A Main Roads Department alliance with its commercial arm, RoadTek will undertake the project to replace the old timber bridge with a cement one which will be half a metre higher. A second part of the job will see a slight realignment and widening of the road for one kilometre towards Isisford. Alliance project manager Richard Smith said the proximity of the bridge to the town of Blackall made it a bit more complex than most jobs in the region. Initial estimates put the cost of the project at $2.4 million. Built in 1943, the old bridge is regarded as unsafe and traffic has been diverted around it for most of 2006, opening only when flooding in December and January covered the detour and made it uncrossable. Mr Smith said the work was expected to finish in August but this would depend on the weather. “At this stage we plan to start demolishing the old bridge in mid to late March but rain may delay that,” he said. Preliminary work was undertaken last week to divert flows to the northernmost channel of the river and away from the bridge footings but a storm that afternoon dumped 42.2 mm (170 points) over the town. Water from upstream was flowing through both channels this week. The new bridge will be constructed on the same location as the old one which is the reason for the demolition taking place at the start of the project. “The major risk to the job is flooding,” Mr Smith said. He added that every effort had been made to quarantine the project from the wet season, noting that long term weather averages had been sourced from the Bureau of Meteorology and studied in the planning stages. “If the river comes up and there’s no bridge, people will have to look at alternative crossing places,” Richard said. Blackall shire CEO Brenda Kelly said the council had expressed concern regarding this scenario to Main Roads. “Ultimately, it’s their project and it’s up to them to decide,” she said. The Queensland Writers Centre’s marketing coordinator Julie Beveridge, herself an internationally published poet and speech and drama teacher, will be travelling with the group. Stand-out performances were seen from Harley who received runner-up age champion for 14 year boys, and Natalie who won age championship for not only her 12 year girls age group but also for the open female group. Natalie also broke two pool records, taking out the 100 metre butterfly in a time of 1:16.65 and the 100 metre backstroke with 1:17.38. Blackall formed a successful relay team on the day in the mixed open division, with Harley, Natalie, Kyle and Jamee taking third place in the 200 m freestyle. The carnival also incorporates a skins competition run at the end of the day. To be eligible, swimmers must have one of the six fastest 50m freestyle times on the day in either under 12 or 12 and over age groups, in male and female divisions. Blackall was lucky enough to have two swimmers qualify for the 12 and over group and Natalie and Kyle competed for a piece of the $1600 prizemoney on offer. Kyle swam admirably against some very stiff competition to come in fifth place. Natalie overcame tremendous odds against girls older and, on paper, faster than herself to come away with second place. Blackall will be hosting the next intertown meet, the central west championships on Saturday, March 10. -- by Zoe Johnson Blackall success at Barcy swim meet Natalie Dendle and Jamee Johnson travelled to Springsure over the Australia Day long weekend to compete at their annual swimming inter-club meet. Though a small club, Springsure’s location attracts swimmers from throughout the central highlands and Rockhampton areas, making it a very competitive meet. The carnival features 25 metre ‘dash for cash’ heats, with the fastest six swimmers progressing to the final. Natalie finished first in the heats and then went on to take out the final with a new pool record time of 14.46 seconds. She continued to impress the crowd by winning the perpetual 100m open freestyle trophy. Everyone played extremely well, with 10 girls getting selected to compete as part of the Central West team in Mount Isa from March 10 –13. The girls selected were Heidi Aspinall, Megan Richardson, Anna Haughton, Danielle O’Brien, Ellerah Campbell, Karlia Schluter, Abigail Hayward, Samantha Du Reitz, Bonny Lawrence and Breeanna Whitfield. Trent Harlow was selected for the boy’s team. The long-awaited construction of a new bridge across the Barcoo River at Blackall is due to get underway with the removal of the existing bridge scheduled for March.

Wet conditions on bowling green

Blackall’s Combined Agents yarded 1952 head for the first fat and store cattle sale for 2007 on Thursday, February 15.

Numbers were slightly reduced due to rain the night before but the market was strong for most articles.

Very few bullocks were yarded but topped at 188c/kg to average 182c/kg for Charolais bullocks from Don Batts, which were the best of the sale.

Feeder steers 400-500 kg topped at 177c/kg to average 168c/kg with weaner steers topping at 237c/kg to average 207c/kg.

Angus cross steers from Narromine topped the sale.

Heavy heifers topped at 169c/kg to average 142c/kg while feeder heifers made 180c/kg to average 160c/kg.

Charolais heifers from David and Deanne Carter, Frederick Park, topped the sale.

Weaner heifers topped at 180c/kg to average 159c/kg.

With a larger yarding of cows,

the heavy cows topped at 160c/kg to average 144c/kg, with Mckenzie Family Pastoral getting the best money.

Medium cows topped at 144c/kg to average 135c/kg. Lighter cows topped at 127c/kg to average 107c/kg.

Cows and calves topped at $855 per unit.

Rain cuts first yarding for the year at BlackallWelcome to the Barcy BugleWhile we in Blackall go about

making our fourth year at the Barcoo Independent even better for our readers, Barcaldine is welcoming a new voice in independent media into its community.

Local resident Tony Jackson has taken on the job of compiling the Barcy Bugle.

The 20-page paper owes much of its format and design to Blackall’s ingenuity, being printed on double-sided A3 paper and including a TV guide and crosswords.

It’s great to see others following on the path that Blackall has trail blazed.

The Year of the PigSome of you will have seen or

read in the news last week that, according to Chinese tradition, we are now in the Year of the Pig.

Wondering what this might mean for the world in general and Blackall in particular, I went searching on the internet for predictions and discovered that 2007 may be a relatively less peaceful year with more international conflicts and struggles, leading to regional warfare, uprising and unrest.

Such events, I was reassured, may bring positive changes leading to longer term benefits for the future of humanity and global well-being. While the pig symbolises travelling

and will benefit the tourist industry, a problematic relationship with the snake can bring accidents related to air, sea and trains, the site goes on to say.

It expects the economy and the stock market to shoot up to very high levels in the months from February until about July but urges investors to be cautious in the spring and summer.

The site says the Pig year favours earth and metal industries, which includes property, mining, hotels, chemicals, insurance, machinery, computer, high tech industries, skincare, and health businesses.

It looks as though this little piggy, rather than going to market, will be staying home and looking for a mining venture to earn her fortune!

EditorialWhile Jeremy Barron is a new face

at Grant Daniel and Long’s Blackall branch, taking over as the new manager recently, he’s no stranger to the district.

He spent four years here with Elders before moving to Emerald with the company last year where he organised cattle sales.

When the opportunity for a manager’s job came up at GDL, he was happy to fill the position.

He’s also looking forward to getting back into a Blackall Magpies rugby league jersey.

A new recruit to the team is GDL livestock salesman David Felsch, who has moved to Blackall from GDL’s Taroom branch.

He was at Dalby before that and has spent 18 months with the company in total.

David was born in Casino, New South Wales, where his parents ran cattle on a property in the district.

He enjoys all sports and a quiet ale, and warns Queenslanders to watch out at State of Origin time when his loyalty to the Blue jumper comes to the fore.

the three-day expo which runs from May 11-13, and is a key event at this year’s Blackall Heartland Festival.

The festival begins with The Great Debate at Friday evening’s launch dinner, where authors Robyn and Peter will join western Queensland identities in debating the challenging statement that words will have a greater impact on our future than the weather.

Regional poets and writers will have the opportunity to perform in front of a live crowd at Saturday night’s Poetry at the Pub open mike event, to be led off by Graham and Julie.

Booklovers will be catered for throughout the weekend, including Sunday evening when

the weekend will finish with an open book group discussion of the haunting novel of Australia between the wars, Everyman’s Rules of Scientific Living by Carrie Tiffany.

The Blackall Newsagency and Lucky’s Bookstore in Longreach are already stocking the book in preparation for those who want to read it and then discuss it in an informal group setting with wine and nibbles.

Workshops over the weekend will focus on writing non-boring history, writing for children, and gaining skills to present work to an audience.

Q&A sessions will be held for people seeking information on publishing and marketing their

work and for those exploring avenues for regional writers and poets.

There will be a Meet the Writers hour, book giveaways and a book fair over the weekend.

Organiser Sally Cripps said the expo, which is supported by the Regional Arts Fund, was for all those who enjoyed reading books, talking about books and writing books.

“I don’t think anything quite like it has been seen in these parts before,” she said.

The Heartland Festival itself promises a month of interesting, fabulous and quite different arts activities, concluding with Blackall’s QantasLink/Beef Producers race day on June 2.

Blackall’s old National Bank has received a new lease of life at the hands of Anika Cameron, who has turned it into an upmarket eatery.

Opening in early February and doing a brisk trade in ‘good’ coffee, home baked cakes and lunches, the National Bistro is a dream realised for Anika.

After undertaking a pharmacy traineeship with Ian Kinsey and working in Toowoomba, she decided she wanted to come back home to family and friends.

“Our city cousins have fine dining in a great atmosphere, and I wanted to provide that same experience,” she said.

Elements of the old bank can be identified by the well-trained local eye, such as the front counter which is now the servery.

Future expansion plans include turning the old strongroom into a lounge area.

Anika’s first weeks in the business have been busier than she ever anticipated.

She has enlisted the help of sister Kahli and mother Kerrie, as well as Tara Carolan, to help run the bistro and is experimenting with opening hours of 9 am to 4 pm seven days a week.

Breakfasts are offered between 8.30 and 10 am on weekends.

“I’ll trial these times for a while so I can find out what works best,” she said, adding that evening meals were also being planned.

Shelley Haughton has received a 10-year long service award from Queensland Transport.

She has been the crossing supervisor or ‘lollipop lady’ at the Blackall State School for almost 12 years.

The award was presented on behalf of Queensland Transport by school principal Bobby Harding.

Always smiling and happy to have a chat, Shelley said the most important part of her job was to “get the kids across safely and teach the little ones the road rules”.

She said there had been a few close calls over the years with road rage, threats from impatient drivers and several cars that have nearly “wiped her out”.

However, despite having to stand in the hot sun and occasionally the rain, she is back on task for 2007.

Shelley’s long-term dedication to the job has been appreciated by all, according to Mr Harding, and she is to be commended for ensuring the safety of children and adults that cross the busy road.

Clean Up Australia Day is once again being hosted by Blackall Shire Community Services on Sunday, March 4 as Australia’s largest annual environmental campaign gears up for another record breaking year.

As part of Clean Up Australia Day 2006, the council and local volunteers were part of the biggest clean up Australia Day campaign.

Across the country around 700,000 volunteers removed more than 9,000 tonnes of rubbish at a record breaking 7527 sites.

Some of the more unusual finds from around the country were a slippery dip, a cash box from a church, a Christmas tree, doona and blanket, underwear and a mattress, $100 note and a Hills Hoist .

The most common rubbish items found were plastic bottles, glass bottles, soft drink cans, and cigarette butts.

Volunteers can join in the Clean Up Australia Day by registering at the Memorial Park between 8.15 and 8.30 am on March 4.

The clean up will finish back at the Memorial Park at 11 am. For further details contact Lisa Kings on 4657 4440.

Blackall to join Clean Up campaign again

A worldwide movement that is held on the first Friday in March each year will occur at St Patrick’s Catholic Church on March 2 at 7:30 pm.

The World Day of Prayer calls together all men and women to observe a common time of prayer.

With more than 170 participating countries it unites people of various races, cultures, and traditions to listen to God’s

word.It is a time for all to share hopes

and fears, joys and sorrows, opportunities and needs.

The women of Paraguay, with the chosen theme “United under God’s Tent”, have planned prayers and hymns for this year.

An invitation is extended to all to come and share in the ecumenical movement of prayful action.

SEVEN The Blackall Shire Council has put additional measures in place to manage camping activities following the receipt of a report by the Queensland Ombudsman.

The new procedures come after a long-running wrangle with caravan park proprietor Robert Parnaby which resulted in complaints to, and an investigation by the Queensland Ombudsman.

A letter to council’s December meeting from assistant ombudsman, Craig Allen said Mr Parnaby alleged the riverside camping conditions were unhygienic; that council was using public facilities to compete with a private business; and that council allowed the Barcoo Hotel to operate as a caravan park in breach of its development conditions.

In response council’s chief executive officer Brenda Kelly said all campers were advised there were no facilities at the riverside reserve, and if they were required campers should use the caravan park.

She also said Mr Parnaby’s was the only complaint received about hygiene at the reserve.

But Mr Allen pointed out that council lacked a formal system of regular inspections and he believed they should be conducted at least weekly – and more often during the peak tourist season.

Mayor Les Wheelhouse said the easiest system of inspections was for people to put their car registrations on permits, which council staff could then check.

Council resolved that its officers regularly inspect the riverside reserve and make sure campers were not parked for an inappropriate length of time, that they were self-contained and held the relevant permit.

On the issue of profiting from campers Mr Allen found that

council’s fee of $5 a night could not be considered a commercial operation, but its one week camping permits may.

He asked council for their views and suggested they take advice on whether the operations should be subject to the local government Code of Competitive Conduct.

The meeting decided it was not a business activity and should not invoke the competitive neutrality provisions of the Act.

Nor was it prepared to grant the caravan park owners a permit to manage camping at the reserve and collect fees in return for maintaining the land, as it wished to control the standard of maintenance in the area, an approach Mr Allen deemed appropriate, as council was trustee of the land.

As to Mr Parnaby’s claim that the Barcoo Hotel was operating as a caravan park in breach of its planning approvals, council considered whether hotel signs advertising space for motorhomes, caravans and camping should include the words “self-contained”, but decided it didn’t.

“The Barcoo Hotel is required to tell people that only self-contained camping is allowed when people are booking in,” Ms Kelly said.

Mr Allen commented on the issue of communication between Mr Parnaby and the council as to the use of the showgrounds for overflow customers.

Council agreed to his proposal to write to the caravan park advising them of the availability of the showgrounds complex for overflow customers, and will include the Barcoo Hotel in its correspondence.

Council also considered and rejected a proposal to charge for the use of the showgrounds for overflow accommodation, at this

stage.“They’d be used to assist

commercial enterprises, operators will be charging people to go there and they’d be using our power,” Cr Tina Holden said.

Cr Wheelhouse noted that council had charged no fee in the past.

“If an overflow is sent up to the showgrounds every night we could review it but I don’t think we should put on a charge right now,” Cr Peter Skewes said.

But council would advise operators of their conditions to use the showground, including no camping in the weeks before and after the show and the campdraft, and that permits would have to be displayed on caravans so council officers could check their bona fides.

Busy year for garden club coming up

Blackall’s green-thumbed residents are planning a busy year as Garden Club gets underway again with lots to look forward to.

The first garden visit for the year will be on March 7 when Lynette Davison opens up her gates to club members for the morning.

In April the club will host ABC TV gardening personality Colin Campbell and an Outback Gardens Adventure bus tour, which will be visiting a number of gardens in the Blackall area and staying overnight in town.

The club is then taking part in Blackall’s Heartland Festival in May with workshops and tours planned for the community.

Lindy Hardie is the group’s convenor for 2007, taking over from Kylie Banks, and is keen to hear from new members interested in joining Garden Club activities.

A small group of dedicated members attended the 35th annual general meeting of the Blackall Isolated Children’s Parents’ Association branch at the Blackall Memorial and Sports Club late last year.

Although a relatively quite year for the branch, Sally Cripps held the banner up at the Mt Isa state conference.

Sally spoke about the Blackall Kindergarten’s fundraising dilemma and resolved with other delegates to urge Education Queensland and C&K to immediately implement 100 per cent funding of wages in small rural and remote C&K centres.

Portfolio head Jo Clark reported that the state ICPA council had written to Minister Welford but had not received a response.

ICPA Blackall branch has made a number of donations through the year, including $100 to both the Blackall State School and St Joseph’s School to assist students to participate in an education related activity of their choice.

These schools and the Longreach School of Distance Education received $30 each as a contribution towards Speech Night awards, and the LSODE Optiminds team received $100 to assist with travel to compete in state finals in Brisbane.

Fiona Russell took over from Virginia Wacker as branch president at the meeting, while Ros Wood and Anne Sprague continue on in their roles as secretary and treasurer.

The Blackall RSL sub branch held its annual general meeting in early February.

Although Terry Brennan had indicated that he was looking to stand down after three years as president, this was not to be.

Endorsement for the job he had done from those present saw him agree to continue on.

Terry said that his two major goals for the year ahead were to ensure Anzac Day had even greater community involvement and support than last year, and to develop and realise, in conjunction with the shire council, a project to refurbish and update the cenotaph and surrounds in the Memorial

Park.The major change in the

leadership team was the standing aside of long-term secretary/treasurer Harry Kitching.

Harry attempted to retire two years ago but was seconded back twice to resume the role.

Don Daly, a retired member of the Royal Australian Air Force, who returned to Blackall last year, has replaced Harry.

He remains in the senior vice president’s position, and Michael Masters is the other key appointment as junior vice president.

Members in attendance agreed to adopt a fresh approach to how

the branch will operate in the future, reducing the number of formal monthly meetings from eleven to four.

During the intervening months there will be a variety of informal social gatherings to foster esprit de corps and camaraderie between members and supporters.

The president mentioned that planning was already underway for Anzac Day this year.

It was his hope that the community will build on its already magnificent support by attending the dawn service, morning march and ceremony in even greater numbers than last year.

SEVEN February 9 saw Matilda Regional Health Service psychologist Michael Arthur present the first session of Mental Health First Aid training in Blackall.

Royal Flying Doctor Service team leader Stuart Hart assisted at various stages during the training.

Blackall Shire Council Community Services organised the training and was pleased with the number of participants who attended and the quality of training delivered.

Around 20 interested people from local community, education and health services attended and found the training beneficial, gaining skills to assist a person suffering with mental health problems until appropriate professional treatment is received or until the crisis is resolved.

Mental Health problems are common in our community, especially depression, anxiety and misuse of alcohol and other drugs.

In the past people had not been very well informed of mental health problems and the treatment that was available, but with greater community awareness it is hoped people will be able to recognize their problems and feel more comfortable about seeking professional help.

The Mental Health First Aid program was developed in 2001 and has spread to every state and territory of Australia and internationally.

The second Blackall training session will be held on February 23.

Blackall’s abundant water supply was a great attraction for newcomers Ataum and Jolene Martin and their family.

As keen gardeners they found the water restrictions in Longreach, where they spent the last nine months, to be too hard on plants.

“The lack of water is their downfall,” Jo said. “Too many of our plants died.”

Ataum is the new gardener at McLean Place and has a degree in horticulture.

The couple can’t wait to take delivery of 2000 tubestock plants in coming weeks and start planting.

They plan to sell plants as well.A growing household is also

BRUCELLOSISBrucellosis is an infectious

disease caused by the bacteria of the genus Brucella. The most common source of infection is from feral pigs but different strains of Brucellosis can also be found in cattle, sheep, goats and working dogs.

Humans can become infected by bacteria passing through broken skin or inhalation. The incubation period is usually one to two months, this is the time from initial exposure to first appearance of symptoms. There is no evidence of it being passed from person to person.

The symptoms which can come on sudden or gradually are continuous or intermittent fever, headache, weakness, drenching sweats, chills, joint pains, weight loss and generalised aches. This may last for several days, months or even a year or more if not adequately treated.

Effective treatment usually involves a six-week course of antibiotics prescribed by your doctor, while control involves the elimination of the disease in animals. Relapses can occur in 5 per cent of treated cases.

There is no human vaccine for protection against brucellosis. The most important thing to do is to take precautions when coming into contact with animals.

The Blackall State School has extended a warm welcome to all families new to the school.

It recently held ‘meet the teacher’ sessions to enable people to get to know each other, and for the school to outline classroom expectations for children.

***Blackall student leaders joined others from various

schools at a three-day leadership camp recently, giving them the opportunity to network and share ideas.

***State School leaders were presented with their badges by

shire CEO Brenda Kelly and P&C president Shane Robinson at a recent induction parade.

The school’s new leaders are Heidi Aspinall, Anna Maree Haughton, John MacNamara, Nadine McLeod, Danielle O’Brien, Megan Richardson, Samantha Paton, Danyelle Murphy, Matthew Wemyss and Noralyn Jowett.

***The Longreach School of Distance Education held its

swimming carnival last Friday, with Blackall students featuring in the medal tally.

Ainslie Walker and Pagen Arnold tied for the girls 8 years age championship, Gibby Rooney took out the girls 9 years, Wilson Sprague was the boys 9 years champion, Lochie Rooney won the boys 11 years section, and Hilary Wood was the girls 12 years champion.

Hamilton Walker finished with the runner-up trophy for the boys 10 years.

The carnival was won by Boree House.***

St. Joseph’s students enjoyed Getting Active during an action-packed schedule of healthy lifestyle presentations and activity sessions at the school recently, designed to improve sporting skills, agility, hand-eye coordination and teamwork.

This program, funded by the Queensland government, demonstrated the fun side of physical activity and gave the students memorable contact with sporting stars from the Queensland Academy of Sport, including middle distance runner Jacki Davies, 100 metre sprinter Kate Leitch, and hockey player Steve Green.

Kirsty Johnstone, pictured here with Blackall State School principal Bobby Harding, is the 2006 recipient of the McLean Bros bursary.

Kirsty has been accepted into James Cook University in Townsville to study medicine.

The $20 000 bursary has been available to selected Blackall State School students since 2000, thanks to a bequest from the estate of Lex and Gordon McLean.

It is awarded to the student with the best academic record from the year to use towards the costs of tertiary education.

Kirsty will be using her bursary to assist in her medical studies at James Cook University.

Association held a committee forum in Blackall on February 10.

Along with councillors and the secretary of the ACA, campdraft committee members from Blackall, Tambo, Barcaldine, Winton, Yaraka and Muttaburra gathered to discuss the running of drafts and answer questions.

New ideas were passed on to committees in the region to try out.

Blackall’s campdraft committee is working towards their big weekend on April 21 and 22.

Working bees are being held to put on finishing touches and all members are welcome to help out where they can.

Campdrafters rounded up in Blackall

The Kids Brekkie Club (KBC), which was trialled during the last semester of 2006 by the combined churches of Blackall and the Blackall State School, will begin again on Thursday, March 3.

The initial objective of the club is to encourage children of different age groups to interact socially while having a healthy breakfast.

KBC will continue every Thursday of the school week during 2007, and it is anticipated that an afternoon program will be initiated during the semester.

Promoters say that out-of-school-time programs and activities can constitute a vital set of complementary learning supports for children.

Non-school supports, with school input and guidance, for children and families can enhance and promote learning and development by complementing school day efforts.

Plans are also underway to have a holiday program organised for primary school students during the June/July break.

Wes and Di Fittell from the Christian interdenominational organization OAC Ministries will be conducting this.

Well known for their youth camps and school programs, Wes and Di have been conducting these programs at the Blackall State School for around 12 years.

A bulletin will be sent to parents when plans have been finalised.
