide copies demonstrating proof of insurance in their submittal. Proposals shall be sent to [email protected]

Proposal Review Process The Watershed Stewards Academy will assemble a selection committee which includes Maryland Department of Natural Resources staff, and leaders of the Berrywood Community Association to assess all proposals and make recommendations as to the best overall proposals based on experience, quality, and proposed work plan. Watershed Stewards Academy shall not be liable to any respondent for costs associated with responding to the Bid Package, for the respondent’s participation in any oral interview if required, or for any costs associated with negotiations.

Evaluation Criteria The selection team will review proposals based on the following criteria:

Best use of available funds Design Team’s relevant experience Inclusion of all deliverables specified in the RFP Approval from Berrywood Community Leaders
